As requested by the Los Angeles Police Commission (Commission), the Los Angeles Police Department (Department) has provided an update on its implementation of recommendations contained in two recent national best practice documents. These documents -- the "Final Report of the President's Task Force on 21st Century Policing" and the Police Executive Research Forum's "Guiding Principles on Use of Force"-- were developed in response to the national conversation on policing, race, and the use of force. Each provides a series of broad recommendations for agencies working to effectively fight crime while building community trust and minimizing the use of force. The attached document provides an update on the five areas that remained unfinished in the Department's report that was submitted to the Commission on September 26,2017.

RECOMMENDATION

B 1. Department shall consider having a permanent cadre of training staff assigned to PSL and/or FIP, and continue to ensure that classes are taught by experienced, skilled trainers.

UPDATE

The Police Sciences Unit is conducting a full course pilot for Police Science Leadership (PSL) II, which will be held during Week B ofDP 2 (Feb. 26- Feb. 29). This test run will confirm the necessary number of instructors for the current curriculum, which is estimated at 4-6 per day from varying specialties (Arcon, Fire Dept!EMT, UOFRD/FID, Tactics). If the unit is unable to add the necessary number of instructors, either permanently into the unit or as monthly adjuncts, a re-write of the PSL curriculum will be needed (with less scenarios and hands-on practice).

Note: PSL II consists of curriculum with, and scenarios on: De-escalation Strategies; UOF Policy Update and FOS Update; Arrest and Control; Professionalism, Ethics, and Procedural Justice; First Aid/CPR Update; Impression Management During Tense Encounters; and, Peer Support and Mentoring. There is also a final evaluated activity and graduation.

PSTB and Training Division have not been granted additional authorities for full-time PSL Unit positions due to managed attrition. PSTB made official budget requests for a full PSL Unit for the next budget cycle. The unit currently consists of one Sergeant II and two Police Officer Ills. The unit has shared responsibility for the Academy Instructor Certification Course (AICC).

RECOMMENDATION

D 1. Department shall resume online publication of statistical data on stops, arrests, complaints, and other activities. It shall also continue to expand its open data access and update its Police Data Initiative datasets.

UPDATE

Open Data Committee

As part of its long-term vision and Strategic Plan, the Department has committed itself to remain, "Community Focused and Data Driven." As the Department continues to leverage new technology and data to drive its crimefighting efforts, it is important to remain as reasonably transparent as possible with the community about the data that it collects. Openly sharing data can provide the community important insights into policing, demonstrate transparency, promote police legitimacy, help address broader community concerns, and can help identify new tools and better processes to improve public safety.

To ensure that the Department is proactively publishing all suitable data, the Department is establishing an Open Data Committee. The purpose of the Committee is to evaluate the appropriateness of data that can be released to the public and to ensure that approved data is published and updated in a timely manner. The Open Data Committee will meet on a quarterly basis with its first meeting tentatively scheduled for March 2018.

RECOMMENDATION

E 1. Department shall train officers to render aid to subjects following a use of force when safe

to do so. It shall also ensure, on an ongoing basis, that officers are up-to-date in CPR and First

Aid training as required by California law.

UPDATE

In Brief

Rendering Aid. The Department, in keeping with the guiding value of reverence for human life, will progress towards rendering frrst aid to victims, including rendering aid to subjects following a use of force when safe to do so. Although the Department is unique in that the City Fire Department has rapid response times for emergency medical treatment, the Department supports having officers available to render aid when feasible.

Limitations. The two main limitations to rendering first aid are (1) training for the officers, and (2) availability offrrst aid equipment. Currently, officers are only equipped with the minimum required POST training (eight hours every two years, and the Department is currently certifying field officers in 2018 to become compliant) and have neither the training nor experience to deal with most trauma or first aid needs. Additionally, regular patrol officers do not have access to the necessary frrst aid/trauma/protective equipment that they would need to deal with general emergency medical needs during a shift.

Cost Analysis. PSTB is preparing cost estimates for the initial purchase of, and ongoing maintenance for, emergency medical kits for patrol officers.

Implementation. Once officers are trained and equipped to offer limited emergency medical services, the Department would issue a notice with the new expectations. Additionally, any changes to policy would follow the normal policy-modification procedures.

