Each municipality has the power to decide how low to set speeds around schools and on which streets. The province proclaimed the school zone legislation in September, meaning speed limits on residential streets can be reduced to 30 km/h. The new regulations will permit local governments to establish lower speeds in school zones to ensure greater safety for children in their communities. New School Zone Speed Limit Local governments, such as municipalities, local government districts, First Nations and community councils, now have the ability to: - Set maximum speeds as low as 30 km/h in school zones where the regularly posted speed is less than 80 km/h. - Set maximum speeds as low as 50 km/h in school zones where the regularly posted speed is 80 km/h or above. - Designate specific dates and hours when reduced speed limits are in effect or set the limits to be in effect at all times. Reduced-speed school zones are limited to streets and highways that are close to the school property. The designated zone must be within 150 metres of the boundary of that property, according to the province. Any local government that wishes to reduce the speed limit in its school zones must pass a bylaw lists all schools that will have reduced-speed zones; indicates what roads and what portions will have the reduced speed; describes the reduced maximum speed and hours the speed limit is in effect. On October 22 the Town of Ste. Anne passed a By-Law as follows...

Citation of Vehicle Parked or Left in Violation of By-Law Whenever any Motor Vehicle is found parked or left in violation ofany provision of this By-Law, an Officer, on finding such Vehicle, shallconspicuously affix a Traffic Citation to such Vehicle. Such citation shall contain the license plate number and such otherinformation describing the Vehicle as the Officer determines to assist inidentifying the owner or operator of the Vehicle. Describing citation procedures be added and that: Penalties37. Any person found guilty of a breach of this By-law shall be liablefor a penalty as follows: a) OPTION A provides for a voluntary payment of $ 10.00 if paidwithin 7 days of the date of violation occurred. b) OPTION B provides for a voluntary payment of $ 20.00 if paidwithin 8 to 15 days of the date of violation occurred. c) A person who has received a Summons and wishes to enter aNOT GUILTY plea, may do so by appearing before a Magistrate at theProvincial Judges Court in Steinbach, Manitoba. d) Failure to respond to Option A or Option B or to appear before aMagistrate may result in a fine not exceeding $ 250.00 dollars.. e) All winching, towing and storage charges for the removal of theoffending vehicles(s). f) Voluntary payment under said Options A or B may be made at TheTown of Ste-Anne office, 30B Dawson Rd, Ste-Anne, Manitoba, Mondaythrough Friday from 9:00 am to 4:00 pm.

Describing penalty amounts be removed andreplaced with:Penalties/Parking Violations 37. Where an offence as alleged in Section 39 hereofis a parking violation, the specific fines as set out inthe Town of Ste.
