Introduction

The school year 16/17 under the German presidency was marked by many changes in

European schools and in the general secretariat both on a pedagogical and on a personal and

administrative level.

During the 2016 summer holidays the Office of the Secretary General moved into its new

premises at rue de la Science 23, B-1040 Brussels. In August the previous deputy Secretary

General, Mr Giancarlo Marcheggiano, was appointed as the new Secretary General, with his

predecessor Mr Kari Kivinen departing in October.

The previous head of the HR department, Mr Andreas Beckmann, was appointed as the new

deputy Secretary General in December 2016. In April 2017 László Munkácsy was appointed

to the newly created post of head of the unit for unit for pedagogical development, a role

previously filled by the deputy Secretary General. Finally it became known in spring 2017 that

the head of the baccalaureate department, Mr Manuel Bordoy, would succeed My Wulf

Schlabe as director of the European School, Brussels IV and would take on this post on

01/09/2017, creating another management position in the Office of the Secretary General.

With that, all pedagogical leadership positions in the Office of the Secretary General had

become vacant or had been advertised and newly filled. At this point we would like to offer our

explicit and heartfelt thanks to Mr Giancarlo Marcheggiano and his deputy Mr Andreas

Beckmann, whose great engagement and immense experience has helped to steer us through

this difficult time of many changes and transitions, and to make it a success.

An event which had a great shock effect just before the beginning of the German presidency

of the European Union and long after was the result of a referendum in Great Britain. A slim

majority of votes favoured the UK’s exit from the European Union, which is supposed to occur

by 29 March 2019 and is generally known as “BREXIT”. This also has consequences for

European schools which raise a great number of questions. These questions are the task of a

work group with contributions from the troika (in the school year 2018/19: Germany, Estonia

and Greece) and other stakeholders.

The opening of the system of European schools for schools in national sponsorship by member

states has developed significantly: In the year of German presidency seven accredited

European schools have already taken part in the European baccalaureate. The new school

year 2018/2019 will bring with it thirteen accredited European schools, the same number as

traditional European schools, and in the future this number will continue to grow strongly. This

presents great challenges to the system of European schools, which could not all be foreseen

and considered. This is another reason why the Board of Governors decided on the

establishment of a work group on accredited schools at its April 2017 meeting in Berlin.

There was also another whole series of changes at management level in European schools

with many schools receiving new directors and/or associate directors. Details on this can be

found in the corresponding section of this report.

On a pedagogical level the work of the German presidency was intended to carry forward the

priorities set by previous presidencies, but also to set its own emphases. Details on all of these

may be found in the next chapter, which lists German priorities with the corresponding

measures and results.

We only wish to highlight a few of these. In particular, the priority “Support in introducing

structural changes” was an important theme for us, which we will illustrate using three

examples.

1. The upcoming “structural changes” certainly include the “pedagogical reform” centred

on the presidency’s involvement in the “Pedagogical reform - task force” work group.

The Board of Governors has charged the work group with checking the proposals made

up to this point on three main levels and to develop them further into a coherent

suggestion taking into account the various conditions and interests. The languages

programme of the European schools, the implementation of the eight key competencies

as well as curriculum reform in the organisation of subjects and timetables. After the

languages programme was already developed far under the Danish presidency and

agreement was already reached on important questions between the various

stakeholders, the implementation of the eight key competencies took centre stage for

the work group in the school year 16/17. To this end the external expert Majella O’Shea

was brought in to participate in several task force meetings and present the process as

well as the state of affairs at the stakeholder meeting in May 2017.

2. The introduction of the new grading system for the secondary cycle was another

important aspect. Further attainment descriptors for almost all subjects and at least

years S1-S6 were prepared and accepted by the responsible committees. The

preparation of the new grading system on a school level was begun by the work group

“Attainment measurement in the secondary cycle” together with the baccalaureate

department with half-day workshops. Most of the teaching staffs at the European

schools took part in these workshops. At the suggestion of the Joint Pedagogical

Committee the Board of Directors decided in its April 2017 meeting in Berlin that

additional further implementation measures should be taken, especially the preparation

of written handouts for teaching staff and further introduction and training events at the

schools, including subject-specific ones.

In addition the Board of Directors decided that a further school year should be used for

these additional measures before the new grading system comes into effect. It will be

introduced for S1-S5 on 01/09/2018, for S6 in 2019 and for S7 on 01/09/2020, the first

baccalaureate will be marked with the new grading system in 2021.

3. The introduction of the online marking tool “Viatique” was a step which was completed

very successfully last school year with great engagement from the baccalaureate

department. The chairman of the European baccalaureate goes into more detail

regarding this very positive process in his report.

Two processes set into motion by the German presidency and/or which require further

development beyond that are the revision of the profile and the selection process for

management roles in the Office of the Secretary General and in the schools

(directors/associate directors), an aspect which has both general and specifically pedagogical

aspects. In addition the new statute for local teachers has created the challenge of having local

teachers assessed starting immediately on a regular basis and on particular occasions by

management and by inspectors. A work group on this topic has made structural suggestions

within a very short time and already tried these in practice in two pilot schemes, but this process

too will be carried further by Estonia in its presidency, like so much else, such as the

preparation and initial implementation of the new Festival for Arts and Music of the European

Schools (FAMES) in February/March 2018 in Frankfurt and Bad Vilbel.

The troika construction has proven particularly useful in this regard: The great experience of

the Danish presidency is still having an effect on the German presidency, and at the same time

it was important for us to involve our Estonian colleagues in the most important processes as

early as possible and to be ready now to provide further support and to welcome and involve

the Greek presidency in the school year 2019/20.

In the end even the troika is no more than a representative of the Boards of Inspectors.

Individual inspectors’ achievements in the many work groups can be readily seen in the

attached overview, which lists all activities.

But in the end the high point of this introduction is not what a German presidency may have

initiated and partially achieved. We wish to thank all those who promote this great and unique

system of European schools day by day, firstly the Secretary General Giancarlo Marcheggiano

and his deputy Andreas Beckmann, all the employees of the Office of the Secretary General,

all the inspectors whose indefatigable participation in countless work groups and initiatives

ensures that the pedagogical coherence of their activities always stays in line with current

Because what finally decides what happens in the European schools themselves is the great

and engaged work done there every day by school management, teaching staff and other

employees, which ultimately leads to the education and further development of our pupils,

making them into the Europeans which this continent so urgently needs now and in the future.

B. Statements

a. The structural priorities

i. Revision/implementation of the statute for local teachers (esp. evaluation of local

teachers)

A great step forward with regard to the clarification and definition in the role of local teachers

was the adoption of the EU Staff Regulation for Local Teachers at the European Schools under

the Danish presidency (2016-05-D-11-en-1. This document leads in various respects to legal

security and a consolidation of the position of local teachers. A great challenge results from

the new regulations with regard to the evaluation of local teachers, who will be regularly

inspected from now on by both directors and national inspectors. As this will cause the number

of prescribed evaluations to increase significantly in the next few years, the Board of Governors

has decided to charge a work group with investigating the planning and structuring of these

evaluations and to make suggestions as to how they can be carried out in the most effective

and appropriate way possible. In this context the work group suggested piloting team

evaluations, which were carried out as early as spring 2017 at the European school,

Luxembourg 1 and will continue in autumn 2017 with a team evaluation at the European

school, Mol. The initial interim results of this pilot are promising, but several important

questions remain open, such as how, that is by whom and when these additional evaluations

will be planned and carried out in the future and also how large the additional costs will be and

how they will be financed.

ii. Development of procedural rules for information and follow-up regarding the

implementation of ORES decisions

In a large and extremely complex supranational organisation like the system of European

schools it is extremely important that the resolutions and decisions of the Board of Governors

are documented and communicated in a way that makes clear regulations and provisions for

all questions addressed and answered in them, which must also be consistent. As the

European schools have existed for more than sixty years, numerous such decisions have been

made and published, and it is a particular and particularly important challenge to make these

documents accessible in a coherent and simple manner. The further development of the

European schools website and the document platform DOCEE plays a large role here. By

introducing Office 365, which will combine all the European schools’ software applications in

the future, is intended to improve this coherent and easy access on an ongoing basis.

