Tropicana MeTropark: Subang Jaya’S new iconic LandMark
The master plan of Tropicana Metropark has
been unveiled as a well-planned integrated mixed
development project in the Klang Valley that is set
to transform and elevate the vibrancy of Subang
Jaya to a higher level.
Developed by Tropicana Corporation Bhd, the
trendy and upscale 88-acre development has a
gross floor area of approximately 11 million square
feet. With an estimated gross development value
of RM6.3 billion, this integrated development
offers a fusion of residential, office space, retail,
a shopping mall, a hotel, entertainment hubs,
learning and medical centres amidst wide open
spaces and within a secured metropolitan
environment.
A large green oasis of over nine acres in the heart
of Tropicana Metropark has been earmarked
for a Central Park, which includes a man-made
lake, pedestrian promenade, jogging and cycling
tracks, children playground and F&B strip for
alfresco indulgence.
Tropicana Metropark is strategically located
between the growth corridors of Subang Jaya
and Shah Alam. To enhance the accessibility of its
development, the company will be constructing
a RM150 million flyover that will directly link the
project to the Federal Highway. Work on the
flyover will commence next year and is expected
to be completed by 2016, while the entire
development will be fully developed by 2025.

but as a business destination as well. The
development is Plentifield Marketing’s first
project in Melaka.

Mah Sing Group Bhd recently previewed its
latest serviced residence, Icon Residenz The
Creative Tower, to the public. It is the newest
addition to the company’s fully integrated
commercial centre of Icon City.
Icon Residenz The Creative Tower is a new
way of looking at living in a fully integrated
development. Firstly, a total of 11 layouts derived
from 2-bedroom, 3-bedroom and dual key units
with built-up areas ranging from 675 sq ft, 965
sq ft and 717 sq ft onwards respectively and
all units are affordably priced, with indicative
pricing from RM588,000 onwards.
Johor Corporation Bhd (JCorp) has announced
that, upon completion, the fully refurbished Tun
Abdul Razak Complex or KOMTAR will be renamed
JBCC, comprising two office towers, a hotel
and the Komtar JBCC mall. The comprehensive
redevelopment will see the state investment
corporation investing over RM1.5 billion in this
Tourism Entry Point Project.
The key difference between the first Icon Residenz
tower and this Creative Tower is that all 333 units
within this 39-storey tower offers maximum space
utilisation and space planning with residents able
to fully customise their own fixtures and fittings,
and give their abodes a personal touch. Those
who prefer convenience instead will also get to
choose from a full range of additional options made
available by the developer.
Icon Residenz The Creative Tower has direct access
to the over 4-acre Central Park, a refreshing green
lung that offers chic alfresco dining outlets that is
right above the Gourmet Street shops.
JCorp LaunChes Komtar JBCC and angry Birds aCtivity parK
“When fully completed, the whole JBCC development
will include the Komtar JBCC shopping mall, offering
405,000 sq ft of unrivalled retail experience, two high-
rise towers – a renovated Menara Komtar and new
Menara Johor Land, and a new 4-star hotel to serve
both local residents, as well as visitors from Singapore
and beyond,” said Dato’ Kamaruzzaman bin Abu
Kassim, JCorp’s president and chief executive. The
mall will open to the public in May 2014.
Komtar JBCC will also feature an Angry Birds Activity
Park, the first such family entertainment centre in
Southeast Asia for the Finland based company,
which will include many different elements such as an
activity area, retail shop, restaurant and party rooms.
Upon completion of the Komtar transformation
programme, Komtar JBCC will feature direct
pedestrian links to the CIQ, JB Sentral and City
Square on the eastern side and a direct pedestrian
bridge to Persada Johor International Convention

Kuala lumpur: an Oversupply Of Office space?
within the city centre, as well as
the introduction of integrated
mixed-use developments in the
last five years that provide a live,
work, learn and play environment,
which has become increasingly
popular with urbanites.
The Kuala Lumpur commercial
market, however, has remained
resilient throughout last year and
the first half of this year. In office
space leasing, the market has
remained active.
Kuala Lumpur’s office space
market comprises a range of
different sizes in new and old
buildings located around the city
with the KLCC area and Sultan
Ismail Golden triangle remaining
as prime locations.
New buildings usually consist
of Grade A office spaces and
are equipped with sophisticated
technology and security features.
Many of them are also green
buildings.
Although very much a tenant’s
market, slower take up rate
in new buildings have not
translated to a decline in rents.
Overall, the average rent for
existing Grade A buildings in
Kuala Lumpur is between
RM6.00 to RM7.50 psf, about
4.5% higher than in 2011 despite
the fact that office vacancy
rate increased to more than 14%
last year.
Only selected buildings, namely,
the Petronas Towers and Menara
Maxis are able to command a rate
of RM10 psf. The rate at older
buildings in the Central Business
District (CBD) hovers around
RM3.00 and RM5.00 psf.
Last year saw about 6 million sq
ft of space becoming available
in Kuala Lumpur with the
completion of new buildings such
as Menara 3 Petronas, The Crest,
Menara Prestij, Menara Felda,
Menara Binjai and Integra Tower.
Kuala Lumpur has a total supply
of over 76 million sq ft of office
space today with an occupancy
rate of about 77%. Interestingly,
neighbouring Bangkok,
Jakarta and Singapore have
less office space.
Factors that have contributed
to the high supply of office
space in the capital are the
country’s sustainable economic
growth, the government’s
focus to achieve a developed
nation status, a growing vibrant
services sector, the improvement
in public transport efficiency
Although the issue is a major concern, it is unlikely to reach alarming levels as the government is striving to create demand for office space. By CAROLINE CHAN

opportunities beyond the
traditional markets of Singapore,
Hong Kong and Shanghai.
Kuala Lumpur is viewed as an
emerging real estate goldmine
with its choice of new smart
buildings, stable political and
economic environment, as well
as potential for rising rental
yields. Its attractiveness is
further complemented by the
many incentives offered by the
government.
It was ranked as the fifth city out
of 22 with the best prospects for
investment and development
in Asia Pacific according to the
emerging trends 2013 report by
the US-based Urban Land Institute
and PricewaterhouseCoopers
(ULI-PwC).
The report highlighted that
the long-term prospects for
commercial property are deemed
by many to be strong due to
the government‘s Economic
Transformation Programme in
drawing investors.
Although there is much concern
about the growing supply of
office space, it is unlikely to
reach alarming levels as the
government is striving to create
demand. Regional economic and
social factors are also playing
a part in driving interest to
Malaysia’s capital city.
With the market poised to
improve both in terms of rent
and capital values, there is also
much interest shown by investor
funds, particularly from countries
such as Singapore, Hong Kong
and Australia.
The estimated 13 million sq ft of
office space that is expected to
become available between 2013
and 2014 is of great concern, as it
will lead to an oversupply situation.
The government’s mega projects,
such as the Tun Razak Exchange,
KL Metropolis and Bandar
Malaysia, when completed are
likely to raise supply to an acute
level, especially as the increase
is not in tandem with the city’s
organic growth.
The average annual take up rate
is about 2 million sq ft in Kuala
Lumpur. Given the situation, it is
unlikely that rent rates can hold
any further.
According to the DTZ Occupier
Perspective Global Occupancy
Costs 2013, a report on the total
occupancy costs across 126
business districts in 49 countries
worldwide, is projecting that Kuala
Lumpur is likely to experience
a decrease in office rental
costs over the next two years.
However, the report also stated
that cost is expected to steadily
increase in the long term.
Many industry experts too have
refrained from using the term
‘glut’ to describe Kuala Lumpur’s
office space supply as it does
not correctly refer to the current
situation, which is expected to
reverse as the many government
initiatives to transform Kuala
Lumpur into a top-20 ranking
city in terms of economic
growth and liveability are being
implemented.
A key focus of this vision under
the Greater Kuala Lumpur/
Klang Valley key economic area
is to attract 100 multinationals
to set up their regional hubs
in Malaysia and to grow Kuala

International Airport (KLIA) (30 minutes),
Putrajaya and Cyberjaya (30 minutes).
With such superior connectivity, it is no
surprise that 25% of the purchasers are from
the Klang Valley, all thanks to the hassle-

Bandar Mahkota Cheras is located to
the north of Kajang, east of Bandar Tun
Hussein Onn and right next to Bandar
Sungai Long. Access to the township,
which is approximately 15km away from
Kuala Lumpur city centre, is usually via the
Cheras-Kajang Highway and SILK Highway.
Just like any other main roads in Kuala
Lumpur, the Cheras-Kajang Highway
suffers from severe traffic congestion
especially during peak hours. The situation
is exacerbated by commuters who need
to pay several tolls along the way, before
the abolishment of the RM1 toll at the
Batu 9 Cheras-Kajang Highway heading to
Kuala Lumpur and the 90 sen toll at Batu 11
heading to Kajang in 2012.
In 2017, the proposed Mass Rapid Transit
(MRT) is expected to be operational and
will run between Sungai Buloh and Kajang
cutting through Cheras. According to the
proposed station sites, the MRT rail line will
pass by Bandar Mahkota Cheras, and the
nearest station along the Cheras-Kajang
Highway will be the Bandar Tun Hussein
Onn station.
With the completion of the MRT project,
residents in Cheras-Kajang will be well
connected to many other major city/
townships and railway systems, and it is
believed that this will ease the alarming
traffic conditions within the locality.
It is also believed that the MRT project has
caused a fluctuation in home prices for the

done by Oregeon Property Consultancy
revealed that the average transacted prices
of selected schemes and property types in
Cheras have shown a consistent increase, i.e.
approximately 9% increase from 2009
to 2010, 10% from 2010 to 2011 1H, 11%
from 2011 1H to 2011 2H and 9% from
2011 2H to 2012.
The exponential increase in 2011 is likely due
to the announcement of the MRT project.
However, the total amount of recorded
transaction is experiencing a decrease
in recent years. The drop in the number
of transactions might be the reason why
property owners are holding back and
applying a ‘wait and see’ strategy, hoping
that property prices will go even higher
when the MRT project is completed.

The opening of AEON Mahkota Cheras
Shopping Centre in 2010 has brought
about a radical change to the township, not
only in terms of house prices and demand,

2009/2010 in Bandar Mahkota Cheras was
priced slightly above RM400,000, which
is not that much higher compared to the
recorded transactions of existing houses.
However, the property trend has moved
towards the medium to higher end variety
(refer to the previous table). Developers are
offering more semi-detached houses and
luxurious terrace houses with a record entry
price. For example, Quartz Villa’s 2.5-storey
terrace houses measuring 20’ x 65’ is selling
from RM788,000 onwards, while Sunstone
Villa’s 3-storey terrace houses measuring
20’ x 65’ is selling for RM833,000.

are very limited units left in Verde@Ara
Damansara, while more than 85% of the
units at Zefer in Puchong Jaya has been
sold. Based on our observation, the market
has somewhat picked up after the 13th
General Election. So we are expecting the

market to respond very well to projects in
good locations.
iP: Are there any projects slated for early 2014?
Gan: Yes, we have several new projects in
the pipeline. We will most certainly introduce
another exciting project in the Kinrara/
Puchong area. It will be a combination of
condominiums and villas, just like Cristal
Residence, but with a more urbanite theme.
At the same time, we are in the midst of
getting the necessary approvals for our other
exciting projects in other areas in Selangor.
iP: What can we expect to see in terms of
your landbank acquisition this year?
Gan: As an expanding company, we are
always on the look out for good land on the
market. In fact, we will be intensifying our
land acquisition exercise later in the year as
our finances become stronger.
iP: What are some of your strategies against
your competitors?
Gan: We do not view it as strategies ‘against’
our competitors. At Villamas, our focus is
to introduce the most relevant product in
the market, as well as to foster a long-term
relationship with our customers.
We want to maintain a track record; that
it is always profitable for our customers
to buy properties from Villamas and that
our property is in demand even after the
property has been handed over. We think
it is especially important for our customers
to have the flexibility to dispose or change
their portfolio.
iP: How do you foresee the property market
outlook for the rest of the year and going
into the next year?
Gan: We are positive about the immediate
future, and are feeling bullish about
the property market’s mid- and long-
term outlook because of the Economic
Transformation Program that will enhance
productivity, living quality and personal
income. Our country will undergo rapid
changes in the next five years and that will
result in higher property prices in most
areas in and around the city.

For over a decade, Kuala Lumpur has been
experiencing growth at a rate that can be
considered somewhat explosive.
The skyline of the capital city of Malaysia
has noticeably been reshaped, reflecting
the country’s advancement and progress
in becoming a noteworthy player on the
international platform.
However, as much as it is the focal point
for many major activities and businesses,
the reality of the situation is that, within the
city, land that is available for development is
becoming scarcer as time goes by.
This has resulted in a spread of Kuala
Lumpur’s growth beyond the city’s

International Airport (KLIA).

of Klang Valley encompassed areas such

as the IOI Mall, which is in Puchong, as well as
Sunway Pyramid and Subang Parade, which
are located in Bandar Sunway and Subang

THE SOUTHERN CORRIDOR’S STARSWhile it is accurate to say that the entire
Southern Klang Valley has become a
property hotspot among developers and
homeowners alike, it is undeniable that
certain areas in particular have garnered
more attention than others for one reason
or another.
Three such areas, which some can argue are
the ones that have garnered the most interest,
are Cyberjaya, Putrajaya and Puchong.

S ometimes in life we are blessed with rare opportune occurrences. In moments when we least expect it, we stumble across something so exquisite and all at once we
know that we just have to have it.
That was precisely what happened when Adelyn Tsai chanced upon the luxury riverfront homes of Glenmarie Cove, Klang. She was the interior designer assigned to decorate a number of show units for the Glenmarie Cove development and the moment she saw the place she had wished to own one of the houses there.
“This place is unbelievably beautiful, truly a hidden gem not far from Kuala Lumpur,” Tsai enthuses. “This particular lot is a dream-come-true for our family as it has a spacious backyard and directly overlooks the river. Its secure surroundings offer us peace of mind and neighbours here are lifelong friends because whoever fortunate enough to reside here are unlikely to leave.”
What initially started off as a joint-venture to buy and sell the house turned out to be a lasting investment. The allure of this enchanting paradise has captivated her family and they were all hopelessly in love with it. In the end, they decided to hold on to this little piece of heaven where the family now spends most of their weekends.
Being an interior designer who has seen countless houses with lavish and ostentatious designs, Tsai wanted none of it. Here was a house that she had a freehand at decorating and she wanted for it to embody her very own ideal no-rush retreat away from the humdrums of the city.
Inspired by mesmerising vignettes from its natural surroundings – fishermen casting their nets from worn boats, migratory birds flocking the mangroves, and kingfishers resting atop driftwoods – it is only fitting that the idyllic Malaysian riverside charm became muse to the interiors of this holiday home, now christened the name ‘The Nelayan’.
Situated along a quiet stretch, The Nelayan exudes a simple and unassuming demeanour; all save for its ornamented roof eaves which hint trivially at the blissful haven it safeguards. Upon entering, one immediately feels the welcome of its timeless warmth which induces a calm sense of relaxation to all within its threshold.
The interiors exude modern sophistication without losing its unmistakable Malaysian charm. This mood is further heightened by sheer white curtains that line the room’s generous glass panels.

Vivaciously painted artworks adorn the living room’s main feature wall. These much-loved paintings display serene emotive qualities and are personally selected by Tsai. “I really like the works of Kam Woei Yann (wife of famed artist Yap Chin Hoe) who does not paint anymore. There is just so much tender love and joy in her artworks,” she muses.
“Kuen is another artist whose keen observations and vibrant displays of simple pleasures never fail to invoke awe in me. As I grew up, I had always wished to experience the kampung life. I grew up in a small town and I admire those who live in villages.”
In contrast to its concealed front, The Nelayan opens up almost entirely at the rear to the tranquil waters of the Langat River. This breath-taking scenery is brought indoors wherever possible. “I am quite greedy, you see,” Tsai says jokingly,
“Windows and mirrors were added to bring the view of the river into every room. So, no matter which room you are in – bathrooms included – you are constantly reminded of the bountiful environment.”
A good design that complements the location makes it a catalyst in bringing about remarkable experiences. Waking up

in the master bedroom’s four-poster bed to the view of mist dissipating above the river while the sun rises is most magical.
Meanwhile, an afternoon soak in the bath while gazing out at the serene view of the river soothes any tired soul. The bathroom of the master bedroom allows a constant view of the river, whether you are in the shower, the bath or at the washbasin.
The library on the upper floor opens up to a wide balcony with transparent railings, permitting an unobstructed panoramic view of the river, lagoon and garden – splendid for accompanying good reads. This area proves to be a favourite spot for Tsai’s daughter, Rachel, 17, who reads and plays her flute there.
Her other daughter, Olivia, 11, loves to bake and makes good use of the kitchen while Tsai’s husband, Mike, enjoys strumming his guitar on the porch where they sometimes have afternoon tea.

Even Honey the Golden Retriever approves; it enjoys the pleasure of a spacious garden where it can roll around on the grass and chase after intruding birds. Whereas for Tsai, she is simply contented that there isn’t a television in sight.

Approved Drawings are mandated parts of the sale and purchase agreement. It is the duty of housing developers to disclose it to purchasers.
Knowing Your rights
It is mandated in the statutory sale and
purchase agreement (SPA) that the
developer has to provide the purchaser with
the approved Layout Plan (as in the first
schedule) and the approved Building Plan
(as in the second schedule), amongst other
legal documents (preamble to Schedule G
(Landed Property) Housing Development
(Control and Licensing) Act 1966 and Housing
Development (Control and Licensing)
Regulations 1989, sub-regulation 11(1)).
Similarly, with respect to strata properties
Schedule H (Stratified Property), this
requires the attachment of:
1. The Approved Plan
2. The Site Plan
3. The Layout Plan
4. The Floor Plan of the Parcel
5. The Storey Plan of the Building
6. The Accessory Parcel Plan
7. The Common Facilities Plan
This mandatory requirement is entrenched
within the law, but it has gone largely
unnoticed by the Ministry of Housing & Local
Government and its enforcement agencies.
Why is it so important for these approved draWings to be disclosed to the purchaser? There has been no shortage of complaints
from purchasers over the years on
deviations by developers in the completed
property and its surroundings from those
represented in the sales brochure, flyers and
even plans attached to the SPA produced by
the developer.

can be seen in the following scenarios.
development of open space after sale Purchasers are aware that modern living
involves more than occupying the purchased
subdivided land or apartment/condominium
in a scheme. What one is actually purchasing
is a style of living that applies to all types of
housing, and includes the essential comfort
of the environment, which includes parks,
fields, green lungs, community hall and
clubhouse, which are the common properties
of all purchasers and an inseparable part of
the neighbourhood.
From time to time, you may have read
in the news of purchasers of a housing
scheme taking the developer to task for
developing some green lung or common
open space. Although it was initially part
of the neighbourhood, the developer later
considers the land as his that he reserved
for future development.
Having induced purchasers to buy houses
because of the surroundings, can the
developer now consider such land as
separate from the house? Just imagine; a
green and open field in front of your house
where you have been going for your daily
jog, and which has served as a playground
for your children for several years,
transforms into a towering condominium
block right at your doorstep. This is not an
uncommon sight in some housing schemes.
The outrage to one’s sensibilities is greater
still when one has paid an additional
RM10,000 as premium for a green lung
fronting, but the latter is subsequently turned
into a retention pond which soon becomes
infested with rodents, a breeding ground for
mosquitoes and a collecting pond for the
overflow of drains during downpours.
This is where the approved Layout Plan
annexed to the SPA comes into its own
to support the purchaser, hence the
developer’s reluctance to disclose it.
The Layout Plan is meant to be an approved
development proposal and should contain,
among other things, the following vital
information:
i) Density, which is the number of houses
or apartment units allowed to be built,
e.g. where 60 units of apartment per
acre has been approved, the developer
is not allowed to build more units
even if there is ample land left in the
scheme. The approved Layout Plan
will be able to clarify the exact density
and units approved by the authority for
development.
ii) Nature of development, where a scheme
has been approved for development as
a purely residential neighbourhood, for
example, the developer is not allowed
to build an office block in an approved
scheme of 50 units of semi-detached
and 100 units of terrace homes without
first obtaining approval for the alteration
of the approved plan.
Thus, a mixed-use development
comprising office towers and shop-
houses in a residential scheme will need
to be retabled to the local authority
for approval before the developer can
proceed with his plan.
iii) Provision of open and green spaces
– The approval would deal with how
open spaces allotted for designated
community purposes such as playground
for children, communal park and hall,
as well as places of worship are to be
provided. Hence, once these communal
facilities are earmarked for particular
public purposes, they cannot be
converted to build another block of
condominium or office tower.

So, you should get inquisitive and assertive
when you approach a developer offering
a property next to an open piece of land
marked ‘future development’ either in
the brochure, architectural model or
development plan of the scheme at the
showroom if you want to ensure unexpected
development does not take place.
The first thing you should do is to ask the
sales staff for the approved Layout Plan
from the relevant authority, and they should
have no reason to turn down your request
for the approval would have been obtained
by the time of sale, otherwise they would
not be allowed to start selling. This approval
is a requisite condition for the issuance of
the sales permit.
The approved plans and drawings attached
as schedules must be a duplicate copy of the
actual approved plan bearing the appropriate
authority’s seal, e.g. ‘Di Luluskan oleh Majlis
Perbandaran Subang Jaya’, and it should be
visible at the top right hand corner.
Make sure that the approved plans tally with
those represented in the advertisement. You
should take the same scrutinising steps with
respect to plans that are annexed to the
First Schedule of the SPA before signing the
contract. When in doubt, please check with
a lawyer of your own choice, not one chosen
for you by the developer.

High-rise residential living in big cities is
common these days, whether in a rental
or in one’s own property. There are some
challenges that come with applying Feng Shui to a fixed or limited space such as those
of condominiums or apartments, but it is a
challenge that can be easily surmounted.
Still, basic Feng Shui can work to harness
good Qi or energy to the place you call
home. This will have a direct bearing on how
you feel about yourself, and how you engage
others, besides having ramifications on how
you perform at work or in your relationships.
For starters, get the Facing Direction right.
Unlike landed property, apartments (also
applies to all other high-rise residential
properties) can be confusing because the
Facing Direction is usually not obvious.
However, consider the whole apartment
block as one house sharing a common roof.
Therefore, the Facing Direction should be the
direction of the facade of the block itself.
You can determine the property’s facade
by looking at the orientation of the whole
property – which side the property was
intentionally built to face. For this, you will
need a Feng Shui Luo Pan. Stand in the
centre of the facade, look outwards and
measure the direction with your Luo Pan
(with the needle pointing north).
Once the Facing Direction has been
determined, plot the Flying Stars or
Eight Mansions chart (whichever you feel
comfortable) to obtain the Qi map of the unit.

unit to another on the same floor, and for
each unit on different floors.
Ensure that the corridors outside your unit
are not cluttered or narrow. The lift to your
floor is considered an internal Qi mouth and
must not be obstructed or blocked. Inside
the unit, ensure there is open space just
beyond the unit’s main door.
Before you rent or buy the unit, determine
that the kitchen is at an acceptable location
and where to place the stove. Ensure
that you can locate it in a place that has
no negative forms in the kitchen such as
opposite the kitchen door or sink.
For a better fit for yourself and the
occupants of the apartment or high-
rise building, a personalised Feng Shui consultation is highly recommended.

Bear in mind that even if they share the
same Facing Direction, none of the units in
the block share the same ‘Qi map’ as each
unit is not located in the same location on
the space continuum.
Once you have determined the Flying Stars
or Eight Mansions chart of your block,
superimpose the chart over a copy of your
unit’s floor plan. Use a compass to get
the direction of your unit’s main door and
superimpose the Flying Stars chart of the
block’s Facing Direction onto the unit’s plan.
The stars at your unit’s main door will give
you a general snapshot of the Qi affecting it.
If it is not good, the energy circulating in the
unit will be not good either. The Feng Shui for 2013 guidebook by Joey Yap will provide
you with the breakdown of the stars based
on the individual sectors.
In general, if the unit’s main door has good
stars or combinations, move to check the
bedroom sector. Ensure good Sitting Stars
in the bedroom area as these help with one’s
health and relationships in life.
It is also important to observe the external
forms that influence the block’s Qi and the
ones around the block’s main door as well.
The external forms must be checked first
before we look inside.
Evaluate the external forms from the block’s
main door and the unit’s balcony. Check
for Water and Mountain formations. The
apartment’s swimming pool should also be
taken into consideration.
Note the formations around the block itself
and the area that it is located in as this will
influence the Qi of each unit differently. The
location of these forms will vary from one

The government is aiming for Malaysia
to become a high-income nation with a
per capita income of about RM48,000 or
US$15,000 by 2020, based on the World
Bank’s current definition of high-income.
Specific attention will be paid to lift the
household income of the bottom 40%, with
a target of increasing the monthly mean
income of this group from RM1,440 in 2009
to RM2,300 in 2015, as stated in the 10th
Malaysia Plan.
The government’s high-income objective is
not just a quantitative target. It is also about
making Malaysia an advanced, developed
nation with an economy possessing the
characteristics of a high-income economy,
such as a thriving services sector, a
balance between private consumption and
investment, as well as productivity levels
that are similar to those of regional leaders.
We cannot deny that the shortage of food
and raw material supply for our daily needs
such as oil & gas, building material, rubber,
etc, are resulting in many of us incurring a
high expenditure in our daily lives.
In addition, we also face great challenges
from the implementation of the Goods
and Services Tax (GST), reducing subsidies
from the government and the introduction
of minimum wages for both local and
foreign labour.
A substantial expenditure budget plan needs
to be established in order to maintain our living
standards. This is a fundamental task, especially
for the middle to lower income group.
At the same time, many Malaysians are
facing crucial challenges in managing their
housing loan. Why is this so?
Young Malaysians are increasingly moving
out and living on their own. This mean
they will either rent or buy their own
property. They may rent to start with, but
have the intention to buy a house of their
own later on.
It is a huge decision, one that impacts
your career, family, lifestyle and even the
economy. Others are buying more than one
property to generate an investment income.
In Malaysia, awareness on the rights
and responsibilities of homebuyers and
borrowers is relatively low. I have observed
that, in the past six years, 90% of them
do not fully grasp the sale and purchase
procedure or financing process.
Homebuyers are advised to engage a
legal advisor as this helps safeguard your
purchase and prevent any fraud.
By not doing so, the buyer ends up bearing all
the risk and costs, such as having to service
a loan that is released to an abandoned
property, or paying unnecessary costs to sign
documents with terms and clauses favouring
the vendor or financier. The homebuyer may
have to exercise the contract according to
the unfavourable or unfair terms.
If your property is purchased with a
mortgage, it is not your property until you
have fully paid off your loan to discharge
the charge. Only after you have done so do
you become the official house owner.
Nowadays, the loan amount is huge and
the loan tenure is relatively long due to our
repayment affordability. In fact, many of
us work long hours to repay a 30- or
40-year loan.
Managing Your Housing LoanMany people are often stuck with their housing loan for years as they do not
realise the actual cost of buying a home.

An outstanding loan of RM500,000
increases the interest by another RM83,100,
so this means incurring a higher purchase
cost for the property. If you do not update
your repayment accordingly, the monthly
shortfall will be compounded by the
effective interest rate.
For example, in the case of a letter of offer
that is dated 2009 for a loan amounting
to RM500,000 with a 30-year repayment
tenure and an effective rate of 3.35%
(BLR – 2.2%; BLR = 5.55%), the repayment
is RM2,204 per month.
Upon the loan’s full release in June 2011,
and following the commencement of the
first repayment in July 2011, the BLR had
increased to 6.6% per annum while the
effective rate had been revised to 4.4%, so
the right repayment should be RM2,504 per
month. If you make repayments according
to the letter of offer, the monthly shortfall
will compound continuously with the
effective rate.
COMPOUND INTEREST
Compound interest is when interest is added
to the principal, and the interest that has
been added also earns interest. Through the
power of compound interest, the loan will
result in an additional payable interest
of RM293,284 and the tenure is prolonged
to 487 months.
You need to put a stop to this by making
the right payment. Failure to do so means
you will spend your whole life servicing
the loan, or worse, surrender the property to
the end financier when you can no
longer afford the monthly repayment.
The most effective way of putting a stop to
this is by making accurate payments. You
can do so by customising your loan tenure
depending on your repayment affordability.
One should review the effective interest
rate regularly and, if necessary, re-adjust the
repayment amount for optimised savings on
interest and loan tenure.
There is also a need to increase the public’s
awareness on the impact of BLR fluctuation
on the interest payable and loan tenure.
Since the housing loan is usually the biggest
debt for most households in Malaysia, we
have to find the best way to own a house.
Unfortunately, I believe many of the middle
to lower income homebuyers will have
difficulty owning their own home. They could
be too busy working on repaying their debts
and trying to deal with the ever increasing
household expenses, that they overlook their
rights and responsibilities as a borrower.
Firstly, many of them do not check and
understand their loan account statement.
Secondly, they do not update their
repayment accordingly. Our loan repayment
is generally tied to the Base Lending Rate
(BLR), which is reviewed by the Monetary
Policy Meeting from Bank Negara Malaysia
on a quarterly basis.
BLR is now at 6.6% per annum, and it had
been adjusted four times since 2009, when
it was only 5.55% per annum. How many
housing loan borrowers are aware of the
increases of the BLR? What impact does it
have on our housing loan?
In my article entitled ‘BLR Management: A
Must Know Subject in Property Investment’,
which was published in the September 2012
issue, I mentioned that one’s housing loan
repayment could be never ending if they fail
to deal with the BLR fluctuation.
SO WHAT IS THE ACTUAL COST?Assuming the BLR remains at 6.6% for the
balance of the loan tenure, for every loan with
an outstanding amount of RM100,000, one has
to pay an additional RM16,620 for 30 years.

