A two days was held at Roorkee during October 20-21, 2012. The Symposium was organized by Indian Society of Earthquake Technology (ISET) in collaboration with the Department of Earthquake Engineering, IIT Roorkee. This Symposium was sponsored/co-sponsored by CSIR, New Delhi; AERB, Mumbai; MoES, New Delhi; and NDMA, New Delhi. An exhibition of some earthquake recording instruments was arranged by M/s Toshniwal Brothers (Delhi), Pvt. Ltd., New Delhi.

engineering aspects. Networking with other organizations with similar mandate, for example, national/state disaster management/mitigation authorities, NGOs, etc. should be developed to effectively pursue common objectives. The Society should aggressively take up outreach programmes to directly connect with the general public and address their problems/concerns related to seismic safety issues.

· The Society should publish and disseminate essential earthquake safety tips for durable housing in its publications. The use of Information Technology should be increased for easy and rapid communication.

· The Society should look for developing appropriate content in vernacular languages with the help of its Local Chapters for promoting earthquake safety amongst the masses.

ndThe 32 ISET Annual Lecture was delivered on by Dr. Shailesh Nayak, Secretary, Ministry of Earth Sciences (MoES), New Delhi on Saturday, March 03, 2012 at Jamia Millia Islamia, New Delhi. Prof. H.R. Wason, President, ISET presided over the function. Prof. M.L. Sharma, Vice-President, ISET introduced the eminent speaker. The abstract is given below:

Tsunami is a system of ocean gravity waves formed as a result of large-scale disturbance of the sea floor that occurs in a relatively short duration of time. The Indian Ocean is likely to be affected by tsunamis generated mainly by earthquakes from the two potential source regions, the Andaman-Nicobar-Sumatra Island Arc and the Makran Subduction Zone. In response to the Indian Ocean Tsunami of December 26, 2004, India has established a Tsunami Warning System and has been operational since September 2007. The system comprises seismic systems, bottom pressure recorders, tidal gauges, coastal radars and warning centre supported by robust communication infrastructure. A database of pre-run scenarios for travel times and run-up height has been created using Tsunami N2 model. At the time of event, the closest scenario is picked from the database for generating advisories. The information on sea level data enables confirmation or cancellation of a tsunami warning. Tsunami bulletins are then generated based on decision support rules and disseminated to the concerned authorities for action, following a standard operating procedure. The criteria for generation of advisories (warning/alert/watch) are based on the tsunamigenic potential of an earthquake, travel time (i.e. time taken by the tsunami wave to reach the particular coast) and likely inundation. The Tsunami Warning Centre has successfully monitored and reported more than 200 earthquakes of larger than 6.0 magnitude uptill now. The most notable was the M8.4 Earthquake of September 12, 2007 near Indonesia that eventually triggered a minor tsunami in the Indian Ocean. The Indian BPR network got triggered in to the Tsunami Response Mode' for this earthquake and the real time observations matched- very well with the model outputs. This afforded the validation of the end-to-end system, which performed as designed.

DECLARATION BY THE INTERNATIONAL ASSOCIATION FOR EARTHQUAKE ENGINEERING ON THE SENTENCING OF SEVEN SCIENTISTS IN ITALY OVER ACCUSATIONS OF HAVING MADE A FALSELY REASSURING STATEMENT BEFORE THE L'AQUILA EARTHQUAKE IN 2009

We are deeply shocked that seven scientists who were members of the National Commission for the Forecast and Prevention of Major Risks have been sentenced to prison terms for having provided “inaccurate, incomplete and contradictory” information about the danger of the minor tremors felt ahead of 6 April 2009 M6.3 earthquake, leading to the deaths of some 300 persons in and around the historic town of L'Aquila in central Italy.

While we have not examined the wording of the court's decision we must take a stand on what we believe is a flawed judgment that might have a negative impact for the future. Earthquake science is not a magical tool that allows anyone to state with any degree of credible reliability when and where an earthquake with a prescribed size will occur because earthquake occurrence does not conform to a simple and coherent pattern. The interpretation of minor foreshocks to state whether they herald a major earthquake to follow has yet never been done, except in the imagination of publicity seekers with no scientific credentials or on account of pure coincidence. The seven defendants are all well known in their respective professional fields, and enjoy the respect of their peers. We feel that justice has been poorly served, and a dangerous precedent has been established with the verdict. N responsible scientist will henceforth dare to risk his professional reputation (not to mention personal well-being) by interpreting signals of activity from volcanoes or possible effects of hurricanes. Forces of nature usually do not lend themselves to easy forecasts, and most are inherently unpredictable.

The communication of risk to the public in a way that it can be easily understood is one of the most difficult challenges facing science and technology. The loss of life that occurred in L'Acquila was tragic and regrettable, but that is attributable to many other causes besides the statement undersigned by the defendants, and the variability of the ground motions that attacked those buildings. The aftermath must not be allowed to turn into a spectacle calling for false culprits to punish in the interest of appeasing the public outrage. Instead, we must draw the right lessons so that there will be no victims in the future in this type of a preventable disaster.

OBITUARY

Members of the Indian Society of Earthquake Technology express their profound grief and sorrow over the sudden demise of Dr. A.N. Tandon on 05.11.2011. Dr. A.N. Tandon was a Honorary Fellow (HF-01) and was President of the Society during the year 1968-69. He had a keen interest in activities of ISET, Earthquake Engineering and Engineering Seismology. Dr. Tandon started his career as a lecturer in Physics at University of Allahabad in 1937. Later in 1942 he joined the Indian Meteorological Department. He was Member of many important committees relating to Seismology and Geophysics appointed by the Govt. of India. He was member of several important professional Societies. He published many research articles in National/International/ Journals/Conferences/Symposia.

All the reporting items are given in the Annual Report of the Secretary (see item 41.5), therefore duplication is not repeated here.

41.4 Considered the Annual Audited Report of Accounts of the Society for the year ending March 31, 2011 as approved by the Executive Committee and the same was approved by the General Body. A copy of annual report is enclosed in Annexure-I.

41.5 Considered the Annual Report of the Secretary for the period December 18, 2010 to March 02, 2012 as approved by the Executive Committee and the same was approved by the General Body. A copy of annual report is enclosed in Annexure-II.

41.6 Considered the issue of distribution of e-copies of the ISET Journal to individual members as recommended by Executive Committee. It was resolved that e-copies of the ISET Journal from March 2012 issue onwards be mailed to all individual members instead of hard copies. Print copies on specific request with advance payment for the entire volume/special issue/single issue as per prevailing rates for annual subscription shall also be available. Author be given hardcopy without charge. It was further resolved that all individual members be requested to provide their correct e-email addresses.

41.7 Any other items:ØWith regard to backlog of ISET Journal, members suggested that papers be uploaded on-line after proof checking and

page numbering and e-copy be given to authors. It was decided that the matter shall be discussed with the Editor and action as feasible shall be taken.

The society put on the record thanks and appreciation for ISET Delhi local chapter for making all the arrangement and st nd stefforts for organizing the 171 EC meeting, 32 Annual Lecture and 41 AGM held on March 03, 2012. Particularly we

are thankful to Dean, Faculty of Engineering & Technology & Chapter's Chairman Prof. Khalid Moin and Secretary Dr. Rehan Ahmad Khan for all the excellent arrangements at Jamia Millia Islamia, New Delhi.

2. Audit ReportThe Report on the Accounts of the Society for the financial year 2010-2011, audited by M/s Vikas Khanna & Co., Chartered Accountants, Roorkee, was approved by the E.C. in its meeting held on November 18, 2011. It may be noted that in this financial year, the total capital fund of the Society has significantly increased from Rs. 37,88,647.00 to Rs. 42,07,520.00. The excess of expenditure over income during the financial year was Rs. 19,427.00.

3. PublicationsThe June 2009 issue and September-December 2009 combined issue of the ISET Journal have been printed. The March 2010 issue and June-December 2010 combined issue of the ISET Journal is in proof checking. The March 2011 issue of the ISET Journal are being processed

8. Website of the SocietyThe new ISET website has been designed with the best efforts of Mr. Vijay Namdev Khose, E.C. Member, ISET & Research Scholar, Department of Earthquake Engineering, IIT Roorkee. The URL for website is www.iset.org.in. The Website was launched by Prof. Prem Krishna on Feb. 14, 2012 in a function at Roorkee.

9. ISET Golden Jubilee SymposiumAs the Society shall be completing 50 years of its service in 2012, the Society shall be organizing 'ISET Golden Jubilee Symposium' during Oct. 20-21, 2012 at Roorkee, in collaboration with the Department of Earthquake Engineering, IIT Roorkee. The First Circular of the ISET Golden Jubilee Symposium (ISETGJS-2012) has been dispatched to all the members. The important dates are as follows:

10. Birth Centenary Celebration of Late Prof. Jai KrishnaDepartment of Earthquake Engineering and Indian Society of Earthquake Technology jointly organized a function to mark the Birth Centenary Celebration of Late Prof. Jai Krishna, 'A Legend of Earthquake Engineering'. The function was held on February 14, 2012 at Jai Krishna Hall, Institution of Engineers (I), Roorkee Local Centre, IIT Roorkee. A quiz and panel discussion was also arranged.

th11. 14 Symposium on Earthquake EngineeringthThe Indian Society of Earthquake Technology was co-organizer of the 14 Symposium on Earthquake Engineering jointly with

the Department of Earthquake Engineering, Indian Institute of Technology Roorkee. The Symposium was held from Dec. 17-19, 2010 at IIT Roorkee.

12. Financial Assistance by DSTThe DST has released a sum of Rs. 1,25,000/- towards printing expenses of the ISET Journals & News Letters and their circulation for Financial year 2011-2012 in place of 2010-2011. However, a letter was sent to DST for sanction of an additional grant amounting to Rs. 75,000/ due to increased cost of printing of the ISET journal. Response from DST is awaited.

13. Financial Assistance by AICTEA proposal has been sent to AICTE, New Delhi for financial assistance of Rs. 3,00,000/- for printing expenses of the ISET Journals & News Letters and their circulation, Computer/ accessories and Contingencies and consumable expenses for the year 2011-2012. Response from AICTE is awaited.

14. Membership FeeThe Society received a sum of Rs. 2,88,300.00 in the financial year 2010-2011 in the form of fee for various categories of membership of the Society.

15. Activities of Local Chapters

·Amravati Local Chapter

The new Chairman, Secretary and Members of the Amravati Local Chapter have been re-elected on 25.09.2011. The new Office-Bearers are as follows:

v) Slide show presentation on “Practice of Earthquake Resistant Building Construction” at N.S.S. Camp at Bodna Village organized by Govt. Industrial Training Institute, Amravati for Mason, Draughtsman Architect Trade students on 23.10.2010

·Delhi Local ChapterISET Delhi Chapter and Department of Civil Engineering, Jamia Millia Islamia organized a one day workshop on 'Seismic Assessment and Safety of Structures'. The workshop was held on March 13, 2011 at Faculty of Engineering & Technology, Jamia Millia Islamia, New Delhi.
