THE REPUBLIC OF UGANDA

PUBLIC SERVICE COMMISSION

Applications are invited from suitably, qualified, serving Public Officers in

Ministries/Departments/Agencies and Local Governments to fill vacant posts. Application

Forms/Public Service Form No.3 (2008) in triplicate and PSC Summary Form (one form)

should be submitted to the Secretary, Public Service Commission, P. O. Box 7080,

Kampala to be received not later than 7th October 2017.

Application and Summary Forms are obtainable from the Public Service Commission Office,

2nd Floor, Farmers House, Parliament Avenue, Kampala or Ministries/Departments and District

Service Commission Offices, or can be downloaded from the Public Service Commission

website www.psc.go.ug. Hand written applications are also acceptable.

Application forms should bear the title of the post followed by the Reference Number specified

against the vacancy. The appropriate Advert Title e.g. “PSC Internal Advert. No. 2/2017”

should be clearly indicated on top of each first page of the Application Form No. 3 (2008).

Applicants should attach three sets of photocopies of their academic transcripts and

certificates. Applicants subsequently shortlisted for oral interviews shall be required to

present originals of their academic transcripts and certificates at the time of sitting the Oral

Interviews.

Applicants should attach three (3) recent certified passport size photographs and should apply

for a maximum of only two (2) posts clearly indicating the first and second choice against the

post applied for. The Advert may also be accessed on Public Service Commission

website www.psc.go.ug.

DUTIES:-

The incumbent will be responsible to the Director Monitoring, Evaluation and Performance Inspection for performing the

following duties:

- Initiating developing, implementing and disseminating standards, procedures, guidelines/handbooks and codes of

conduct/ethics for better Public M&E in MDAs;

- Monitoring and evaluating performance of Government policies, projects and programs in MDAs;

- Spearheading and Commissioning evaluation studies and impact assessments studies for Government Policies, Projects

and programmes in MDAs;

- Evaluating the quality of performance indicators and track process indicators of service delivery in MDAs;

- Liaising with UBOS, NPA, PPDA and other MDAs on measurement and reporting on performance indicators in MDAs;

- Undertaking periodic review of level of service delivery in MDAs;

- Tracking results performance through the national statistical system of indicators for MDAs;

- Conducting, overseeing and taking lead in periodic sector and joint sector reviews for Government Ministries and

- Coordinating the implementation of IFMS in Local Governments in conjunction with MoFPED;

- Monitoring and ensuring implementation of Judicial Service Commission work plan;

The incumbent will be responsible to the Principal Veterinary Officer, Epidemiology, Disease Surveillance and Investigation for

performing the following duties:

- Initiating the strategic, annual and quarterly workplans and budgets for the national active and passive animal disease

surveillance systems;

- Initiating regular reviews of the different animal disease surveillance and reporting formats such as the National, the AU-

IBAR, FAO and OIE ones, among others;

- Initiating the specifications for computer and communication systems required to capture, store, retrieve, analysis and

disseminate animal health surveillance data;

- Initiating regular assessments and reports on needs for an efficient computer system required for the national animal

health information centre;

- Initiating plans for conducting national animal health surveys and investigate field disease outbreaks;
