PART I - HISTORY OF THE MEETING

1. PLACE AND DURATION

1.1 The First Meeting of the MIDANPIRG Aerodrome Operational Planning Sub-Group (AOPSG/1), was held in ICAO Middle East Regional Office, Cairo from 13 – 16 November 2000.

2. OPENING

2.1 Mr. A. Zerhouni, ICAO Regional Director, warmly welcomed all the delegates to Cairo andfor the benefit of the new comers, gave a brief background of the parent body, MIDANPIRG and its role inthe regional air navigation development. He further stated that the MIDANPIRG/4 established this AOPSub-Group and the MIDANPIRG/5 formulated its TOR and assigned certain tasks. Unfortunately, due tonon-availability of an AGA Officer in the Regional Office the AOP Sub-Group could not meet so far. Healso brought to the attention of the meeting the various issues to be addressed by the sub-Group. Hewished the meeting every success in its deliberations.

3. ATTENDANCE

3.1 The meeting was attended by a total of twenty-four participants which included delegatesfrom seven States and one International Organization. The list of participants is at page 4.

4. ELECTION OF CHAIRPERSON

4.1 The meeting, noting the MIDANPIRG/5 Decision according to which Islamic Republic ofIran to provide Chairperson, unanimously agreed for Mr. Davood Khadaverdi from the Islamic Republic ofIran to be the Chairperson of the Sub-Group.

4.2 Thanking the delegations for the confidence shown in him, Mr. Khodaverdi requested thecooperation of all the delegates in fruitfully addressing the issues highlighted by the ICAO RegionalDirector. He thanked the Secretariat for its support and assistance extended.

5. ELECTION OF VICE-CHAIRPERSON

5.1 A delegate from Kuwait proposed Mr. Mohammed Ali Salim from Bahrain for the position ofVice Chairperson of the Sub-Group. Delegates from Egypt and Saudi Arabia seconded the proposal.The meeting unanimously elected Mr. Mohammed Ali Salim as the Vice Chairperson.

6. OFFICERS AND SECRETARIAT

6.1 The meeting was chaired by Mr. Davood Khodaverdi, General Director of Airport Affairs,Iran. Dr. V.Subramanian, Regional Officer, Aerodromes and Ground Aids from the ICAO Middle EastCairo Office, was Secretary of the meeting. The meeting was also assisted by Mr. R. Vitali andMr. M. Traore, Regional Officers (CNS) from the ICAO Middle East Office.

7. LANGUAGE

7.1 The discussions, were conducted in English. Documentation was issued in English.

9. CONCLUSION AND DECISIONS – DEFINITION

9.1 The Sub-Group records its actions in the form of Draft Conclusions and Draft Decisions forfurther action and adoption by the MIDANPIRG as its Conclusions and Decisions with the followingsignificance:

a) Conclusions deal with matters which, in accordance with the Group’s terms ofreference, merit directly the attention of States on which further action will beinitiated by ICAO in accordance with established procedures; and

b) Decisions deal with matters of concern only to the MIDANPIRG and its

contributory bodies

9.2 In the same context, the Sub-Group can record its actions in the form of Conclusions andDecisions where no further action is required by the MIDANPIRG or already authorized by MIDANPIRG.

REPORT ON AGENDA ITEM 1: ADOPTION OF THE PROVISIONAL AGENDA AND ELECTION OF AVICE-CHAIRPERSON

1.1 The Secretariat presented the Proposed Agenda for the First Meeting of the Sub-Groupwhich was discussed and adopted by the meeting as shown in para 8 of the History of the Meeting.

1.2 The meeting then proceeded with the election of a Vice-Chairperson for the Sub-Group asshown in para 5 of the History of the meeting.

REPORT ON AGENDA ITEM 2: REVIEW TOR AND WORK PROGRAMME OF THE SUB-GROUP

2.1 The meeting noted that the MIDANPIRG/4 Decision 4/61 established this AOP SG.Pursuant to this Decision and based on comments received in reply to a regional consultationMIDANPIRG/5 defined the Preliminary Terms of Reference of the Sub-Group (Decision 5/31).

