RUPESH AMINMANAGING PARTNER, FORUM EQUITY PARTNERS

With over 20 years of experience in banking, private equity, and infrastructure development, Rupesh leads Forum Equity Partners’ Public Private Partnership infrastructure business. Rupesh is accountable for the origination, development, and equity deployment for Forum’s infrastructure assets, as well as overseeing assets under management.

Prior to joining Forum, Rupesh was Vice President of Infrastructure Development at Carillion Canada, where he was responsible for leading pursuit and development initiatives. In 2005, Rupesh was part of the pioneering team that created Infrastructure Ontario, developing the province’s initial $30 billion infrastructure pipeline and creating the model for the program. Infrastructure Ontario is still widely recognized as one of the most successful infrastructure programs, not only in Canada, but around the world. Prior to Infrastructure Ontario, Rupesh was a principal in a private equity group with a mandate to raise seed funding and invest venture capital for the incubation and delivery of technology projects.

JOEY COMEAUVICE PRESIDENT, CAPITAL SERVICES, ELLISDON

Joey Comeau is Vice President, Capital Services at EllisDon, a construction and services company with approximately 2,500 employees and $3.3 billion in annual work. EllisDon Capital Services acts as the developer and equity arm for EllisDon on P3 projects and has been involved in over 70 AFP/P3 projects since 2004. The projects have ranged in assets classes such as healthcare, justice, civil, water/wastewater and accommodation. Joey joined EllisDon

Capital Services in 2014 and subsequently has been directly involved in bidding and closing a number of successful P3 projects including the Edmonton Valley Line LRT, Eglinton Crosstown Light Rail Transit line, Saskatoon Civic Operations Centre, VivaNext BRT (DBF), Joseph Brant Hospital (DBF), and St.Thomas Lord Elgin DBF.

Prior to joining EllisDon, Joey spent eight years at an AFP/P3 private equity investment company as a Project Director and Financial Advisor on a dozen projects with an aggregate capital value of over $2 billion.

Joey currently heads up EllisDon Capital Services and is directing the group towards an increasingly active and prominent role on P3/AFP projects as part of EllisDon’s broader strategic initiative of delivering significant value for clients through trusted partnerships.

BRIAN KELSALLPARTNER, FASKEN MARTINEAU

Brian Kelsall specializes in corporate project finance with particular emphasis on public private partnerships and infrastructure development both internationally and domestically. He advises lenders, sponsors and investors in respect of projects in Canada and abroad in the infrastructure, energy, telecom, mining, oil and gas and power sectors.

Recent transactions in which Brian acted as lead counsel include advising the lenders on Infrastructure Ontario’s Eglinton Crosslinx PPP Project, advising the winning consortium on each of the US Pennsylvania Bridges Project, the US 36 Toll Road Project and the US State Street Development Project and advising the Canadian Federal Government on its Communications Security Establishment Canada Long Term Accommodation Project. Brian is a member of the Law Society of England and Wales and the Provinces of Ontario and Alberta.

He is recognized in Chambers, Who’s Who, Lexpert, Best Lawyers, Best of the Best and many other ranking publications as a leading practitioner in project finance and banking law, both in Canada and internationally.

ALINA OSORIOPRESIDENT & CHIEF EXECUTIVE OFFICER, AQUILA INFRASTRUCTURE MANAGEMENT

Alina is the President and CEO of Aquila Infrastructure Management (“AIM”). AIM currently has over $225MM of assets under management in the infrastructure asset class and has recently announced the creation of a new infrastructure platform with Fiera Capital. The newly-formed alternative investment company, Fiera Infrastructure Inc. will have invested and committed capital of over CAD$500 million.

Alina has over 20 years of experience in infrastructure and over 13 years of principal investing experience. Prior to establishing AIM, Alina led the infrastructure program at OPTrust with a capital allocation of $2.5 billion. In this role, she was responsible for setting strategic direction, oversight of investment strategies, acquisitions and the management of an infrastructure portfolio in excess of a billion dollars.

Prior to that, Alina served as the CEO of North America’s first unlisted infrastructure fund focused in both Canada and the US, the Macquarie Essential Assets Partnership (“MEAP”). Under her leadership, MEAP pursued and assessed numerous opportunities, completed five acquisitions and one divestment which resulted in strong investment returns for its investors.

In her role as Vice President at RBC Capital Markets, Alina provided financial advisory services for numerous equity and debt financing, mergers and acquisition and divestitures in the utility and infrastructure sector.

Through her role initially as an equity research analyst covering Canadian utility companies, followed by a senior investment banker in infrastructure, then a principal investor and finally, a portfolio strategist for a major Canadian pension fund, Alina brings a deep and unique perspective to infrastructure.

She has also been a member of the Board of Directors for corporations such as AltaLink, Aquarion Water, Thames Water, Toronto Symphony Orchestra, and STT Enviro Corp.

MARTIN STICKLANDSENIOR VICE PRESIDENT, PLENARY GROUP (CANADA) LTD

Martin has significant Alternative Finance and Procurement (‘AFP’) experience, both as a lender and as a Sponsor. He led the successful bid for the Waterloo Light Rail Project and has been involved in closing seven other transactions with Infrastructure Ontario. He is presently working on a number of AFP and P3 projects in Ontario, including the MacKenzie Vaughan Hospital and the expansion of Highway 427. Martin is based in Plenary Group’s Toronto Office.

GEORGE THEODOROPOULOSMANAGING DIRECTOR, INFRASTRUCTURE, FENGATE REAL ASSET INVESTMENTS

George Theodoropoulos joined Fengate in 2009. He is a partner of the Firm and manages Fengate’s infrastructure investment business. George is also a member of the Investment Committee of the Firm’s infrastructure funds.

Prior to joining Fengate, George was a Director with RBC Capital Markets and the head of its infrastructure advisory business in Canada. In this capacity, he played a lead role in advising RBC’s clients on structuring and arranging

financing for a number of major infrastructure projects. Prior to that, he worked for CIT Financial Group (and its predecessor firms) with a focus on project financing of power and infrastructure projects.

George holds an Economics degree from the University of Western Ontario with post graduate studies at McGill University and is a member of the Chartered Professional Accountants of Ontario.

JIM WIERSTRAMANAGING DIRECTOR, INFRASTRUCTURE, MACQUARIE CAPITAL ADVISORS

Jim joined Macquarie’s infrastructure funds and asset management division in 2005, with a focus on transportation infrastructure. During this time, Jim was responsible for asset management on a number of marquee files, including Highway 407 ETR from 2005-2007 and Dulles Greenway Toll Road from 2008-2010.

In 2010, Jim joined Macquarie Capital, the investment banking division of Macquarie Group. As part of Macquarie

Capital’s global infrastructure team, Jim has worked on a wide variety of high profile infrastructure M&A transactions in Canada and the US across the road, airport, power and utility sectors. Over the last 5 years, Jim has acted as sell-side financial advisor on the secondary sales of ten Canadian PPP assets, including Billy Bishop Toronto City Airport Pedestrian Tunnel and Surrey Pre-trial Services Centre Expansion, Sea-to-Sky Highway Improvement Project and the Southeast Anthony Henday Drive.

Jim has recently been appointed as Macquarie Capital’s Head of North American PPPs, with responsibility for Macquarie’s PPP financial advisory and development business in Canada and the US. Jim is also responsible for Macquarie Capital’s Canadian Infrastructure Sponsor Coverage team.

Jim received a Masters in Finance from INSEAD and is also a CFA Charterholder.
