BACKGROUND REPORT In March 2011, the County received a request from the Settler’s Landing Homeowners’ Association, Inc. (HOA) for a multi-way stop sign at the intersection of Larkwood Court (SR-1465) and Old Mineral Road (SR-1466). However, due to the number of existing multi-way stops (MWS) in the vicinity, this intersection did not meet Virginia Department of Transportation (VDOT) requirements for additional MWS. When the HOA was advised of this, they requested the County pursue other traffic calming measures.

County staff conducted a traffic study in January 2012, but the data determined that the area did not meet the required criteria to install additional traffic calming measures due to the general compliance with the posted speed. While the minimum requirements for excessive vehicular speed were not satisfied, the study did indicate that there may be high cut through traffic volumes which might qualify the neighborhood for measures to reduce cut through traffic. Staff suggested to the HOA that the County may be able to provide some relief using VDOT’s Residential Cut-Through Traffic Program (Program), pursuant to Virginia Code § 46.2-809.1. The HOA requested a second traffic study to determine if the neighborhood met the criteria for eligibility under this Program.

The second study, completed in the spring of 2012, determined that cut through traffic in the neighborhood did meet the criteria for the Program. The Program allows for restricted access to designated residential streets for the purpose of reducing cut-through traffic. Such restrictions may include the use of turn prohibition signs, or physical controls such as diverters or barriers. The HOA was then advised that it must demonstrate documented community support for the program by providing signatures of at least 75% of the residents/owners in the impacted area in order to move forward with the Program. The HOA collected the required neighborhood support in May 2015, and the signatures were subsequently verified by staff.

The Program requires a resolution of support from the Board to request that VDOT review and address possible solutions to the identified problem, specifically the evaluation and development of a Residential Cut-Through Restriction Plan (Plan). VDOT would then initiate a study of the roadway network identified in the formal request. VDOT may use the information provided by the County and/or conduct further analysis to assess the problem.

Based on VDOT’s finding and recommendations, a task force would then be formed consisting of County and VDOT staff to further develop and evaluate a Plan. The task force will solicit and receive written comments from appropriate local agencies and the residents of the impacted area. A formal joint public hearing must be held by the County and VDOT to allow citizen input on the Plan. The Board would then consider adopting the Plan and, if approved, VDOT would proceed to implement the Plan. Funding for measures installed under the Program is provided through VDOT’s Secondary Six-Year Plan (SSYP). The Board would also need to request modification to the adopted SSYP prior to initiation of construction activities.

Staff recommends approval of proposed Resolution R15-248, which requests VDOT to develop a Residential Cut-Through Restriction Plan for the Settler’s Landing Subdivision.

A RESOLUTION TO REQUEST THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO REVIEW AND ADDRESS THE PROBLEM OF CUT-THROUGH TRAFFIC AND SUPPORT THE DEVELOPMENT OF A RESIDENTIAL CUT-THROUGH RESTRICTION PLAN FOR THE SETTLER’S LANDING SUBDIVISION

WHEREAS, the Board is interested in promoting public health, safety, and welfare, including the prevention of accidents and injuries caused by excessive traffic on residential streets; and WHEREAS, the Settler’s Landing Homeowners’ Association, Inc. desires to control residential cut-through traffic in its neighborhood; and WHEREAS, the County conducted traffic studies, which established that vehicular volume counts in the Settler’s Landing Subdivision meets established criteria for further consideration of the use of cut-through traffic controlling measures; and WHEREAS, the County received a petition that included signatures from over 75% of the residents/owners in the impacted area of the Settler’s Landing Subdivision, who are in support of controlling residential cut-through traffic; NOW, THEREFORE, BE IT RESOLVED by the Stafford County Board of Supervisors on this the 7th day of July, 2015, that it be and hereby does support the development of a Residential Cut-Through Restriction Plan for the Settler’s Landing Subdivision; and