Relaunching the website in the year of the German presidency has already led to clear

progress and will also lead to clearly organised information and documentation in the next few

years as implementation continues. Of course, this further development must be actively

designed for all levels of the European schools - especially for the Office of the Secretary

General and for the schools themselves - in order to contribute to better and better

communication between everyone involved in school life.

iii. Revision of the selection process and profile for functional roles in ES and

BGSES

The profile and selection process as well as the regulation of evaluation and other aspects

relating to management staff at the European schools and in the Office of the Secretary

General, are an element of quality, quality development and quality assurance of the system

of European schools which should not be underestimated. The relevant documents offer many

important regulations and procedures which will now be inspected by a work group specially

deployed for this purpose by the Board of Governors to see whether they meet the present

and future challenges of managing the schools and the whole system in the best possible way,

and will be adjusted for this purpose if needs be. Under the Danish presidency in 2015/2016

an important step was taken in this area when a separate management role was created in the

Unit for Pedagogical Development in the Office of the Secretary General of European Schools

alongside the Deputy Secretary General, and was occupied for the first time in April 2017.The

work group has already met several times and has already presents various interim results, in

particular the adjustment of the selection process and the provisional involvement of external

expertise, but will need more time than was initially foreseen. It is very encouraging, however,

that important questions have been answered by consensus, and that great agreement was

expressed in almost all the responsible committees on almost all points. This process will

continue into the Estonian presidency and will be concluded in spring 2018 at the earliest, but

if possible in December 2018, by a resolution of the Board of Governors.

iv. Revision of the financial rules of the ES

The revision of financial rules for the European schools has long been an important topic for

the Office of the Secretary General, the Budget Committee and the Board of Governors. The

varied changes aimed at by this new ordinance find their clearest expression in the fact that

important bookkeeping responsibilities have been transferred from the schools to the Office of

the Secretary General and a series of roles have been created in the latter for this area. These

new rules of financial administration was discussed and in the end largely adopted at the

meeting of the Board of Governors in April 2017. The process of implementation began with

this, but will certainly take some time with the recruitment process in the Office of the Secretary

General and many further changes. It is significant that the member states and the commission

along with the Secretary General were able to agree on a regulation which represents a good

compromise for all stakeholders and a new way of going forward and making financial

administration more effective and secure in the future.

v. Revision and development of the rules for accredited European schools with

regard to harmonisation and simplification

Since the reform of the European schools in 2009 numerous European school facilities have

been founded in the sponsorship of member states and recognised in the accreditation process

provided for this purpose. As mentioned above, in the coming school year 2017/18 there will

be just as many accredited European schools as traditional schools jointly sponsored by EU

member states and the European Commission, namely thirteen, and more will be added every

year. This process, very pleasing in itself, throws up a series of questions urgently requiring

intensive discussion and communal answers. Due to this German priority the Office of the

Secretary General was asked at the meeting of the Board of Governors in December 2016 in

Brussels to submit a report on the current state of development, a report which it presented at

the meeting of the Board of Governors in April 2017 in Berlin. After a lively discussion the

members of the Board of Governors agreed that these questions had to be addressed

aggressively and without delay and decided that the aspects addressed should be discussed

further in a work group and the (interim) results presented regularly to the responsible

committees. It may be assumed that the Board of Governors will ultimately adapt the existing

rules to present and future challenges.

b. The pedagogical priorities

Prior to the statements on pedagogical priorities it should be noted that continuity with the

emphases set by previous presidencies also plays a central role here: Instead of opening up

many new fields of our own, we are continuing work on fields which have been worked on but

not finished. In this sense the priorities inherited from the Danish presidency are also being

advanced.

i. Promotion of cross-curricular competencies in all curricula of the European

schools (ES), among other things with regard to ICT competencies.

