Applications are invited from suitably, qualified, serving Public Officers in

Ministries/Departments/Agencies and Local Governments to fill vacant posts. Application

Forms/Public Service Form No.3 (2008) in triplicate and PSC Summary Form (one form)

should be submitted to the Secretary, Public Service Commission, P. O. Box 7080,

Kampala to be received not later than 7th October 2017.

Application and Summary Forms are obtainable from the Public Service Commission Office,

2nd Floor, Farmers House, Parliament Avenue, Kampala or Ministries/Departments and District

website www.psc.go.ug. Hand written applications are also acceptable.

Application forms should bear the title of the post followed by the Reference Number specified

should be clearly indicated on top of each first page of the Application Form No. 3 (2008).

Applicants should attach three sets of photocopies of their academic transcripts and

certificates. Applicants subsequently shortlisted for oral interviews shall be required to

present originals of their academic transcripts and certificates at the time of sitting the Oral

Interviews.

- Monitoring and evaluating performance of Government policies, projects and programs in MDAs;

- Spearheading and Commissioning evaluation studies and impact assessments studies for Government Policies, Projects

and programmes in MDAs;

- Evaluating the quality of performance indicators and track process indicators of service delivery in MDAs;

- Liaising with UBOS, NPA, PPDA and other MDAs on measurement and reporting on performance indicators in MDAs;

- Undertaking periodic review of level of service delivery in MDAs;

Management Standards;

- Coordinating the implementation of IFMS in Local Governments in conjunction with MoFPED;

The incumbent will be responsible to the Principal Veterinary Officer, Epidemiology, Disease Surveillance and Investigation for

performing the following duties:

- Initiating the strategic, annual and quarterly workplans and budgets for the national active and passive animal disease

surveillance systems;

- Initiating regular reviews of the different animal disease surveillance and reporting formats such as the National, the AU-

IBAR, FAO and OIE ones, among others;

- Initiating the specifications for computer and communication systems required to capture, store, retrieve, analysis and

disseminate animal health surveillance data;

- Initiating regular assessments and reports on needs for an efficient computer system required for the national animal

health information centre;

- Initiating plans for conducting national animal health surveys and investigate field disease outbreaks;

- Receiving on behalf of the Commissioner Animal Health/Chief Veterinary Officer the animal health surveillance data

surveillance and epidemiology;

- Participating in the one health National Platform to prevent and control zoonotic pandemic and other diseases;

DUTIES:-

The incumbent will be responsible to the Senior Maintenance Officer for performing the following duties:-

- Adjusting, repairing or replacing malfunctioning components or assemblies using hand tools and/or soldering irons;

- Assembling components such as switches, electrical controls and junction boxes, using hand tools and soldering irons;

- Connecting components to assemblies such as radio systems, instruments, magnetos, inverters, and in-flight refuelling

systems, using hand tools and soldering irons;

- Installing electrical and electronic components, assemblies and systems in aircraft, using hand tools, power tools, and/or

soldering irons;

- Laying out installation of aircraft assemblies and systems, following documentation such as blue prints, manuals and

- Testing and troubleshooting instruments, components and assemblies, using circuit testers, oscilloscopes, and

voltmeters;

Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Public Policy and Management or Social

Sciences (Sociology, Social Administration, Political Science and Public Administration Economics) or Development Studies

Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served

at the level of Principal Economist/ Statistician/Policy Analyst in Government or equivalent level of relevant working

experience from a reputable Organization.

Applicants should be computer literate, self driven, innovative and result oriented.

DUTIES:

The incumbent will be responsible to the Commissioner Policy Analysis for performing the following duties:-

- Developing frameworks for coordinating and harmonizing policies originating from Line Ministries/Departments/Agencies

for purposes of ensuring conformity with the National Policy Framework;

- Providing technical guidance on policy development and management;

- Coordinating the development of standards, procedures and guidelines for the policy formulation process in government

institutions;

- Identifying knowledge, skills and manpower gaps and advising the relevant authorities for appropriate action;

- Identifying and supervising potential areas of public policy research;

- Providing technical support on studies initiated by MDAs that have policy implications;

- Developing and updating the inventory of government policies;

- Developing sensitization and educational programmes on the public policy making process in government;

- Supervising and appraising activities of staff;


MINISTRY: GENDER, LABOUR AND SOCIAL DEVELOPMENT

Applicants should be Ugandans holding an Honours Bachelor’s Degree in Arts (Environmental Management, Community

Psychology, Human Resource Management), Social Sciences or Social Work and Social Administration, Law, Development

Studies or any other course in the field of Gender and Women Studies from a recognized University/Institution.

