InJulywewelcomedadelegationoftheTunesianWaterSupplierSONEDEinGermany.SinceAprilDIhastrainedtechniciansandengineersofSONEDEtoconductenergyauditsatpumpstations.
InthecourseofthisGIZassignedprojectwehaverecentlybeenabletoshowoutstandingexamplesofenergyrecoveryintheEnBWwatersupplysysteminStuttgartandtheBodenseewatersupplytoagroupoffiveengineers.WealsovisitedthepartnercompaniesKSBandVAG,whichoperateinthesamesector.Ahighlightofthelastdayofthetripwasthepowergenerationbyrenew-ableenergyintheHohenlohe.
OurTunesianguestswereespeciallyinterestedinadiscussionwiththeDImanagementabouttheirexpertknowledgeoffinancingoptionsandmechanismsforenergyefficiencyprojects.

TheprojectmanagerandtheassistantsonMondaymorning,threetechnicaldraftsmenintheiroffice,fivestaffmembersinaprojectmeeting,thedepartmentheadstogetherandwiththeirstaff,projectmanagerXfromAwithcolleaguesBandC…aretheyteamsperse?Ormoreprecise:functioningteams?
ThesequestionsledtheBDCstaffmemberstoateambuildingtrainingbyyuiiBusinessTrainingattheMotzenerSeeinBrandenburginJune20�2.
Foradaytheyworkedandtrainedtogetherbydoingimprovisationexercisesfromtheworldofimprovisationtheatre.
Themaintargetwastoshowandremindthestaffmembersofdifferentranksinthecompanythatworkingandbeingsuccessfultogetherisfun.
‘Remind’because–thetrainingprovedthat–weactuallyalreadyhavereallygoodteamplayers.
Ingames,exercisesandlittleconversationstheytreatedcurrenteverydayofficeissues:positiveattitudetowardsnewandunforeseentasks,solutionorientedinsteadofproblemorientedthinking,attentionandmindfulness,beingresponsible,butalsodelegatingresponsibilitiesanddividingtasksjustly,improvementofgeneralcommunicationskills,arousingnewcreativityandhungerforinnovationintheteamandfinallygettingtoknowtheircolleaguesbetterinanewwayandinarelaxedatmosphere.
ThefinaleventwasasmallarcherycompetitiononthelakesideoftheMotzenerSee.
Thatpartoftheeventwasalsosuccessful–alltheparticipantscamebackunhurt.Theparticipantsagreedondoingmoretrainingeventslikethatregularlyandondifferentissues.

TheCham-berofEngineersofMecklen-burg-WestPomeraniahasap-pointedDipl.-Ing.RolfSchmidt,authorizedofficer,headoftheMecklenburg-WestPomeranianofficeofBDCandmemberoftheexecutiveboardoftheChamberofEngineersMecklenburg-WestPomeraniaexpertjudgeforthefederalconstructionprizeMecklenburg-WestPomerania.
AsaprojectmanagerofmanyconstructionprojectsMr.Schmidthashadhismainfocusespeciallyonobjectsupervisionandcoordinationoflargeconstructionsitesandprojectteams.AmongthemostfamousofhisprojectsarethedesignandconstructionofthefixWarnocrossing,theconstructionoftheIGA200�inRostockandthePeenecrossingnearJarmeninthecourseoftheA20project.Recently,thebranchinMecklenburg-WestPomeraniahasevolvedunderMr.Schmidt‘sleadershipfroma5staffmembersofficein2005toacapableandadmiredbranch.Today,theBDCconstructionmanagementdivisionhas40employeesat7locationsservingclientsbetweenHamburgandStralsund.