The teaching plans of the European schools have been continually and comprehensively

reworked since the adoption of the corresponding framework document in the year 2011 with

regard to a competence orientation which places cross-curricular competencies front and

centre. This process accompanies the work of the Pedagogical Reform Task Force, which is

tasked not only with developing a new languages policy but also with embedding the 8 key

competencies and the associated revision of the curriculum (in the sense of the teaching

structure). The possible introduction of a cross-curricular project plays a central role in the

discussion here, along with checking and ensuring that modern and futureproof digital

competencies are imparted to the European schools and acquired by pupils to a greater degree

than has previously been the case. Of course, this is also closely connected to the priority

newly defined by the German presidency and continued by the Estonian presidency:

ii. Digitalisation in the European schools in teaching and on the administrative

level

Digitalisation is not just one of the most important topics in society in general, but teaching and

learning in schools also have to deal with the challenges this development brings with it, and

this also applies to the European schools, which still have a lot of room for improvement in this

area.

The German presidency has made efforts to improve on this focus by encouraging Estonia to

take on technical responsibility for the European schools’ IT at the secondary level. The IT

department of the Office of the General Secretary requested and delivered a report on the

administrative status of the changes, especially with regard to the introduction of O365 as a

shared digital platform for all software applications in the European schools. The state of affairs

relating to digitalisation in the pedagogical sphere (media competence, use in teaching,

concepts, “best practice” examples), which is at least as important, was also discussed at the

meeting of the Board of Governors in December 2017, the IT pedagogy work group

reassembled at the end of the year of the presidency under the leadership of the new head of

the pedagogical unit and met multiple times. An O365 training course was organised for

inspectors at the suggestion of the presidency, with the intention of allowing them to access

and use this platform and its various applications. Since then all inspectors have had access

and are increasingly using it. During the pedagogical session week in February 2017 the

German presidency in cooperation with the responsible sub-department head of the Federal

Ministry of Education and Research, assistant secretary Stefan Luther, the state of Baden-

Württemberg and the Secretary General of the European Schools organised a lunch debate

on the topic, which was opened with a talk by the former Digital Commissioner and current

Commissioner for Budget and Personnel, Mr Günther Oettinger. The event was attended both

by the whole Joint Pedagogical Committee of the European schools and by representatives

from various education institutions and organisations resident in Brussels. The podium

discussion was very lively and quite controversial, and it became clear that this process would

have to be furthered and directed by an open and intensive exchange.

It was also the first opportunity for the budget commissioner responsible for the European

schools, Mr Oettinger, to speak with the Secretary General and many participants from the

European schools.

iii. Pedagogical reform task force

The work group “Pedagogical reform task force” has also made progress in this school year.

The most important aspects were addressed in the introduction (cf. p. 4 above), in addition it

presented an interim report to the Board of Governors in its meeting of April 2017 in Berlin

(2017-03-D-30-fr-1), also including an application to extend the work group’s mandate. Work

in all three areas, that is the languages programme/policy, the embedding of the 8 key

competencies for lifelong learning and reform of the teaching structure of the European schools

in close connection with the first two areas will be carried forward under the Estonian

presidency.

iv. Support in introducing structural changes

Another important pedagogical priority is supporting the introduction of significant structural

changes, particularly at the secondary level: The new grading system, online marking of written

baccalaureate exams and the external preparation of all teaching plans at secondary level for

the subjects of mathematics, integrated science, biology, chemistry and physics.

The introduction of the new grading system has also already been covered in the introduction

(p. 5). As a further result of this process the decision of the Secondary Board of Inspectors of

June 2017 to prepare concrete handouts to support teachers in subject-specific preparations

for the implementation of the new grading system must be carried out. This was initiated by a

specially formed steering committee in the current school year 2016/17, including the concrete

planning of training measures to ensure common understanding and shared practice of the

new attainment measurement and assessment system both on a school and system level,

beyond the borders of the subject and language section.

