Key Messages

• Nov we provided you the details on 12K of the 16.5 civilian billets that we eliminated to bring the AF’s civilian strength in line with its FY12 PB civilian pay funding– We also committed to providing you the same level of detail on the

final 4.5K positions in early CY 2012• The following slides provide this information and also provide a

summary of all the positions that were eliminated• The methodology to identify the remaining 4.5K positions was

the same used to identify the first 12K –finding strategic solutions to take the remaining reductions in lower priority functions

Impact of SecDef’s August Memo

• In response to SecDef direction to target civilian billets at FY10 levels, the Air Force had to eliminate 16.5K previously programmed civilian billets from our previously programmed FY12 position– 12K civilian billet reductions were announced 3 Nov 11:

• 9K from installations and• 3K from unspecified planned growth (no specific skills or locations were yet

identified)

– 4.5K remaining civilian billet reduction will be announced 12 Jan 2012– 3.1K from installations and– 1.4K from unspecified planned growth (no specific skills or locations

were yet identified)– In total, strategic efforts identified 16.5K civilian billet reductions:

• 12.1K from installations and • 4.4K from unspecified planned growth (no specific skills or locations were yet

identified)

• We developed announcement packages by state and installation that include the data we provided in November and the 4.5K additional reductions

Mitigating the Impact

• We clearly understand the turbulence these and future reductions cause within our workforce

• We continue to make every effort to use voluntary means--hiring controls and VERA/VSIP—to achieve the reductions – The first round of VERA/VSIP closed in November and approx 1.1K

individuals voluntarily separated/retired on 31 December;– Air Force-wide hiring controls were lifted 15 December;

however, several major commands have implemented controls within the command to meet fiscal constraints

– A second round of VERA/VSIP began on 9 Jan with volunteers separating/retiring on or before 30 Apr

• We will exhaust all voluntary measures before initiating any involuntary actions

Process for Identifying Billets

• We continued to…– Focus on Air Force priorities to assess options– Take an Enterprise-wide approach to identify reduction candidates– Complete a comprehensive review of the entire civilian workforce to

ensure we found efficiencies in a strategic fashion• Everything was on the table for consideration

• We have taken the initial steps to shape the future Air Force—we will look different than today’s Air Force

Results To Date

• We are…– Right Sizing acquisition programs– Reducing overhead at every level– Centralizing work to reduce duplication of effort at multiple geographic

locations while maintaining essential resiliency capability—thereby ensuring continued mission accomplishment

– Standardizing levels of service for specific functions across Air Force installations

– Consolidating base support activities where feasible– Tailoring and transforming installation support to use services readily

available in the surrounding local community where available • Installation Commanders are key decision makers in this effort