Current Status, Law and Policy. Police Sciences and Training Bureau is in the process of meeting with representatives from Risk Management, the City Attorney's Office, and all Department Offices to assess and make progress on this item. Per POST and Health and Safety Code Section 1799.102:

To be protected from liability for civil damages, emergency rescue personnel must:

• act within the scope of their employment • act in good faith • provide a standard of care that is within the scope of their training and specific

agency policy

Currently, Department policy only mandates that officers request an RA-Rescue Ambulance (LAFD) when dealing with a person in need of emergency medical services. (Department Manual Sections 210-210.34 and 210.65-210. 75)

First Aid/CPR/AED. In 2018, the Department will conduct 4-hour hands-on re­certification training for all full-duty personnel, with a pre-requisite of 4-hour online training at the online POST Learning Portal. There is a notice on the Dept. LANS notifying personnel to begin the online portion, and all Training Coordinators have been notified of the same. There will also be a Learning Management System (LMS) item for officers to complete the online course. Officers have six months after completing the online portion to complete the 4-hour practical application, which will be conducted in a de-centralized process by divisional training personnel who are part of the First Aid/CPR/ AED instructor cadre.

The first LAPD First Aid Instructor School will be held Week B ofDP 3 (March 26-30). The Training Order is complete and will be sent out DP 1 and re-issued in DP 2 to ensure full compliance. The course itself is in the fmal POST -approval process, and will be ready by the date of the course.

RECOMMENDATION

E 2. Department shall continue to explore ways to educate families of persons with mental

health conditions on communicating with the call-takers and the police, including the development of trainings or forums.

UPDATE

Year to date, the Mental Evaluation Unit has conducted 58 trainings with a total attendance of 1896 (1462 Department personnel).

To date, approximately 8,000 911 Checklists and 5,000 Resource Guides have been printed and distributed family members of those with mental illness. The checklist and guides provide family members with the best way to interact with 911 operators and police officers when a mental illness incident occurs that requires police response.

The MEU Media Training Day is being set for March or April 2018. The Media Training Day will focus on the mission of Mental Evaluation Unit (MEU) and the importance of callers to

provide information to law enforcement when calling for emergency services. Public Communications Group is also devoting a web page to MEU in February 2018, to post information for the public. The Community Mental Health Resource Guide and other pertinent

information will be posted and updated once the new web designer vendor is selected.

RECOMMENDATION

G 2. Department shall explore ways to measure and incentivize activities associated with community policing. The Department shall then return to the Commission in 90 days to present its findings and proposed action on this topic.

Measure Community Policing Efforts

Disposition Codes

In 2018, the LAPD is transitioning to Motorola's Premiere 1 Computer Aided Dispatch (PI CAD) system and accompanying mobile client for use by officers in the field. The new PI CAD system has the capabilities to capture "Community Engagement" activities conducted by Police Officers in the field through Disposition/Recap codes, Status Codes, and Incident Types (just to name a few). Representatives with Operations, Communications and ITB are working with Motorola to devise the best solution or solutions to accurately capture how and when officers conduct "Community Engagement" activities. It is the goal to have the new disposition codes implemented around September 2018.

CompStat

The Office of Operations and the Community Policing and Policy Group are in discussions to add community engagement as a part of the CompStat inspection process. Each Area Commanding Officer will be required to present community engagement strategies that meet the needs of their distinct community. This will also include an examination of the measures to ensure the effectiveness of these strategies.

Creation of Community Policing Missions to Supplement Predictive Policing Missions

Effective DP 8, 2017, Office of Operations directed each Area to conduct 5 field roll calls per week. Locations for field roll calls were based on Anchor Points (chronic high crime locations) or locations where a recent critical incident affecting the community occurred (e.g. ADW shooting, Hate Crime, etc.).

An emphasis was placed on opening SARA projects at Anchor Point locations to assist the community members in and around these high crime locations.

Incentivize Community Policing Efforts

Community Policing Medal/Commendations

Command Development School is now stressing the importance of publicly acknowledging and recognizing Department employees who actively engage the community during the performance of their duties. Commanding Officers are actively encouraged to provide feedback through positive comment cards and commendations to those employees. Commanding Officers are also encouraged to be proactive in identifying officers who go above and beyond typical community engagement efforts for nomination for the Department's Community Policing Medal.