InApril,thehydraulicengineeringteamoftheWaterandEnvironmentdivisiontooktheopportunitytoinspectalockinawayevenawaterengineer,whosedailyworkistheplanningoflocks,considerssomethingspecial.
TheoccasiontookplacewhentheMain-Danube-ChannelwasclosedforwatertraffictothelockfromApril�0thtillMay�stinordertoexecuterepairandmaintenanceworks.
AswehaveverygoodconnectionstotheWaterandShipTransportAuthorityNuremberg,forwho
wehavebeensolvingdifficultengineeringproblems,wewerequicklyabletoagreeonApril24thasthedateofourinspection.WeagreedtoseetheEibachlockand,farernorth,theHausenlock.
Asthetrafficforshipswasclosed,theytookthechancetoexchangethehugeaftgateoftheEibachlock.Accordingtotheshiptrafficblockingschedulethelastpartoftheaftgatewastobeinstalledonthedayofourtrip.
ThesavinglockEibachwasbuiltastheMain-Danube-Channel’s8thlockonkm72.8onitsnorthrampfrom�972till�97�.
TheMain-Danube-Channelisacorepartofthetrans-Europeanwatertrafficnetwork.Havingaliftheightof�9.49m,theEibachlocklinkstheNurembergreachwiththeEibachreach.
AstheBamberglockhadaneventofdamageinMarch2004,allthelockshavebeenchecked.
Thus,otherlocksalsorequiredrepairinginordertosustainablyguaranteethebearingcapacityoftheirlocktransversalsections.
TheEibachlockshowedseveresafetydeficits,althoughthedeformationcontrolsatthebeginningof2005didnotindicateadirectstructuraldamage.
However,themaincauseisnotanexceedingfatigueloadeither,asinthefirsteventofdamage,whichwouldleadtoaninstantaneousmalfunction.
Infact,thecauseisexcessivestressbecauseofradialandshearingforces.Therefore,inAugust200�DorschConsult,aspartofaplanningcorporation,wasassignedthe

At24thofAprilEibachlockwasfilledwithDorschemployeesinsteadofwaterandships,whichwerewidelyrecognizablebytheirbootsinDorschcorporatedesign.

extensivemaintenanceoftheEasternchamberwall,asbeforewiththeBamberglock.
Theworksweresuccessfullyexecutedfrom2008till2009.Thus,theteamalreadyknewthelockverywell.
Additionallytotheexchangeoftheaftgate,whichisaspecialoccasionforitself,weevenhadthechancetoinspectthecomplexfillinganddrainingsystemandthereforetoglimpsethehydraulicinnerlifeofthelock.
Thedistributionsystemunderthebottomofthelockchamberwasdrainedforcleaningsothatwecouldwalkinsidewhichwasreallythehighlightofthetrip.
Ofcourse,thewaterengineeringteamhadseenmanylockplantsastheyhaveplannedalotofthem,buttheyhadneverbeforebeeninsideasubterraneanwatercoursesystem.
Havingseenthis,wecontinuedtotheHausenlock,wherewecouldwatch-apartfromtheusualmaintenanceworks-thestaticimprovementoftheconcretegirderbetweentheaxialcanalandthedrainingsection.
Inaddition,wecouldenterthedraincanal,whichischaracteristicforthelocksoftheMain-Danube-Channelofthatera.
Wefulfilledourtargetoflookingatthoselockswehaveplannedfromaspecialperspective.
Thistripwasespeciallyinstructiveforthedesignersandtechniciansbecausethetruedimensionofabuildingstructureisonlyreallytangibleonsite.
Oncemore,wehaverealizedtheimportanceofgoodrelationshipstoourclients.

Inthesummerof2009theNationalRoadsAuthority(Bundesstrassenverwaltung),representedbythesenateofficefortowndevelopmentBerlin,tenderedtheconstructionsupervisionandtheconstructionmanagementoftheurbanexpresswayA�00‘spartlyextensionfromthemotorwayinterchangeCharlottenburgtotheSeestrasse.
AsaresultofthetenderingprocedureforfreelanceandprofessionalservicestheconstructionmanagementsectionoftheBDCwasassignedthetenderedservicesinDecember2009.

AscoresectionoftheformerWestBerlinhighwaynetwork,thesectionfromthejunctionSeestrassetothejunctionJakob-Kaiser-Platzwasputintooperationin�97�.In�979thesectionfromthejunctionJakob-KaiserplatztothemotorwayinterchangeCharlottenburgfollowed.
TheexpresswayA�00extendssouthwestfromtheurbandistrictMitteoverCharlottenburg-WilmersdorftoTempelhof-Schöneberg.Theoriginalconceptofacompleteringhighwayhasbeengivenupinthemeantime.Theendofthehighwayinthenortheastleadsdirectlyintoanintra-urbanroad.FurtherextensionsbeginningatthemotorwayinterchangeNeuköllninthesoutheastarestillintheplanningstage.
AstheBerlinS-Bahn(metropolitantrain)waspartoftheformerDDR(GermanDemocraticRepublic)nationalrailwaycompany,aparallelbuslinewasinstalledonthewesternsidewithstopsinthehighwayareaasastrategictransportalternative.ThishighwaysectionisalsoveryimportantforthetrafficlinktothewesternportandthecentralmarketintheareaofthejunctionBeusselstrasse.
Scope of services – partly new construction
Theextensionofthesectionmadeupapprox.2.8km.Inthissectionoftheroadwehavecompletelyexchangedthecarriagewaystructure,theexistingtrafficsignbridgeshavebeenremovedandsubstitutedbynewsteelconstructions,partlywithborepillfootings.

