The work reflected in this addendum is to be incorporated into the proposed Contract Sum and Time as if originally issued. Bidders must acknowledge receipt of this Addendum on the Bid Form. This Addendum consists of three (3) pages and twelve (12) attachments. This addendum is in three parts as follows: Part I Clarifications Part II Pertaining to the Project Manual. Part III Pertaining to the Drawings PART I – CLARIFICATIONS: 1. Several plan holders have noted discrepancies in the documentation of Bid Date and Pre-Bid
Meetings. The date/time for acceptance of bids shall be as directed on the TBR website (2 pm Wednesday September 7th). Pre-bid shall be August 23rd at 1 pm. See Part II for formal modifications to the relevant portions of the Project Manual.

system required to form a complete coordinated system ready for operations. It shall include, but not be limited to, alarm initiating devices, alarm notification appliances, control panel, auxiliary control devices, annunciators, and necessary wiring as shown on the drawings, specified herein and as required for a complete and operable system.
B. The fire alarm system shall comply with requirements of NFPA Standard No. 72 for protected premises signaling systems except as modified and supplemented by this specification. The system shall be electrically supervised and monitor the integrity of all conductors.
C. Control panel shall be microprocessor based utilizing resident, non-volatile memory. Operating system shall provide logic and supervision for closed loop initiating device circuits, indicating device circuits, operating power and control circuits. System shall be capable of remote programming for downloading to accommodate system changes.
D. Alarm, trouble and supervisory signals from all intelligent reporting devices shall be encoded onto an NFPA Style 4 (Class B) signaling line circuit. Initiation device circuits shall be wired NFPA Style Y, (Class B). Indicating appliance circuits shall be wired Style Y (Class B.) Digitized electronic signals shall employ check digits or multiple polling. Alarm signals arriving at the main FACP shall not be lost following a power failure until the alarm signal is processed and recorded.
E. The facility shall have an LCD annunciator(s) which annunciates alarm and/or trouble condition.
1.06 SEQUENCE OF OPERATIONS
A. When a fire alarm or trouble condition is detected and reported by one of the system initiating devices or appliances, the following functions shall immediately occur:
1. The System Alarm LED shall flash until the alarm is acknowledged. Once acknowledged the LED shall be illuminated continuously until the system is reset or another alarm is received. The receipt of another alarm shall cause the LED to flash.
2. A local audible pulsing signal in the control panel shall sound until the system is silenced.
3. The 80-character LCD display shall indicate all information associated with the Fire Alarm condition, including the type of alarm point and its location within the protected premises. LED display shall be capable of displaying multiple alarm and/or trouble conditions through the scrolling feature.
4. Historical storage equipment shall log the information associated each new Fire Alarm Control Panel condition, along with time and date of occurrence.
5. All system output programs assigned via control-by-event logic to be activated by the particular point in alarm shall be executed, and the associated System Outputs (alarm indicating appliances and/or relays) shall be activated.
B. Initiation of ceiling mounted smoke detectors shall send a signal to the control panel which shall initiate the following functions:
1. Initiate a general alarm.

1.07 MONITORING/TROUBLE INDICATION
A. Assign a monitor point to the following devices/systems to indicate abnormal conditions.
1. Automatic sprinkler tamper and flow switches. 2. Dry pipe sprinkler systems.

