I am Dr. John Whitley, member of the Virginia Interfaith Center for Public Policy. The Center has been active in the Commonwealth for more than 30 years as we work to empower Virginians of all faiths to create social justice by advocating for systemic change. We believe ESEA holds specific civil rights mandates and that these mandates are Moral Imperatives. We see some ECAA wordings as blatant attempts to undermine the civil rights mandates of ESEA, yes, these Moral Imperatives, as they adversely impact the very foundation and purposes of public education in our Nation.