OntheEasternfringeoftheconstructionsite,theHermann-MaasbridgeandtheparallelSpannrathbridge,twomulti-laneengineeringstructures,havebeenrepairedbymeansofalinkingchannel
fromtheWesthafenkanaltotheHohenzollernkanal.
NextistheBeusselstrassejunctionwithtwoaccelerationanddecelerationrampseach.Weexchangedtheasphalting,thedraining,theprotectionutilitiesandthereinforcedconcreteheadboardsontheseengineeringstructures.
TheBeusselseestrasse’scrossingstructureovertheexpresswayA�00,theGoerdeler-Dammbridgehasalsobeenrepaired.IntheWest,onthejunctionJakob-Kaiser-Platz,thecoiledrampshavebeenreplacedby
newones.OntheWesternfringeoftheconstructionsite,betweentheJakob-Kaiser-PlatzjunctionandthemotorwayinterchangeCharlottenburg,theTegeler-Wegbridgeislocated.
Itisanapprox.5�0mlongstructure,separatedintoaNorthernandaSouthernsuperstructurewith�lanesandashoulderrespectively.
Theprojectservicescomprisedthecompletelynewconstructionofthecarriageway,includingthesealingandtherenewalofthecappingwithprotectionutilitiesandthe

Onthebottomsideandinsidetheprestressedconcreteboxgirdersweexecutedextensivemaintenanceworks.Theroadlightingwasnewlyconstructedonthewholesection.
Construction period
TheconstructionworksbeganinOctober2009,evenbeforethecon-structionsupervisionwasassigned.
Contract execution
Theclienthadbuiltaconstructionsiteofficeatourdisposal.ItwastechnicallyequippedbyBDCwithadecentralizedserverandfivecarrelswerecreated.
Fortheconstructionsite-concernedcommunicationweimplementedaspeciale-mailaddress.Weassignedtheresponsibilitiesintheon-siteofficeteamaccordingtotheseveraltenderpackagesoftheclient.
Thedifferentconstructionperiodsofthesinglecontractsrequiredaflexiblepresenceoftheon-site-officestaffconsistingofthreetofivestaffmembersledbyMr.PeterSchulz.Incontrasttothenormalprocedure,weseparatedthehandlingoftheaccountingdocumentsandthecontrollingofthecontractorbills.
Whereasonestaffmemberworkedonthequantitiesofhis/herpackage,anotheronecontrolledthenumbersonthebasisofthepapers.
Controlling,attributiontotherespectivecostunitsofthecompleteproject(upto�0part-calculationsfor�packages)andfilingofalltheprojectdocumentswereunderoneperson‘sresponsibility.
Thescopeofservicescomprisedthecompleteaddenda,assessmentoftheas-builtdrawingsandplansoftheengineeringstructuresandoftheworkoftheappointedagentinthehazardouswastedisposal(ZEDAL)andalsoourcooperationconcerningPublicRelationsmatters.
Client
Becauseofthecomplextasksintheentireprojectnumerousspecialisedsectionsofthesenateofficecooperatedintheproject.
Therefore,wehadtocoordinatethedepartmentsforRoadsandEngineering,forRoad
AftertwohardwintersandvariousproblemsconcerningthemaintenanceworksontheTegeler-Wegbridge,thetrafficwasopenedontwolanesineachdirectioninDecember20��.
Finally,theworkontheA�00willpresumablybefinishedinJune20�2.ThesignallingbridgesonthesectionoftheA�00havebeencompletelyrebuilt,whereasthethreesignallingbridgesonthemotorwayA���,whicharealsopartoftheproject,willatleasttaketillSeptember20�2.

ThisconstructionprojectispartofnumerousconstructionsupervisionandmanagementprojectsofBDConthefederalhighwayintheurbanareasofBerlin.
Forinstance,wealsohadthenewconstructionofresp.4-laneroadtunnelsforthe�4.sectionlot�from�995till�999andthe�4.sectionlot4oftheurbanexpresswayA�00from�997till2004.
From�999till2002the�5.sectionoftheA�00wasbuiltasdamstructureandfrom2000till2002thejunctionHohenzollerndammbridgewassubstituted.
Alittlelater,thewholemotorwayinterchangeNeuköllnwascompletelyrebuilt.
ThenewconstructionofthemotorwayA���withitstwotunnels(900mand�00m)anditstroughtrack(970m)tookplacefrom2004till2008.
In2008wehadtheroadgripimprovedon��sectionsoftheA�00,theA�0�andtheA���.