2.2 The meeting reviewed the Preliminary Terms of Reference and work program. It was notedthat some developments have taken place since MIDANPIRG/5, which would need some changes in theTerms of Reference and work program of the Sub-Group. For example, the MID Basic ANP and FASIDwere expected to be finalized soon. When approved these two documents will replace the existing MIDANP. Further, Y2K issues are no more valid.

2.3 The Terms of Reference and work program of the Sub-Group were accordingly modified.The Revised Terms of Reference and work program, as given in Appendix A to Agenda Item 2 of thisreport was adopted for presentation to MIDANPIRG/7 for its approval. The following Draft Decision wasdeveloped for action by MIDANPIRG:

TERMS OF REFERENCE, WORK PROGRAMME OFAOP SUB-GROUP

TERMS OF REFERENCE

Paying particular attention to the safety and efficiency of aerodrome operations, the AOP Sub-Group shallbe responsible for MIDANPIRG to:

a) monitor developments in the field of Aerodrome Operations in the MID Region,including the implementation of ICAO world-wide and regional provisions,changes to aircraft operations, new operational requirements and/ortechnological development, and make proposals to meet the operationalrequirements of the MID Region related to these developments;

b) identify current and anticipated capacity and implementation short-falls atinternational aerodromes in the MID Region and their causes through thecontinuous review of "Basic requirements for facilities and services atinternational aerodromes” (i.e Tables AOP-1 of Basic ANP and FASID and TableCNS 3 of FASID of the MID Region); and

c) monitor operational safety and efficiency of the aerodromes in the Region,identify the associated shortcomings and deficiencies and suggest steps for theirresolution.

WORK PROGRAMME

A. Planning and implementation of required facilities and services at internationalaerodrome:

Deliverables:

i) Conduct of regular Regional Consultation for the basic requirements forfacilities and services at international aerodromes (Tables AOP1of MIDBasic ANP and FASID and Table CNS 3 of FASID refers). In this regard,carry out a regular review of the BORPC and suggest any modificationsrequired. Review the MID Basic ANP and FASID on a regular basis andupdate the Tables as required.

ii) Identify shortcomings and deficiencies relevant to required facilities andservices at international aerodromes

Note: In context of ii), the AOP Sub-Group should propose any changes feltnecessary to the format of the Uniform Methodology.

B. Aerodrome operational safety issues

Deliverables: i) Analysis of implementation of relevant ICAO provisions in theregion, and proposal of local and/or regional remedial action.

ii) Civil/military coordination related to aerodrome facilities andservices.

C. Human Resources Development (HRD)

Deliverables: Review regularly the human resources development required forenhancement of aerodrome operational safety and efficiency andsuggest need for seminars, workshops or training courses.

D. Aerodrome Database

Deliverables: Update the aerodrome database to facilitate sharing of information andidentification of shortcomings and deficiencies in the following areas:

- Aerodrome navigational facilities- Obstacles around aerodromes (Survey and Publication)- Aerodrome maintenance- Bird Hazard Reduction and Control- Safety of aircraft operation on the movement area (including air

traffic services requirements)- Secondary Power Supply- Rescue and Fire Fighting Services- Alternate aerodromes ( in particular for En-route)- Aeronautical Information Services and Pre-flight information

Related to aerodrome services- Aerodrome Emergency Planning- Disabled aircraft removal

Target date: continuous

E. Latest Developments

Deliverables: Follow the latest developments in the field of AOP such as

i) The possible introduction of new larger aircraft (Code F)

ii) Advanced Surface Movement Guidance and Control Systems(ASMGCS)

iii) CNS/ATM systems and its impact on aerodrome facilities andservices

iv) Other technological developments related to aerodromes.

Suggest appropriate steps to be taken by States to keep up with these developments.

REPORT ON AGENDA ITEM 3: REVIEW BORPC

3.1 The meeting noted that the Statement of Basic Operational Requirements and PlanningCriteria (BORPC), in addition to the traffic forecast and ICAO Standards and Recommended Practices(SARPs), should be the basis for the planning of air navigation facilities and services.

3.2 The meeting also noted that the current BORPC was recently modified and approved bythe Air Navigation Commission for use in all regions except European region.

3.3 The meeting reviewed the BORPC and considered that no further additions/modificationsare required at this stage.

REPORT ON AGENDA ITEM 4: REVIEW TABLES AOP OF MID BASIC ANP AND FASID

4.1 Since this is the first meeting of the Sub-Group, background information on thedevelopment of the FASID concept was explained in the meeting.

