Dear Sir, This is in continuation of our letter No. IITD/R/2018/LSUQ/AREG/195198 dated July 24, 2018. The additional information please, find the requested information below. (a) Whether the government has set up “Centers of Excellence” for technological development in order to

make the Indian Capital Goods Sector globally competitive; Response: Yes. (b) if so, the details thereof; I : Smart Manufacturing Research Response: Under the “Scheme for “Enhancement of global Competitiveness of Indian Capital Goods Sector” of Department of Heavy Industry, Government of India as indicated in Notification No. 7/6/2011- HE&MT dated 5.11.2014 published in the Gazette of India (Extraordinary) Part I, Section 1, No.264, as per component 4.11.2, a Common Engineering Facility Center (CEFC) for Industry 4.0, known as a SAMARTH (Smart Advanced Manufacturing and Rapid Transformation Hubs) Udyog at IIT Delhi has been approved on 9th Aug 2017. IIT Delhi has been directed to execute the project through formation of a Special Purpose Vehicle (SPV). Government of India grant will be utilised by the SPV towards the cost of establishing a Cyber Physical Lab for Smart Manufacturing Research at IIT Delhi, Hauz Khas campus and a full-fledged Cyber Physical Factory at IIT Delhi Sonepat Campus and also for rendering services like 1) Awareness Building, 2) Prototyping, Simulation and Testing services, 3) Consulting Services, 4) Site integration Services, 5) Education and Training, 6) Skills Certification, 7) Job work, 8) Research to promote innovation and adoption of Industry 4.0 solutions in order order to make Indian industries more globally competitive in Capital Goods Sector. IIT Delhi along with Automation Industry Association incorporated a SPV in the name of “IITD-AIA Foundation for Smart Manufacturing” as a Section-8 company on 29-11-2017 to execute the project. (c) The funds allocated and utilized by the government for setting up these centers, Centre and State-wise; Response: Government of India grant of Rs. 19.40 crore (Rupees Nineteen Crore Forty Lakh only) has been sanctioned to IIT Delhi for the project till FY 2019-20. First installment of Rs. 1.16 Crore (Rupees One Crore Sixteen Lakhs only) has been credited to SPV account on 28-Mar-2018 against industry contribution of Rs. 29 Lakhs in Cash. Out of the first installment of Grant Money, ~ 15% has been utilized during Apr – July 2018.

(d) Whether the government is planning to organize training programs besides R&D to educate people in professional skill sets; and Response: Yes. (e) If so, the details thereof? Response: Short-term education and training courses will be offered along with on-line learning and assessment tools to educators and users on a chargeable basis. All the 12 smart manufacturing technology streams will be covered in the training. Following training activities are committed in the approved project proposal at IIT Delhi to educate people in professional skill set.

infrastructure and research, to double the fee for its research and post-graduate courses in the name of earning Institution of Eminence (IOE) status, and if so, the details thereof;

Ans. 1. Raising of fee for PG students has got no specific linkage with IoE. IoE funding is in respect of certain activities with specific objectives. In fact this fee revision happened from Academic Year 2018 even before IIT Delhi was granted the status of IoE. 2. It is learnt that as a matter of policy, the Ministry has decided to go for HEFA soft loan for infrastructure development instead of grants under OH-35 etc.. All new buildings including Hostels and academic buildings, purchase of equipments etc. are being undertaken through

HEFA loans and these loans principated for Institutions like IITs have to pay back in 10 years. The implications on the Institutions is to increase our Internal revenue so that the same can be comfortably processed and paid back in the next 10 years. This necessitated revisiting all the fee and other users charges to strengthen internal revenue generation of the Institute.. 3. It is learnt that Undergraduate fee is common across all IITs and is decided by the IIT Council. It stands at Rs 1.00 Lakh per semester with concession/waiver ranging from 33% to 100% for students from economically weaker sections. 4. On the other hand Postgraduate fee is very low (continues to be done, so even after revision) and had not been revised since long. Further the fellowship paid to PG students have been substantially revised during this time. It is to note that all full-time M.Tech/M.Des. students get Rs 1.5 Lakh per annum as assistantship and even the revised fee is only Rs 20,000 per annum. The fee circular dated 01-10-2008, 28-11-2015 and 04-05-2018 before and after the revision are enclosed, which indicates fee. 5. It is to note that fee is still nominal and after revision still amounts to near subsidization of PG studies at IIT Delhi. Further, to avoid hardship to enrolled students the revision has only been implemented for the new students, joining from the programme from July 2018 (Semester I, 2018-19). c) whether any other IIT in the country having the same status is also doing the same andif

Ans: The discussion is in the final stage of setting up a Centre of Excellence in Artificial Intelligence. The complete research support for the COE will be provided by funds received from different industry. which will be used to carry out research related to the application of artificial intelligence in different fields of interest to industry.

(b) whether lIT Delhi has plans to promote data driven researches through AI; (c) if so, the details thereof;

Ans: (b&c) : A number of faculty members at IITD are involved in research related to data analytics, machine learning etc. The research in these areas is supported by various program of Government funding agency. The objective of the CoE on AI will be to direct these research activities towards solving industry related problems and issues.

(d) the modalities and methods of operations/functions of proposed AI; and

Ans: Under the CoE activities, proposals are invited from faculty of IIT Delhi in the research areas of interest to CoE. The proposals are reviewed by Advisory Committee and the selected proposals are supported by the research funds of the CoE. The main function of the CoE is to carry out research in the subject area of direct interest to industry and society, involving training programs for students and industry professionals and organize hackathons to involve students in research and innovation activities.

(e) the time by which AI would be functional?

Ans : There is no clear tipping point when one can claim that AI is now functional. AI, including techniques

developed at IIT Delhi, is already somewhat functional in a variety of domains with different degrees of success. However, the field is one of continuous and endless development, and we expect AI to become more effective as further research breakthroughs happen.