Possession of a Post Graduate qualification in Gender and Women Studies, Law, Human Rights, or any other related field

from a recognized University/Institution will be an added advantage.

Applicants should have a minimum of three (3) years relevant working experience served at Officer level in Government or

equivalent level of relevant experience from a reputable organization.

DUTIES

The incumbent will be responsible to the Principal Gender Officer for performing the following duties:-

- Assisting in developing departmental annual and quarterly work plans/ reports and budgets;

- Assembling data and information related to gender and women’s empowerment for policy formulation, review,

programming and report writing;

- Supporting Local Governments through technical supervision, monitoring, and mentoring in gender and women

empowerment programmes;

- Conducting capacity building trainings for stakeholders in government, civil society, the private sector in gender and

women’s empowerment issues;

- Reviewing sectoral development plans and areas based programmes for gender and women’s empowerment issues;

- Disseminating policies and guidelines on gender mainstreaming and women’s empowerment;

- Planning and coordinating women related conferences and meetings at all levels;

- Supporting implementation of projects and programmes towards gender equality and women’s empowerment;

- Developing gender equality and women’s empowerment programmes for funding;

- Mobilizing the communities especially women to participate in the development process at all levels;

- Participating in the collection, documentation and dissemination of Gender Disaggregated Data and information to

support the formulation of programmes for advancement of Gender Equality and Women’s Empowerment;


MINISTRY: INFORMATION COMMUNICATIONS TECHNOLOGY AND NATIONAL GUIDANCE

POST: PRINCIPAL SYSTEMS ANALYST (01 VACANCY)

Applicants should be Ugandans in possession of an Honours Bachelors Degree in Either Information Technology or

Computer Science or Computer Information Systems and Administration or Systems Administration or Science

(Computer Information Systems) or Bachelor of Statistics (Computer Science Option) or any other closely related

discipline in the field of Computer Science, plus a minimum of a Post Graduate Diploma in the field of Computer Science

or other closely related field from a recognized University/Institution.

He/she should have a minimum of six (6) years working experience in the field of Systems Administration or IT

management, three (3) of which should have been served at the level of Senior Systems Analyst in Government or

equivalent level of experience from a reputable organization.

DUTIES:

The incumbent will be responsible to the Under Secretary for performing the following duties:-

- Determining requirements for computer systems, data storage and retention or related hardware or software facilities.

- Establishing overall and or detailed design specifications and development schedules for sub-system.

- Coordinating new on-going computer systems.

- Modifying, maintaining and developing complete systems.

- Performing programming duties as required.

- Researching, planning, installing, configuring, troubleshooting, maintaining and upgrading operation systems.

- Writing and maintaining system documentation.


MINISTRY: WATER AND ENVIRONMENT

POST: SENIOR ENGINEER [URBAN WATER AND SEWERAGE SERVICES] (01 VACANCY)




Applicants should be Ugandans holding an Honours Bachelor of Science Degree in Civil Engineering from a recognized

University.

Applicants should have a minimum of three (3) years relevant working experience served at Engineer level in

Government or equivalent level of relevant experience from a reputable organization.

DUTIES:

- Participating in development of policies, plans and programs for urban water supply and sanitation;

- Planning for the urban water supply and sewerage sub-sector activities;

- Participating in building capacity in water authorities for development and operation of urban water facilities;

- Participating in developing technical guidelines and monitoring systems for urban water supply and sanitation;

- Participating in managing urban water and sanitation projects;

- Participating in determining tariffs and subsidies for water users;

- Conducting research in new water technologies and approaches in the water and sanitation sub-sector and

customizing them to suit Uganda’s urban centres;

- Any other duties that may be assigned from time to time.