4.2 The meeting noted that, on 26 February 1997, the ICAO Council decided that the regionalair navigation plans (ANPs) should be published in two volumes: a basic ANP and a Facilities AndServices Implementation Document (FASID). It was agreed that the basic ANP would contain stableplan material such as:

a) The geographical area constituted by the flight information regions (FIRs)covered by the plan;

b) The basic operational requirements and planning criteria (BORPC), as approvedby the Air Navigation Commission (ANC) for application in all regions exceptEurope; and

c) The latest planning and implementation guidance formulated for the regionthrough recommendations by regional air navigation (RAN) meetings.

4.3 The FASID would set forth the dynamic material from the plan constituted by the facilitiesand services required for international air navigation within the specified area. The FASID would alsoinclude appropriate additional guidance, particularly with regard to implementation, to complement thematerial contained in the basic ANP.

4.4 The meeting noted that the updated AOP Tables were presented to MIDANPIRG/6.Subsequently, the Draft AOP parts of the Basic ANP and FASID were coordinated with the States in theregion for verification of entries. Responses were received from a number of States. The AOP Tables,updated based on these responses, were presented to the meeting.

4.5 The meeting was advised that the Air Navigation Plan (ANP), which will now contain in twoparts, namely, Basic ANP and FASID is a planning document and need not necessarily reflect theexisting facilities and services. The facilities and services shown in the documents represent those, whichwill be needed for a reasonable period in future, say, approximately 5 years. Therefore these documentsare not meant for operational use. The existing facilities and services should be shown in the AIPspublished by States, which should be used for operational purposes.

4.6 The Basic ANP Table AOP gives the list of Aerodromes as agreed and published by theStates for International Scheduled Air Transport, Regular Use (RS), International Non-scheduled AirTransport, Regular Use (RNS), International Scheduled Air Transport, Alternate Use (AS) andInternational Non-schedule Air Transport , Alternate Use (ANS).

4.7 The FASID Table AOP gives the Facilities and Services to be provided at theseaerodromes. The Physical Characteristics of the Runway, Taxiway and Apron are decided based on theTraffic Forecasts and the largest aeroplane normally expected to use the aerodrome, and Facilities andServices should conform to the BORPC and the ICAO SARPs included in the Annexes supported byother related documents such as ICAO Manuals etc. In this regard particular attention of the Meeting wasdrawn to the following relevant paragraphs of BORPC and Annex 14 Volume I, Third Edition, July 1999:

BORPC:

“4.3.3 Approach control service should be provided at all aerodromes used for internationalaircraft operations and equipped with navigation aids for instrument approach and landing, exceptwhere the type and density of traffic clearly do not justify the provision of such service. Controlledairspace, in the form of terminal control areas and control zones, should be recommended toencompass at least the climb to cruising level of departing aircraft and the descent from cruisinglevel of arriving aircraft.

4.3.4 Aerodrome control service should be provided at all regular and alternate aerodromes tobe used for international commercial air transport operations. Aerodrome control service shouldalso be provided at those additional aerodromes used by international general aviation aircraft,where the type and density of traffic warrant it. At aerodromes used by international generalaviation aircraft, where the type and density of traffic clearly do not justify the provision ofaerodrome control service, the provision of aerodrome flight information service by a unit locatedat the aerodrome should be recommended.”

Annex 14 Volume I

“9.2.3. Recommendation – From 1 January 2005, the level of protection provided at anaerodrome for rescue and fire fighting should be equal to the aerodrome category for the longestaeroplanes normally using the aerodrome and their fuselage width.”

4.8 It was also be noted that these drafts do not contain the charts which will appear in the finaldocument. These will be produced by the ICAO AIS/MAP section in Montreal on the basis of theinformation in the corresponding tables.

4.9 The meeting reviewed the Draft Tables AOP of Basic ANP and FASID presented by theSecretariat and made changes/corrections as required. Iran stated that there are some “RNS”aerodromes, which are to be included in the tables and agreed to provide the information to the RegionalOffice. The meeting agreed that the revised Tables in Appendix A to Agenda Item 4 of this Report willfurther be updated based on additional information from States and, as decided by the MIDANPIRG/6,the updated Tables AOP will be presented to the planned meeting of the ANP/FASID Task Force inFebruary 2001. The meeting also noted that the two documents as a whole including all parts will beprocessed for approval by the competent authority following the ICAO established procedure.

