Natura 2000Definition

(1) Natura 2000 is defined as a ‘coherent’ European ecological network.

(2) It comprises both SACs and SPAs.

(3) It is independent of other networks, e.g. national or international.

(4) Natura 2000 is to enable the natural habitat types and the species’ habitats concerned to be maintained or, where appropriate, restored at a favourable conservation status in their natural range.

Natura 2000• The EU Birds and Habitats Directives form the cornerstone of EU nature

conservation • EU member states are obliged to designate and protect sites according to

target habitats and species of community (EU) importance • Article 6(1) of Directive 92/43/EEC. „For special areas of conservation,

Member States shall establish the necessary conservation measures involving, if need be, appropriate management plans specifically designed for the sites...“

• Both Directives protect over 1.000 animal and plant species • and over 200 so called "habitat types" (e.g. special types of forests,

meadows, wetlands, etc.), which are of European importance.

Emerald network 1998 - 2000 - project for preparation Natura 2000 under protection of Emerald network are diferent habitats and species

comparing with Natura 2000 not useful as network for preparation Natura 2000 advantage – we found how big gaps in data we have requirement for new catalogue of habitats with conections to other

classifications of habitats (Emerald, CORINE, Natura 2000, PalHab, EUNIS, national classification, Forest typology)

in 2000 start of preparation of Natura 2000 network Emerald without official results

Amendments to Annexes of Directives- 2000 – 2003- first comunication with DG Environment and ETC - amendments we prepared with experts from scientific organisations, institutions and

NGOs- in some cases there was very short time to disscus amendments with other

accession states (for example Poland – Campanula serrata)

Field mapping:Mapping of grasslands

- Daphne- mapping since 1998 in scale 1:25 000- more than 9500 localities and 530 000 species records

Mapping of peatlands- Daphne- mapping since 2001 in scale 1:10 000- cca 600 localities and 9 200 species records

Mapping of other non-forest habitats- State Nature Conservancy SR- mapping since 2002 in scale 1:25 000- cca 1 000 localities - 30% of anticipated area

Mapping of flora and fauna species- SNC SR and other institutions- mapping since 2002 in scale 1:10 000 - mapped down ca 90% of existing populations of flora species - mapped down ca 30% of existing populations of fauna species

together more than 350 mappers

Phase 2 (spring 2003):Adjustment of borders with regard to the cadastral maps

- The pSCIs borders were adjusted with regard to the cadastral maps in scale 1:5000

- The reduced area of pSCIs arose from exclusion of urban and arable land

Phase 3 (August - October 2003)Negotiations with the landowners and users

- Identified 68 000 land parcels - 40 000 owners- more then 350 meetings - participation of owners 59%Results:- 30,9% agreement- 15,8% conditional agreement- 12,6% disagreement- 38% no expression- 2,7% asked for extra time for expression

Phase 4 (2003 - 2004)Discussion on National List of SCIs in the Government- on December 17-th 2003 first negotiation meeting - National List not approved- new meetings with landowners, ministries...- reduction of the sites and area- on March 17-th 2004 second negotiation meeting National List approved