2.02 EQUIPMENT AND MATERIAL, GENERAL:
A. All equipment and components shall be new, and the manufacturer’s current model. The materials, appliances, equipment and devices shall be tested and listed by a nationally recognized approvals agency for use as part of a protected premises protective signaling (fire alarm) system.
B. All equipment and components shall be installed in strict compliance with manufacturers’ recommendations. Consult the manufacturer’s installation manuals for all wiring diagrams, schematics, physical equipment sizes, etc., before beginning system installation.
C. All equipment shall be attached to walls and ceiling/floor assemblies and shall be held firmly in place (e.g., detectors shall not be supported solely by suspended ceilings). Fasteners and supports shall be adequate to support the required load.
2.03 MAIN FIRE ALARM CONTROL PANEL
A. The FACP shall be equal to a Simplex 4100 and shall contain a microprocessor based Central Processing Unit (CPU). The CPU shall communicate with and control the following types of equipment used to make up the system: intelligent detectors, addressable modules, annunciators, and other system controlled devices. Must be able to monitor trouble signal from existing system.
B. System Capacity and General Operation
1. The control panel shall be capable of monitoring up to 1000 intelligent devices. 2. The Fire Alarm Control Panel shall include a full-featured operator interface
control and annunciation panel that shall include a backlit Liquid Crystal Display, individual, color-coded system status LEDs, and an alphanumeric keypad for the Field Programming and Control of the Fire Alarm System.
3. All programming of the system shall be achieved without special equipment and without interrupting the alarm monitoring functions of the Fire Alarm Control Panel.
4. The FACP shall provide the following features: a. Drift Compensation to extend detector accuracy over life. b. Sensitivity Test, meeting requirements of NFPA 72. c. Maintenance Alert to warn of excessive compensation. d. System Status Reports to display. e. Alarm Verification, with verification counters. f. Non-Alarm points for general (non-fire) control. g. Walk Test. h. Security Monitor Points, meeting requirements of UL 1076.

i. Control-By-Time for non-fire operations, with holidays. 5. Any device in the system may be Enabled or Disabled through the system
keypad. 6. The system shall be able to display the following point status diagnostic
functions: a. Device Status. b. Device Type c. Custom Device Label. d. Present analog reading (in percent-per-foot obscuration). e. Analog Detector Alarm level, in percent-per-foot. f. Device Zone Assignments g. All Program Parameters.
C. Central Processor
1. The Microprocessor unit shall communicate with, monitor, and control all external interfaces with the control panel. It shall include EPROM for system program storage; non-volatile memory for building-specific program storage; and a “watch dog” timer circuit to detect and report microprocessor failure.
2. The Microprocessor unit shall contain and execute all control-by-event programs for specific action to be taken if an alarm condition is detected by the system. Such control-by-event programs shall be held in non-volatile programmable memory, and shall not be lost even if system primary and secondary power failure occurs.
3. The Microprocessor Unit shall also provide a Real-Time clock for time annotation of system displays, printer, and history file. The Time-of-Day and date shall not be lost if system primary and secondary power supplies fail. The Real Time Clock may also be used to control non-fire functions at programmed item-of-day, day-of-week, and day-of-year.
D. Display
1. The Display shall provide all the controls and indicators used by the system operator and may also be used to program all system operational parameters.
2. The Display shall include status information and custom alphanumeric labels for all Detectors, Addressable Modules, and Software zones.
3. The Display shall provide an 80-character back-lit alphanumeric Liquid Crystal Display (LCD). It shall also provide 5 Light-Emitting-Diodes (LEDs), that will indicate the status of the following system parameters: AC POWER, SYSTEM ALARM, SYSTEM TROUBLE, SIGNAL SILENCED, SUPERVISORY, and PRE-ALARM.
4. The Display shall provide a 21-key touch key-pad with control capability to command all system functions, entry of any alphabetic or numeric information, and field programming. Two different password levels shall be provided to prevent unauthorized system control or programming.
5. The Display shall include the following operator functions: SIGNAL SILENCE, RESET, DRILL, and ACKNOWLEDGE.

1. The SLC Interface shall provide power to, and communicate with, all Addressable Modules over a single pair of wires. This SLC Loop shall be capable of operation as NFPA Style 4, Style 6, or Style 7.
2. he detector software shall meet NFPA 72 requirements and be certified by UL as a calibrated sensitivity test instrument.
3. The detector software shall allow manual or automatic sensitivity adjustment.
F. Serial Interfaces
1. An EIA-232 interface between the Fire Alarm Control Panel and UL Listed Electronic Data Processing (EDP) peripherals shall be provided. The EIA-232 interface shall allow the use of future printers, CRT monitors, and PC compatible computers.
2. The EIA-485 port for the serial connection of the optional Annunciators and re-mote LCD displays shall be provided. The EIA-485 interface may be used for network connection to a Proprietary Receiving Unit.