4.10 Accordingly, the meeting formulated the following Conclusion:

CONCLUSION 1/2- BASIC ANP AND FASID TABLES AOP

That, the revised Tables AOP of MID Basic ANP and FASID in Appendices A and B tothe Report on Agenda Item 4 be updated based on additional information that will beprovided by some States and presented to the planned meeting of the ANP/FASID TaskForce.

REPORT ON AGENDA ITEM 5 - REVIEW TABLE CNS 3 OF FASID IN RELATION TO AERODROMEFACILITIES AND SERVICES

5.1 In accordance with the TOR of the Sub-Group, the meeting is to identify current andanticipated capacity and implementation short-falls at international aerodromes in the MID Region andtheir causes through the continuous review of “Basic requirements for facilities and services atinternational aerodromes” (i.e Table AOP 1, COM 2 and COM 3 of Doc 8700) and of associatedshortcomings and deficiencies. It was, however, noted that Doc 9708 ANP – Middle East Region, hadreplaced Doc 8700. Further, the MID Basic ANP and FASID are expected to soon replace the DOC9708. Therefore, the meeting reviewed the concerned draft MID FASID Table CNS 3.

5.2 It was noted that the FASID Table AOP 1 listed the requirements of Radio NavigationalAids for Precision Approach, Non Precision Approach and Terminal Aids, the details of such facilitieswere shown in FASID Table CNS 3. The requirements of collocation/aligning the DME with VOR/ILS aregiven in FASID Table CNS 3.

5.3 The meeting reviewed the FASID Table CNS 3 in relation to the facilities shown in FASIDTable AOP 1 and made appropriate changes. The modified FASID Table CNS 3 is at Appendix A to theReport on Agenda Item 5. The meeting agreed that this modified Table should be further updated basedon any additional information provided by States and presented to the ANP/FASID Task Force meeting.The meeting also noted that the two documents as a whole including all parts will be processed forapproval by the competent authority in accordance with ICAO established procedure. The meetingdeveloped the following Conclusion:

CONCLUSION 1/3- MODIFIED FASID TABLE CNS 3

That, the Modified FASID Table CNS 3 in Appendix A to the Report on Agenda Item 5 befurther updated with any additional information to be provided by States and presented tothe planned meeting to the ANP/FASID Task Force.

REPORT ON AGENDA ITEM 6- LATEST DEVELOPMENTS IN THE FIELD OF AOP

Certification of Aerodromes

6.1 The meeting was provided with information on the proposed Amendment to Annex 14Volume I concerning the requirement for certification of aerodromes. The meeting was also informed thatthis was presented to MIDANPIRG/6 meeting, which after noting, formulated a Conclusion urging Statesto review and provide comments to ICAO HQ on the proposed amendment to Annex 14 as circulated inICAO State Letter AN 4/11.1.46 – 00/71 dated 12 July 2000 and in the interest of safety, take appropriatesteps to initiate action on establishing aerodrome certification procedures and aerodrome safetymanagement systems.

6.2 The meeting noted that, following the 31st General Assembly endorsement of the ICAOSafety Oversight Program, the Council requested the Secretary General to pursue urgently, inconsultation with the Air Navigation Commission, the potential expansion of the ICAO Safety OversightProgram to include amongst others, aerodromes. It was also noted that the World-wide Directors GeneralConference, Montreal, 10 to 12 November 1997 recommended that the proposed expansion of theprogram beyond the three areas currently covered (Annexes 1, 6 and 8), be under the consideration ofthe Council until it would find an appropriate time to diversify. Furthermore, the Conference hadrecommended that new criteria be developed which would require the regulatory oversight of, amongstothers, aerodromes, since a number of States did not have suitable legislation in this regard.

6.3 The meeting noted that currently, there is no requirement in Annex 14 or any other ICAOdocument for aerodromes to be certified. This is due to the fact that, so far, most internationalaerodromes were owned and operated by governments or their agencies and, thus, compliance with theapplicable standards and regulations in force to ensure minimum levels of safety was not deemed to be aproblem. However, with the continuing growth of the aviation industry and increasing trend inprivatization of aerodromes, the need to ensure safety by the provision of adequate facilities and servicesat aerodromes has gained greater emphasis. Additionally, as identified by the DGCA/97 Conference,many States may not have the requisite legislation related to oversight of aviation that would empowerthe State Civil Aviation administrations to carry out their role as regulators.

