ABOUT THE 4TH BMC The International Organization for Migration (IOM) and APSCA will host the 4th Conference on Technical Cooperation & Capacity Building for Border Management on 9-12 November 2016 in Bangkok. The international event is the largest gathering of National Government Agencies including Immigration, Border Control, Customs and other agencies with responsibilities in the area of Border Management in Asia. The conference is targeted at Government officers who are responsible for border management in their respective countries including representatives from Ministries of Foreign Affairs, Interior, Justice and Public Security, Immigration Departments and more!
CONFERENCE OBJECTIVE The objective of Conference on Technical Cooperation & Capacity Building for Border Management (4th BMC) is to improve border management in the APAC region through closer consultation and cooperation between national authorities responsible for border control and key international partner organizations. MANAGING THE MIGRATION CRISIS The 4th Border Management Conference will focus on an issue that currently has the attention of governments around the world. Many people are leaving their country of origin, either voluntarily to look for new opportunities or because they are forced to escape from armed conflicts, political upheaval, natural disasters or simply abject poverty. Today migration is a global challenge and authorities responsible for border and identity management must adapt to the new situation with sophisticated and well thought out processes, procedures and systems. The 4th BMC will explore the opportunity to integrate registration systems at borders with national and regional identity
management to ensure that all authorities have a single view of migrants and travelers: “One Person- One Identity”, and are better able to manage the growing migration challenge. To achieve this objectives, the conference will explore:
à Border Management Systems (BMS) already collect
valuable information from travelers. In order to support national / regional Identity Management Systems, additional information is required from people who intend to stay longer in a country.
à Border Management Authorities should consider
integrating Smart Registration Systems (SRS) with their BMS or develop new BMS systems which will contain smart registration capability.
à Integration of SRS requires a high level IT-
infrastructure to facilitate fast connectivity between the different points of entry/exit and authorities in country or region, who have a professional task to get access to this information.

à Equipment to support a SRS should be able, besides
capturing data from e(MRP’s), to capture non-compliant ICAO documents such as birth-certificates, family books, non-machine readable identity cards etc.
à One-time registration of identities of travelers at the
border, by professional border officials, should be used to facilitate other processes in a country or region to facilitate the essence of identity management: “One Person-One Identity”
à A correctly registered identity should be easily
verifiable by the competent authorities to avoid mistakes, misuse of identity theft.
à Smart (BMS) registration systems should contain
high level security measures to be able to share information securely online with other stakeholders.
à Biometric capturing should not only be focused on
current biometric identifiers but also on biometric features which can be used in the future.
à A proper registration can greatly contribute to the
effective protection of vulnerable travelers, including migrants, asylum seekers, vulnerable women, girls and boys.
à Legal requirements, particularly related to data
protection and privacy, may also need to be updated taking this new smart (BMS) registration systems into account.
FORMAT OF THE CONFERENCE The Conference will have 4 different platforms for sharing of information, experiences and new developments. These are:

equipment & document security.
Ø A Forum for networking and information Exchange. TRACK RECORD In 2014 the 3rd Conference on Technical Cooperation & Capacity Building for Border Management was organised by IOM and APSCA in Bangkok. Just over 300 participants attended the conference of which 127 were senior government officers of 58 government agencies from 32 countries, along with 32 representatives of 7 international organisations. International Organisations that joined the conference as partners included the United Nations Office on Drugs and Crime (UNODC), the United Nations Counter-Terrorism Executive Directorate (UNCTED), the International Criminal Police Organization (INTERPOL) and the World Customs Organization (WCO).