Accordingtothesurvey,bothdrainsareinacriticalstatebecauseoftheirageandofwardamages.Thus,arefurbishmentisdueurgently.Mosttroublingaretheflakingofthechannelwall,crackstothepointofsharding,missingclinkerbrickwallandthusvisiblesoilandbrokenormisplacedchannellinks.
Intheareasofthesedamages,aswellasonsomeotherpartsofthetwodrains,theleak-tightnessandthestabilitymightbeaffected.
Inordertoguaranteetheoperationoftheanalysedandevaluateddrainsduringaproperfutureoperationperiod,DorschInternationalConsultantsGmbHwasassignedtheconceptualizationplanningandexecutionofvarioussustainedalternativesforarefurbishmentcombiningrebuildingandnewconstruction(HOAI§42,phases�to9)bythemunicipalutilitiesIngolstadtinspring20�2.
Asfaraspossibleandhydraulicallyfeasible,theexistingalignmentsofthedrainsaretobeusedbymeansofasubstanceimprovingrefurbishmentmethod.
Accordingtothefederal/communalwaterconsortium(LAWA),thus,theoperationperiodistobeprolongedtoatleast40andupto80years.

Asthemaintenanceofroadshasrecentlybeenquiteneglectedbecauseofthelackofpublicfunds,maintenanceworksareindemandmorethanever.Therefore,thenationalandfederalauthoritiesincreasinglyassignandcarryoutmaintenanceworks.
Thus,wehavebeenassignedtheten-deringandconstructionsupervisionofsixhighwayjunctionsintheRhine-MainregionbytheRoadAuthorityHesseMobilDarmstadt.Astheworkswillbelocatedonfederalhighwaysorhighlyfrequentedmotorhigh-ways,thetrafficrouteingduringtheconstructionworksandthealterna-tiverouteingwillbeafundamentalpartoftheproject.Intensivecoordi-nationwiththeauthoritiesinchargewillbenecessary,whichwillhavetobeagreedonconclusivelybeforethetendering.

FromMarch20�2tillJune�0th20��,thefirstconstructionperiodmainlyincludesseveralextensionsoframpsandthebridgeandareconstructionoftheroofoftheB9�.Thefinalextensionwilltakeplaceinasecondconstructionperiod.Theconstructionsiteextendstoap-prox.�,700mEast-Westandapprox.900mNorth-South.
Theconstructionworkshavetobeexecutedwiththeutmostconsid-erationonnatureandcountryside,astherearetaboozonesverycloseby(theconservationareaNottelow-landandtheconservationareaZühlowgrabenlow-land).ThefederalstateBrandenburg,representedbythestateutilityroadsBrandenburg,hasassignedBDCtheon-siteconstructionsupervisionoftheaddendumworksandtheservicesaccordingtotheconstructionsitelawSiGeKo.Inthefirstconstructionstage,fourcontractingsectionsaretobesuper-vised;theroadandbridgeconstruc-tions,theprotectionandcontrolequipment,themodificationsoftheengineeringstructuresandthesignalling.Therewillbevarioustrafficalign-mentperiodsaccordingtotheLSA

Thetotalcostoftheprojectwasapprox.7.5millionEuro.Theprojectsectionfillsthegapbetweentwoalreadyextended

Boththeearthworksandthedrainworkswerechallengingbecauseofthemixedsoiltypes.
Construction supervisionThechiefsitemanagementwastakenupbytheclient,theRoadsAuthoritySchwerin.ThelocalconstructionsupervisionwascarriedoutbyBDCwithengineerFabianVollandtwoconstructionsupervisors,whohadverytime-consumingfulltime-jobs,
astheconstructionworkstookplaceassix-dayweekswith�2-hourdayswhenevertheweatherallowedforit.Boththecoordinationofthedifferentlotsinshorttimeframesguaranteeingthehighestexecutionqualityandthepromptcoverageofthequalitycontrolswithout
hinderingtheconstructionworkswereespeciallychallenging.Theclient‘sdemandfortheexactaccountingoftheexecutedconstructionservicescouldbecompliedwithduetothepermanentpresenceontheconstructionsiteincludingextensivephotodocumentation.
Thecombinationofconstructionmanagerandconstructionsupervisorwasanidealconstellation,notonlyforthisconstructionsite,andithaslastinglyprovedofvalue.
Afteraconstructionperiodof�2months,inMay20��,theapprox.5.7kmextendedsectionofthemotorwayA��wascompletedforthenext50yearsatleast.Theteamworkoftheclient(SBA)andthecontractor(BDC)mayaswellbecalledperfect.
