What is TOMSA?
• The TOMSA levy = 1% charged to tourists for their use of various travel
and tourism services in SA
• Voluntary
• Does not constitute a tax to your business
• Added to the bill paid by the client
• The funds collected are used by SA Tourism to promote the country as
the preferred travel and tourism destination

When was TOMSA established?
TOMSA levy initiative began in 1998.

Who started TOMSA?
• Private sector initiated the establishment of TOMSA to support the
public sector and further promote destination South Africa
• The aim of the tourism levy collected by private sector was to match
government funding for SA Tourism to efficiently carry out marketing
activities.

Why should you collect TOMSA?
• More visitors means industry growth, More entrepreneurs and job
creation
• TOMSA’s contribution allows SAT to go the extra mile in core markets
• The collection of the TOMSA levy provides the industry with a
platform to inform SA Tourism on their marketing activities.

The role of SAT
• 93% of TOMSA funds are transferred to SA Tourism on quarterly
basis
• 3 year MOU governs the relationship with SA Tourism & TBCSA
• TBCSA meet with SA Tourism through various forums:
Bilateral meetings
TBCSA/TOMSA board meetings
CEO to CEO meetings
Marketing advisory sub-committee
AGM
Operational meetings

Achievements• Since the inception in 1998, TOMSA has grown from collecting
R26 million to collecting in excess of R100 million
• In 2014, over R121 million was collected from tourism businesses
• These figures are an indication of commitment between private
sector and the country’s destination marketing organisation, SA
Tourism
• This allows SAT to actively promote SA in twelve core markets

Challenges
• Accommodation sector contributes over 75% to TOMSA – what about
other sectors?
• Introduction of provincial & local tourism levy
• Provision of tangible benefits for TOMSA levy contributors of all
business sizes
• Wide spread industry support
• Growing the current contributors base
• Lack of knowledge on how easy it is to collect the levy

TBCSA pays the levy to SAT
The levy is paid over to TBCSA by tourism businesses
Tourism Businesses receives the levy
Tourists pay 1% tourism levy
