Moving into adult services can be a daunting time, not only for the young person, but also for their parents and carers.

Ensuring that service users have every opportunity to make choices, gain independence and reach their full potential is at the centre of all we do.

This booklet has been designed to support you with information and guidance on some of the differences and questions you may have now that the young person you support is an adult.

There are four key areas where processes may be different. These are:

All About Support

Are agreed by the funding authority prior to placement. Hours are regularly reviewed with the funding authority at reviews. The long-term goals of the placement are dis-cussed. Hours may remain the same, decrease or increase according to the needs of the individual.

Hours

Shared HoursAre for the safety and wellbeing of all. Within shared hours, activities can be achieved without the need of observation and guidance.

Are specific to meet the needs of each individual. They are calculated according to the assessments carried out and the amount will vary from person to person.

Deputyship & Appointeeship

Deputyship: www.gov.uk/become-deputy/overviewAppointeeship: www.gov.uk/become-appointee- for-someone-claiming-benefitsIf the young person has the capacity to manage their own finances (assessed by Welmede) deputyship and appointeeship may not apply.

This is primarily paid via HB, which is applied for to the LA once the tenancy has been signed. HB is applied for by either the service user or the appointee, and must be submitted within one month of signing the tenancy.HB Covers the care, rent and eligible service charges. Ineligible service charges (personal heat & lighting) is payable by the service user.Welmede are happy to support you with this process. Contact us on 01932 571666

Welmede’s Financial Procedures

Under Welmede’s finance procedures an assessment will be completed to determine the young person’s financial autonomy.Welmede staff will provide finance support according to the level of autonomy.In line with the finance procedures, Welmede are required to audit all relevant finance records regularly.

Budgeting

The young person will be supported to develop a budget plan which may account for personal expenditure and a shared house kitty.

Everyone is believed to have capacity to make decisions unless it can be proved they do not.A person can be supported to make their own decisions.A person has the right to make an ‘unwise’ decision. A decision made on behalf of an individual who lacks capacity must be made in their best interests.Any best interests decision must take the least restrictive course of action.

Independent Mental Capacity Advocate (IMCA) is a service to support vulnerable people who lack capacity facing important decisions. Either Welmede or the LA will support the young person to source an IMCA.

Capacity will need to be assessed prior to moving in to determine who will sign the tenancy agreement.Either the deputy/power of attorney or young person must sign this.

Information Sharing

Confidentiality of other service users will always be maintained and information cannot be disclosed without their consent if they have capacity.Information relating to your child/family member will be disclosed as per the decision of the person in question should they have capacity.Input from the LA and an advocate may be necessary should information be requested of a person who lacks capacity.If appropriate, an information protocol can be devised in relation to an individual who lacks capacity.

SafeguardingProcedures

All allegations of abuse are reported to the local authority team. (link Surrey/West Surrey/Sussex/Croydon/kston?)Welmede have a safeguarding policy and procedure that all staff follow to report allegations, but the local authority safeguarding team will instruct Welmede on how to proceed with any investigation.

Police Involvment

If the allegation is of a serious nature the local police will be informed.The local authority safeguarding team will also give Welmede instructions on when the police should become involved dependent on the circumstances of the allegation.

Supporting

Welmede will support all service users involved in any allegations of abuse whether they are the victim of abuse of the perpetrator, during the safeguarding process.

Reporting

Welmede has a duty of care to report all allegation of abuse to the safeguarding team. If a family member has concerns or, suspect abuse these can be reported directly to the safeguarding team. (link?)
