State your proposed dates to host the XXII Olympicand Paralympic Winter Games in 2014.

If Jaca is chosen as the Host City for the OlympicWinter Games in 2014, the dates it would propose fortheir celebration are the two weeks between Friday 31January (Opening Ceremony) and Sunday 16 February(Closing Ceremony). Competitions would begin 1February 2014.

The Paralympic Winter Games would take place twoweeks after the Closing Ceremony of the OlympicGames, beginning on Friday 28 February and endingwith the Closing Ceremony on Sunday 16 March.

The reasons that Jaca considers this six-week periodas the most appropriate to host the Olympic andParalympic Winter Games in 2014 are the following:

TechnicalSnow depth in all the Pyrenees resorts in Aragon is atits best in terms of quantity and quality during themonths of January and February. Moreover, this monthfits perfectly into Olympic tradition.

AtmosphericThe chosen period is the most suitable time in termsof climate, given that the coldest time in winter in thenorth of Aragon coincides with the month of January.

Taking into account public attendance at the outdoorvenues, the atmospheric conditions in February areexcellent and are, moreover, the most suitable in termsof athletes obtaining their best physical performances.

TourismConsidering that higher hotel occupancy in mountainhotels coincides with the Christmas(December/January) and Easter (March/April)vacations, the chosen period is the most reasonable interms of accommodation.

February is considered to be a low hotel occupancymonth in Zaragoza, which means that there will be agreater number of beds available to the Jaca 2014Organising Committee and spectators.

The first two weeks of February is the winter seasonperiod with the less number of skiers andsnowboarders in the region’s mountain ski resorts,thereby guaranteeing a greater flow of traffic andtravel movement.

SportThe proposed dates will mean that the Olympicprogramme is compatible with internationalcompetitions, because the first two weeks of Februarydo not have any major sporting events, especiallyEuropean Champions League football matches.

CulturalAnother reason for holding the Olympics Gamesduring this time is the fact that there are manyresources and venues available, together with a provenability in organising international sporting and culturalevents, such as the International Folklore Festival orthe European Youth Olympic Festival 2007 (EYOF). Theevent will allow Jaca and Zaragoza to developinnovative cultural events that are both historical andavant-garde in nature. Aragon will be faithful toCoubertin’s wish to promote Olympism as a “stablerelationship between the Arts, Letters and Sport”(Coubertin, Pierre, “Le sport et l'intelligence”, RevueMondiale, 15 November 1922).

SportS pain is the se cond most mountainous co u ntry in Eu ro p e,with over 40 to p - c l a ss reso rts and co ntinuous growth interms of the number of people practising snow sports. Th eS panish Gove r n m e nt, the Au tonomous Gove r n m e ntofA ragon and the Jaca City Council are developing ani nvest m e nt plan for snow and ice sports that aims toincrease the practice of these sports.

The creation of a High Pe r fo r m a n ce Wi nter Sports Ce nt rein Jaca, the hosting of the EYOF 20 07 in Jaca or there ce nt creation of the awa i ted Spanish Ice SportsFe d e ration, an independent fe d e ration managing snows p o rts, are all decisions that demonst ra te the co m m i t m e ntthat Spain and Jaca have in reaching these objectives.

Ba rcelona ’92 added afo u r-year long Olympic Arts Fest i val. Jaca 2014 will alsobe innovative, with a co m m i t m e nt to a new pa rt i c i pa t i veco n structivism, combining youth, sport and cu l tu re.

b. What would be the impact and legacy for yo u rc i ty/region of hosting the Olympic Wi nter Games?

J a ca has determinedly been pursuing the hosting of theOlympic Games for almost 20 yea rs now. This wide-ra n g i n gk n owledge chara c te r i ses its aims and the cu r re ntdimensions of its ca n d i d a tu re. One of its main buildingb l o c ks is being able to opt i m i se the impact and legacy inthe region for all the gro u ps that are invo l ved. Its viabilitywill fa c i l i ta te the general co h esion and pa rt i c i pation that isre q u i red.

• To pro m ote the org a n i sation of sports and cu l tu raleve nts in the aim of creating skills and new abilitiesa m o n g st the population, and especially young people,in a sea rch for co m p l e m e ntary wage so u rces ;

• To crea te new opportu n i t i es that will stop peoplem oving to big cities ;

• To re co n struct a social balance as a priority in theregion, making people the fo cus of any decisionsco n cerning mobility and including sport. One of the most outstanding exa m p l es of ane nv i ro n m e ntal legacy will be the jumping ve n u e, to bel o ca ted in an old mining area, which will invo l veregenerating the land so that it can be used for thiss p e c ta cular sport. The esta b l i s h m e nt of this type of modelfor to u r i st deve l o p m e nt in natu re hopes to crea te a newand unique form of co ex i ste n ce in the Pyre n e es area .

a. Briefly describe your concept of the Olympic WinterGames in your city/region.

Our vision is deeply rooted in the original Olympicspirit that Olympism has always promoted: “Sportmust be regarded as a producer of art and an occasionof art” (Coubertin, Pierre, “Le sport et l’intelligence”,Revue Mondiale, 15 September 1922).

Our concept is based on the eurhythmics thatCoubertin proposed as a harmony of abilities. Thisharmony between the cultural intangible and thetangible of the infrastructures needed is part of theJaca 2014 candidature, developing a dual-sidedconcept of compact and manageable Olympic Games.

On the one had, a methodological cultural model willbe developed containing key elements to guaranteethoughtful and innovative results, backed by thenecessary inspiration and participation of all groupsand institutions. One that, in short, will act as a drivingforce of cultural cooperation with a view towards theOlympic horizon.

On the other hand, the Jaca 2014 Olympic Games willbe designed by and for athletes, with guaranteed post-Olympic use of infrastructures and facilities. These willbe developed in such a way that they will generateappropriately graded costs, allowing for manageableand compact Olympic Games, without affecting in theslightest the high quality and spectacular nature of theGames.

First, the cultural concept aspects are suggestionsalong a road to fantasy, paraphrases of theimagination arising from contacts with diverse culturalrealities, such as Romanesque, Islam and Mudéjar.Jaca 2014 proposes an Olympiad that will be cultural,avant-garde, perceptive and sensitive to the future,nonconformist and caring, all thanks to young peoplewho are free of aesthetic canons and have a sportingand participative spirit. In short, a fresh proposal, witha new cultural aesthetic, combining technology andcultural traditions and avoiding the relativemassification of current trends.

Second, in order to celebrate manageable andcompact Olympic Games, Jaca proposes joining themtogether with the city of Zaragoza, therebyguaranteeing one single main area together with high-added value in terms of services and a suitablefinancial cost.

Two clusters, one single axisZaragoza will have most of the ice venues, the OlympicStadium, an Olympic Village and the InternationalPress Centre. Zaragoza is also the venue of the nextInternational Exposition, in 2008. This means that thecity has invested heavily in its infrastructures lately,and these facilities can be used for the OlympicGames, such as the new trade fair pavilions, wherepress facilities can be installed. The Zaragoza IcePavilion is the only venue that would need to be built.

Zaragoza also has world-class sports pavilions that canbe used for the Olympic Games. Similarly, the city’spublic transport system is currently undergoing majorimprovement works, as is the airport. Zaragoza’sOlympic Village will also be located beside the newtrade fair pavilions.

…manageable and compact Olympic Games

Located in the heart of the Pyrenees, Jaca will have anOlympic Village that will serve all the mountainvenues, as well as another press centre. It will alsohave an auxiliary Olympic Village for cross-countryskiing and biathlon athletes located in Candanchú, inthe same area in which their respective competitionand training venues will be located.

A flexible axisZaragoza and Jaca are separated by a distance of 142kilometres and one of the key aspects of our conceptfor the Games are the transport links between the twocities. By the time of the Games, there will be a dual-carriage, two-way motorway connecting the two cities.Sixty percent of it has already been completed and theremaining 40 percent is currently under construction.Similarly, Zaragoza and France will be connected by ahigh-speed train link, which will allow Olympic andParalympic Family members and spectators to travelfrom Zaragoza to Jaca in less than 45 minutes. Bothcities have high-capacity heliports, therebyguaranteeing the use of helicopters.

Finally, 75% of the installations that will be usedduring the Olympic and Paralympic Winter Gamesalready exist or have been planned independent of thecelebration of the Games. Additional installations willbe built in accordance with local sports needs, with aguarantee of their post-Olympic use. This will ensure avery reasonable cost for the Olympic Games.

The position of the different installations has beendesigned by taking into account protecting thesurroundings in which they are located. Theselocations will more than satisfy the strictenvironmental rules and regulations in Spain andEurope.

All the installations will be accessible by publictransport; specifically, by a high-speed train networkthat will link the two cities and a network of regionaltrains and buses that will connect each and everycompetition and training venue.

a. What is the general public opinion in yourcity/region and country towards your project ofhosting the Olympic Winter Games?

The Aragonese, in general, and the inhabitants of Jacaand Zaragoza, in particular, support the hosting of theOlympic and Paralympic Winter Games in the city ofJaca in 2014.

Their enthusiasm is absolute, as it is every time amajor project with the dimensions of an Olympiccandidature is begun in Spain. It is something that wehave become accustomed with fans and followers ofsport in Spain. Knowledge of the project is widespreadand the participation of the inhabitants of the cities inquestion was extremely high in all the events that tookplace before the project’s organisation.

Jaca 2014 checked the response of its inhabitants toits Olympic project with an opinion survey that tookplace not only in Jaca, the origin of the project, butalso in Zaragoza and Huesca, the setting for the icecompetitions, as well as in mountain ski resorts. Aresearch company carried out the study between 1 and13 January 2006, in the aim of evaluating the level ofacceptance of the project. The following questionswere asked:

• Did you know that Jaca has presented itscandidature to host the Olympic and ParalympicWinter Games in 2014?

• Would you like Jaca to be chosen as the host cityof the Olympic and Paralympic Winter Games in2014?

The study was carried out by the firm of Chi-Cuadradoand 450 valid questionnaires were received from atotal of 500, from people who were randomly chosenand with numbers in terms of sex and agesproportional to the total population census. Thesurveys were carried out in Zaragoza, Jaca, Huesca,Sabiñánigo, Sallent de Gállego and Canfranc.

The results of the survey were extraordinarily positive,with three out of four people confirming that theyknew of the project and some 91.4% of Aragoneseexpressing their support for organising the Olympicand Paralympic Winter Games in Jaca in 2014.

The survey carried out by Jaca 2014 is a key elementin the candidature process and it has allowed us todiscover the opinion of our citizens about the Olympicproject and, at the same time, reinforce the supportand confidence that Jaca 2014 has from athletes,government institutions, the media, sponsors, futurevolunteers and sports directors, etc. All these groupssupport and want to be part of the Olympic project.

The people of Aragon and Jaca believe that the bestlegacy the Olympic and Paralympic Winter Games willleave behind in Aragon is the economic developmentof the area, the promotion of mountain and snowtourism, an improvement in general and sportsinfrastructures and their adaptation to improve themobility of people with physical disabilities. Accordingto most of the people who were questioned, Jaca 2014would, above all, entail major economic growth due toinvestment in equipment, infrastructures and new jobopportunities that would be stable in the mid-term.

b. What opposition is there to your project?

Until now, there has been no opposition to the projectof hosting the Olympic and Paralympic Winter Gamesin the city of Jaca in 2014. This is proven by the surveyresult and the consensus expressed by the series ofpolitical groups represented by the Jaca and ZaragozaCity Councils, the Government of Aragon and theSpanish Government.

Alongside the support of all the institutions officiallyrepresented in Jaca 2014, all social groups, with thebusiness sector and unions leading the forefront, haveannounced their intentions to support the Olympicproject. The only exception is the Chunta Aragonesistaparty, which has expressed its opposition in the JacaCity Council.

a. What is the status of support of the national,regional, local government and city authorities foryour bid and for the organisation of the OlympicWinter Games in your city/region?

Jaca 2014 is a group project in which all of Spain’sgovernment institutions are involved.

Jaca’s candidature has all the formal support,commitment and guarantees needed to successfullyhandle the investment required, as well as to carry outany special plans required for the organisation of theOlympic and Paralympic Winter Games in 2014.

The Spanish Government, via the passing by theSpanish Council of Ministers of an agreementproposed and presented by the Minister of Education,Sports and Culture and dated 23 December 2005,which expressed its support and granted all theguarantees required by the International OlympicCommittee to the Applicant City of Jaca.

The Regional Government of Aragon, via anagreement dated 24 January 2006 that expressed itsbacking and support for the candidature and all thecommitments deriving from it, with special mention ofthe Olympic Charter and its application norms.

The Diputación Provincial de Huesca (Huesca CountyCouncil Office) expressed its support of the project ina government agreement dated 13 January 2006, withspecial mention of the Olympic Charter and itsapplication norms.

The Jaca City Council expressed its support of theproject in a special plenary session that took place on13 January 2006, with special mention of the OlympicCharter and its application norms.

The Zaragoza City Council expressed its support ofthe project in a special plenary session that took placeon 27 January 2006, with special mention of theOlympic Charter and its application norms.

All the municipalities participating in the projecthave expressed their official support via agreements intheir respective plenary sessions (municipalities ofAisa, Canfranc, Huesca, Panticosa and Sallent deGállego).

Institutional support for the Olympic and ParalympicWinter Games in Jaca in 2014

If Jaca is chosen to be the Host City for the Olympicand Paralympic Winter Games in 2014, the SpanishGovernment, Government of Aragon, DiputaciónProvincial de Huesca and the Jaca, Huesca andZaragoza City Councils and any other councils wherecompetition events will take place have agreed tohandle within their jurisdiction and together with theSpanish Olympic and Paralympic Committees all theinfrastructure projects needed to organise the Olympicand Paralympic Winter Games in Jaca. These projectswill benefit the inhabitants of Aragon and Spain.Similarly, said institutions have agreed to provide allthe resources necessary to guarantee security duringthe Olympic and Paralympic Games in Jaca 2014.

The Spanish Government, Government of Aragon,Diputación Provincial de Huesca and Jaca, Huesca andZaragoza City Councils comprise, together with theSpanish Olympic and Paralympic Committees, theCandidature Committee and they will also all beincorporated into the future Organising Committee ofthe Olympic and Paralympic Winter Games in Jaca2014.

b. Provide a covenant from the government of yourcountry stating the following:

The Spanish Government guarantee has been includedas Annex 1 in the Guarantee Folder.

c. Provide a letter of guarantee, signed by both yourcountry’s NOC and your city authorities, stating thefollowing:

The letter of guarantee signed by the Spanish OlympicCommittee and Jaca’s municipal authorities has beenincluded as Annex 2 in the Guarantee Folder.

d. Provide dates of any elections due to take place inyour city/region/country between now and the electionof the Host City (July 2007).

Municipal elections will be held throughout Spain in2007, as well as autonomous government elections inAragon.

Should you be accepted as a Candidate City to hostthe 2014 Olympic Winter Games, how would your BidCommittee be structured and composed?