Finally, the German presidency also supported the choice of the best offer for the external

preparation of the new teaching plans in maths and sciences as well as the subsequent

contractual negotiations with the University of Utrecht (NL). The latter will continue to work on

all these teaching plans together with the Institute for Curriculum Development in Enschede,

the University of Kiel (DE) as well as the Ecole Normale Supérieure in Lyon (FR) as well as

the responsible technical inspectors during the coming school year 2017/18 and present them

to the responsible committees. The results of this unique and special process are awaited with

great anticipation in many quarters and will certainly also have consequences for the general

development of teaching plans at the European schools.

In contrast, the results for the introduction of the online marking tool “Viatique” are already

available, in striking form: The written baccalaureate examinations were carried out (almost)

exclusively using this online tool, both by teachers for the first marking and external markers

for the second marking at varies marking centres and from home. Along with the

professionalism and flexibility of the chosen provider of “Viatique”, we must give thanks for the

indefatigable and highly professional work of the Baccalaureate Unit of the Office of the

without a hitch. It is also very pleasing that the responsible employees are developing the

platform further and will continue to adapt it to the needs and particular challenges of the

European baccalaureate examinations. The report from the German head of baccalaureate

Dr. Wolfgang Schöberle goes into further detail on this.

v. Annual planning and periodic planning at the primary level

The general objective of harmonisation at nursery and primary level particularly relates to the

assessment criteria as well as the exchange of tried and tested practices, strategies and

methods.

In setting the assessment criteria great efforts were made to develop common attainment

descriptors for all areas of learning. Their increased use will harmonise attainment

assessments for pupils in all language sections and make them comparable. Great

transparency is provided for all parties involved - pupils, teachers and parents.

Identical planning makes sense as a way to ensure continued successful harmonisation. Two

forms, one each for annual and periodic planning, were presented to school management

during school visits in the course of the school year 16/17 and 2017/2018. Both forms for

planning were used in the accredited RheinMain school. In most schools harmonisation of

annual and periodic planning is still being discussed, especially a competence orientation of

both plans. The benefit of harmonisation is unquestioned, but the altered form with

competencies as its start-off point needs some time to be implemented. The process requires

intensive further support.

vi. Introduction of the “Festival for Arts and Music of the European Schools”

(FAMES)

“Eurosport” has been taking place every two years for some time, and the “European

Schools Science Symposium” annually. Until a few years ago there were also “culture days”,

which also took place at various European schools and were accessible to all of them. In a

time of crisis for Europe and European institutions it was a central concern for the German

presidency to send an artistic and cultural signal that the children and young people who

have the privilege of being brought up and educated at European schools wish in turn to

send clear, visible and audible signals of togetherness, community and solidarity. The

responsible committees of the European schools decided to accept this initiative and to

agree that a Festival for Arts and Music of the European Schools (FAMES) would take place

every two years, alternating with “Eurosport”. Under the European Union motto “Unity in

diversity” FAMES will take place from 28/02/2018 to 04/02/2018 firstly in Frankfurt and Bad

Vilbel, which also emphasises the community and cooperation of the traditional and

accredited European schools.

MEETING OF 7 – 9 DECEMBER 2016

Conformity dossier of the Ecole européenne de Bruxelles-Capitale

(Bruxelles-Argenteuil) – nursery, primary and secondary level (S1-S5)

The Board of Governors approves the conformity dossier. In its estimation the dossier meets the

requirements of the second phase of the process of recognition and cooperation.

