hard working people are punished for simply living and working in kentucky. our plan makes kentucky the best state in the nation to create jobs.

That ends now as we eliminate the state’s productivity taxes to encourage rapid and sustainable economic growth.

The Williams-Farmer ticket proposes forming a commission of economic and tax experts to come up with a new state and local tax system. The commission will be instructed

to eliminate both personal and corporate income taxes (productivity taxes), and that the number one priority is to make kentucky the best state in the nation to create and retain jobs. The panel would submit the plan to the legislature for an up-or-down vote

without amendment to keep the lobbyists and special interests from diluting the bill. David Williams fought for this plan in the 2011 session of the legislature and several chambers of commerce

endorsed it as “a practical opportunity to address tax reform and can provide Kentucky with the framework for a tax code that will expand business opportunities and jobs.”

JUmpsTaRT ThE Economy noWWhile kentucky needs comprehensive tax reform for long-term growth, there are some

immediate tax actions that would jumpstart the economy today. a Williams-Farmer administration would push immediately for these short-term tax suspensions

to revitalize kentucky’s job market:

LocaL Tax offseTs Put capital into the marketplace immediately by allowing net operating loss carry forwards of businesses to offset profit for local occupational license taxes.

business eneRgy Tax suspension suspend all taxes on energy used in manufacturing processing, production, and transportation and distribution businesses. This keeps expenses low and provides real incentive for these types of companies to expand and locate in kentucky.

buiLding Tax suspension suspend the sales tax on all construction-related purchases by businesses in order to stimulate construction and expansion.

expensing of business asseTs Temporarily allow kentucky businesses to “expense” (for income tax purposes) 100% of the company’s purchases of tangible property.

Tax-fRee hay & feed suspend the tax on hay and feed to offer immediate relief to kentucky’s signature horse industry.

eLiminaTe sTaTe poRTion of kenTucky caR Tax immediate relief to families by suspending the state’s portion of the car tax.

suspend “baRReL Tax” on kenTucky’s bouRbon indusTRyimmediate relief for kentucky’s spirit industry by ending this punitive tax targeting the aging and storing of bourbon with a credit against distillers’ corporate income taxes, allowing distillers to reinvest in their facilities while hiring hundreds of new employees at salaries well above the state’s average. ensures kentucky’s signature spirit continues to be aged and stored here rather than in neighboring states which do not have this discriminatory tax.

LeaD The fighT againsT obamacarEThe Williams-Farmer ticket believes President obama’s health care law is an unconstitutional unfunded mandate on state government and will cost kentucky thousands of jobs. The kentucky hospital association says obamacare will cost

our state’s hospitals $1.2 billion in revenues, leading to tremendous job loss and possible shutdown of health care facilities. We can’t afford to lose hospitals or jobs in rural areas, so Williams and Farmer will do what steve Beshear won’t:

stand up to obama, and order the state government into litigation to protect kentucky families, jobs and government from this unconstitutional disaster.

moRe Jobs lEss govErnmEnT

moRaToRium on neW adminisTRaTive ReguLaTions The Williams-Farmer administration will not promulgate any new regulations - except in case

of emergency - until a thorough review of all existing regulations is completed to assess their impact on job creation in kentucky.

neW sunseT pRovision all regulations in existence shall be subject to a sunset

provision by statute, and would be scheduled for re-promulgation and review by the legislature within 24 months of enactment of the enabling legislation.

“no moRe sTRingenT Than” pRovision no new regulation shall be written with standards more stringent than any existing

federal regulation without legislative approval.

We propose the following ideas to reduce the negative impact that large government bureaucracies can have on job creation.

LegaL & LaboR rEformskentucky can make three innovative changes to state law that would recruit more companies, create more jobs, lower the cost of health care and save taxpayer money on public projects.

RighT To WoRk LocaL opTion if someone wants to voluntarily join a union they should be able to, but if that person doesn’t want to they should not be forced to pay dues. many businesses won’t consider states for new jobs without a “right to work” law on the books. The Williams-Farmer plan is to allow local option elections by county for local communities to decide the issue. We believe right to work protects individual worker rights and sends a pro-growth message to companies looking to relocate or expand.

pRevaiLing Wage LocaL opTion The cost of public construction projects in kentucky is much higher than private construction projects. local governments in particular could save millions of taxpayer dollars if prevailing wage was eliminated. We propose allowing local voters to decide if their local governments will pay the higher cost of prevailing wage.

medicaL maLpRacTice RefoRm We must improve medical access and lower the cost of health care by protecting doctors and medical providers from frivolous, junk lawsuits. To do this, we propose a system that would subject all malpractice claims to a medical review panel before the claim goes to court. This system—which would be modeled after indiana’s—would weed out the frivolous claims and reduce the cost of providing health care. The panel’s opinion about whether the claim has merit can be admitted as evidence if the claim goes to trial.

pRoTecT KY coaL from EPa aTTacksThe federal government, at the direction of Barack obama’s environmental

Protection agency (ePa), is trying to shut down coal mining in kentucky. This would result in a serious loss of jobs directly in the coal industry and a loss of thousands of

additional jobs indirectly connected to the industry. This “War on coal” drives up electricity prices and makes it harder for our state to produce a competitive advantage in manufacturing and other industries that require large amounts of power. The increased

cost of electricity disproportionately affects the poor and those on fixed incomes, as a larger portion of their income is spent on heating their homes. We need cheap electricity

to power kentucky’s economy and the Williams-Farmer ticket will fight the obama administration to maintain kentucky’s competitive advantage.

embRace nuclEar PoWErstate law prohibits the building of a nuclear power plant in kentucky. We must

embrace all forms of energy – coal, nuclear and natural gas – to make kentucky a world leader in providing affordable electricity to businesses

and families. We propose repealing the moratorium on nuclear power and working with leaders in Western kentucky to retain the valuable, specialized

workforce at the Paducah gaseous Diffusion Plant – an irreplaceable asset to our commonwealth. kentucky can become a leader in reducing

our nation’s dependence on foreign energy by embracing a comprehensive approach to domestic energy production.

DepoLiTicize Economic DEvEloPmEnTgovernor Beshear has completely politicized many parts of state government, including the cabinet for economic Development. Beshear installed a political operative to run this supposedly independent agency instead of conducting

a nationwide search for a business expert as intended by state law. David Williams will immediately initiate a nationwide search to get

the best and brightest talent to run the cabinet and ask them to make decisions based on merit instead of politics or political contributions.

cReaTe “kenTucky Jobs” venTuRe capiTaL fund similar to a program started in ohio, this program will allow expert venture

capitalists to invest in businesses that have a real chance of creating jobs for kentuckians. The goal is to get the politics out of economic development and let the experts and

market move our state forward.

bacK To woRK kEnTucky PlanThousands of kentuckians receive unemployment benefits and it is vital that we

help them develop new skills and open new doors to gainful employment. We propose a jobs initiative based on the “georgia Works” program for workers receiving

jobless benefits. The program operates like a temp agency, placing unemployed people with companies that need help. Workers learn new skills and build new relationships that give them a hand up in getting off unemployment and back

into the workforce. hardworking kentuckians receiving jobless benefits would find great value in a program that opens doors for their future.

pRomoTe & pRoTecT ky agriculTurEThe Williams-Farmer ticket knows how important agriculture is to the overall economy. in fact,

in the recent economic downturn, kentucky agriculture has been a bright spot thanks to the hard work and creativity of kentucky’s agriculture leaders and farm families.

We plan to aggressively market kentucky agriculture and protect farm families from federal overreach. on richie Farmer’s watch as agriculture commissioner, kentucky

has exceeded $4 billion in farm gate cash receipts in six of the past seven years.

conTinue To suppoRT & gRoW kenTucky pRoudagriculture commissioner richie Farmer is responsible for the most successful

economic development program in state government. There are now more than 2,500 members of the program that have generated half a billion dollars in retail sales since 2006.

The university of kentucky estimates that for every one dollar invested in kentucky Proud it has returned five dollars in new net farm income to the people of kentucky. We will continue

to support this program and commissioner Farmer will work with his successor at the ag Department to continue making marketing appearances.

oppose obama epa’s aTTacks on faRm famiLiesPresident obama’s ePa is attempting to over-regulate kentucky farms.

commissioner Farmer has already weighed in against the ePa, and the Williams-Farmer administration will engage in administrative and legal action if necessary to keep the ePa off the farm. We must maintain a vibrant agriculture economy and stop the federal government

from imposing job-killing regulations.

RefoRm unEmPloymEnT insurancEkentucky has the second most expensive unemployment insurance system in the nation – so expensive, in fact, that kentucky had to borrow over

$960 million from the federal government to pay unemployment benefits. By comparison, Tennessee borrowed under $40 million and paid it back in under

three months (without interest). kentucky’s unemployment system must be brought in line with surrounding states to reduce the cost of creating and

retaining jobs. We propose legislation to modify the system, indexing the benefit structure to an average of the surrounding states. This ensures the

cost of doing business in kentucky is not prohibitive and the benefits available to our workers remain equitable.

sUsTainabLe PEnsion rEformleaders from both parties agree - kentucky’s public pension system is not sustainable.

our state constitution and fairness requires that we live up to the pension promises made to current and retired state workers, and our plan does that. But, without reform for future state workers, the system will eventually bankrupt the state or

force massive tax increases. in fact, a recent study estimated that, without reform, every kentucky household would have to swallow a $1,300 tax increase

every year for the next 30 years just to meet our current obligations. David Williams is fighting for true pension reform. his plan would put future

state workers into a 401(k) style system commonly found in the private sector. retired and current state workers would stay in the plan that exists today, and

teachers would not see any change in their pension at all. under the Williams-Farmer plan, kentucky begins climbing out of its deep pension hole and solves the crisis in

about 20 years. under steve Beshear’s do nothing plan, the hole gets deeper and deeper while kentucky families get closer and closer to devastating tax increases and a bankrupt state.