The city of Jaca and the Spanish Olympic Committeehave presented the Jaca Bid for the Olympic andParalympic Winter Games in 2014. Should Jaca beaccepted as a Candidate City to host the Olympic andParalympic Games, the following institutions andpeople would comprise its Bid Committee: Jaca CityCouncil, Zaragoza City Council, Huesca City Council,Spanish Olympic Committee, Spanish ParalympicCommittee, Spanish Government, RegionalGovernment of Aragon, Provincial Government ofHuesca, Spanish members of the International OlympicCommittee and other institutions and organisationsrepresenting Aragonese society and also Spanishsociety.

The Jaca 2014 Foundation has been established toarticulate the Jaca 2014 bid, and its aims are toprepare, promote and disseminate Jaca’s bid to hostthe Olympic and Paralympic Winter Games in 2014.The Foundation comprises representatives of theaforementioned institutions and organisations, as wellas members of society and renowned Olympicathletes, all of whom, each and every one, will worktowards guaranteeing that the bid is carried outsuccessfully.

The body that governs, represents and administers theFoundation is the Foundation Trust, headed by theMayor of Jaca. The Spanish members of theInternational Olympic Committee and representativesof the Spanish Olympic and Paralympic Committeesalso form part of the Foundation Trust. Should Jaca beaccepted as a Candidate City, all the political groupscomprising the Zaragoza and Jaca City Councils wouldbe incorporated, as well as various employers’organisations and union representatives.

Jaca 2014: Tú puez fer-la

The Jaca 2014 Foundation has assumed all executivepowers for the project via its managing director andstaff of professionals, all of whom have wide-rangingexperience in the organisation of national andinternational sports events. Their main tasks are toprepare a proposal for the geographic implantation ofinfrastructures and to prepare the Bid Dossier, as wellas to maintain relationships with international,Spanish, Aragonese and sports federations.

The Jaca 2014 Foundation’s executive structure coversthe following areas: general management, sports andvenue management, communication and marketingmanagement, environmental management, financialand legal management, international relationsmanagement, human resources and volunteersmanagement, and computer and technology systemsmanagement.

The fact that the respective management bodies ofthe Jaca 2014 Foundation consists of representativesfrom all levels of society and Olympic and Paralympicsport shows the extraordinary unity revolving aroundthe project.

The Jaca 2014 Foundation is built upon the principalsof transparency and the integration of all the socialgroups involved in the bid project.

The structure of the Bid Committee would becompleted by three committees:

• A technical sports committee comprisingrepresentatives from Spanish Olympic andParalympic committees, national federations, theowners of the competition and training venues –including ski reso rts – the pres i d e nt of the athletes’committee and representatives from theenvironmental departments of governmentadministrations. The committee would act as anadvisory body in the selection of competition andtraining venues and Olympic programme sports,playing the essential role of interlocutor withvisiting international federations, as well ashandling other technical matters related toOlympic and Paralympic sports;

• An Olympic athletes’ committee formed bya t h l etes with Olympic experience in winter sports.This committee will advise on the bid in such veryrelevant aspects as the Olympic Village and it willbe responsible for spreading the Olympic spirit,especially amongst young people;

• And an environmental committee that will beassigned to ensure compliance with theenvironmental criteria of the InternationalOlympic Committee and international federations.

a. What are the legal obstacles to the organisation ofthe Olympic Winter Games in your country?

No legal obstacle exists for the organisation of theOlympic and Paralympic Winter Games in Spain.Current legislation allows for its organisation,respecting the Olympic Charter and the InternationalOlympic Committee’s Code of Ethics in all theiraspects.

b. Do you envisage the implementation of any newlaws to facilitate the organisation of the OlympicWinter Games?

At this moment, a legal consultation process hasbegun to send to the Spanish parliament a draft bill fora Constitutional Law for the Protection of Health andthe Fight Against Doping in Sport. Once it is passed byparliament, it will become a part of Spanish law in thefight against doping in sport. This draft project isbased on the world code signed by the World Anti-Doping Agency and approved during the UNESCO Anti-Doping Convention in Paris on 19 October 2005.

Spain’s legislative framework also allows for thepossibility of developing new laws in the aim offacilitating the organisation of the Olympic andParalympic Games, as has occurred in the past withthe celebration of other international events in Spain.

c. Does legislation in your country require you to carryout a referendum for a project of this nature?

Spanish legislation does not require a referendum tobe held for projects such as the hosting of the Olympicand Paralympic Games.

d. What are the existing laws in your country thatrelate to sport?

There have been wide-ranging legal developmentsconcerning sport in Spain encompassing differentaspects in this field. Spain’s basic national regulation isthe Sports Law 10/1990, dated 15 October, whichincludes various rules and regulations governing thefollowing areas:

• Spanish sports federations• Discipline in sport• Top-class athletes• Doping, including the Anti-Doping Code• International sports activities and events• Compulsory sports insurance• Public limited sports companies• Violence in sports events

e. What are the laws, or other means, in your countrythat combat doping in sport?

Currently, there is Spain’s Sports Law 10/1990 and theNational Anti-Doping Committee, which accepted andsigned WADA’s Anti-Doping Code in June 2005.Encompassing the control of banned substances andmethods in sport, safety in sporting practises andfurther development procedures, Chapter VIII of theSports Law refers to the following areas:

• Infringements and sanctions to suppress doping• The National Anti-Doping Committee• General rules for the carrying out of anti-doping

controls• Prohibited substances and pharmacological

groupings and non-standard methods related todoping in sport

However, a more wide-ranging law is being developedat the moment and this will put into practise the WorldAnti-Doping Code, making the fight against doping insport more efficient and always in accordance withinternational norms.

There are two laboratories in Spain that have beenofficially approved by the International OlympicCommittee (one in Barcelona and the other in Madrid).They are dedicated to carrying out anti-dopingcontrols and both have consistently maintained theirqualification rating.

Should Jaca be chosen as the Host City of the Olympicand Paralympic Games, a complete anti-dopinglaboratory unit will be installed in the city of Zaragozaand this will be functionally dependent on an IOCreference laboratory.

The Spanish government has participated by fundingthe World Anti-Doping Agency (WADA) since itscreation.

Moreover, WADA has recently approved of Madridhosting the organisation’s next World Conference onDoping in Sport, in 2007.

Does your country currently apply an anti-dopingcode?

Spain’s National Anti-Doping Committee, approved byRoyal Decree 1313/1997, is responsible for proposingpreventative actions in the fight against doping. In2005, the Spanish government accepted to observethe norms in the fight against doping in sport exactlyas they appeared in the World Anti-Doping AgencyCode.

The Government of Aragon, the government bodybehind the bid, has guaranteed to finance the projectthroughout the candidature process via a subsidy planfrom its Ministry of Education, Culture and Sport. TheGovernment of Aragon and the Jaca and ZaragozaCity Councils will also guarantee any deficit that mayarise in the Jaca 2014 Foundation.

The revenue chapter of the bid is completed by asponsorship plan that involves the participation ofprestigiously renowned local and national companies.

a. How will your Olympic Winter Games budget bestructured?

The budget of the Organising Committee (OCOG),excluding revenue from the International OlympicCommittee, will be financed by a formula combiningpublic and private participation in a proportion ofapproximately 15% public and 85% private and basedon the principle of a balanced budget.

The infrastructure budget, or the non-OCOG budget,will be totally financed by government administrations,and this will represent part of the Olympic legacy forthe region of Aragon and the whole of Spain.

b. What financial commitments have you obtainedfrom your national, regional and/or local governmentand city authorities?