6.4 Annex 14, Volume I specifications have generally formed the basis not only for planningand design of aerodromes, but also for assessing the adequacy of an aerodrome for handling anticipatedoperations, as well as for certification of some new aerodromes. It was noted that Annex 14 has beenadopted by States in whole or in part as their national regulations or adapted to satisfy national needs.Some States which have their own aviation legislation have also developed aerodromecertification procedures. However, there are many States, which do not have such legislation and,consequently, do not have a certification procedure in place. In view of the increased emphasis onglobal aviation safety, the development of suitable provisions on licensing/certification ofaerodromes was undertaken by the Secretariat to assist States in fulfilling their regulatoryobligations.

6.5 The meeting noted that the ANC considered a proposal to amend Annex 14 envisaginginclusion of a new section that would introduce the requirement for aerodromes to be certified andauthorized its circulation to States for comments. The Amendment proposes that aerodromes used for

international operations shall be certified under appropriate regulatory framework. A RecommendedPractice would cover other aerodromes in the interest of safety. It also includes provisions on theestablishment of a safety management system at aerodromes. The new Standard would require a safetymanagement system to be in operations from 27 November 2003. A new Recommended Practice onestablishing a safety management system would become applicable on 1 November 2001. Thisrequirement would facilitate the endeavor by States to ensure that the aerodrome operator (be it agovernment-owned aerodrome or a corporative or privatized entity) is obliged to provide adequate andsafe facilities and services.

6.6 The meeting noted that A State Letter AN 4/11.1.46 – 00/71 dated 12 July 2000 wascirculated to all States by ICAO HQ for comments and that this State Letter with all the attachments isavailable in ICAO website � HYPERLINK "http://www.icao.int/icaonet" www.icao.int/icaonet� and cabe accessed using the access code assigned to the States.

6.7 The meeting also noted that a manual on certification of aerodromes has been developedby the Secretariat based on input from some States who have such practices and is intended to facilitateStates in establishing similar regulatory procedures. It contains details of an aerodrome certificationregulatory system, model regulations needed for certifying an aerodrome, and the procedures that maybe used by State regulatory authority.

6.8 The meeting was informed that ICAO, under its Technical Cooperation Program would beable to assist the States, if required, in the development of necessary regulatory procedures andguidance material for the certification of aerodromes.

6.9 Noting the MIDANPIRG/6 Conclusion 6/30, it was felt that, in the interest of safety, themeeting should record its support for the need for certification of aerodromes in the region and requestthe Secretariat to monitor the progress in this matter and report to the next meeting. A Draft Conclusionwas accordingly formulated:

DRAFT CONCLUSION 1/4: CERTIFICATION OF AERODROMES

That, States in the region are urged to establish the necessary legislation and regulatoryprocedures needed for the certification of aerodromes with a view to enhance aerodromeoperational safety and efficiency.

New Larger Aircraft

6.10 The meeting was also informed of the introduction of Code F of Annex 14 Volume 1, ThirdEdition, July 1999. The Code F requirements are to cater for the operation of new larger aircraft withwingspans up to 80m. The salient amendments included in the Third Edition of Annex 14 Volume Irelevant to the Code F aircraft were brought to the attention of the meeting. The meeting noted that someairlines registered in the States in the region are likely to opt for this new larger aircraft, which maynecessitate upgrading the facilities at some of the aerodromes concerned.

REPORT ON AGENDA ITEM 7: REVIEW THE FACILITIES AND SERVICES AT THE AERODROMES INTHE REGION AS SPECIFIED IN ANNEX 14 VOLUME I

AERODROME DATABASE

7.1 The meeting was advised of the initiative taken by the Secretariat to develop an aerodromedatabase. States in the Region and Airport Administrations could benefit from a regional aerodromedatabase with the objective of sharing knowledge, expertise and experience on airport operations,maintenance and development. It may also facilitate intra-regional interaction amongst airportprofessionals. This database will be updated from time to time as and when additional information isavailable, complement it to ensure that the coverage is comprehensive, and make it available to allmember States in the Region.

