ORGANISATIONAL STRUCTURE Since its inception, JCA has not prescribed to a rigid organisational structure. As a small firm, the principals maintain an open management forum where all have access to and have knowledge of all clients, contacts and current assignments, and free flow of information is paramount. The management team has over 50 years combined relevant experience in Time Planning consulting. Of course where JCA’s planners are embedded into our client’s offices they strictly adopt the client organisational structure and chain of command.

TYPICAL CONSULTING SERVICES OFFERED TO DEVELOPMENT TEAMS Initial Overall Project Control Programme From information available and in conjunction with interested parties, JCA would prepare an overall project program which would set realistic timing and sequences for documentation, relevant authorities approvals, relevant staging, pricing through construction fit out and commissioning including Client allowances to demonstrate the total time required and to ensure it falls within acceptable limits and that the requirements of all concerned are achievable. Contract Documentation Phase Prepare and develop programmes for each phase of design through to contract documentation. Including preparing time scale schedules for each discipline involved. During the above, we would comment on materials, construction methods, build-ability, timings and generally provide advice and liaise on all matters and alternatives pertaining to the timely completion of the various phases of the project. Client and operator input and decisions would be highlighted together with relevant information required and sequence of documentation to achieve completion by the due date and to ensure tenders are arranged as scheduled. The format of the reports and programmes would be agreed with the project team. It would be our intention during all phases to tailor the reports and programmes to suit the needs of individual recipients. These Programmes would be modified and updated on a regular basis as additional information becomes available. We will attend relevant meetings as required and contribute to these meetings with information and suggestions on all matters pertaining to the timely progress of the works. We would also prepare exception reports, presenting them at these meetings. We would also develop a project specific specification clause for the contractors programming requirements, to be included in the contract documents. Pre-Tender Programming From documents available at the time, prepare detailed critical path construction programmes. These programmes would give a detailed picture as to the overall

requirements and staging necessary to complete the works including possible forward works and would demonstrate if critical resources are necessary. From this detailed programme a summarised form would be provided as an outline construction programme for inclusion with the tender documents. Contractors Programme Review We would review and comment on the construction programmes prepared by the contractors which should be computerised and highlight the critical path, milestones, activity durations, early and late start and finish dates, relevant activity floats and logic and once agreed, would be used to assess progress and review and assess any contractor’s claims for extension of time and what, if any, impact on programme if a major variation occurs. Site Inspections, Monitoring & Reporting Regular (Fortnightly) progress reports would be prepared to include title/cover page, narrative, current status of the works, early warning of likely problem areas, suggestions for recovering from delays, works that should have started but have not and their effect on completion, imminent off site requirements and work completed during the last period, Status page showing contract time expended, extensions of time claimed versus granted, completion date forecasting and other relevant project information. The progress reports will be presented at the relevant construction site meetings. Progress would be recorded against the builders agreed construction programme the day before meeting to ensure the most up to date information is available, it would be analysed to determine actual against schedule, critical activities and likely problems areas highlighted, current float situation shown, i.e., held, lost or gained, since the last report so that trends can be identified and if necessary, action taken. EOT Claims & Adjudication (Forensic Planning) As Western Australia’s most recognised time planning consultant JCA, is often called into a project (regardless of whether there has been an on-going role or not) to assist with the resolution of Extension of Time Claim/ Delay disputes. JCA has successfully resolved numerous EOT claims over the years, and surprisingly in most cases to the agreement of both parties. JCA’s team would act quickly to resolve contractor’s EOT claims as they are provided. JCA believe the more quickly the EOT is resolved, the more time both the client and the contractor have to focus on managing the delay. JCA would assist in managing any delays and identifying areas where lost time could be caught up, and thereby mitigating any delays.

Additional Services Offered To Contracting Firms Tender

JCA would prepare indicative works programme for construction activities. This indicative programme will be finalised and provided to the contractor for their tender purposes. Pre-Construction

Further to the Tender programme, we would reconstruct the same to produce a detailed construction programme format, which would be agreed/approved by the Contract Superintendent within the specified working days from Acceptance of the Tender. In accordance with most specifications, the programme would be a critical path network (in Gantt or Pert form) prepared using computerised programming software and highlight the critical path, milestones, activity durations, early & late start and finish dates, relevant activity floats and logic. The final layout is to be agreed with the Builder’s Site Management team. The programme would be sufficiently detailed, sorted, filtered, and coded by level, trade, area, stage etc. JCA is also able to analyse the people, equipment, and materials (resources) needed to complete a project (its resources). Incorporating resources into a project requires defining resources and assigning them to activities. JCA would establish the available supply, or limit, and the unit of measure of each resource and can track costs and/or revenues as your schedule progresses, define the cost of using each resource (per unit of measure) and/or the revenue earned (as in time-and-materials billing). You can also define specific amounts of money as lump sum resources. When you assign a resource to an activity, specify how much of that resource is required to accomplish the activity. You can assign one or many resources, in any quantity, to any activity or activities. JCA can combine information from the resource definition and the assignments to calculate resource requirements, over allocations, costs, and revenues. JCA can even use resources to help calculate a schedule by indicating that certain durations of some activities depend on the resources assigned to them. During Construction