The Organising Committee of the Olympic andParalympic Winter Games 2014 will be a non-profitorganisation. Funding of this Organising Committeewill be based on a combination of public and privatefunding, while financing of all the Olympic andParalympic Games infrastructures will be mainly basedon public funding and the financing of operationalactions on private funding.

In the event that Jaca is chosen to be the Host City ofthe Olympic and Paralympic Winter Games 2014, theSpanish Government, via a Council of Ministers’agreement dated 23 December 2005; the RegionalGovernment of Aragon, via a Government Councilagreement dated 24 January 2006; the DiputaciónProvincial de Huesca, via a government agreementdated 13 January 2006, and the Plenary Sessions ofthe Jaca and Zaragoza City Councils, via theirGovernment Committee agreements dated 13 and 27January 2006, respectively, will make possible theholding of said Games by committing themselves,within their fields of jurisdiction and without any costsfor the Organising Committee, to the followingmeasures, amongst others:

• Form part of and subsidise the OrganisingCommittee;

• Participate in and execute the future Security Planfor the Olympic and Paralympic Winter Games,providing the material and human resourcesnecessary;

• Adopt the necessary measures to guarantee theduty-free import, use and export of any itemsrequired by the International Olympic Committee,international federations, national Olympiccommittees and their delegations, the media,sponsors and suppliers in order to comply with therelevant obligations for the celebration of theOlympic and Paralympic Winter Games 2014;

• Adopt, within the field of their jurisdictions, all thenecessary measures to provide all the healthcareand emergency services for the Olympic andParalympic Winter Games;

• Transfer all the competition and non-competitionvenues whose ownership pertains to them andthat are needed for the optimum preparation andrealisation of test events and, if required, unfoldingof the Olympic and Paralympic Winter Games.These installations will be transferred totally freeof advertising for the Olympic and ParalympicGames;

• Make all the necessary investments in terms ofcompetition and non-competition venues,transport infrastructures, accommodation andtelecommunications;

• Assume the possible deficit generated by thehosting of the Olympic and Paralympic Games;

• And adopt all the necessary measures in such away as to ensure that the obligations acceptedduring the bidding process are in accordance withthe Olympic Charter and co nt ract with the Host City.

The Jaca 2014 bid offers a series of high qualityvenues. Today, 75 percent of these installations havealready been constructed or have been planned forconstruction and only three out of 12 venues need tobe built should Jaca be chosen to host the Olympicand Paralympic Games.

The city has used the best experts for the selection ofthe most suitable installations. Members of theSpanish Olympic Committee, Spanish ParalympicCommittee, Spanish winter sport federations andrenowned athletes have been consulted during thistime until arriving at a definitive positioning of thecompetition installations, thereby allowing for a solidand compact Olympic and Paralympic project.

In the aim of concentrating all the competitioninstallations to the maximum, the Jaca 2014 projectproposes an area for snow sports and another area forice sports.

Jaca and its surrounding Pyrenees area will be usedfor snow sports. This area includes the mountain skiresorts of the Aragon (Astún and Candanchú) andTena (Formigal and Panticosa) valleys. The freestylecompetitions will be held in Astún; the alpine skiingtechnical events, biathlon, cross country skiing andNordic combined events will be held in Candanchú; thealpine skiing speed events in Formigal, and thesnowboard, luge, bobsleigh and skeleton events inPanticosa. And Canfranc-Estación will host the skijumping and Nordic combined events.

The Jaca bid proposes holding the ski jumpingcompetitions at night, because Jaca has all thenecessary measures to light the venue. This optionwould mean that higher audience numbers would beachieved in America.

Speed skating will also be held in the area of thePyrenees, in Jaca’s High Performance Winter SportCentre (CAR), and the preliminary ice hockeycompetitions will take place in Jaca and Huesca. Thecompetition in Jaca will be held in the city’s new IceHockey Pavilion, which will be opened for the EYOF2007, while the already existing Sports Palace will beused in Huesca.

Zaragoza will be the venue of practically all the icesports and it will also have an Olympic Village forathletes. Taking advantage of the new installations andinfrastructures planned for the InternationalExposition in 2008, the Aragonese capital offers thegreatest guarantees for the best celebration of thesecompetitions, with only one installation needing to bebuilt, the Zaragoza Ice Pavilion, a temporary venue.This will have an undoubtedly positive effect on ourbudget. Only temporary changes will be needed tostage the curling (Sports Palace), short-track speedskating (Príncipe Felipe Pavilion) and figure skating(Príncipe Felipe Pavilion) competitions. The Openingand Closing Ceremonies will be held in the LaRomareda Stadium, located in the centre of Zaragoza.

All the venues will guarantee the essential concepts asconsidered to be essential by the Olympic GamesStudy Commission for the correct organization of theOlympic and Paralympic Games:

• Maximum venue concentration• Proximity to the Olympic Village• Connection possibilities with the public transport

system• Respect for environmental conditions• Use of sports facilities that already exist• Search for temporary solutions where necessary

They also respond to the requirements of internationalfederations and the International Olympic andParalympic Committees:

• Harmoniously located in the environment andcommunity to which they belong

• A sufficient number of seats available inaccordance with the criteria of internationalfederations and the International OlympicCommittee

• Accessible to all disabled athletes participating inthe Paralympic Games

The pro j e c t’s Olympic Vi l l a g es and additionali nf ra st r u c tu res will form pa rt of the Olympicl e g a cywithin an urban model, comprising a major urba no p e ration ba sed on eco l o g i cal u r ban susta i n a b i l i ty a n de n e rgy effi c i e nt principles, with special atte ntion toi nte g rating each Olympic Village into the natu ral sett i n gin which they are loca ted. The three Olympic Vi l l a g es areco ntained in the new urban planning deve l o p m e ntp ro j e c ts of each of the cities.

The Zaragoza Olympic Village will be loca ted beside then ew trade fair pavilions cu r re ntly under co n struction fo rthe International Exposition 2008. Lo ca ted in the west ofthe city by the Ebro Rive r, the Olympic Village will be lessthan fi ve minutes from the AVE high-speed train sta t i o n ,l ess than 20 minutes from Za ra g oza ’s airport and next toZa ra g oza ’s new Ice Pavilion. It will be able toa cco m m o d a te 1,600 athletes and offi c i a l s.

The Jaca Olympic Vi l l a g e will be loca ted very close to thec i ty ce nt re in Leva nte Park, in the ea stern pa rt of the cityand next to the planned moto r way that will connect Jacawith Huesca. Its location will fa c i l i ta te the tra n s p o rtof alla t h l etes and officials to the diffe re nt co m p etition ve n u esin the mountain area s. It will be able to acco m m o d a te2 , 200 athletes and officials in buildings that will co m p l ywith all the re q u i red quality and co mfo rt sta n d a rd s.To g ether with its additional se r v i ces, the Olympic Vi l l a g ewill ex tend over an area of eight hecta res.

The Candanchú Olympic Vi l l a g e will be exc l u s i ve l yd e d i ca ted to athletes and officials of cross- co u ntry skiingand biathlon eve nts. It is an auxiliary Olympic Village thatwill be loca ted 100 met res from the co m p etition andt raining ve n u es of both these sports, there by allow i n ga t h l etes and officials to walk to their co m p etition andt raining area s. At an altitude of 1,500 met res, the OlympicVillage will have two buildings accommodating 800people divided into one- and two - b e d room apa rt m e nts.

The Olympic Vi l l a g es of Jaca y Candanchú will be use dfor the Pa ralympic Wi nter Games Jaca 2014 and they willh ave full access i b i l i ty fea tu res.

The International Press Ce nt re will be loca ted in theplanned trade fair pavilions in Za ra g oza that are cu r re nt l yunder co n struction for the International Exposition 20 0 8 .D esigned to house international co nfe re n ces and diffe re nta c t i v i ty trade fa i rs, the pavilions will have some t r u l ys p e c ta cular dimensions to house the Inte r n a t i o n a lB roa d ca st Ce nt re (IBC) and the Main Press Ce nt re (MPC),the two main areas comprising the International PressCe nt re.

The use of these two press ce nt res once the Olympic andPa ralympic Wi nter Games in Jaca have ended is fullyg u a ra nteed, beca u se these installations will co ntinue tobe used for trade fa i rs and shows and national andi nternational co nfe re n ces.

a. State what point of reference you have chosen asthe Olympic Winter Games centre in the Applicant Cityand explain why.

Zaragoza, capital of the region of Aragon, and Jaca,one of the main cities in the Aragon Pyrenees, are thetwo reference points chosen. In our project, Zaragozawill be the main centre for ice sports and will be thevenue city for the International Olympic Committeehotel. It will also have an Olympic Village, IBC and MPCand one of two Media Villages.

Jaca is another obligatory reference point because itlies so close to the mountain ski resorts where thesnow sports events will be held.

b. Provide a statement from your national touristboard, giving the equivalent rating used in yourcountry and a description of the standard of hotel ineach category.

The Huesca (Jaca) and Zaragoza Hotel Associationsfully support the Jaca Bid for the Olympic andParalympic Winter Games 2014. Both organisationshave therefore expressed their firm commitment tomaintain a policy of reasonable prices in all the hotelestablishments of the region, so that the Olympic andParalympic Families will be able to benefit from theirstay during Jaca 2104.

The Aragon Tourist Board guarantee has beenincluded as Annex 3 in the Guarantee Folder.

During the Olympic and Paralympic Winter Games inJaca 2014, the Olympic and Paralympic Families andall other visitors will be able to enjoy the outstandingservices and traditional hospitality that both Spainand the region of Aragon offer millions of tourists whovisit us.

Tourism is one of Spain’s main industries and themountain resorts in Aragon receive over one and ahalf million fans of snow and mountain activities eachyear. This shows the high level of experience that wehave in welcoming and treating visitors, as well as theprofessional nature of those involved in the hotel andcatering sector.

Both the areas of Zaragoza and the mountains aroundJaca guarantee this high level of professionalism,which all accredited people and spectators willdiscover when they come for the Olympic andParalympic Winter Games in Jaca 2014.

These two large areas currently have 16,364 hotelrooms, 11,000 of which are located in city centres orvery close to sports installations (from 0 to 10 km).There are 9,292 hotel rooms in Zaragoza and within a10-km radius from the city, while the areas of Jaca andthe mountain resorts have 1,909 rooms.

The opening of 1,577 hotel rooms has been planned forthe future in 3-, 4- and 5-star hotels in Zaragoza, all ofwhich will be in the city centre and are a result of theorganisational needs of the International Exposition2008. In Zaragoza’s surrounding area (10-50 km), thenumber of planned rooms for the future isapproximately 400. The construction of various hotelsand apartment has been planned in the area of Jacaand the mountains, with a forecast 1,376 new rooms.Some of these new hotels are already well underconstruction.

To complete the demands of the International OlympicCommittee, Jaca 2014 also has 3,379 rooms availablein university residences and a large reserve of highquality military residences dedicated to officials. AMedia Village has been planned for both Jaca andZaragoza and these will be able to accommodate atotal of 8,500 media representatives.

The railway and road networks in the region of Aragonwill allow for quick and comfortable transport links inthe future between hotels and competition venues.

d. Use the following table to indicate averageconvention rates in 2005 for 3, 4 and 5 * hotels andfor all room types during the month of the OlympicWinter Games, including breakfast and all applicabletaxes.

The average rates of 3-, 4- and 5-star hotels during theperiod of the Olympic and Paralympic Winter Gameswill guarantee quality accommodation at verycompetitive prices.

a. Describe your concept for the media villages, as wellas your plans for their post-Olympic use.

According to the city of Jaca’s concept for the Olympicand Paralympic Winter Games, media representativeswill have available to them two Media Villages: one inZaragoza, the setting for most of the ice sports, andanother in Jaca, the main city at the foot of themountain resorts, where the snow sports events willbe held.

These Media Villages have been included in the newurban planning development projects of the cities ofZaragoza and Jaca. The Zaragoza Village will belocated on land that lies very close to the ZaragozaInternational Exposition 2008 and it will have 5,000rooms divided into 2-, 3- and 4-bedroom apartments.

...all the criteria of quality and comfort

The growth and development of the area chosen,which is a result of the planned investments for theZaragoza International Exposition 2008, will meanthat all people will be able to move around quicklythanks to a major transport network. Jaca 2014, onthe other hand, will provide a safe and efficienttransport network between its residences, thedifferent competition areas and the InternationalPress Centre.

The Jaca Media Village, with 3,500 rooms, will belocated in the area of Llanos de la Victoria, on landlocated beside a planned motorway that will link Jacawith Pamplona and very close to the city centre. As inthe case of Zaragoza, the Media Village will form partof Jaca 2014’s Olympic legacy, comprising of anambitious urban planning development project thatfuture generations will benefit from and one that isbased on ecological principals of sustainable urbandevelopment and energy efficiency.

In both cases, single-dwelling and group residentialblocks will be built and these will not exceed a heightof five floors. Like the Olympic Villages, the MediaVillages will satisfy all the quality and comfort criteriaof the International Olympic Committee.

The apartments will have a maximum of two beds perroom and all will comply with the accessibility andinstallation demands that take into account the specialcharacteristics of the groups of people that will beaccommodated during the Olympic and ParalympicWinter Games in Jaca 2014.

b. Specify who will finance the construction of anymedia villages.

The Media Villages will be financed by investmentsfrom the public and private sectors within theframework of an independent programming andmanagement operation separate from the real estatemarket. The residences of both Media Villages will beincorporated into both private and public purchase andrental accommodation programmes.

Zaragoza and Jaca are very well located cities withexcellent transport connections and today couldwelcome the Olympic and Paralympic Families withoutany problems.

Zaragoza and Jaca, the two centres proposed for theOlympic and Paralympic Games, are separated by adistance of 142 km. The remaining venues are lessthan 50 km from either of these two cities.

Road access to all of Jaca’s Olympic and ParalympicGames venues is based on four major infrastructureareas being developed in Spain:

1. The Barcelona-Zaragoza-Madrid link is formed bythe A-2 main road (Barcelona-Lleida and Zaragoza-Madrid) and the AP-2 motorway (Zaragoza-Barcelona), both currently in service. This is one ofthe main Barcelona-Madrid transport links, allowingdrivers to reach Zaragoza from Barcelona or Madridin three hours.

2. The Valencia-Zaragoza-Jaca-Pau link is afundamental connection link between theMediterranean coast and Zaragoza or Jaca. It is amain road that can handle a high capacity of trafficand brings drivers rapidly from Zaragoza to Jaca,passing through Huesca and Sabiñánigo. Currently,60% of the main road between Zaragoza and Jacahas been completed and the remaining 40% hasalready been approved at the project stage.

3. The Pyrenees link (N-260 road) connects thefoothills of the Pyrenees valley and begins at theFrench border town of Portbou, passing throughFigueres, Puigcerdà, Castejón de Sos, Biescas andSabiñánigo. This road will connect to the planned A-23 main road, which will connect Jaca withSabiñánigo and, as a consequence, the two valleyswhere all the mountain events will take place: theAragon and Tena valleys.

4. The Lleida-Huesca-Jaca-Pamplona link formspart of the Tarragona-San Sebastián-Bilbao itinerary,which has been officially classified as a generalinterest network by the Spanish government.Currently, various sections of the main roadbetween Huesca and Lleida are under construction,with a commitment to complete the works in 2010.Similarly, work to construct the Jaca-Pamplonasection of the road has also begun.

Railway transport will greatly facilitate access toZaragoza, Jaca and the different venues of theOlympic and Paralympic Winter Games 2014. It is aform of transport that respects the environment, isfast, can carry many people and is therefore verysuitable for winter conditions. Currently, there is ahigh-speed rail link between Madrid, Zaragoza andHuesca and this line will be completed in 2007 with afurther connection between Zaragoza and Barcelona.There are also plans to connect this high-speed railline with France.

...an efficient, fast and safe transport system

The city of Zaragoza has a complete urban transportnetwork that includes bus lines, a new light railwayMetro line (north-south and east lines, which will befunctioning in the years 2008 and 2010, respectively)and a large fleet of taxis, linking the city’s main spotsand fulfilling the requirements of spectators and theOlympic and Paralympic Families.

Also under construction is a new AVE high-speed trainstation in the south of Zaragoza, the Zaragoza-Plazastation, which will bring the high-speed train line tothe city’s south, which is currently undergoing fullurban expansion. The Zaragoza Logistics Platform anda direct link with the Zaragoza International Expositionarea and the airport have also been planned. In orderto complement the second AVE station, a light railwayMetro line that will link the station and airport with thecity centre is being considered at the moment.

The city of Jaca has a comprehensive city bus linenetwork that guarantees comfortable and speedytravel to any point in the city.

a. Which is the main international airport you intend touse for the Olympic Winter Games?

Jaca 2014 will use the Zaragoza International Airportas the main airport for the Olympic and ParalympicWinter Games 2014.

Because of its proximity, good transport connections,growth and comfort, the International Airport ofZaragoza guarantees the best conditions toefficiently manage the flow of the Olympic andParalympic Families and spectators arriving for theGames.

b. Which other airports do you intend to use for theOlympic Winter Games?

The Jaca 2014 Bid proposes the International Airportof Monflorite (Huesca) as another main airport for theOlympic and Paralympic Games. At only 79 km fromJaca, the airport can handle international charterflights and is an excellent airport for delegations tosend their snow sports athletes to the Games becauseof its proximity to Jaca and the mountain resorts.

The Noáin-Pamplona Airport, at 112 km from Jaca andwith a perfect road link via the future Jaca-Navarramain road, is also an excellent option for the arrivaland departure of snow sports delegations. Theinternational airports of Barcelona and Madrid will besupport airports for the arrival and departureoperations of delegations.

Finally, Jaca 2014 will place at the disposal ofaccredited VIPs a helicopter service to access thecompetition and non-competition venues. Zaragoza,Jaca and all the ski resorts have heliports, which willbe at the disposal of the Organising Committee of theOlympic and Paralympic Winter Games 2014.

c. For each airport you intend to use, please indicatecapacity, distance to the city centre and existing,planned and additional public transport links to thecity centre.

Zaragoza International AirportThe Zaragoza Airport is located at only 17 km from thecity centre and Zaragoza’s Olympic Village.

The airport has two landing runways, an aircraftparking apron measuring 100,000 m2 and can handleany type of aircraft. Currently, because of thecelebration of the Zaragoza International Exposition2008, a project plan is being drafted that will includemajor improvements. The terminal will double itscurrent passenger capacity and will be extended by50,000 m2.

The road links from the airport to the city centre areexcellent and the construction of a light railway Metroline has also been planned to connect the airport withthe AVE train station in the centre of Zaragoza. Ashuttle bus service will be put into place for theOlympic and Paralympic Families to take them fromthe airport to the Olympic Villages (Zaragoza, Jacaand Candanchú) with all the comfort and ease that thiswould imply.

Monflorite International Airport (Huesca)The Monflorite International Airport is located at 7.5km from Huesca and has a direct link with Zaragozaand Jaca via the N-330 main road. For the Olympic andParalympic Winter Games in Jaca 2014, it will alsohave a shuttle bus service connecting it with Jaca andZaragoza.

The Monflorite International Airport (Huesca) wasofficially declared to be of general interest in October2002 and, since then, the Spanish airport and airnavigation society (AENA) has been carrying out majorworks in its installations. These include a new 2,100-metre runway, a 24,000-m2 aircraft parking apron, a2,200-metre terminal building and a 1,500-metremulti-purpose building. The opening of the new airportis planned for the end of 2006.

Pamplona-Noáin AirportThe Pamplona-Noáin Airport is located at 6 km fromthe south of Pamplona and is connected with Zaragozaand Jaca by the N-240 main road. For the Olympic andParalympic Winter Games in Jaca 2014, it will have ashuttle bus service connecting it with Jaca andZaragoza.

Its surface area is approximately 125.5 hectares and itcurrently has a 2,207-metre landing runway.

Madrid-Barajas International AirportBarajas Airport currently has four landing runways and152 departure gates. From 2007 onwards, it will behandling up to approximately 70 million passengersper year. The airport will also have a high-speed trainstation that will connect it with Zaragoza, Huesca andJaca.

Barcelona International AirportBarcelona Airport is Spain’s second most importantairport and, like Madrid, is currently undergoing anexpansion plan that will improve its installations.Located in the town of El Prat de Llobregat, the airportwill have a high-speed train station in 2007 that willdirectly connect it with Zaragoza, Huesca and Jaca.

What current and future (2014) major transportchallenges do your city and region face?

What general transport and mobility concepts do youpropose in order to address:

• Olympic constituents’ transport needs, inparticular athlete and media transport?

• Olympic spectator, workforce and volunteermobility demands?

Jaca 2014 proposes a compact, maximumconcentration model for the Olympic and ParalympicWinter Games, one in which all venues andinstallations are at the reach of Olympic andParalympic Families and spectators in a very shorttime.

Our concept has been designed to ensure an efficient,quick and safe transport system between all theOlympic Games areas, such as the Olympic Villages,airports, IBC and MPC, competition and trainingvenues and hotels accommodating the Olympic andParalympic Families.

The main challenge facing the Governments of Spainand Aragon has been to achieve a balance betweenthe planning and construction of new infrastructuresand maintaining a model that is sustainable, modernand respects the environment.

By taking into account this balance, substantialchanges have been planned for the roadinfrastructures in the region:

• The new section of the Nueno to Jaca A-23 mainroad will be completed in 2012, which means thatthe time taken to travel between Zaragoza andJaca by road will be guaranteed as approximatelyone hour.

• The Jaca-Navarra main road will be completed in2012, thereby guaranteeing a link with the Noáin-Pamplona Airport.

• Spain’s Public Works Ministry is currently studyingmodernisation works for the Aragon valley N-330road. These will include improving certain sectionsand curves of the road and converting it into a ringroad around the towns of Canfranc, Villanúa andCastiello de Jaca. This will make access to thecompetition venues easy, safe and perfectlyadapted to the requirements of the Olympic andParalympic Families and spectators.

• In terms of access to the Tena valley by the A-136road, various projects are currently underway thatwill extend and improve various sections, curvesand tunnels on the road, allowing for safe andcomfortable travel to the Panticosa and Formigalmountain resorts. All these projects respect EUenvironmental requirements to protect fully thesurroundings.

• The city of Zaragoza is currently undergoing aremodelling process of its transportinfrastructures to adapt them to the needs of theInternational Exposition 2008 in the city. Zaragozacurrently has three ring roads in service and afourth, the Z-40, is functional in the south of thecity and under construction in its east section(Ronda Este), work on which will end in 2008. Thecity will also have an entry road in the northcompleted by 2008 and this will be a continuationof the Ronda Este.

In terms of the railway network, the completion of theAVE high-speed train link connecting Madrid andBarcelona with Zaragoza and Huesca is planned for2007. There are also plans in the Infrastructure andTransport Strategic Plan (PEIT) of Spain’s Public WorksMinistry for a high-speed connection between Spainand France from Huesca.

...fully preserving the environment

The Public Works Ministry is also currently carryingout work on the existing train line between Huesca,Jaca and Canfranc for the Huesca deviation, which willbe finished in 2007. It is also finalising theinfrastructure modernisation projects for theremaining sections of this line.

These connections will ensure AVE high-speed traintransport for the Olympic and Paralympic Families andspectators between Zaragoza and Jaca and betweeneach of these cities and Madrid and Barcelona.

Existing infrastructures in the region and thoseplanned from now until 2010 will allow spectators totravel to the competition venues in public transport,mainly using the railway network and, later, surfaceand other means of transport to the differentmountain venues (resort ski lifts).

...an Olympic lane on all the linking roads

Jaca 2014 will provide shuttle bus services with originand end points in Sabiñánigo, Jaca and Canfranc.These will continuously connect the mountain resortswith the valleys of Aragon and Tena. In Zaragoza,spectators will also have a bus service available totravel to all the competition and training venues.

These shuttle bus services will be free of charge formedia representatives, organisers, volunteers, otheraccredited Olympic and Paralympic persons andspectators with tickets for the competition events.

There will also be a bus service for the Olympic andParalympic Families between the Olympic Villages(Zaragoza, Jaca and Candanchú) and the competition,training and non-competition venues. Thosedelegations that opt for alternative accommodationwill also have this service available to them. The buseswill use an Olympic lane on all the roads linking thevenues, including all the entry roads to the mountainvenues.

a. Who will have ultimate responsibility for securityduring the Olympic Winter Games?

Ultimate responsibility in the field of security restswith the Spanish Ministry of the Interior, which willcoordinate the actions of state bodies involved insecurity through the use of security forces andservices, such as the Ministries of Defence and Healthand other autonomous and local authorities.

An Olympic Security Committee will be created toplan, coordinate and direct the Jaca 2014 SecurityPlan, which will be designed to guarantee the normalunfolding of the Olympic and Paralympic WinterGames 2014.

The Committee will be headed by Spain’s Secretary ofState for Security, or a person designated by him/her.This person will direct and control all the securityforces under the principal of one command authority.

VII. Security

A command, control, coordination, communicationsand intelligence chain (C4I) dependent on thiscommittee will be created and all the emergencyservices and institutions involved in the system ofsecurity will be represented within it.

Three command levels will be established:1. Security in Olympic installations and surroundingareas of influence.2. Security in city venues: security of vitalinfrastructures.3. Security of the country: analysis of threats and riskevaluation.

b. What security resources do you plan to provide forthe Olympic Winter Games?

the Games. They will be supported by local police,private security forces and security volunteers. Thiscontingent will be complemented by forces from theMinistry of Defence, which will provide the appropriatesecurity to vital systems in the country, such asinfrastructures, energy, water supply, etc.

If necessary, units from the Ministry of Defence cancomplement these resources to complete the needsderiving from the security system plan. Moreover, acrisis management centre dependent on the maincommand centre will be set up in the aim of handlingany emergencies that may arise.

The collaboration of NATO and EUROPOL can also berequested if necessary, within the framework ofinternational cooperation. Spain’s intelligence serviceswill work together with their equivalent servicesabroad in the aim of collaborating to detect andprevent any threats, establishing an internationalcooperation centre that will coordinate the sharing ofintelligence information and material. The humanresources involved will be backed by proven andupdated technological equipment and resources.

c. Does legislation in your country permit an effectivesingle management structure, whatever theprovenance of the human and technical resources tobe used?

Spanish legislation permits an effective singlemanagement structure in which public and privatebodies participate, following the model used for suchevents as the Barcelona Olympic Games, SevilleUniversal Exposition, Madrid Middle-East PeaceSummit, International Monetary Fund Meeting and theEuropean Union Environmental Summit. This structurewill also be based on the one used for the EuropeanBasketball Championships in Madrid 2007, America’sCup in Valencia 2007 and the Zaragoza InternationalExposition 2008.

Would your government be willing to implement newlaws in order to achieve an efficient structure and asecurity operation that is appropriate to the specialcircumstances of the Olympic Winter Games?

The Jaca 2014 Bid has the backing of national andregional governments in Spain and therefore anylegislation needed for the proper working of thesecurity system for the Games can be implementedwhenever necessary.

JacaJaca is one of the main cities in the Pyreneesmountain chain, located between interior ranges suchas the Collarada massif and exterior ones like Oroeland San Juan de la Peña. An age-old city that exerts adecisive influence on the economy in the north ofAragon, Jaca currently has a population of 15,209inhabitants.

In accordance with forecasts, this number will rise to16,400 inhabitants in 2014, if migratory movementsand a rise in the childbirth rate registered in the lastfew years continue.

...open and friendly inhabitants

Jaca is one of the most important cities in Aragon,one of the 17 autonomous communities making up theKingdom of Spain. It is characterised by the open andfriendly nature of its inhabitants, as well as their greatsense of hospitality. Jaca’s economic growth isanother one of its outstanding characteristics, with itsmain industry being winter sports and mountaintourism.

ZaragozaThe capital of Aragon is an international city that isstrategically located halfway between the roadconnecting Madrid and Barcelona. Zaragoza currentlyhas 897,350 inhabitants and the number of foreignersliving there makes up 5% of this total, highlighted by agreat number of people from Romania, China, Ecuador,Portugal, France and Italy.

The importance of Zaragoza in the Spanish economy isgrowing spectacularly at the moment, while the citymeticulously prepares itself to host the InternationalExposition 2008. This will be held between 14 Juneand 14 September in 2008 and will go by the name ofthe Zaragoza International Exposition 2008, based onthe model recognised by the Bureau International desExpositions (BIE).

This key event in the history of the city and Aragonwill celebrate the dynamic relationship between theuniversal element of water and human societies. Basedon an essential concept – water and sustainabledevelopment – the Zaragoza International Exposition2008 will aim to be an equally global, efficient andsupportive project.

Once this great event has ended, the population ofZaragoza will tend to remain constant at its currentlevel, with forecasts of approximately 938,883inhabitants by the year 2014.

AragonAragon has three provinces: Huesca, Zaragoza andTeruel, with the first two provinces backing the 2014Olympic Bid. The city of Jaca can be found in theprovince of Huesca. Currently, there are 1,269,027people living in Aragon, 70.7% of which are registeredin its capital city, Zaragoza.

Forecasts for the year 2014 place this figure at1,397,012 inhabitants, due not only to the growth ofZaragoza because of its International Exposition 2008but also to the rise in the mountain tourism industry inthe Pyrenees.

…knowing how to live: nature, history and sport

SpainSpain is one of the most balanced countries in Europeif we consider the number of people who live in thecountry and the surface area it occupies on the IberianPeninsula. Spain currently has 44,108,530 inhabitants.

