A. PURPOSE OF THE PROJECT:

INTRODUCTION:

The Red Mountain communications site hosts 5 communications vaults and towers needed to support critical radio communications for 12 government public safety agencies and private industry serving the western side of Del Norte and Humboldt Counties. The State of California owns one vault and two towers at this location which serves as the primary public safety communication hub. This site has been used for public safety communications since the mid 1950's. The Red Mountain communications facilities provide public safety communication services supporting a population of approximately 250,000 people in Del Norte and Humboldt counties and provide vital communication links to state, federal, and local law enforcement, transportation, and resource agencies.

BACKGROUND/HISTORY:

In the 1990s, the United States Forest Service (Forest Service) developed the Six Rivers National Forest Plan. When the plan was written, the Forest Service and the California Department of Forestry and Fire Protection entered into a lease agreement with a termination, vacate, and clear date of December 31, 2022. The State of California has been in negotiations with the Forest Service to allow radio communications to remain at the site however, at this point, the plan has not been changed and the Forest Service has indicated it will not change the plan.

Due to delays in awarding the architectural and engineering contract and in pursuing long-term leases for the sites, which resulted in delays in the other elements of the preliminary plans phase, including accessing communications sites to complete the California Environmental Quality Act and National Environmental Policy Act work, the preliminary plans phase will not be completed until August 2017. This proposal also includes a shift of $1.8 million agency retained costs from the construction phase to the working drawing phase. This transfer is necessary to expedite the purchase and configuration of the tower equipment to provide for timely installation and completion of the connectivity between the existing towers and new towers, which all must be accomplished before demolition of the existing Red Mountain tower, vault, and equipment and restoration of the Red Mountain site.

PROBLEM:

The State of California must develop alternative communications sites to provide equivalent public safety radio communications coverage currently served by the Red Mountain communications site and return the site to its natural habitat. Without this critical communications equipment, state and local law enforcement, medical, and fire and rescue entities, as well as the 9-1-1 dispatch, will not have communications throughout the northwestern portion of the state. This would not only jeopardize the health and safety of the officials using the public safety communications equipment, but will also degrade the response capabilities to the public. The Red Mountain site is currently utilized by seven state departments and five local and federal entities, listed below.

The Governor's Office of Emergency Services (Gal OES), Public Safety Communications Office (PSCO) has been identified as the lead organization to develop a plan to relocate the public safety communications equipment and structures from Red Mountain to alternative sites that \A/ill provide equal or greater public safety radio communications service. To that end, the PSCO has identified three alternative mountain top sites.

B. RELATIONSHIP TO THE STRATEGIC PLAN:

The mission of the PSCO is to ensure that quality and reliable telecommunications services are provided to all state agencies in the most cost-effective, efficient and timely manner possible. This includes maximizing the use of state resources, and the consolidation and joint use of telecommunications systems and services where operationally, technically, and economically feasible.

A primary goal of the PSCO is to provide reliable communications to California's public safety agencies 24 hours a day, 7 days a week.

Pursuant to Section 15277 (j) of the Government Code, the PSCO's duties shall include:

Acquiring, installing, equipping, maintaining, and operating new or existing public safety communications systems and facilities for public safety agencies. To accomplish ttiat purpose, tfie division is authorized to enter into contracts, obtain licenses, acquire property, install necessary equipment and facilities, and do other necessary acts to provide adequate and efficient public safety communications systems. Any systems established shall be available to all public agencies in the state on terms that may be agreed upon by the public agency and tfie division.

The PSCO serves as a leader in public safety communications in the Del Norte area. By developing the needed communications sites, the PSCO can maintain the highest level of communications services for the public safety agencies in the area.

C. ALTERNATIVES:

Alternative 1: Construct three new communications facilities and demolish and remove the Red Mountain facility.