7.2 In this regard, a State Letter with a questionnaire was sent to all States in the Region toprovide the information to the Regional Office. The meeting was presented with a copy of the State Letterand the Questionnaire.

7.3 The meeting was informed that this Database is an initial attempt to have such a documentin the Regional Office. More information may need to be added on the facilities and services available atthe aerodromes and the development plans of the States. The database will also be useful to comparewith the Air Navigation Plan and ICAO Annexes with a view to identify any shortcomings and deficiencies.

7.4 The meeting reviewed the database and appreciated the initiatives taken by the RegionalOffice. The meeting felt that such a database would be very useful for all the States in the region as wellas outside the region and for the users. All the relevant information concerning the aerodromes in theregion will be available in one place for centralization even though some of the information are availablein the respective AIPs published by the States. The meeting also suggested that this database should bemade available in the Regional Office web site at appropriate time if and when it is mature enough andauthenticated by the concerned authorities for its accuracy.

7.5 The meeting suggested the following additional information to be added to the database:

1. Obstacles in and around the aerodromes2. Traffic figures3. Contact persons at the aerodromes and their addresses4. Any special facility added recently5. Information on handling dangerous goods6. Docking systems7. Aircraft maintenance facilities8. Environmental considerations9. Aircraft fuelling facilities10. Ground handling arrangement11. Any special remarks

7.6 The meeting urged all States in the Region to provide information to the Regional Office asrequested in the State Letter. A separate letter will be sent by the Secretariat concerning the additionalinformation suggested above. The States are also requested to keep the Regional Office informed oftheir future development plans for their respective aerodromes. The current database is at Appendix A tothe Report on Agenda Item 7. In this regard the following Draft Conclusion was formulated:

That, the States in the Region are requested to provide regularly the required informationfor the Aerodrome Database maintained by the Regional Office. States are also requestedto keep the Regional Office informed of their plans for future development of aerodromesand their facilities. REPORT ON AGENDA ITEM 8: SHORTCOMINGS AND DEFICIENCIES IN AOP FIELD

UNIFORM METHODOLOGY APPROVED BY THE ICAO COUNCIL

8.1 The meeting was presented with the revised methodology for the identification,assessment and reporting of air navigation shortcomings and deficiencies approved by the ICAO Councilon 23 June 1998 for use in ICAO regions. The meeting was also informed that this methodology hasbeen adopted by MIDANPIRG/5 for use in this region.

8.2 The meeting reviewed the approved methodology and noted that States themselves andthe users, namely, IATA and IFALPA were the two main sources for information on the shortcomings anddeficiencies, apart from any information available in the ICAO Regional Office from its own activities. Themeeting also noted the following definitions of shortcoming and deficiency:

“For the purpose of this methodology, a situation where a facility is not installed or a service is notprovided in accordance with a regional air navigation plan is considered to be a shortcoming. Asituation where an existing facility or service is partially unserviceable, incomplete or not operatedin accordance with appropriate ICAO specifications and procedures is considered to be adeficiency. The net effect of either a shortcoming or a deficiency is a negative impact on safety,regularity and/or efficiency of international civil aviation.”

8.3 This approved methodology has been circulated to States and selected internationalorganizations by ICAO Headquarters. Furthermore, the Secretariat is implementing the Council approvedmethodology in relation to its activities and will regularly provide inputs to the Sub-Group andMIDANPIRG.

8.4 The meeting emphasized the need for all concerned, the States themselves and the users,namely, IATA and IFALPA, to extend their cooperation in this exercise so that effective solutions can besuggested for the resolution of the shortcomings and deficiencies in the region. In this regard the meetingformulated the following Draft Conclusion:

Draft Conclusion 1/6: Identification of Shortcomings and Deficiencies

That,

i) States in the region are requested to provide information to the ICAO Regional Officeon the actions taken by them to resolve or remove any shortcomings and deficienciesnoted by them and/or users in their own air navigation facilities and services; and

ii) IATA and IFALPA, as users of the air navigation facilities and services in the region,are requested to inform, on a regular basis, the States concerned and the ICAO RegionalOffice of any shortcomings and deficiencies noted by them, so that suitable actions can betaken to resolve them.