MEETING 4 – 6 APRIL 2017

a) Audit report (nursery, primary level) - Europa School UK

(2017-01-D-8-en-2)

The Board of Governors gives a positive opinion on the audit report for the years of the nursery and

primary level at the European school, UK and resolves to issue the Secretary General with a

mandate to renew the current recognition agreement for a further two years in connection with the

duration of the negotiations regarding Great Britain’s exit from the European Union (BREXIT).

b) Audit report (S1-S5 secondary level) - European school, Rijnlands Lyceum in

The Hague (2017-01-D-22-en-2)

The Board of Governors gives a positive opinion on the audit report for the years S1 to S5 of the

secondary level at the European school, The Hague and resolves to issue the Secretary General

with a mandate to renew the current recognition agreement for the secondary level (S1 - S5) for a

further three years.

c) Audit report - Centre for European Schooling Dunshaughlin

(2017-02-D-4-en-2)

The Board of Governors gives a positive opinion on the audit report regarding the Centre for

European Schooling at Dunshaughlin for the years of the nursery, primary and secondary levels

(years S1 to S5) and resolves to issue the Secretary General with a mandate to renew the current

recognition agreement for a further three years.

d) Audit report on the European school, Helsinki (nursery, primary and secondary

level S1-S7) (2017-01-D-9-en-2)

The Board of Governors gives a positive opinion on the audit report for the years of the nursery,

primary and secondary level (years S1 to S7) and resolves to issue the Secretary General with a

mandate to renew the current recognition agreement as well as the additional agreement for a further

to issue the Secretary General with a mandate to renew the current recognition agreement as well as

the additional agreement for a further three years.

f) Audit report (primary and secondary level, S1-S5) on the international school,

Differdange (2017-02-D-29-fr-2)

The Board of Governors gives a positive opinion on the audit report on the Ecole Internationale de

Differdange for the years of the primary and secondary level (years S1 to 2017-04-D-2-de-3 11/18

S5) and resolves to issue the Secretary General with a mandate to sign a recognition agreement for

these levels for the term of three years.

g) Conformity dossier - European school, The Hague – secondary level S6-S7

(2017-01- D-35-en-2)

The Board of Governors has taken note of the conformity dossier of the European school, The

Hague and is giving a positive opinion on it. It resolves to issue the Secretary General with a

mandate to organise an audit for the years S6 - S7.

8. Conclusions

The German presidency actively took on the diverse challenges of this school year 2016/17 and

worked on them to the best of its ability in cooperation with all parties concerned. The quality

assurance systems for the European schools, such as the harmonisation of teaching and education

practice, could be significantly improved.

Numerous changes are currently taking place within the teaching and education model of the

European schools, not only in the areas where the inspectors are active. All parties involved in the

system of European schools are participating actively in this process.

The efforts to maintain and develop the high acceptance and enduring recognition of the European

baccalaureate certificate and its pronounced teaching and learning quality are a permanent challenge

and remain a fundamental goal.

At this point the members of the German delegation would finally like to thank everyone involved in

the system of European schools for the work they have done in the year of the German presidency

and for the energetic support we have received from all quarters.

We would also like to give our colleagues from the new Estonian presidency our best wishes for the

coming school year.

OPINION OF THE JOINT BOARD OF INSPECTORS (JBI)

At its meeting of 12 October 2016, the JBI scrutinised and took note of the first version of the document ‘Pedagogical Development and Quality Assurance of the European Schools (2016-2017)’ including the presidency’s priorities for the 2016-2017 school year.

Some additions were made during the meeting. The JBI approved the first version of the document with the additions and sent it forward to the Joint Teaching Committee for its information. OPINION OF THE JOINT BOARD OF INSPECTORS (JBI) At its meeting of 8 February 2017, the JBI scrutinised and took note of the second version of the document ‘Pedagogical Development and Quality Assurance of the European Schools (2016-2017)’ including the presidency’s priorities for the 2016-2017 school year.

Some additions were made during the meeting. The JBI approved the second version of the document with the additions and sent it forward to the Joint Teaching Committee for its information. This version of the document is an update of the document between its communication for information to the Board of Governors at its April 2017 meeting and the end of the school year on 30 June 2017.

Introduction

The setting of the pedagogical objectives as well as the quality assurance of the type I European Schools are a responsibility of the different Boards of Inspectors:

- Board of Nursery and Primary Inspectors

- Board of Secondary Inspectors

- Joint Board of Inspectors.

