John/Randall: In consultation with the other two signatories, your recommended clause was considered too clunky to add to the Whereas clause. Under 40 CFR 1502.21 the planning document can be considered incorporated by reference. We have added Navy as an Invited Signatory to the PA. We will request that DTS modify the attachments accordingly and amend the FEIS for the Little Makalapa Housing Area. On page 2, in the last whereas clause on the page, where it reads, " United States Naval Base, Pearl Harbor NHL; CINCPAC Headquarters Building NHL; Makalapa Navy Housing Historic District; Ossipoff's....", the following clause should be insereted after Makalapa Navy Housing Historic District (as shown in the October 2008 Integrated Cultural Resources Management Plan for all Navy Properties on the Island of Oahu, page 5-275, Figure 3, Character-Defining Features and Zone Boundary for Makalapa Housing Zone). The section should read as follows:
