Dear Colleagues,

On behalf of the World Economic Forum and the Consumer Industries Steering Committee, we are pleased to welcome you to the World Economic Forum Annual Meeting 2017 and the Governors Programme for the Consumer Industries. This Governors Briefing serves as our guide to the 47th Annual Meeting and is designed to help us make the most of a rich and diverse Davos agenda.

Responsive and Responsible Leadership is the theme driving this year’s Annual Meeting. The concept encourages us as leaders to rededicate ourselves to inclusive development and equitable growth, both national and global.

We continue to influence the Fourth Industrial Revolution, the focus of our Annual Meeting 2016 discussions, driving transformation to increase consumer well-being, advance environmental sustainability and create new value. Davos gives us a unique opportunity to come together as responsive and responsible leaders to shape the industry by engaging each other, the broader business community and government leaders.

This year’s Governors Programme gives us a chance to connect and review progress made in the System Initiatives (previously Global Challenges) of most relevance to our community: Shaping the Future of Food Security and Agriculture, Shaping the Future of Environment and Natural Resource Security, Shaping the Future of Health and Healthcare, and our newest System Initiative, Shaping the Future of Consumption. We will have a chance to hear from our fellow Governors who are leading multistakeholder efforts to minimize climate change, strengthen global food systems, develop tools to trigger long-term behavioural change towards healthier lifestyles and, more broadly, working to realize the Sustainable Development Goals. We will also have the opportunity to co-shape the System Initiative on Shaping the Future of Consumption, providing input to the relevant workstreams. Beyond the Governors Programme, we will continue to advance multistakeholder efforts around the prevention of non-communicable diseases through the Human-Centric Health Project.

Together, we will continue to progress on two new mandates emerging from our 2016 Governors Meeting. First, we agreed to focus on “re-imagining retail” as a critical transformation disrupting the industry. When we reconvene in Davos around the Future of Retail, we will share our findings on the evolution of the retail landscape, and engage in a dynamic discussion on this transformation’s critical implications for business and society. Second, last year’s call to action invited us to engage in an honest conversation around genetic modification. Following a scoping exercise to understand the key areas of tension, in Davos we will officially start the first of a series of multistakeholder discussions designed to encourage open dialogue and initiate a journey of co-creation around the role of bio-innovation in addressing society’s needs.

We invite you to read this briefing in advance of the Annual Meeting. Thank you for your continued engagement in the Consumer Community and we look forward to jointly shaping the industry agenda in Davos.

Responsive and Responsible LeadershipGlobal events this year have reminded decision-makers that the more complex a system, the greater a community’s concern about its future. The weakening of multiple systems has eroded confidence at all levels and, in the absence of innovative and credible steps towards their renewal, increased the likelihood of a downward spiral in the global economy fuelled by protectionism, populism and nativism. Meanwhile, the Fourth Industrial Revolution continues to drive the convergence of technologies and blur the lines between physical, digital and biological systems, requiring us to develop greater capacity to manage the systems underpinning our prosperity and security.

Responsive and responsible leadership – the theme of th Annual Meeting 2017 – entails a deeper commitment to inclusive development and equitable growth, both nationally and globally. Collaborative efforts in the 20th century yielded the norms, policies and institutions that served collectively as a protective system until recently. It is imperative to again shape such systems through more inclusive development efforts. Enhanced international cooperation and earnest multicultural dialogue are critical to advancing innovations for greater societal impact. The 47th World Economic Forum Annual Meeting therefore aims to rededicate leaders from all walks of life to exercise shared stewardship of those systems that are critical to our prosperity.

Key Updates from the World Economic Forum

World Economic Forum Center for the Fourth Industrial RevolutionIn October 2016, the Forum announced the opening of the World Economic Forum Center for the Fourth Industrial Revolution, based in San Francisco, California. It is scheduled to be operational in early 2017 and is dedicated to advancing global cooperation on the Fourth Industrial Revolution. The aim is to engage relevant stakeholders and develop shared principles, models and frameworks that will enable governments to adopt a more agile approach in their efforts to support the development and application of technology to global challenges.