The Pedagogical Development Unit of the Office of the Secretary-General supports and coordinates the

(preparatory) activities of the Boards of Inspectors.

The purpose of the present document is to provide each new school year a transparent view of:

- The pedagogical needs as they were identified by the Boards of Inspectors, Joint Teaching Committee or

Board of Governors

- The activities that are planned to satisfy these needs

- The results expected and actually achieved

- The plan of activities

- The results at the end of the school year.

In order to achieve the different goals within the organisational and budgetary resources, long-term and short-term planning is developed. At the beginning of each school year the Joint Board of Inspectors will decide on the prior needs to be tackled, the activities to be organised and the responsibilities to be taken on during the coming school year.

Projects that have come to an end (after 2 or 3 years maximum) will be replaced by new priorities. Also long-term issues can be resolved or be integrated into a smaller or larger target. According to the needs (and resources) the presidency can submit new priorities to the Joint Board of Inspectors.

Priorities of the presidency 2016-2017

In the light of the current growth of the type I European Schools - by population as well as acceding member states

- the need to keep an overall view of our responsibilities and tasks is clearly felt by the inspectors.

With the help of the Pedagogical Development Unit we wish to invest in coherence, transparency and continuity.

The priorities of the 2016-2017 presidency are as follows:

The Boards of Inspectors provide pedagogical legitimacy for the European School system. Very often inspectors

combine their work for the European Schools with other national duties. We want to pay tribute to their passion

and sustainable efforts by making their work behind the scenes more visible.

I. Working Groups

The Working Groups are divided into several categories: 1. Long-term planning

The Boards of Inspectors take initiatives to respond to ongoing/recurrent pedagogical needs. The subsequent

educational challenges are monitored in the long term by structural groups.

2. Reference groups

Some issues need to be debated and followed up with different partners of the ES (e.g. parents, students). The Boards do not just give a specific mandate but also specify the group’s composition.

3. Short-term planning

The Boards of Inspectors take initiatives to tackle issues that need a clear, concrete answer in the short term (max.

2-3 years).

4. Syllabuses

The Boards of Inspectors are responsible for the development, approval and implementation of the syllabuses. The

syllabuses are at the heart of the quality of education. They are revised regularly according to new educational

objectives. A time frame of 1-2-3 years on average is foreseen depending on the newness of the syllabus to be

developed or revised.

To prepare implementation of Article 17 of the Convention, which concerns the Inspectors of the European Schools, the functions of the Board of Inspectors:

Role and Duties of the Inspectors

As arranging for evaluations of locally recruited teachers to be conducted represents a not inconsiderable workload for the Inspectors, the JBI mandated a new working group to evaluate the kind and amount of Inspectors’ duties. The WG is also requested to explore ideas for possibly providing other Inspectors with support in the process of evaluation of locally recruited teachers. The legal aspect of this possibility will be studied. These proposals will need to be based on the articles of the Convention defining the Statute of the European Schools which concern the Inspectors.

II. Continuous Professional Development

The Boards of Inspectors take a large responsibility in the support of the professional development of

the pedagogical staff (with exception of the management staff).

According to the agreed policy, training is provided in different ways to support the quality of teaching

and learning.

As far as the planning of in-service training courses are concerned, priority will be given to:

III. Responsibilities 2016-2017

The Members of the Board of Inspectors take responsibility for the follow up on different subjects and pedagogical

issues. The expertise of each inspector is most welcome in the Board. In some subjects expertise is not always

available. Therefore the Boards would like to encourage the delegations to appoint inspectors with diverse areas of

expertise.

IV. Inspections

In the European Schools system the inspectorate performs a dual role. On the one hand, the inspectorate takes

the lead in setting the curriculum and the pedagogical objectives, as well as in supporting the quality of education.

On the other hand, the inspectorate is responsible for assessment and evaluation of individuals and of the schools

as a whole.