Probationary Officer Loan to CRO

CPPG and Office of Operations are examining the feasibility of a one DP loan for Probationary Officers into CRO. This short loan near the end of their probationary period will expose the new officers to the rewards of working with the community on a daily basis and provide them problem solving skills that will extend throughout their career.

Gang Enforcement Detail SLO Position

The impact of gangs on the community cannot be understated, especially amongst the City's most vulnerable neighborhoods. CPPG and Office of Operations are exploring a pilot program to install a SLO position within GED. The position would be responsible for:

• Cross Training of GED personnel in community policing philosophies;

• Establish community relationships in entrenched gang areas;

• Formation ofNeighborhood Watches in entrenched gang areas;

• Identify nuisance gang locations and create SARA Projects to abate gang activity;

• Enhance relationships with GR YD representatives;

• Lead effort to reduce re-occurring victimization of gang crimes;

• Establish the formation of a Gang Roundtable to establish conversations and understanding between gang communities;

• Spearhead effort for in-home assessments for at risk gang households;

• Act as a Liaison between Area SLO's, CAD, and GED to ensure effective deployment of resources; and,

• Create a working group between various City agencies to construct a list of best

practices to address gang related issues. This group will meet once per month to discuss non-traditional law enforcement methods to combat gang related problems.

In addition to the immediate positive impact in the community, it will incentivize all GED officers to embody community engagement practices as they work towards this bonus position.

Improve Community Policing Efforts

Expand Upon Successes of2017

In 2017, Community Relationship Division (CRD) completed 158 Foot patrols and outreach activities at various geographic Divisions throughout the City. CRD attended 99 Community events in 2017. CRD also initiated the Community Outreach Booths (COB) in 2017 at various locations throughout the City. Locations were selected based on feedback from the four geographic Bureaus. Information provided to the public is based on crime prevention, disaster preparation and response, reporting of crimes, and increasing community engagement.

Due to the perception and fear of crime around local libraries, CRD implemented and expanded the Read Along program at City Libraries. This included an enhanced footprint in and around the library to provide high police visibility and create the sense of a safe space for all patrons. This program is an excellent example of a way the Department can both deter crime and meaningfully engage the youth of the community.

These programs were very successful and will be expanded upon in 2018.

New 2018 Initiatives

For 2018, Community Policing and Policy Group (CPPG) and the Office of Operations are working collaboratively to increase community policing strategies that include neighborhood­based community policing missions. These missions include the following:

• Develop more robust youth programs;

• Identify additional safe passage routes;

• Identify underserved and/or vulnerable populations within each geographic area to create new community working groups. (e.g. immigrant, LGBTQ, disabled, and/or elderly);

• Develop an Adopt-A-School program; and,

• Utilization of App-based surveys to measure fear of crime, trust in police, and satisfaction in police performance.

Senior Lead Officer (SLO) Update School

The curriculum for SLO Update School has been developed and was submitted to Training Division for review. A Learning Management System (LMS) Curriculum Code was initiated for SLO Update School and the SLO Update School project is currently with Community Relationship Division (CRD) for final review, including the identification of instructors. The first SLO Update School will be held on April 11th and 12th of 2018.

Pilot GED Community Outreach Program

In addition to the implementation of a GED SLO position, further community engagement efforts will be added to GED to encapsulate all personnel within the unit. These efforts will include:

• GED personnel will attend Community Meetings, RAC Meetings, Neighborhood Council Meetings and CLEAR CIT Meeting. The officers will open a new source of intelligence and the community members will be introduced and develop relationships with officers that routinely patrol their neighborhoods. This will enhance the value of Territorial Imperative with GED personnel.

• GED personnel will provide gang awareness presentations to the schools that service their areas of responsibility. Again, the school staff will serve as a potential source of gang intelligence. In addition, school administration will be better equipped to identify children who are possibly traveling down the path of gang affiliation. At this point intervention services can be interjected.

• GED personnel will develop a working relationship with GR YD personnel that service their assigned gang area.

• GED personnel will develop relationships with local business owners and leaders of local houses of worship who are affected by gang activity

• Bi-weekly Community Roll Calls in the area historically controlled by local gangs.