1. The control panel shall be housed in a UL listed cabinet suitable for surface or semi-flush mounting. Cabinet and front shall be corrosion protected, given a rust-resistant prime coat, and manufacturer’s standard finish.
2. The door shall provide a key lock and shall include a glass or other transparent opening for viewing of all indicators.
H. Additional Features:
1. All interfaces and associated equipment are to be protected so that they will not be affected by voltage surges or line transients consistent with UL standard 864.
2. Plug-in modules shall be provided for a Digital Alarm Communicator/Transmitter. 3. For ease of service all wiring terminal blocks for I/O interfaces shall be the plug-
in type and have sufficient capacity for 18 to 12 AWG wire. Terminal blocks shall be permanently mounted inside all enclosures.
I. Power Supply:
1. The Power Supply shall operate on 120 VAC, 60 Hz, and shall provide all necessary power for the FACP. It shall provide 5.0 amps of usable indicating appliance power, using a switching 24 VDC regulator. Provide a battery charger for 24 hours of standby using dual-rate techniques for fast battery recharge. Provide a very low frequency sweep earth detect circuit, capable of detecting earth faults on sensitive addressable modules.

E. All smoke and heat detectors shall be intelligent addressable devices.
2.05 SIGNALING APPLIANCES
A. All signaling appliances shall comply with ADA guidelines and NFPA 72.
B. Electronic Chime: Electronic chimes shall operate on 24 VDC nominal. Electronic chimes shall be field adjustable to provide different tones and sound levels. Maximum sound level shall be at least 60 dBA measured at 10 feet from the device.
C. Alarm Lights: Strobe lamp and flasher with red lettered "FIRE" on white lens. Alarm lights shall operate on 24 VDC. Candela ratings shall be field selectable between 15, 30, 75, and 110cd.
D. Audible/Visual Combination Devices shall meet the applicable requirements outlined above for audibility and visibility.
E. Alarm Horn: Electronic horns shall operate on 24 VDC nominal. Electronic horns shall be field adjustable to provide different tones and sound levels. Maximum sound level shall be at least 80 dBA measured at 10 feet from the device. Provide integral strobe lamp and flasher with red lettered "FIRE" on white lens.
F. Voice/Tone Notification Appliances:
1. Comply with UL 1480. 2. Speakers for Voice Notification: Locate speakers for voice notification to provide
the intelligibility requirements of the "Notification Appliances" and "Emergency Communications Systems" chapters in NFPA 72.
3. High-Range Units: Rated 2 to 15 W. 4. Low-Range Units: Rated 1 to 2 W. 5. Mounting: semi-recessed. 6. Matching Transformers: Tap range matched to acoustical environment of
speaker location.