This project would construct a tower and vault at the Alder Camp, Rodgers Peak, and Rattlesnake Mountain sites. This project will also construct a road to the Rattlesnake Mountain site and road improvements to the Rodgers Peak site. This option would ensure that public agencies such as the California Highway Patrol and the Department of Transportation are ensured that public safety communications are in place when needed to support routine and emergency operations in the area. The PSCO will complete the project by installing the communications equipment to the towers and in the appurtenant vaults. The PSCO oversees and operates these facilities to ensure they are designed and maintained to provide 24/7 public

safety communications. Once the new communications sites are operational, the equipment at the existing Red Mountain site will be removed, the structures demolished and the site returned to its natural habitat.

Project Advantages:

• Ensures that major state agencies such as the California Highway Patrol and the Department of Transportation would continue to have public safety communications available in the operational area of Del Norte County to support their routine and emergency public safety communications needs. This includes responses to emergencies and/or 9-1-1 calls.

• Provides for the continued safety of public safety personnel patrolling in the region so they can respond to emergencies and the operational needs of their agencies by communicating via radio.

Project Disadvantages:

• None.

Impact to Support Budget:

The PSCO is a fee for service organization (with the exception of the 9-1-1 program which is special funded). There is minimal expected impact to the PSCO's spending authority or fees recouped from the client agencies as a result of this alternative. It is anticipated the additional costs to the agencies relying on these towers will be approximately $25,000 annually. This will cover any additional lease, maintenance, and power costs.

Alternative 2: Construct new communications facilities at Alder Camp and either Rodgers Peak or Rattlesnake Mountain, but not all three.

Project Advantages:

• Ensures that some communications coverage will be available in the area.

Project Disadvantages:

• Public safety radio communications will be compromised. All three sites are necessary to ensure that the current level of public safety communications is available in the future. No one or two sites can provide the equivalent coverage currently provided by Red Mountain. Each site identified provides coverage to a select portion of the area and if all three sites are not developed for the public safety communications agencies, 9-1-1 dispatch coverage will be compromised.

Impact to Support Budget: The PSCO is a fee for service organization (with the exception of the 9-1-1 Program which is special funded). There is no expected impact to the PSCO's spending authority or fees recouped from the client agencies as a result of this alternative.

Alternative 3: Do not construct new communications sites.

No further development of communications facilities would be sought. The communications site at Red Mountain would be decommissioned and demolished in 2022 leaving state and local public communications agencies without the ability to communicate during routine day to day operations (including 9-1-1 dispatches) and during emergency events.

Project Advantages:

• None.

Project Disadvantages:

• Public safety radio communications will be compromised. After the Forest Service removes the Red Mountain communications site, critical state agencies such as the California Highway Patrol and the Department of Transportation and federal and local public safety agencies will experience severe communications degradation in the Del Norte area of California. Response to 9-1-1 calls may not occur in this area.

Cost: None.

Funding Source: Not applicable.

Impact to Support Budget: Not applicable.

D. RECOMMENDED SOLUTION:

1. Which alternative and why?

Alternative #1 is the recommended solution. This option will guarantee that the current level of public safety radio communications coverage remains intact after the removal of Red Mountain communications site and adequate communications facilities in the area are present to support all agencies requiring communications. This will also ensure these facilities are maintained and have the required PSCO oversight to ensure the equipment that operates within the facility is supported and operational at all times.

2. Detail scope description.

Develop three communications sites, one each at Rattlesnake Mountain, Rodgers Peak and Alder Camp, to support public safety operations in Del Norte and Humboldt Counties. Each site will have a radio vault, a communications tower, primary and emergency back-up power, and ancillary equipment. The Rattlesnake Mountain site is owned by Green Mountain Lumber and will require a lease; the Rodgers Peak site is owned by the National Park Service and will require a lease; the Alder Camp property is state owned property.