Spain enjoys a labour market that offers manyopportunities and, in some aspects, it is a country thatis heading the field of the world’s most developedcountries, as is the case with tourism. Currently, ourcountry is the world’s second highest touristdestination, having welcomed almost 56 millionvisitors during 2005.

Spain’s reputation as a welcoming country is renownedthroughout the world. Thanks to foreigners registeringin the country (2.1%), population growth in Spain ishigher than that registered for the European Union.Demographic studies predict a more moderateincrease in the population from this year until 2014.Nonetheless, the estimated number of people living inSpain by then will be 46,945,809. Until now,population growth in the EU has been 0.3%, accordingto official data from Eurostat.

a. Provide an assessment of current environmentalconditions in your city/region.

Jaca is located in the northeast of Aragon, an area ofexceptional natural and ecological values. The highAragon regions of Jacetania and Alto Gállego extendfrom the heights of the main Pyrenees peaks to thepre-Pyrenees foothills in the west of Aragon, lined bythe valleys of the Aragon and Gállego Rivers, besidewhose tributaries there is a hydrographical network ofexceptional natural and ecological value. They coveran area of 3,200 km and 44% of this has beenincluded in the EU’s Natura 2000 Network, because ofthe importance of preserving its different species andlong list of ecosystems or habitats of communityinterest. In total, there are 33 Sites of CommunityInterest (SCI), covering 1,266 km, and 10 SpecialProtection Areas for Birds (SPAB), covering 787 km2.

b. Provide details of ongoing environmental projectsand their organisation.

The Olympic and Paralympic Winter Games in Jaca2014 will also be supported within the framework of anambitious environmental programme that has alreadybeen planned by local, regional and nationalgovernment administrations.

The most significant programmes are:

• Establishing solar energy as a sustainablealternative to prevent climate change;

• Selective waste disposal (batteries, glass, paper,containers and packaging) throughout the region;

• Biomethanization of all urban waste organicmatter;

• Public campaign to reduce the contaminatingburden of waste;

• Public campaign for rational water use: a “newwater culture”;

• Public campaign to promote public transport andtravel without private vehicles, thereby generatingless fuel use and less atmospheric emissions;

• Taking advantage of biogas as a fuel for publictransport and to generate electricity;

• Public campaign for the selective waste collectionof paper, glass, containers and packaging;

• Establishing environmental management systemsin hotel installations;

• Promotion of “green” shopping;• Programmes for architectural sustainability and

energy efficiency in buildings.

The setting up of a packaging treatment plant inAragon has also been planned for the year 2014.

c. Provide an assessment of the environmental impactof staging the Olympic Winter Games in yourcity/region.

The celebration of the Olympic and Paralympic Gamesin Aragon will contribute to provide sustainabledevelopment in the area. The Jaca 2014 project willuse already existing venues and infrastructures andany remodelling projects or new constructions will becarried out according to very strict studies, therebyminimising their environmental impact.

Jaca has signed the Aalborg Charter for sustainabilityin European cities. Moreover, the Olympic project willdevelop its own Agenda 21 that will be linked to theAragon region and inspired by the Agenda 21 of theInternational Olympic Committee. This OlympicAgenda 21 will establish a Sustainable DevelopmentPlan that will be drawn up in cooperation with expertsand social agents. As a mountain tourism city, Jacaalso forms part of the Green Municipality project,whose aim is to introduce the best environmentalmanagement programme.

A Good Environmental Practices Manual will also beintroduced and this will be adopted in the region ofAragon by all the private and public institutions thatwill collaborate in Olympic project works, services andsupplies. An Eco-Management and Audit Scheme(EMAS) will also be introduced in sports installationsand this will be extended to all Jaca City Councilinstallations, including programmes to reduceconsumption of energy and water and the generationof waste.

The Olympic and Paralympic Winter Games in Jaca2014 will provide an opportunity to continueenvironmental improvement conditions within thearea. Public transport will also play a leading role inmobility, thereby avoiding the use of private vehiclesand reducing greenhouse gas emissions. In short, astrategy will be developed to achieve 0-balancegreenhouse gas emissions; that is, Neutral CarbonGames.

d. Have environmental impact studies been carried outon any of your proposed venues and does legislation inyour country require you to carry out environmentalimpact studies? If so, at what stage of planning?

The Jaca 2014 Bid will carry out an EnvironmentalEvaluation Strategy for its Olympic project in whichthe environmental, social and economic effects on theOlympic and Paralympic Games will be analysed in anoverall manner. This analysis will be completed by aStudy on Climate Change in the Pyrenees area and anEnvironmental Impact Evaluation of the installationprojects subject to legislation concerning this materialand requiring improvements for the celebration of theOlympic and Paralympic Winter Games.

Spanish urban and environmental legislationestablishes the obligation to evaluate theenvironmental impact of certain plans, programmesand projects, as well as providing diverse tools forterritorial planning. This environmental impactevaluation procedure is realised before theauthorisation or execution of any projects. On theother hand, the activities of all the venues andmountain resorts that are subject to environmentallegislation requirements already posses the relevantmandatory authorisations, having been studied by anEnvironmental Impact Evaluation procedure.

Jaca 2014 guarantees the celebration of all plannedoutdoor competition events for the Olympic andParalympic Winter Games in 2014. The meteorologicaldata for the planned venues can be found in Charts 5.1,5.2 and 5.3.

The climate in the first half of February in both theareas of Zaragoza and that of Jaca and its mountainsis characterised by mild temperatures and a suitableamount of snow cover, which will allow both athletesand visitors to enjoy some magnificent atmospheric

conditions. These same conditions have been takeninto account when choosing outdoor competition andtraining venues.

The dates selected for the celebration of the Olympicand Paralympic Winter Games in Jaca 2014 are best interms of the actual climate parameters of visibility,wind and rainfall in Zaragoza and Jaca.

What experience have you had in hosting internationalsports events and multi-sports events?

Jaca has a long and fruitful tradition when it comes tohosting international sports events. Currently, the cityof Jaca is preparing to host the European YouthOlympic Festival (EYOF), which will take place inFebruary 2007. This is a significant fact that is veryimportant as a driving force for winter sports activity.

The International Olympic Committee has confided inour city to carry out this interesting competition aimedat younger athletes and has fully taken into accountthe entrepreneurial spirit of the Aragonese and thesuccesses that Jaca has always achieved in the lastfew years hosting two winter university games. Thiscompetition is another successful event in ourdevelopment of winter sports.

Spain competes with the best in major sporting events.It has organised 27 world championships for differentOlympic sports in the last few years and 26 Europeanchampionships. And this shows the unquestionablesupport that Spanish government administrationshave provided to sports initiatives and, at the sametime, the great trust that the international sportsworld places in Spanish organisational teams.

This phenomenon explains the quality ofinfrastructures in Spain aimed at high-levelcompetitions, as well as Spain’s excellent range ofhotels, which have always provided completesatisfaction for the demands of international sportsfederations.

This talent for hosting large-scale events has madeSpain into a country you can trust, something thatinternational Olympic sports federations have beendoing continuously for many years.

Should Jaca be chosen to host the Olympic andParalympic Winter Games in 2014, it will provide thislong-proven know-how to the International OlympicCommittee and, as is common, the enthusiasm of allour athletes and work of the volunteers who havealways supported us.

Jaca and its mountain resorts have been the setting ofmajor sports events, a highlight of which has been thecelebration of the World Professional Figure SkatingChampionships between 1990 and 1998. And the WorldRhythmic Gymnastics Championships will be held inZaragoza in 2000, in an emblematic installation, thePríncipe Felipe Pavilion, which is also included in ourproject.

Currently, Zaragoza is preparing to host theInternational Exposition in 2008.
