Lyon. District Councilor from March 1992 to March 2004, member of the Greater Lyon Council he was from September 1995 to March 2001 Vice-President in charge of retail policy. From March 2001 to December 2003, he was Vice President in charge of Urban Policy. From 2004-2008 he is in charge of Urban Policy and Planning. Since April 2008, he is in charge of Urban Policy and Social Cohesion. Maurice was also Vice-President of INTA, INTA Commissioner for Europe and Board Member of the French National Council of Cities.

Élu au conseil municipal de Vaulx-en-Velin en 1977, adjoint à l’urbanisme de 1977 à 1983, il devient premier adjoint en 1983. Maire de Vaulx-en-Velin depuis le 16 décembre 1985, réélu en 1989, en 1995, en 2001 et 2008. Démission de son poste de Maire en avril 2009 mais reste Conseiller Municipal, Vice-président du Grand Lyon. Conseiller Général du Rhône de mars 1992 à mars 2004. Conseiller du Grand Lyon (Courly), il a occupé de septembre 1995 à mars 2001 le poste de Vice-président de la Communauté Urbaine de Lyon chargé de l’Urbanisme Commercial. De mars 2001 à décembre 2003, il est Vice-président de la Communauté Urbaine de Lyon chargé de la Politique de la Ville. Depuis janvier 2004, il est Vice-président de la Communauté Urbaine de Lyon chargé de l’Urbanisme et de la Politique d’Aménagement du Territoire. Vice-président de l’INTA, délégué Europe. Gateway, where Joe has direct responsibility for the Thames Gateway Executive, coordinating the work of government departments and agencies in the Gateway. Joe Montgomery became Director General of Regions and Communities Group in September 2007, having joined DETR as Director General of the Neighbourhood Renewal Unit in March 2001. Prior to joining the Department, Joe’s previous position was as Executive Director for Regeneration at Lewisham Council in London. He has extensive experience of grant-making and urban renewal from his work as Assistant Secretary to the Cadbury Trust; as Leader of the Government’s Inner City Task Force (in Deptford); and as Chief Executive of one of the ‘pathfinder’ City Challenge urban regeneration companies. He has, in addition, spent 7 years as a local government chief officer. Elle a ensuite rejoint la RATP où elle a été en charge des relations institutionnelles et partenariat au Cabinet du Président (parlements français et européen - associations) puis de la communication de la Direction Générale du Développement et de la politique de la ville. Elle a enfin conseillé le directeur général au développement du Groupe RATP (la RATP et ses filiales d’ingénierie (Systra) et d’exploitation/ maintenance des systèmes de transport en commun). Dans son dernier poste, Christine Lor était en charge des relations avec les acteurs économiques pour faire aboutir les grands projets d’infrastructure de transport de la RATP, notamment dans le cadre du Grand Paris. Elle a ainsi acquis une bonne connaissance des systèmes de gouvernance, à tous les niveaux, et du management des projets. Son intérêt pour l’architecture et l’aménagement lui ont valu d’être élue présidente d’une École d’architecture parisienne. Elle a également été élue municipale en ville nouvelle.

He then spent 3 years in the institutional development field, working in creating agricultural and forestry business lines (Benin). After nine years in rural forestry, decentralized management of natural resources, analysis of agro village systems, integrated management of soil fertility, etc. (Benin), he has been focusing for the past 10 years on planning and local development in Benin.He is currently Director of National the Planning, Delegation under the Ministry of Decentralization, Local Governance , Administration and Planning.

Jacques Gally, graduate in Marketing and Finance, had responsibilities in the Finance Department of the real estate subsidiary of the Caisse des Dépôts Group and worked in a position of General Manager of the Public Development Corporations of three French New Towns: Lille-Est, Saint-Quentin-en-Yvelines, and Marne-la-Vallée. Roy Adams is an urban planner. He was joint author of the successful development plan for Laganside in Belfast. He has been a specialist adviser to governments and municipalities, focussing on urban regeneration and community capacity-building, notably for the Government of Northern Ireland, work for which he was awarded an OBE in 2005. Roy is currently master-planning co-ordinator for a development project, envisaged as an “eco-quarter”, on the former Queen’s Quay ship-building site on Clydebank, Scotland. He is also leading a team producing an eco-tourism-based development strategy for the island of Mohéli in the Indian Ocean. Although very different, both projects demonstrate the importance of structured funding and development impact of “enabling infrastructure” – social and economic as well as physical – in achieving sustainable community development. Didier Drummond, Architect, Paris, France

Architect and urban planner, Didier Drummond studied Fine Arts under the guidance of landscaper Bernard Lassus. He learnt his craft in Brazil with the Oscar Niemeyer practice and the «favelas» of Rio de Janeiro. In 1978, on his return from Brazil, he was awarded his architect’s diploma and published his thesis on the informal housing. Subsequently, he won many commissions and was given full responsibility of a wide variety of projects. In 1981, he established his own practice and worked on

a wide variety of projects covering urban planning and landscaping, dwellings, public sector projects, rehabilitation of older buildings and furniture design. Since 1997, he lectured in architecture and urban planning both in France at Ecole d’Architecture Paris Seine, and at the University of Beirut in Lebanon. He was Director of the Master on Town Planning of the University King Juan Carlos of Madrid, and a Partner of the Planning Consultancy firm of Arop&As. Counsellor to the Regional Governments of Navarra and

Murcia, as well as to several engineering and development companies as Intevia, SA, Institute of Transport Engineering and Roads, the Centro Superior de Arquitectura, Camuñas Foundation. Member of the expert committee of the Madrid Nuevo Siglo Foundation, involved in the planning of the Madrid Olympic bid for 2012. Pedro was former Major for Madrid’s Central District (Distrito de Salamanca) (1989-1991). Member of the Madrid’s City Council (1987-1995). Responsible for Urban Prospective (1993-1995) and for Culture (1991-1993). Director of the Strategic Plan for Madrid (1991-1994). Pedro has been Director General for Town and Regional Planning on the Government of Madrid Region, and as such author of the Regional Development Plan of Madrid of 1996 and the Land Planning Law of 1997. Robert Olivier is the CEO of Apero Group who is specialized in transportation strategic planning. He is also consultant for Baultar as Director of Strategic planning for Europe. Since 2008 he is visiting professor at the Conservatoire des Arts et Métiers in Paris and Lyon while also acting as scientific advisor for Global Mass Transit base in India. He was from 2006 to 2011, Vice-President of Agence Métropolitaine de Transport responsible for the update of the strategic development plan of the Montreal region. From 1977 to 2006 he held various positions at the Société de Transport de Montréal including that of Executive Director planning and development (local and international). From 2005 to 2008 he work as Vice-President of Montreal Development Corporation and from 2008 to 2012 as Vice-President of Montreal housing and development corporation. He was President of Canadian Urban Transit Association from 2004 to 2006 and now serves on several national and international boards and he is Honorary Vice-President of International Union of Public Transport for North America. He gives numerous conferences and publishes articles on transportation, urban development and strategic planning. Finally he is a recent recipient of the Jacques Cartier medal for his contribution to the scientific exchanges between Canada and France.

Taichi Goto, as Director General, supervises all businesses of Fukuoka Directive Council, a public private partnership for the metropolitan Fukuoka region. Having worked as an urban designer and planner with the Japanese general contractor Kajima in Tokyo, and at Metro, the regional government of Portland, Oregon USA, he moved to Fukuoka in 2003. Since then his practice has focused upon urban and economic development both at

Since its foundation in June 2007, he has served as Town Manager of Tenjin Meiji-dori Development Council (MDC), a property owners’ association for redevelopment of the central business district of Fukuoka. He guided FDC for unanimous adoption of the growth strategy in 2012 and thereafter is leading five working groups that develop strategic projects under the shared growth strategy. His specialities are in city and regional planning, creative economy, area marketing, urban design, project development and management, and public relations. Besides his professional practice, he has been active in research, lecture, jury and teaching both in and outside of Japan. He is a registered architect of Japan and a certified planner of the USA (AICP).