System Initiatives

The challenges facing our societies today are all deeply enmeshed in complex ecosystems. Issues do not exist in isolation. And yet, most formal dialogue and cooperation occurs within specific issue domains and stakeholder groups, rather than across them. The World Economic Forum provides leaders with a platform to proactively focus on a future beyond their immediate environment and develop a forward-looking systemwide view in a world that is increasingly interconnected. The Forum’s 14 System Initiatives connect stakeholders within and across industries and regions so they can more effectively

Consumer Governors Transformation Session: The Future of RetailWednesday 18 January, 09.00 – 10.30

Congress Centre, Casanna

Retail is the largest private sector employer in the world and is experiencing massive technology-driven disruption. As the inaugural project of the System Initiative on Shaping the Future of Consumption, the Future of Retail (initiated in 2016) aims to deepen understanding on how the concept of retail and the way consumers shop will evolve over the next decade. Working with Accenture, the Forum has amassed a significant body of research to illuminate the key drivers of success that businesses will need to consider over the next decade. The Future of Retail session will facilitate a discussion among cross-industry guests, experts and public figures on the possibilities enabled by technological disruption. Furthermore, significant focus will be placed on the responsive and responsible leadership actions needed to address critical societal implications driven by this disruption and its effect on employment, communities and the environment.

Consumer Community: The Road AheadChief executives and chairs constitute the Consumer Industries Governors, who provide leadership, define the industry agenda and drive change. The Consumer Industries agenda – as defined by the Governors – is updated and shared regularly throughout the year. The agenda may include themes from related System Initiatives, global and regional events, cross-industry and pilot projects, and multistakeholder thematic meetings.

At the Annual Meeting 2016, the Consumer Governors identified three strategic pillars to guide industry transformation while ensuring positive outcomes for business and society: well-being, resource sustainability and technological disruption. The Industry Strategy Officers further built on the three pillars during their meeting at the Annual Meeting of New Champions. These themes will be explored in the 2017 Governors Programme and are woven throughout the Annual Meeting sessions in Davos, in particular those on the relevant System Initiatives. With Consumer Governors actively engaged in several System Initiatives, there is an active feedback loop between the industry and the Systems, helping to promote insight, catalyse industry action and drive operational transformation.

At each Annual Meeting, chief executives and chairs of leading Consumer Industries Partners are invited to take part in the Consumer Governors Meeting to focus on critical issues identified by the community and designed to generate impact at global and regional levels. The Consumer Governors programme in 2017 will comprise three sections: a traditional board-style meeting, and two sessions designed around priorities set by the Governors at the 2016 Governors Meeting: Biotechnology and the Future of Retail.

Community session, invitation-only

Shaping the Future of ConsumptionThe Fourth Industrial Revolution is transforming entire systems of production, distribution and consumption. Unprecedented levels of technological innovation are giving rise to new models of consumption. This transformation will create significant economic opportunity across developed and emerging economies with the arrival of new business and operating models. Navigating through the unchartered territories of digital disruption will give rise to key societal challenges that need to be addressed related to employment, skills, trade and urban–rural infrastructure.

The World Economic Forum introduced the System Initiative on Shaping the Future of Consumption in 2016. The objective is to assist the successful transformation of consumer-centric industries, enabling them to deal with the changing face of the consumer, new patterns of consumption and advancement of technology. The Future of Retail is the inaugural project of the System Initiative and will be discussed at the first Stewardship Board Meeting at the Annual Meeting.

This new System Initiative allows Forum Partners to shape global thinking around the over-arching question: How can technology transform models of consumption to drive long-term economic value, while ensuring a positive impact on society?

Stewardship Board Meeting: Shaping the Future of Food Security and AgricultureThursday 19 January, 15.30 – 17.30

Congress Centre, Casanna

Global food systems are complex and highly uncertain. The key uncertainties include the health of global trade and commodity markets, the impact of civil unrest and migration on agriculture, adoption of disruptive technologies reshaping food production, responses to diminishing water and other natural resources, and changing diets and demographics. Global leaders require a nuanced understanding of these uncertainties if they are to make informed, strategic and future-focused decisions.

In their annual meeting, the Stewardship Board for Food Security and Agriculture will discuss the actions and priorities required to strengthen global food systems. The interactive and informal dialogue will be enlightened by scenario mapping to explore the key uncertainties in the food system and the scenarios that could unfold by 2030. In addition, in light of these uncertainties, participants will ask what decisions should leaders take today to mitigate risks and pursue greater inclusivity, sustainability, efficiency and health in food systems?

Community session, invitation-only

Shaping the Future of Food Security and AgricultureThe World Economic Forum System Initiative on Shaping the Future of Food Security and Agriculture seeks to develop a long-term strategy and ways of working across the public and private sectors to achieve a 20% improvement each decade in food security, environmental sustainability and economic opportunity. The System Initiative engages more than 600 organizations to strengthen food systems and translate global-level commitment into action on the ground.

The System Initiative serves as an insight hub for future-focused knowledge exchange to strengthen food systems and build greater inclusivity, sustainability, efficiency, nutrition and health linked to the United Nations Sustainable Development Goals (SDGs). Particular attention has been devoted over the past year to collaboration and alignment on healthy diets and sustainable landscapes, in keeping with a mandate from global leaders emerging from the Annual Meeting 2016.

At the same time, the System Initiative works to promote ongoing, multistakeholder, country-led partnerships in 21 countries catalysed by the Forum’s New Vision for Agriculture (NVA) initiative. The NVA provides dedicated support through partnership facilitation and development, leadership engagement and best practice exchange.

Achievements in 2016

As part of its work on Strengthening Global Food Systems, the Forum is conducting a scenario analysis. Scenario analyses can help broaden perspectives on the alternative future environments in which today’s decisions might play out. The aim is to provoke and challenge leaders to think in new ways, provide new insights and motivate action to strengthen food systems. The work is guided by the question: How will food systems nutritiously and sustainably feed 9.7 billion people by 2050?

In consultation with global experts, partner companies and others, the Forum has identified two uncertainties that will profoundly influence the future of food systems: 1) the nature

of demand shift (encompassing both the nutritious quality of food and its environmental impact); and 2) the connectivity of markets (encompassing trade, market trust and resilience, and technological inclusion). The potential futures that this creates – “Survival of the richest”, “Unchecked consumption”, “Local is the new global” and “Open-source sustainability”– will provide a new mechanism that leaders can use to examine the decisions they make today and shape a more desirable future. The full scenario analysis will be launched in Davos.

Grow Africa: In 2016, Grow Africa moved to be hosted by the New Partnership for Africa’s Development (NEPAD), giving the network true African ownership. The network conducted a strategy review, which reaffirmed its focus on coordinating and scaling commodity value chains at country and regional levels. To date, Grow Africa has mobilized $10 billion in investment commitments of which over $2.3 billion have been realized, benefiting over 10 million smallholder farmers.

Grow Asia: Grow Asia is a multistakeholder partnership platform that aims to reach 10 million smallholder farmers by 2020, helping them access knowledge, technology, finance and markets to achieve the NVA’s objectives. In 2016, the network launched the Grow Asia Exchange, a digital platform for sharing knowledge and tools. The partners are also developing performance measurement indicators, including a greenhouse gas calculator.

NVA India: In 2016, NVA India launched a new partnership in the state of Andhra Pradesh that aims to achieve double digit inclusive growth. This new Andhra Pradesh partnership has already secured approximately $72 million in investment commitments. The Karnataka partnership, formed in 2015, has initiated five horticulture projects with a commitment of $1.5 million. The Maharashtra partnership was initiated in 2012 and, within three years, reached 500,000 farmers, improving their average income by 10–30%. In 2016, the government of Maharashtra introduced reforms to encourage greater competition in agriculture markets and encourage private sector investment. Given the state expansion, NVA India is now working towards establishing a local secretariat.

NVA Latin America: In Latin America, the NVA initiative has catalysed partnerships in Mexico and Nicaragua and will soon launch an additional network in Colombia. The Nueva Visión para el Desarrollo Agroalimentario de México (VIDA) partnership now has 18 member companies and is working with the Government of Mexico to mobilize support around four different value chains. In Nicaragua, 2016 saw the launch of the CultiVamos partnership, which aims to support sustainable and inclusive growth with the main focus on small-scale farmers. The Government of Colombia is prioritizing agriculture as a pillar of its post-conflict development strategy. In 2016, Colombia announced that it will join the NVA and strengthen private-sector engagement within the country’s agricultural development plans through Colombia Siembra, a national programme that focuses on expanding production of key commodities in new land zones.

System Initiatives Shaping the Consumer Industries

Shaping the Future of Environment and Natural Resource SecurityThe World Economic Forum System Initiative on Shaping the Future of Environment and Natural Resource Security seeks to break down traditional silos and foster new forms of cooperation and innovation across the public and private sectors. It brings leading experts and practitioners together in initiatives designed to achieve economic growth and combat climate change and other natural resource challenges.

Climate Change

With the Paris Agreement now in force, implementation will be the key to moving towards a low-carbon and climate-resilient economy. Action plans are needed to deliver the current Nationally Determined Contributions (NDCs) – the publicly outlined climate actions pledged by countries to reduce greenhouse gas emissions – and to further mainstream climate change considerations into the financial system, particularly capital markets. The climate programme at the Annual Meeting 2017 seeks to catalyse action and inspire collaboration among governments, businesses and investors in furthering these efforts.

The Global Water Initiative

The Global Water Initiative continues to build on its experience gained through forming action-oriented coalitions. These coalitions tackle water risk in growing economies and work to create stable, water-secure growth that will attract investment and create jobs. At the Annual Meeting 2017, the Global Water Initiative will explore the successes of the 2030 Water Resources Group (2030 WRG) – a global partnership working with over 400 partners across 10 countries on water projects and policies. The Annual Meeting will provide an opportunity to learn from past successes and apply this knowledge to new areas within the global water agenda and in support of wider water efforts, such as the United Nations and World Bank convened High-Level Panel on Water.

Discussions in Davos will look at how technology can help sustain marine resources through new global monitoring and governance mechanisms, focusing on the operating practices and transparency required to address Illegal, unreported and unregulated fishing, particularly regarding tuna.

Accelerating the Circular Economy

The World Economic Forum has collaborated with the Ellen MacArthur Foundation since 2014 to promote a series of business-driven innovations that will upscale the circular economy. The collaboration has successfully raised awareness of the circular economy’s economic and innovation potential and continues to explore solutions for unblocking systemic stalemates in global material flows, including plastics and organic waste. At the same time, the circular economy agenda has gained significant traction, with government, business and international organizations increasingly regarding it as a key building block in the drive towards a more sustainable and equitable society.

Shaping the Future of Health and HealthcareThe System Initiative on Shaping the Future of Health and Healthcare provides a unifying framework for health preservation and improved healthcare delivery. The initiative brings together stakeholders from the public and private sectors and catalyses opportunities to accelerate these goals.

Specifically, the System Initiative aims to improve the management of future epidemics, promote healthy behaviours, advance financial efficiencies and sustainability, and accelerate access to healthcare in emerging economies.

Human-Centric Health Project

Future success in responding to the threat of non-communicable diseases (NCDs) will require the evolution of a human-centric health ecosystem (HCHE), in which interactions among stakeholders produce individual and population-level health results along a continuum of care. Fundamental to the HCHE concept is its focus on the individual and his or her perceptions, intentions and behaviours. These influence personal health results which, in turn, ultimately drive population health. The needs and demands of individuals are at the centre of this ecosystem, and the environment in which individuals, families and communities live should enable healthier lives for all. The Human-Centric Health Project aims to provide a platform for traditional and non-traditional stakeholders in health to generate ideas and foster public–private partnership towards building cities where being healthy is the easiest and most affordable option for all.

Shaping the Future of Education, Gender and Work Technological change will have significant impacts on jobs, skills and gender gaps. The System Initiative on Shaping the Future of Education, Gender and Work aims to ensure that 9.7 billion people by 2050 can live up to their full potential by developing and deploying their talent for maximum benefit to the economy and society. Through regional skills projects and gender parity taskforces that aim to match education with the demand for skills, the System Initiative seeks to narrow economic gender gaps in selected countries and regions. In addition, through a series of dialogues, the System Initiative explores the impacts of technological disruptions and develops a common vision on key systemic issues within the context of the Fourth Industrial Revolution. These include transforming education ecosystems, advancing the care economy and facilitating the transition to a new world of work. The Annual Meeting 2017 provides an opportunity to engage public, private and civil society leaders in these activities and explore new ways to increase their scale and impact.

Shaping the Future of the Digital Economy and SocietyThe exponential growth in digitization and internet connectivity is the backbone of the Fourth Industrial Revolution and has the potential to propel societies forward, promote business innovation and help governments address legitimate policy concerns. Digitization is disrupting and transforming business, governments and society through new business models, new policy challenges and changing social norms. The aim of the System Initiative on Shaping the Future of the Digital Economy and Society is to cultivate a shared, trusted digital environment that drives inclusion, economic development and social progress.

Shaping the Future of Production The world is at the threshold of a new industrial revolution, characterized by a confluence of emerging technology breakthroughs, from mobile connectivity, artificial intelligence, the internet of things, next-generation robotics, 3D printing, wearables and genetic engineering to nanotechnology, advanced materials and biotechnology. These technologies, combined and connected, will transform manufacturing and production systems with unprecedented speed and scope, affecting business models, economic growth, employment and sustainability. Supply chains, businesses and policy-makers need to adopt new approaches and capabilities. They must work together to build truly innovative and sustainable production systems that benefit all people. Davos provides an opportunity to join ministers of industry and commerce from 25 countries and business leaders and experts from academia and civil society to shape the ways in which technology transformation of production systems can drive future innovation, sustainability and employment.