Renting a residential property is
quite normal when you need a
place to stay near your workplace,
but complications can arise if you
are not cautious. Some of the
considerations that come with
renting a property include:
• Location
• Unit size and design
• Physical condition
• Furnishing
• Monthly rent
• Terms and conditions
The location of the property
should be highly accessible to
your workplace, and yet be a
certain distance away from the
main road. It is difficult to have
a good rest if your home is close
to roads with heavy traffic and
noise pollution.
Next is the unit size and design of
renting the right home
the property. How many people
are staying in the property? Are
there sufficient bedrooms and
bathrooms for your needs?
For those who believe in Feng Shui, is the main door located
at the right location? What
about the bedroom and kitchen?
You may want to consider
consulting a Feng Shui consultant
for advice on this matter and
to verify if the home you are
renting is conducive to you and
your family.
The physical condition of the
home is also a very important
matter. If it is a new property,
it is less likely to have major
defects compared to an old
one. Regardless of the age of
the property, it is advisable to
exercise your due diligence and
examine the property.
When looking for a property to rent, you need to use common sense as well asbuild a good relationship with the landlord.

Do check the condition of the
walls, ceilings, floors, water and
electricity fittings. You may want
to keep a lookout for defects
that are not so obvious such as
rough walls, which may be due to
internal defects related to piping.
You also need to consider
the issue of whether to rent a
property that is not furnished,
partially furnished or fully
furnished. A property that is not
furnished may be available for a
lower rent, but it can be quite a
hassle if you want to transport
your belongings to another place
when your tenancy ends.
On the other hand, for a property
that is furnished, it can be less
troublesome for you as you
could request for the landlord to
replace existing furniture if there
is wear and tear. However, you

should look after the property
that you rent to maintain a good
relationship with the landlord and
to establish your reputation as a
good tenant.
It is quite common for tenancy
agreements to require monthly
and utility deposits. You should
consult the landlord if you would
like to sublet the property. Some
landlords may agree to such
requests, while others may not
as they may prefer to limit the
property to just a few tenants.
This is understandable as the
landlord may be concerned about
the upkeep of the unit once the
tenancy expires. It is commonly
expected for your landlord to
carry out basic repairs such as
keeping the installation of
water, gas, electricity, sanitation
and heating water in good
working order.
It is implied that when you
rent the property, you have
the right to live peacefully in
the accommodation without
disturbances from your landlord.
Most tenants would change one
of the locks of the property for
peace of mind as perhaps quite
a number of parties would have
had access to the keys while the
property was rented out.

your home in a tenant-like way,
by not causing damage to the
property, and by using the
fixtures and fittings properly.
You also have an obligation to
provide access for any repair
work that needs to be done and
repair damages caused by you or
any guest to the property during
the period of your tenancy.
In conclusion, you should use
common sense when renting a
property. Find a place that is in
good condition, and negotiate for
fair terms, pay your rent on time
and you will have a good home
