European scientists have to battle with bureaucratic procedures that are often unnecessary, ludicrous or incomprehensible
The flexibility of the US system— and the ease with which contracts can be extended — is one of the reasons why many postdoctoral researchers choose to go there
Although the EU directive on fixed-term contracts (EU, 1999) which aims to protect workers by preventing employers from using successive short-term contracts to avoid permanent employment, is certainly good for employees in many sectors, it reduces the flexibility that such contracts offer academic research

Eligibility criteria: The Principal Investigator shall have been awarded their first PhD at least 2 and up to 7 years prior to the publication date of the call for proposals of the ERC Starting Grant. However, Principal Investigators who were awarded their first PhD more than 7 years prior to the publication date of the call may still be eligible in certain properly documented circumstances such as maternity.
Evaluation procedure: The evaluation will be conducted by means of dedicated high level peer review panels. Panels may be assisted by independent experts. Principal Investigators whose proposals will be retained for step 2 of the evaluation may be invited for an interview to present their project to the evaluation panel meeting in Brussels.

At the end of step 1 of the evaluation applicants will be informed that their proposal: A.- is of sufficient quality to pass to step 2 of the evaluation;B.- is of high quality but not sufficient to pass to step 2 of the evaluation;C.- is not of sufficient quality to pass to step 2 of the evaluation. The applicant may also be subject to restrictions on submitting proposals to future ERC calls. At the end of step 2 of the evaluation applicants will be informed that their proposal: A.- fully meets the ERC's excellence criterion and is recommended for funding if sufficient funds are available;B.- meets some but not all elements of the ERC's excellence criterion and will not be funded.
