Role of NCPs
National Contact Points (NCPs) play a crucial role in the Framework Programmes because:
• we reach out to the European research community in order to inform and raise awareness about the funding opportunities of the Framework Programmes,
• we advise and assist potential applicants in the preparation, submission and follow-up of grant applications,
• and we offer support during the execution of projects.
7th Framework Programme
FP7 has a total budget of over € 50 billion.
Any transnational research activities can
be funded within this programme Focuses on research at the "frontier of
knowledge", where risks are higher
Focused on supporting training, mobility and career development of European
researchers
Targeted at enhancing research infrastructures, promoting "Regions of

COOPERATION PRIORITIES
FP7 PROPOSED ACTIVITIES IN ENERGY
The Energy theme funds research activities in the following areas:
• Hydrogen and Fuel Cells • Renewable energies for electricity, fuel production, heating and cooling
(Photovoltaics, Biomass, Wind, Geothermal Energy, Solar Power, Ocean, Hydro) • CO2 capture and storage technologies for zero emission power generation • Clean Coal Technologies • Smart energy networks • Energy efficiency and savings • Knowledge for policy making • Horizontal Programme Activities (Future Emerging Technologies, Materials for energy applications)
International Cooperationin Energy Research FP7
• To promote the participation of third countries in FP7
energy theme through information; dissemination and
brokerage activities;
• To set up strategic partnerships with priority countries
based on scientific and or/technology excellence which
are of common interest and mutual benefit;
• To deliver win-win concrete results at operational level
• While supporting other EC policies
• FP5 (1998-2002): For the 1st time, opening to non EU country participation with very limited results
• FP6 (2002-2006): + a specific/separate programme (315 M€) entirely devoted to support International Cooperation in S&T and promote participation of non EU country in all thematic programmes including energy research
International Cooperation in the FPs to date
FP7 (2007 – 2013): A new approach to reinforce International Cooperation
A better integration in all thematic programmes including Energy with new specific mechanisms of implementation and corresponding rules for participation
A specific/separate International Cooperation programme (180 M€) to implement horizontal support and measures to international cooperation
An international dimension in the « PEOPLE » Specific Programme to foster international staff exchange
International Cooperation
THIRD COUNTRY PARTICIPATION TO DATE
Strategic Framework: SET-Plan
• The SET-Plan is a research and development strategy, targeting the energy sector.
• It was launched by the EU because economic growth, welfare and competitiveness of the EU will depend on the EU’s success in developing, deploying and competing in new low-carbon technologies.
• FP7 Energy actions should be viewed within context of SET-Plan and Support development of the SET-Plan
The SET-PLAN includes:
• The European Industrial Bioenergy Initiative• The European CO2 Capture, Transport and Storage Initiative• The European Electricity Grid Initiative• The Fuel Cells and Hydrogen (FCH) Joint Technology Initiative• The Sustainable Nuclear Initiative• Energy Efficiency – The Smart Cities Initiative• The Solar Europe Initiative• The European Wind Initiative• The SET-Plan Steering Group (SET-Group)• The European Energy Research Alliance (EERA)• The SET-Plan Information System (SETIS)
European Strategic Energy Technology Plan(SET-PLAN)
Energy Work Programme 2012
The European Information Day on the 2012 FP7 Energy Calls for Proposals will take place in Brussels on 7th July 2011.
The event will also be webstreamed. More details and the registration page can be accessed at

Energy WP 2012 – INTERNATIONAL COOPERATION
•“Opening” of all activities to International Cooperation
•Opening: all topics are open to the participation of applicants from third countries
•Targeted Opening: topics for which the participation of third countries or regions is explicitly encouraged
ICPC may be funded in general, while Industrialised countries only if specified in the work programme
The third country partner is in addition to the legal minimum consortium of 3 legal entities MS/AC for Collaborative Projects or of 1 legal entity MS/AC for Coordination and Support Actions
Energy WP 2012 – INTERNATIONAL COOPERATION
• Specific International Cooperation Actions(SICA)
• Topics for Collaborative Projects especially designed anddevoted to the international cooperation with targetedICPC
o Priorities for activities are identified through dialogueswith targeted ICPC and based on mutual interest andBenefit
o CP: at least 4 legal entities: 2 MS/AC + 2 ICPC
o CSA: minimum 1 MS/AC
Energy WP 2012 – INNOVATION UNION
A key objective of this Work Programme is to contribute to the implementation of the Innovation Union initiative.
The Innovation Union is one of the seven flagship initiatives of the Europe 2020 strategy for a smart, sustainable and inclusive economy. The Innovation Union plan contains over thirty actions points, with the aim to do three things:
make Europe into a world-class science performer;
remove obstacles to innovation – like expensive patenting, market fragmentation, slow standard-setting and skills shortages – which currently prevent ideas getting quickly to market; and
revolutionize the way public and private sectors work together, notably through Innovation Partnerships between the European institutions, national and regional authorities and business.
Energy WP 2012 - Highlights
Innovation Union aspects: this Work Programme is to contribute to the implementation of the Innovation Union initiative by enhancing the innovation potential of supported projects.
SET-Plan: it focuses on the implementation of the Strategic Energy Technology Plan (SET-Plan), the technology pillar of the EU's Energy and Climate policy. The SET-Plan Roadmaps specify the research and demonstration needs for the next decade to accelerate the market up-take of the most promising technologies in the areas of solar, wind, bioenergy, smart grids, CCS and smart cities.
Joint Actions: this WP launches for the first time a number of joint actions between the European Commission and Member States as well as Associated Countries SMEs: Participation of SMEs is explicitly encouraged in the following topics:
Biofuels from microalgae or macroalgae lignocellulosic biomass harvesting, storage and transportFuture Emerging Technologies
Energy WP 2012 - Highlights
International cooperation: All activities are open to researchers and research institutions from third countries and strong efforts are made to encourage them to seize this opportunity.Topics that have been specifically highlighted as particularly well suited for international cooperation with CSLF countries(Carbon Sequestration Leadership Forum) are:
Impact of the quality of CO2 on transport and storageFacilitating the deployment of safe stationary batteries.
Cross Thematic approaches:The Energy Theme collaborates with other FP7 Themes in the following topics:
lignocellulosic biomass harvesting, storage and transport (with the KBBE Theme) bio-based fuels for air transport (with the Transport Theme)planning and screening of city plans – ("Smart Cities and Communities")
Energy WP 2012 - Highlights
Socio-economic dimension of research: account should be taken of possible socio-economic impacts of research, including its intended and unintended consequences and the inherent risks and opportunities. A sound understanding of this issue should be demonstrated both at the level of research design and research management. Projects raising ethical or security concerns are also encouraged to pay attention to wider public outreach.
Gender dimension: all projects are encouraged to have a balanced participation of women and men in their research activities and to raise awareness on combating gender prejudices and stereotypes. specific actions to promote gender equality in research can now be financed as part of the proposal.