Updates, Site Inspections & Reporting

Following regular site inspections, JCA would update the programme. Progress (and/or resourcing if required) would be analysed to determine actual against scheduled, critical activities and the likely problem areas highlighted, current float situation shown, i.e., held, lost or gained, since the last report so that trends can be identified and if necessary, action taken. JCA could provide (depending upon the scale & complexity of the project) fortnightly or monthly updates for simpler projects, all the way to hourly status updates for Shutdown projects. On a fortnightly or monthly basis JCA can prepare brief progress reports which would include title/cover page, narrative, current status of the works, early warning of likely problem areas, suggestions for recovering from delays, works that should have started but have not and their effect on completion, imminent off site requirements and work completed during the last period, Status page showing contract time expended, extensions of time claimed versus granted, completion date forecasting and other relevant project information. For projects that are staged and/or have multiple separable portions, reports would be tabled to reflect not only the overall project position/status, but also for each separable portion. The reports could be formatted to suit presentation to the contractor’s client should it be required. Depending on the regularity of site inspections required for the project, JCA could also provide an accurate as-Built programme of the works. EOT Claim Preparation

JCA is often used by contractors to analyse the contractor’s position in regards to delays, and prepare supporting advice and reports for detailed Extension of Time claims. JCA seek to provide fair and reasonable advice when preparing EOT claims, and strives to submit the same in a timely manner, so that the development team can assess and agree.

TIME PLANNER/SCHEDULER ROLE As professional Time Planning/Scheduling Consultants, we are often asked what services we provide. As a general rule there is no criterion service which applies to all projects. Depending on the client and the project, the services vary. JCA are only happy to structure the service to best suit the client and project needs. Regardless of the extent of Time Planning provided on each project, JCA believe that the following roles are the key to successful time planning:

� Provide services to assist in achieving the desired project completions

� Be aware of client requirements

� Prepare programmes and schedules as determined necessary

� Prepare reports

� Early warning of likely problem areas

� Assist in decision-making

� Suggest alternatives where necessary include delivery methods

� Monitor progress and exception reporting

� Ensure timely completion of each phase

� Assist project team

� Highlight critical activities

JCA Methodology On all projects, regardless of the extent of commission the following JCA methodology is followed:

� Determine what is the controlling feature of the project? i.e. time, money (cash flow),

resources, plant and materials, space, or a combination thereof.

� Investigations and discussions would highlight the objectives, major milestones and

determine client decision points.

� All methods of design, tendering and contracting would be explored to determine the

best possible delivery solution for the project.

� Initial time planning would assist in providing information as to the effect of the above,

it would highlight problems and potential problem areas so that objective advice and

alternatives can be considered and informed decisions made which would move and

direct the project towards satisfactory completion.

� Programme revisions and updates would be carried out on a regular basis or when

directed to ensure the current information and decisions are incorporated and

available to the project team.

� Once the decision on project delivery has been made, more detailed time planning

would begin so as to provide information to the project team in an agreed manner

during the design, tendering and construction phases.

� If required, regular monitoring and reporting could be put in place so that the project

team is kept fully aware of their time requirements and that satisfactory completion of

each phase can be achieved.

� In consultation with the team, we would determine the level of detail and programming

necessary for the effective control of time for all phases of the project, and establish

these so that all concerned are aware of their commitment necessary to meet the

various milestones. Individual programmes would be prepared for easy monitoring

and reporting. Critical and near critical activities will be highlighted and relevant

suggestions made.

With our head office in West Perth, JCA are well placed to service our clients across the country. SOFTWARE SYSTEMS USED JCA’s experienced team is proficient with an assortment of project scheduling/programming software applications, including:

JCA have a team of experts in using Primavera scheduling products such as Suretrack,

P3 & P3e (Project Planner), P5 & P6v8. The JCA team keeps abreast of the latest software updates and keeps a close working relationship with Australia’s distributors/trainers of Primavera

Products, and the Australian authorized distributor (Fortior). Additionally some of JCA’s team has gained considerable experience with other Primavera project management software modules (e.g. expedition etc.). JCA’s planners are able to develop, maintain & update Primavera programmes which compliment these other modules. Allowing the projects other management & planning disciplines (e.g., job costing, purchasing, quality, document control, etc.) to successfully integrate with the projects schedule/programme. As a Member of Microsoft Certified Partner program JCA are able to provide a full complement of consultancy services for Microsoft Software products, specialising in Microsoft Project. As experts in Project Planning, all of our team is highly skilled in Microsoft Project. As well as preparing and updating MS Project programmes/schedules, JCA are able to sell, and install licensed versions of MS Project and any complementary

server software required for a networked project office &/or standalone versions. JCA generally use MS Project for broad based programmes, presentations or simple projects.

Where a client requires MS Project to be used, JCA are able to prepare complex & detailed programmes. In consultation with the client team, JCA would ultimately select the appropriate systems for a project depending on the type and complexity of that project, and subject to the clients’ requirements. Regardless of the software system JCA is highly proficient at preparing activity or resource driven critical path programmes. Along with Gantt and Pert program outputs, JCA would also output various resource/cash flow reports (e.g. histograms, curves, etc.).

CLAIM PREPARATION JCA is often used by parties to a construction contract to analyse a contract’s position in regards to delays, and prepare supporting advice and reports for detailed Extension of Time or liquidated damages claims. JCA seek to provide fair and reasonable advice when preparing EOT claims, and strives to submit the same in a timely manner, so that the project team can assess and agree.
