Queries raised during work shop:
1. What is the procedure for authentication of a resident who is enrolled under the
exception category?
2. Which State Government Departments, other than Education Department have issued
notification under Section 7 of the Aadhaar Act.?
3. What is the procedure for posthumous cancellation of Aadhaar in case of a deceased
resident? CeG is approaching Health department for child enrolment. A similar
approach may be followed by UIDAI and / or CeG, with the Birth & Death Registry
department to identify a deceased person and to update the status in Aadhaar.?
4. Can Aadhaar be used to verify the unidentified dead bodies?(Representative from
Police Department has raised a concern that they have addressed a letter to UIDAI
towards making use of Aadhaar towards authentication/identification of the
deceased).
5. What if a resident gives physical consent and later claims that his signature was
impersonated and he/she has not provided the consent?Vice-versa, someone
intentionally without the knowledge of the Aadhaar holder might give a proxy
consent? How to handle the wilful misconduct and/ or signature theft?
6. Unavailability of Local language in tablet based enrolments?

c. Is there a provision for biometric using tablets?
d. How to address the Aadhaar seeding issues at bank level?
e. What is the maximum time required for update of Aadhaar related data.
f. Do the crippled and/or people who have 10 fingers but are not functional (ex: Leprosy
patients) qualify for exception based enrolment? If not how to enroll such people and
capture their biometrics?
g. A resident has uploaded his biometrics during the enrolment of his grandmother
because of which his Aadhaar is not being generated. Now his grandmother is
expired. What is the procedure for him to obtain Aadhaar with his biometric details?

a. How to Identify whether my aadhaar was used for authentication.
b. How to ensure my aadhaar data is tampered or not.
c. Notification mail on authentication is sent through mail., what about residents who
have not registered their mail ID's during enrollments.
d. How QR Code in the aadhaar letter will be useful. What data will it contain.
e. How private entities can use eKYC facility, is it not breach of security.
f. Local language lack in tablet based enrollments are causing issues.
g. Consent for every department and every scheme is a cumbersome and repetitive
task, can we not have one consent for all government schemes and departments.
h. Should Physical consent forms to be preserved, if yes till what period.

a. Foreigners who stay in India for very short period are also eligible to get aadhaar, is
there any provision where such aadhaar can be cancelled or suspended soon after that
individual leaves India.
b. Can aadhaar be generated at remote places where there is no network.
c. A photocopy of aadhaar letter is shared to the authorities as POI or POA, consent to be
collected from such residents or not.
d. How many departments in Karnataka have started accepting Digilocker documents as
proof.
e. How to enroll Old residents whose finger prints are not getting captured, such cases
cannot be considered as exceptions
f. How to enroll an orphan who has no documents as POI & POA.

Queries raised during work shop:
a. How to ensure right aadhaar is seeded without validation as most of the beneficiary
data is already collected.
b. How to enroll residents who doesn’t have any POI&POA
c. Authentication using finger print fails most of the time for residents who are very old
or have issues with hands, how to authenticate such residents.
d. Enrollments in Tablets are having following issues.
i. Introducer/Guardian based enrollments is not available.
ii. Local language is not supported.
iii. Remote locations doesn’t have connectivity, any offline application in tablet
based enrollments might increase the enrollment count.
iv. Parents who have already enrolled children are again enrolling such cases can
be avoided if any checking application is provided to WCD supervisors.
v. Certificates generated by UIDAI has wrong designations mentioned, how to
rectify the same.
e. How to update mobile number in aadhaar database using WCD tablets or any other
devices deployed at department offices.
f. AJSK centre’s are not assisting in updates or enrolments of children saying WCD
department is responsible for enrolment of 0-5 years population, How to address such
issues.
