PROJECT RATIONALE

The current scenario of Development sector in India depicts that mainly three players are there in

dealing with entire developmental issues – the Government, the CSR/other funding agencies and the

NGOs and they have their own objectives – agenda and a set process of working etc. It has also been

observed that there are some certain gaps and lacunas like budget allocation to consumption, scheme

formation, scheme implementation, development and implementation, project development and

procurement. These are the major areas where the gaps are there because the the common objective of

the players is social welfare and development but when they work for their betterment of their extreme

individual, they have their own set of objectives, motives and agenda to fulfil, resulting in creation of a

vacuum among all the parties with regard to all above mention gaps and lacunas. Ultimately the final

result is the defined objectives are fulfilled but not to the extent or intensity with which they were

being defined/framed originally whether it may common or individual and as a result , neither the

program goal is accomplished nor the budget is being properly utilized or consumed.

It is now understood that in absence of an “integrated model mechanism”, the above situation will

always prevail in the country. SATYA after intensive and extensive research, have developed an country

owned integrated-single window model where all the above gaps and lacuna like budget allocation and

consumption between Government and CSR, scheme formation and implementation between

Government and NGO, project development and procurement between NGO and CSR can be addressed

and when these gaps are addressed, the overall common goal and extreme individual, both can

achieved.

The beauty of this program is that it is originated from the roots and still attached with roots, that's why

it is called national development in an indigenous form (that achieves and addresses the nation’s real

objectives thereby preserving and retaining our indigenous - country owned model). Thus we feel this is

a country owned “Integrated automatic process model” that strengthens and operates overall

development agenda of the nation – India through all the above mentioned players altogether.

SATYA-ISWMR has developed a model programme considering the fact that CSR grants are there in India

but in absence of proper integrated approach the grants have been becoming no use and the funds

utilised or disbursed just to complete the CSR budget target etc. , it is also felt the need of integrated

programme approach and system infrastructure development along with group partnering in the direction

to utilized funds allocated for the noble cause and purposes -under such programmes towards getting

desired outputs ,that means the realization of govt of India’s initiative through CSR in desired , right and

correct manner and also to ensure funds spending on target population in appropriate manner through`

single window` system approach ( A platform where CSR players-donor can select various nature of

proposal/project and other hand NGO/trusts can get the opportunity in getting funds for their project

in accordance with meeting out or quenching Govt thrust towards true nature of programme and its

implementation through right people and right model of project under corporate social responsibility

programmes in India ) which also ensures equal opportunity to the stakeholders (social association /group

/individual )to serve in specific nature of the demand and with broader coverage having certified

programme model ,it also ensures in avoiding ambiguity in developing pilot project model etc. .by NGO at

micro level, because it helps them developing proposal /project under one roof and integrated manner

considering policy, schemes and programme of Govt of India –including State Govt specific programmes

objectives, therefore the specific needs for specific location for single objectives which is matching and

complementing the objectives of the programmes of the Government of India or State Govt. may be

served properly and realized to achieve by desired manner .

Expression of Interest (EOI)

For empanelment of NGOs under INDIAs PRIDE to build National development in an indigenous

form , that achieves and addresses the nation’s real objectives through NGOs federation model ,

where NGOs would be clubbed together in a group.

BACKGROUND :- The programme aims to alleviate the poverty we need to put our efforts from grass root level i.e. Rural population of India is the main target group to initiate the action, the survey says The nine important measures which should be taken to reduce poverty in India are as follows: 1. Accelerating Economic Growth 2. Agricultural Growth and Poverty Alleviation 3. Speedy Development of Infrastructure 4. Accelerating Human Resource Development 5. Growth of Non-Farm Employment 6. Access to Assets 7. Access to Credit 8. Public Distribution System (PDS) 9. Direct Attack on Poverty: Special Employment Schemes for the Poor. And while addressing it has been emphasize the issues further recommended with reasons as follows:

(i) Population Control:

Population in India has been increasing rapidly. Growth rate of population is 1.8%. For removal of poverty

the growth rate of population should be lowered.

(ii) Increase in Employment:

Special measures should be taken to solve the problems of unemployment and disguised unemployment.

Agriculture should be developed. Small scale and cottage industries should be developed in rural areas to

generate employment.

(iii) Equal distribution of Income:

Mere increase in production and control on population growth will not remove poverty in India. It is

necessary that inequality in the distribution of income should be reduced.

(iv) Regional poverty:

In States like Orissa, Nagaland, U.P and Bihar etc. the percentage of the poor to the total population is

high. Govt. should give special concession for investment in these regions. More PSU’s should be

established in these states.

(v) Problem of Distribution:

The public distribution system (PDS) should be strengthened to remove poverty. Poor section should get

food grains at subsidized rates and in ample quantity.

(vi) Fulfilment of minimum needs of the Poor:

Govt. should take suitable steps to meet minimum needs of the poor e.g., supply of drinking water and

provision of primary health centres and primary education.

(vii) Increase in the productivity of the Poor:

To remove poverty, it is necessary to increase productivity of the poor. The poor should be given more

employment. More investment should be made in public and private sectors to generate employment.

(viii) Changes in techniques of Production:

India should adopt labour intensive techniques of production. We should have technical development in

our economy in such a way that labour resources could be fully employed.

(ix) Stability in Price Level:

Stability in prices helps to remove poverty. If prices continue to rise, the poor will become more poor. So

Govt. should do it best to keep the prices under control.

(x) Development of Agriculture:

The agriculture should be developed to remove poverty. Rapid rate of growth of agriculture production

will help to remove urban as well as rural poverty. Agriculture should be mechanized and modernized.

Marginal farmers should be given financial assistance.

(xi) Increase in the rate of growth:

Slow rate of growth is the main cause of poverty. So growth rate must be accelerated. In 2003-04 the

growth rate has been 6.5% despite that 26% of population remains below poverty line.

a) Agency must enclose a covering letter on Agency’s Letter Head while

sending the EOI with technical and financial proposal.

b) The EOIs must be sent in sealed cover within the stipulated time. The

EOIs will be evaluated strictly as per laid down criteria. Therefore,

before sending the EOIs, the agency must satisfy that they fulfil all the

eligibility criteria. The related proof of experience, details of office

set-up etc., as asked for, must be enclosed/ detailed out for

evaluating the EOIs.

c) The details must be furnished as per formats enclosed in application

and strictly as per serial order. The information intended to be

supplied should be furnished in such a manner that the same satisfies

the need/requirement of EOI under various heads and is self-

explanatory.

d) The turnover should be in Indian Rupees and should exactly match with

the figures reflected in the Balance Sheet/Profit and Loss

Account/Receipts & Payments A/c. The relevant portion of the

document reflecting the turnover must be highlighted.

e) In case desired documents/proofs are not enclosed, the EOI shall be

rejected and no clarification/enquiry will be sought/made (Annexure

requiring details given below)

f) The last date of receiving the EOIs shall be adhered strictly. EOIs

received after the last date will not be considered and no further

action will be taken on such EOIs. However, if the last date is declared

as holiday, the next working day on which office is opened will be

treated as the last date for receiving the EOIs. No plea made over

phone/fax/E-mail that EOI is in transit and be accepted due to postal

delay etc. shall be entertained. It is advised that the EOIs should be

sent well before the closing date for receiving EOI.

g) EOI is based on technical competency of the agency. On the basis of

technical evaluation ranking list will be prepared for final selection.

FEE REQUIRED AND

PERFORMANCE

SECURITY DEPOSIT

(PSD)

a) Document/ Proposal Processing Fee and EMD: All Applicants have to

pay fee of Rs. 7,000/- ,Rupees Seven Thousand only) for empanelment project-sector they apply in the form of a Demand Draft or Bankers Cheque issued by any Scheduled Bank in India in favour of “CEO ,INIDAs PRIDE-SATYA AN NGO” payable at Jaipur, Rajasthan, shall be non-refundable.

b) The EMD of the unsuccessful applicant would be returned (without interest) within 60 days of decision of rejection. In case of successful applicants, the EMD will be returned after submission of the Performance Security Deposit.

c) Performance Security Deposit (PSD): The successful applicant has to submit for each allotted post empanelment job-role for each center, a Performance Security Deposit of INR 20,000/- (Indian Rupees Twenty Thousand only) in the form of a Demand Draft or Bankers Cheque drawn from a Scheduled Bank in favor of “CEO , INDIAs PRIDE-SATYA AN NGO” payable a, Rajasthan Jaipur. This is NOT required at the time of application for empanelment (EOI).

d) In case, the successful applicant fails to submit the required PSD or fail to enter into agreement with IDNIAs PRIDE for the allotted project, the EMD will be forfeited.

e) The PSD will be returned within six months from end of the agreement period. In case of extension of agreement, the timelines shall be revised accordingly.

f) PSD may be forfeited if the agency fails to fulfill its obligation under the terms of agreement or submit the 1-year tracking record of placed candidates. The decision of CEO- INIDAs PRIDE-SATYA AN NGO will be final in this regard and will be binding on the agency.

EMPANELLMENT

VERIFICATION

PROCESS

a) Verification: INDIAs PRIDE, an agency nominated by INDIAs PRIDE shall carry out a verification of the office in terms of infrastructure, tools and equipment, work experience etc. as per stipulated norms of INDIAs PRIDE for running a particular project. The Agencies have to maintain the required infrastructure and personnel at the centers at all times.

b) Merely fulfilling the eligibility criteria or empanelment of applicant under this EOI, will not guarantee allocation of work or award of target to the agency.

c) Verification of financial documents: Audited financial statements for the past three years (2015-2016, 2016-17 and 2017-18) and all relied upon documents as required by INDIAs PRIDE should be submitted for verification by the Successful Applicant before issue of empanelment work order by INDIAs PRIDE.

OTHER TERMS

AND CONDITIONS

a) Duration of the empanelment: The agency will be empanelled for 2 years and can be renewed subject to periodic performance review. The performance review will be strictly based on successful placement of candidates as mandated and adherence to guideline of INDIA’s PRIDE for running the project. The entire work in the form of projects/programmes in India are based on “NGO federation Model”.

Therefore, the shortlisted NGO would be clubbing together in a

group of 10 or more and such groups will be a non-registered body and the whole group (there will be a mother NGO /Lead NGO consist of group of 10 or more NGOs) will be a single member working under National level Federation formed by SATYA with its member organizations and the Federation will be a registered body.

b) Conduct of Training and Branding of program: The Applicant has to follow INDIA’s PRIDE guidelines and any circular issued by INDIA’s PRIDE for conduct of project allotted to the empaneled members.

c) Blacklisted: - if any NGO being found blacklisted or debarred from any department, then in such case, we hold the right to terminated that NGO from the federation then and there only.

d) Jurisdiction: All disputes and differences, whatsoever shall be referred to the courts at Jaipur, Rajasthan, which shall be the courts having jurisdiction to entertain and try the same.

5. We acknowledge the right of INDIAs PRIDE to reject our proposal without assigning any reason or

otherwise and hereby waive , to the fullest extent permitted by applicable law , our right to

challenge the same on any account whatsoever .

6. We fulfil all the legal requirements and meet all the eligibility criteria laid down in the EOI .

7. This Proposal is unconditional and we hereby undertake to abide by the terms and conditions of the

EOI .

8. We have not directly or indirectly or through an agent engaged or indulged in any corrupt practice ,

Fraudulent practice , coercive practice , undesirable practice or restrictive practices .