During the preliminary plan phase, leases will be negotiated for the two leased sites and environmental studies will be conducted to ensure compliance with state and federal environmental policies. The construction phase will include the construction of the new

facilities and installation of new equipment into the facilities to provide the public safety radio communications. The final phase of the project includes the removal of all State owned communications facilities at Red Mountain. This project will need to be completed by December 31, 2022, to comply with the United States Forest Service's Six Rivers National Forest Plan.

Agency Retained Costs: PSCO will retain certain costs of $2.7 million for the purchase and installation of new radio equipment that will be installed at the three new communications sites and for PSCO internal project management costs to work and coordinate with the Department of General Services, Project Management Branch (DGS-PMB) during the course of the project. These costs will include acquiring public safety radio equipment, paying for staff engineering and technician labor for the design and install of equipment or to modify equipment at other facilities impacted by the change from one communications site to three communications sites and providing internal project management oversight throughout the course of the project.

3. Basis for cost information.

The DGS-PMB will oversee construction of the communications sites. Costs for the project have been developed in conjunction with the DGS-PMB based on current and anticipated escalation. The project costs are calculated at CCCI 5796.

Agency retained costs are based on the staff effort and associated operating expenses required to accomplish the identified tasks. Agency retained costs are calculated based on approved salary rates as of July 2016.

4. Factors/benefits for recommended solution other than the least expensive alternative.

The Red Mountain communications facilities provide public safety communication services supporting a population of approximately 250,000 people in Del Norte and Humboldt counties. The three new communications sites are critical to maintain the current level of radio coverage; no one or two sites can provide the equivalent coverage currently provided by Red Mountain.

5. Complete description of impact on support budget.

The PSCO is a fee for service organization (with the exception of the 9-1-1 Program which is special funded). There is minimal expected impact to the PSCO's spending authority or fees recouped from the client agencies as a result of this project. It is anticipated the additional costs to the agencies relying on these towers will be approximately $25,000 annually. This will cover any additional lease, maintenance, and power costs.

6. Identify and explain any project risks.

Delays in the completion of the working drawings and bidding phases to subsequent fiscal years could preclude the project from being completed in time to meet the deadline set by the United States Forest Service for vacating the existing site by December 31, 2022. The timely move from Red Mountain to the three new telecommunications sites is critical to continued public safety communications to this northern California area. Lease negotiations are still being finalized. Any delay in execution of these leases will be detrimental to the progress of this project and completion prior to December 31, 2022.

Yes. Rodgers Peak and Alder Camp have existing communications equipment on them. Therefore, they will not require new land development. This project will improve the communications on those two sites to meet the needs already provided by Red Mountain. The third site. Rattlesnake Mountain, will need to be developed.

This project will constmct public safety communications towers on three hilltops providing services for seven state agencies and five iocai/federai agencies. This project is needed to replace the existing Red Mountain communications site due to the forced closure by the US Forest Service to occur by December 31, 2022. The expansion to three towers is necessary to provide comparable radio communications to the current communications towers due to the steep terrain and foliage in this northern California location. The Office of Emergency Services will use agency retained funds to purchase and install radio equipment after the construction of the radio towers and appurtenant radio vaults, including solar power and back-up natural gas power generators to operate radio towers.

The California Cfifice of Emergency Services, Public Safety Communications Office (PSCC) has taken the lead and prepared a communications study report called "Red Mountain Public Safety Communications Study"-. The study identifies a combination of three sites to provide equal or nearly equal coverage provided by Red Mountain. PSCC has developed a Capital Outlay Budget Change Proposal (COBCP) to fund and implement the Red Mountain replacement project Caltrans and PS (30, by further study determined one new site strategically placed on Rattlesnake Mountain will serve the Caltrans needs in the area. The Alder Camp and Rodgers Peak replacement sites identified in the report does not meet Caltrans requirements, but Caltrans recognizes that others may benefit from these two sites. Caltrans supports the PSCC Red Mountain replacement plan and subsequent COBCP approval but limits Caltrans interest and participation to development of a site on the western slope of Rattlesnake Mountain.
