Section 3. Guidelines. The following are amendatory and suppletory guidelines to E.O. No. 198 (Guidelines in Order to Combat the Threats of COVID- 19) and E.O. 215 (Use of Home Quarantine Pass and worker' s Pass): Xxx 4. All private establishments and offices must close except groceries, public markets, convenience stores, sari-sari stores, hospitals, medical laboratories, pharmacies, drugstores, other health services/personnel, banks and ATMs, savings and credit cooperatives, money transfer services, doctor' s and dental clinics, gas stations, water refilling stations, LPG stations, trading posts, auto/motorcycle shops, spare parts stores, funeral parlors, hardware, electrical stores, general merchandise, cellular phone stores and repair shops; Xxx Page 1 of 2 EXECUTIVE ORDER - AMENDING SECTION 3 OF EXECUTIVE ORDER NO. 217 EXECUTIVE ORDER NO. j^L Series of 2020 AN ORDER AMENDING SECTION 3 OF EXECUTIVE ORDER NO. 217 SERIES OF 2020 "AN ORDER PROVIDING FOR THE GUIDELINES OF THE MODIFIED ENHANCED COMMUNITY QUARANTINE IN THE ISLAND GARDEN CITY OF SAMAL" WHEREAS, Article II, Section 15 of the Philippine Constitution states that the State shall protect and promote the right to health of the people and instill health consciousness among them; WHEREAS, President Rodrigo Duterte issued Proclamation No. 922 declaring a State of Public Health Emergency throughout the Philippines and placed the entire country under the State of Calamity due to the outbreak of COVID-19; WHEREAS, Section 16 of the Local Government Code mandates all local government units to exercise the powers for the efficient and effective governance essential to uphold the general welfare, especially the health and safety of its people; WHEREAS, on April 2, 2020, the Davao Region COVID-19 Task Force issued Order No. 2020-008 prescribing the guidelines for the effective implementation of an enhanced community quarantine over Davao Region to suppress the spread of COVID-19 infection; NOW, THEREFORE, I, AL DAVID T. UY, City Mayor of the Island Garden City of Samal, by virtue of the powers vested in me by law, do hereby order the guidelines of the enhanced community quarantine. Section 1. Declaration. Modified Enhanced Community Quarantine (Modified ECQ) shall be implemented in the Island beginning 6:00 am of April 7, 2020 until 11:59 pm of April 19, 2020 unless further extended or sooner withdrawn. Section 2. Except for the foregoing amendments, all provisions of EO 217 shallremain unchanged.
Section 3. All executive orders, rules and regulations and other issuances orparts thereof which are inconsistent with this Order are hereby revoked, amended ormodified accordingly.
Section 4. This Order shall take effect immediately.