B. Monitor Modules: Provide sufficient monitor modules to monitor N.O. dry contact devices specified.
C. Addressable Control Relays: Provide sufficient SPDT Form C Addressable control relays to accomplish control functions specified. All control functions specified shall be accomplished via addressable control relays. The use of auxiliary contacts on individual initiating devices for control purposes is not acceptable. Where the burden of the device being controlled exceeds the rating of the addressable relay, provide an auxiliary control relay with a minimum rating of 10 amps at 120V.
D. Isolator Module:
1. Isolator Modules shall be provided to automatically isolate wire-to-wire short circuits on an SLC loop. The Isolator Module shall limit the number of modules or detectors that may be rendered inoperative by a short circuit fault on the SLC Loop. At least one isolator module shall be provided for each floor or protected zone of the building.
2. If a wire-to-wire short occurs, the Isolator Module shall automatically open-circuit (disconnect) the SLC loop. When the short circuit condition is corrected, the Isolator Module shall automatically reconnect the isolated section of the SLC loop. It shall provide a single LED that shall flash to indicate that the Isolator is operational and shall illuminate steadily to indicate that a short circuit condition has been detected and isolated.
E. Transient voltage surge suppression (TVSS): Provide an EFI 400 OEM/120V TVSS Device for the FACP and each exterior circuit.
2.07 ANNUNCIATION AND NOTIFICATION
A. Remote Station Signal Transmitter: Electrically Supervised Digital Alarm Communicator Transmitter (DACT), capable of transmitting alarm and trouble signals over telephone lines to central station receiver. DACT shall meet all requirements of NFPA 71.
B. LCD Alphanumeric Display Annunciator.
1. The Alphanumeric display annunciator shall be a supervised, local or remotely located back-lit LCD display containing a minimum of eighty (80) characters for alarm annunciation in clear English text.
2. The LCD annunciator shall display all alarm and trouble conditions in the system. 3. The annunciator shall connect to an EIA 485 interface. 4. Up to 4 LCD annunciators may be connected to the interface, each with
Acknowledge, Silence and Reset controls for the FACP.
2.08 BATTERIES
A. Battery capacity shall comply with NFPA-72. Batteries shall be 12 volt, Gell-Cell type and shall have sufficient capacity to power the fire alarm system for not less than twenty-four hours plus 5 minutes of system wide alarm upon a normal AC power failure. PART 3 - EXECUTION
3.01 INSTALLATION
A. Install products in accordance with manufacturer’s instructions.
B. Ceiling Mounted Smoke Detectors:
1. Corridor smoke detectors shall NOT exceed 30 feet on center. 2. Detectors shall NOT be located within three feet of a supply air grille. 3. Corridor smoke detectors located at cross corridor smoke doors shall be located
a maximum of five feet on both sides of the door.
C. Duct Mounted Smoke Detectors
1. Furnish quantity of duct mounted detectors as indicated on the Division 23 drawings.
2. Detectors shall be installed by Division 23 and connected by Division 26. 3. Sampling tube shall extend the full least across duct and be supported on both
ends.
D. Water Flow and Tamper Switches:
1. Connect water flow and tamper switches furnished and installed by Division 22 and Division 23.
E. Mount end-of-line device in a separate box adjacent to last device in circuit.
F. Install all fire alarm system wiring as open wiring (i.e. conduit stub-ups and plenum rated cable.
G. Fire alarm wiring shall comply with NEC Article 760. Wiring shall be color coded.
H. Include service of certified technician to supervise installation, adjustments, final connections, and system testing. The manufacturer shall have technician available on a 24 hour basis within 150 miles of this project.
I. Provide owner’s personnel with a minimum of one day of hands on training for systems operation and maintenance.
J. Visual alarms shall be wired separately from audible alarms so that visual alarms shall continue to flash after the alarm condition has been silenced.
K. Coordinate with the local fire alarm system monitoring service regarding specific local requirements. Provide ALL equipment required for remote supervision of the system.
L. Provide TVSS protection on all exterior circuits

M. Fire Alarm control relays used to control fans, shunt trip circuit breakers, etc. shall be located within three feet of the device to be controlled (i.e. starter, circuit breaker controller, etc.). Fire alarm wiring up to the fire alarm control relay shall be supervised.
N. The address shall be permanently marked at each device. Smoke detectors, heat detectors, and duct mounted smoke detectors shall marked on the base.
O. SLC and NAC circuits shall have 20% spare capacity.
3.02 TESTING AND CERTIFICATIONS.
A. After system installation is completed and all devices have been successfully tested, provide systems demonstration in the presence of engineer and authority having jurisdiction. Make necessary system changes as required by the engineer and AHJ.
B. Prepare a fire alarm system certification equal to that outlined in NFPA 72 and as required by the AHJ. Submit to AHJ upon request. Include certification in O&M manuals.
C. After completion of all smoke detectors, test each detector’s sensitivity to determine if it falls within manufacturer’s acceptable range. Replace detectors that test out of range. Prepare a typed report with name and signature of the person(s) performing the test. The report shall include the following:
