Project Name: Expanding and Diversifying the National Systems of Protected Areas in the Philippines (EDNSTPAP) or New Conservation Areas in the Philippines Project (ICCAs)

Community Consultation/Barangay Assemblies (Pantikian, Talalang and Balbalasang

• Participated by 448 households composed of 272 male and 176 female

• The Banao tribe expressed their acceptance to the project through a resolution endorsed by the Sangguniang Bayan of Balbalan.

• Representatives from the DENR Regional and provincial offices assisted the CCAGG project facilitators during the conduct of the orientation meetings.

• Two representative from NCIP have

witnessed the conduct of meeting and

they talked about the Indigenous

Peoples Rights Act (IPRA).

• “O-od ji Banao, a Watershed Heritage of the Banao

Tribe” was written.

• The Banaos have their own traditional and

indigenous system of protection and conservation

of their communal watersheds, communal forests,

rivers and endangered plants and wild animals, rare

trees and critical resources that are within their

domain.

• It is called ‘Lapat’ or ‘Palit’ which means ‘prohibit’

or ‘regulate’ and according to them is a ‘legacy’

they inherited from their fore-fathers.

Capacity Assessment of

• The result of the assessment revealed that BBA is strong in terms of leadership and has established its organizational management structure.

• On the other hand, implementation of

its policies, systems and procedures is

weak.

• The organization needs more training

on financial management and

• Using the 3-D map, the community had located their Lapat areas and areas of significance to undertake the Resource inventory.

The lapat is divided into different areas (land-uses) as follows:

• A training workshop on GIS mapping was conducted with some technical staff from PAFID as resource persons.

• Produced the Banao ICCA maps finalized by DENR-CAR.

Use of traditional justice system in settling conflicts and other crimes (amicable settlement)

Opportunities:

Presence of technical and financial supports from FPE, UNDP, DENR, CCAGG and other

NGOs brought about by PMU coordination and collaboration.

Both tribe (Balatoc and Banao) have interest to settle their conflict regarding their

boundary.

NCIP’s assistance for Balatoc and Banao CADT application and as mediator in their

conflict settlement.

Full support from DENR-CAR, NewCAPP project management and other partners like

PAFID and CCAGG

Presence of boundary conflict with other tribes like Balatoc and Gubang.

Bad road conditions during rainy season causes delay in the implementation of

activities.

office of the Municipal mayor and Sangguniang Bayan

Acquisition of 2 units motorbikes provided by the project as service for the