8.5 The meeting was informed that information were received from some States in response tothe Questionnaire on their facilities and services. Additionally, some information was also available fromthe users.

8.6 Based on these information, a provisional list of shortcomings and deficiencies in the AOPfield was prepared and presented by the Secretariat. The meeting reviewed the provisional list and urgedthe States concerned to take appropriate action to resolve them as suggested in the list.

8.7 Adopting the list of shortcomings and deficiencies in the AOP field given in the Appendix Ato Report on Agenda Item 8 of this Report, the meeting formulated the following Draft Conclusion:

Draft Conclusion 1/7: List of Shortcomings and Deficiencies in AOP field

That, the list of shortcomings and deficiencies in the AOP field in Appendix A to Report onAgenda Item 8 be adopted. The Secretariat is requested to monitor the progress in theirresolution and report to the Sub-Group/MIDANPIRG.

REPORT ON AGENDA ITEM 9: FUTURE WORK PROGRAM

HUMAN RESOURCES DEVELOPMENT (HRD)

9.1 The meeting noted that the ICAO safety oversight program may be expanded soon,subject to availability of adequate resources, to include aerodromes. Aerodrome safety and efficiencydepends on mainly two areas, namely, the adequacy and efficacy of the services, facilities andprocedures, and the operational capability of the aerodrome operators. The second factor heavilydepends on the necessary human resources development, which includes training, dissemination andexchange of information, and development of expertise. While sufficient information is available on themodern equipment and technology from various sources, the HRD is a matter, which the individual Stateshas to address. ICAO has also given a high priority to this subject and a HRD manual may be developedsoon.

9.2 While States may have their own programs for the human resources development, theICAO Secretariat can assist the States by way of conducting workshops and seminars and extendingassistance under the ICAO Technical Cooperation Program.

9.3 The meeting considered the various areas where such seminars/workshops would beuseful for the region to enhance aerodrome operational safety and efficiency. After considerablediscussion and taking into account the availability of resources, the meeting agreed that “AerodromeCertification” and “Aerodrome Environmental Aspects” would be the suitable topics for workshops in thenear future. Other topics could be considered at a later date.

9.4 The meeting agreed that, since the requirement of aerodrome certification may soon beincluded in Annex 14 Volume I, ICAO be requested to plan a workshop on this subject early 2001. Stateswere also requested to actively participate in this workshop by presenting case studies and their currentpractices. The meeting formulated the following Conclusion:

Conclusion 1/8: Workshop on “Aerodrome Certification”

That, ICAO be requested to plan a workshop on “Aerodrome Certification” early 2001.States in the region are urged to actively participate in the workshop by sharing theirexperience by presenting case studies and current practices.

DATE AND VENUE OF THE AOP SG/2 AND ITS PROVISIONAL AGENDA

9.5 Since this was the first meeting of the Sub-Group, the meeting felt that it would be useful tohave its second meeting before the MIDANPIRG/7 meeting, so that the various items in its workprogramme could be addressed in a more detailed manner.

9.6 Accordingly, after taking into account the schedule of other meetings, it was agreed thatthe AOP SG/2 meeting should be held from 30 July to 2 August 2001. It was also agreed that the venuewill be Cairo for the AOP SG/2 meeting.

REPORT ON AGENDA ITEM 10: ANY OTHER BUSINESS

10.1 The meeting noted the information on the initiatives taken by FAA in developing a trainingand awareness program on the prevention of runway incursions with a view to improving aviation safety.The same information was earlier presented to MIDANPIRG/6 also. According to FAA, this program maybe used both domestically and by the international aviation community to improve runway safety and toreduce runway incursions. The Information Paper also gave the contact address for anyone to obtainmore information. Additional information can also be obtained by accessing the web site<www.faa.gov/runwaysafety>.

10.2 Bahrain made a short presentation on how a full-scale emergency exercise conducted intheir aerodrome few months back was useful in handling a recent accident near the aerodrome. Theaircraft crashed into the sea close to the aerodrome and within a short time the rescue team could reachthe site. Unfortunately, there were no survivors, however, within few hours all the bodies could berecovered and within a week all the parts of the aircraft were also recovered.

10.3 There was no other point raised under this item. The Chairperson thanked the delegatesfor their useful contributions and the Secretariat for all the support provided for the success of themeeting.
