    the pro visio ns o f the Ja mmu and Ka shmir Ad ministra tiveSe rvic e Rule s, 1979 a nd ho ld ing suc h p o sts o n sub sta ntiveb a sis o n the c o mme nc e me nt o f these rule s, a nd suc ho the r pe rso ns a s ma y be re c ruite d to the se rvic e fro m timeto time in ac c o rda nc e with the pro visio ns o f the se rule s.

    10.  Disqualific a tions fo r a ppointme nt: No pe rso n shall b eq ua lifie d for a pp o intme nt to the se rvic e unle ss he is ape rma ne nt re side nt o f the Ja mmu and Ka shmir Sta te .

    (3) The a b se nc e o f a me mb e r, o ther than the Chie fSe c re ta ry shall no t invalida te the pro c e e d ings o f thec o mmitte e if mo re than ha lf o f the me mb e rs o f thec o mmitte e a tte nd suc h me e ting.
