Freelance Project/Programme Management

During my freelance work I undertook many different types of contracts, providing Programme & Project Management to public and private companies.

ASCRIBE Ltd (Short-Term Contract) Jan 2010 - May 2010

Programme Management Consultant

This contract focused on resolving an issue relating to the management and scheduling of multiple projects and resources. Using my extensive experience in this area, I was able to quickly review the workflow processes and provide solutions in the management of project interdependencies, where project and resource conflict existed. My proposals were implemented by all the existing Project Managers.

Cambio Health (Short-Term Contract) Mar 2009 - Jan 2010

Programme Manager Senior Manager

My role was to provide Programme Management for the development and implementation of 3 major systems (A&E, specialist care and general wards) spanning 3 general hospitals located in and around Greater Manchester.

Working alongside the MD to respond to software tenders for the NHS trust. This work involved a series of planning, presentations, interviews for the procurement of multimillion pounds worth of contracts.

Salford Primary Care Trust March 2006 - Jan 2009

Programme Manager (Senior Manager)

Page 5: John-Burns CV May 2015

This role relied on solid programme management and excellent communication skills. My role was to programme manage the development of three new government mandated Healthy Living Centres (sometimes referred to as LIFT or Gateway Centres). These centres housed a variety of Council and Health services to the public in Salford.

My duties were to ensure the complex and diverse requirements of multi-organisational services. To ensure these were captured, managed and successfully implemented. The highly complex specification for this infrastructure utilised many new technologies. These required commitment from all partner organisations, robust planning, local development, operational management and disaster recovery.

Key aspects of my role in the successful delivery of these centres:

Effective negotiation and communications at all levels

Robust planning and control

Ability to influence and motivate

Concise and timely project documentation and accountability

Efficient risk/incident management/process review.

All three centres were delivered on time and within budget and received an overwhelming positive response from the public and related organisations.

Salford Primary Care Trust Oct 2003 - March 2006

Project Manager

Responsible for the project management and development of a new service, which provided call centre access for Diabetes patients Care Call. This work began with the successful tendering and procurement of bespoke software. This facilitated non-clinical staff to use a set mandate to contact patients, enabling a much more structured, consistent care pathway. All concerns were escalated to clinical staff, this proved to be a cost effective way of the monitoring and management of diabetes patients.

I then led on a new, innovative project, integrating clinical information from both Acute and Primary Care, creating a single patient record for patients with long-term conditions. This allowed multi clinical professionals to access vital information at the point of delivery of health care. This work had not been undertaken in the NHS before and was the first of its kind.

Having full responsibility for the Project my role was to liaise with the supplier to ensure developments were on-track, and met specification. Excellent communication skills were vital to ensure all of the 62 GP practices and the hospital were committed to the project. I worked closely with a 3rd party supplier, Graphnet to develop and deliver solutions, It involved working with 2 GP suppliers to deliver the National GP2GP message, which was used for the first time as part of this development. The project was successfully implemented and provided critical clinical information when and where needed by health care professionals.

Salford Royal Foundation Hospitals Trust ` Oct 2002 - Oct 2003

Project Manager and Senior Research Analyst

My role at Salford Royal enabled me to work closely with the Diabetes team, preparing and analysing data for service delivery, research, and published papers. This work progressed to developing and implementing the local solution for the National QUIDS (Quality Indicators for Diabetes System). Having gained considerable experience, and success in this role, I was asked to undertake the Project Management for the development of an integrated clinical information system.

British Oxygen Company Jan 2000 - Oct 2002

Manager of an outlet sales centre that supplies the engineering, fabrication, refrigeration industries and the NHS, with all their Gas and associated peripheral equipment requirements.

You are invited to add any other comments you wish in respect of this person's suitability to carry out the responsibilities of this post with RBH. The Job Profile outlines the key duties and the competencies required.

John has a unique set of skills which are ideal for new developments, working with suppliers / teams and generally getting people on board - even with difficult projects. My team implemented integrated clinical systems/dashboards and performance tools which were utilising technology from multiple suppliers, never before used in the NHS. I believe this project succeeded because of Johns ability to move the project forward and keep people motivated and on board, plus bridging the gap between technical know-how and end users. It was the first time I'd seen NHS software suppliers giving their time to commit to such a project, similar models are now implemented across the UK.

I'd have no hesitation in employing John again, he was an asset to the team and well respected from colleagues, executives and suppliers.

This information is accurate to the best of my knowledge
