NOTICE INVITING TENDER

Sealed tenders under two-bid system (Technical and financial Bid) are invited latest by

22.2.2016 up-to 4.00 p.m for the following work in IIPA campus.

1. Modular furniture/work stations including storage space in the sections in office

building.

Tender documents on payment of Rs. 500/-(for each tender) through cash/ Bank Draft

can be obtained from the office of Executive Engineer, IIPA from 16.2. 2016 to 22.2.

2016 on all working days up-to 3.00 p.m.

Tender documents can also be down loaded from website www.iipa.org.in and can be

used for filing the tender, provided the cost of tender form i.e. Rs.500/- is enclosed with

the earnest money through bankers cheque /Demand Draft drawn in favour of Indian

Institute of Public Administration, New Delhi. The last date for receiving the completed

tender along with all the testimonials and EMD is 22.2.2016 by 04.00 p.m.

TENDER NOTICE

Modular furniture/work stations including storage space in the sections in office building.

The Director, Indian Institute of Public Administration, New Delhi, an autonomousbody under the DoPT, Govt. of India primarily engaged in research And impartingtraining to Senior and Middle level Officers of the Central & States Governments andthe Officers of the Public Sector Undertakings etc. in the area of Public Administration,invites sealed tenders for providing and supply of Modular furniture/work stations including

storage space in the sections in office building from the established and registeredagencies fulfill the conditions as per eligibility criteria .

The General conditions for submitting the tenders are as follows:1. Submission/Opening of the tenders:

The tenders in sealed cover containing three separate envelops i.e. (1) The

earnest money deposit (2) Technical bid (Appendix ‘I’) along with required

testimonials and (3) Financial bid (Appendix ‘II’).must be submitted latest by 3.00

P.M. on 22.02.2016 addressed to the Registrar, Indian Institute of Public

Administration, I.P. Estate, Ring Road, New Delhi 110002. The duly sealed envelop

of the tenders should be prescribed “Tender Document for Modular furniture/work

stations including storage space in the sections in office building. The technical bids of

only those firms shall be opened who have submitted the required EMD, in

presence of the representatives of the firms. The Financial bids will be opened

only in respect of qualified technical bidders’. The dates and time of opening of

bids will be informed to the bidders telephonically in advance. The decision of

the Authorized Committee for Opening and Evaluation of Tenders constituted by

the Director, IIPA shall be final and binding in this regard. Financial bid will be

opened in the presence of the tenderers and/their representatives who wish to

be present.

2. Tenders are not transferable.

3. Each Tender must be accompanied by a Bank Draft of Rs.1,00,000/- from aNationalized/Reputed Pvt. Bank (Bank Draft of Cooperative Banks not acceptable)drawn in favour of the Indian Institute of Public Administration, payable at New Delhi inseparate envelop as earnest money. This amount will be refunded without anyinterest in due course to the unsuccessful bidders. Tenders not accompanied byearnest money shall be summarily rejected.

4. The earnest money of successful bidder will be forfeited if he does not fulfill any ofthe following conditions:-

a) Furnishing of interest free Security Deposit for 10 % of total tender cost bymeans of a Bank Draft of any Nationalized/Reputed Pvt. Bank, exceptCooperative Banks, in favour of Indian Institute of Public Administrationpayable at New Delhi within 3 days of the receipt of letter awarding thecontract.

b) To comply with all the terms and conditions of the award letter andagreement

5. Date of the start of the work will be treated from the 3rd day of the letter ofaward and the supply and erection should be completed up-to 25thMarch, 2016 in any case without fail.

a) If the work is not completed by the stipulated date, penalty @.01% perday of the awarded amount will be imposed.

6. The tenderer would furnish all information and documents as mentioned in thetechnical bid (Appendix ‘I’) in a separate envelop duly signed and stampedalong with the Financial Bid and EMD in separate envelopes. E.M.D. should be inseparate envelop with Technical Bid.

7 Only those tenders/contractors who meet all the terms and conditions in allrespect should submit their tenders after perusing the enclosed terms andconditions.

8. Visit to the site can be arranged before submitting the tender, if so desired by thetenderer.

9. The Director, IIPA has the sole right to fix or modify the date, time and venue foropening of the tenders.

10 No counter conditions or deviations from the terms and conditions of Tender

Document should be included in the tender submitted by the tenderer. Such

tenders will be summarily rejected.

11 The Director, IIPA reserves the right to reject the lowest tender or any other tender

or all the tenders and /or to accept any tender either in whole or in part without

assigning any reason whatsoever and to annul the bidding process at any time

prior to award of contract without thereby causing any liability to the affected

bidder or bidders or any body else.

Eligibility Criteria (Document of evidence to be provided)

The applicant should meet the following minimum criteria for pre-qualification:-

1. The manufacturers financial turnover during the last three years should beat-least 5 Crores (C.A. certified copy to be submitted).

2. The manufacturers own manufacturing unit should be in running since fiveyears along-with the following documents/certificates:-

a. Company Registration/incorporation Certificateb. Excise Registration Certificate with latest challan/Return.c. Vat/Tin Registration certificate with latest Challan/rReturnd. Factory act license.e. P.F. and E.S.I. registration certificate with latest challan/ Return.f. NOC from State Pollution Control, Board for Air and Waterg. ISO 9001:2008, 14000:2004 and 18000:2007

3. The dealers financial turnover during the last 3 years should be at- leastone Crore (C.A. certified copy to be submitted).

4. Dealers should have the following documents apart from the abovedocuments.

I. MOU with original manufacturer and certificate of dealership.II. Company registration/incorporation certificateIII. VAT/Tin Registration Certificate.

5. The Principal manufacturer should have following machinery/equipmentsand process for producing quality product ( An affidavit dulynotarized that they have the above mentioned in their unit/units to besubmitted). .

A. For steel Products:-I. C.N.C. bending machine for perfect bending/folding of sheet.II. In house Powder Coating FacilityIII. IN HOUSE 7-Tank phosphate process for pre-treatment of steel (size of

tank should be such that complete article can be treated in one goi.e. size should bigger than full steel storage.

IV. MIG welding machine.V. Other machines like power press etc.

B. FOR PRE LAMINATED/WOOD PRODUCTSI. Beam saw/sliding table saw.II. Through feed computerized edge banding machineIII. C.N.C. Router/Machining CentreIV. Multiple Boring MachinesV. Post forming MachineVI. Laminate Pressing machine with hot process.

6. The firm should submit an affidavit duly notarized that they have notabandoned any work of Union Govt./ State Govt./ PSU’s etc. duringthe last five years. They should also submit an affidavit that theyhave not been blacklisted, debarred, declared non performer orexpelled by Union Govt./ State Govt./PSU’s.

7. FINANCIAL CAPALILITIES:- The applicant should submit AuditedBalance Sheets for the last three financial years i.e. 2012-13, 2013-14and 2014-15.

8. The applicant should not have incurred any loss during the last fiveyears ending 31st March 2015.

9. The purchase committee can visit the manufacturing unit of bidderto assess the capability and production capacity and verify theplant and machinery installed.

Low Back Chair

Providing and placing of Workstation chair chairs, the

seat and back shall be made up of 1.2 cm. thick hot-pressed plywood, upholstered with fabric and

moulded polyurethane foam, together with moulded

seat and back covers. The polyurethane foam is

moulded with density = 45 +/- 2 kg/m3 and hardness =

20 +/- 2 kg. on Hampden machine at 25%compression. The seat & back cover is injection

moulded in black co-polymer polypropylene. The one-

piece armrests are made of black integral skin

polyurethane with 50-70 shore ‘A’ hardness andreinforced with M.S. insert. The pedestal is injection

moulded in black 30% glass-filled nylon and fitted

with 5 nos. twin wheel castors. The twin wheel

castors are injection moulded in black nylon. Chair shall

be upholstered in fabric of approved shade.

Modular Partition Specifications

75 mm t h i c k all Aluminum Modular Partitions for Worksta t io ns

Integrated low height modular partition systems shall be made out of powder coated extruded

aluminum framework having vertical member of 1.4 mm thickness with facility to incorporate

12 mm thick PLPB/glass white board tiles on both the sides. All verticals shall have threads on ends

for fixing the horizontal member on the top which shall be made out of Powder coated extruded

aluminum sections, having sheet thickness of 1.4 mm with hollow space inside for

data/computer/telephone wiring to pass through it to avoid the static current caused by electrical wiring

& outlets in the systems. Partition frame work shall have bottom horizontal member made out of

extruded aluminum sections with rounded side edges & have the inbuilt facility to hang wires. Vertical

& horizontal members of framework shall be joined together With the help of Allen-key nuts bolts for

greater rigidity & strength of the system. Each framework shall be having height level adjusters made out

of MS Rod with rubber shoes, placed under each vertical member of frame for better adjustment on

uneven floors. Bottom of framework shall have raceways made out of aluminum and to be fixed at the

bottom. Partition framework shall be covered on both .sides using 12 mm thick pre-laminated particle

board/fabric board using fabric @ 150/-per meter/glass board using 8 mm thick float glass panels/6 mm

thick double wall polycarbonate sheet. These panels are fixed to the frame work using extruded

aluminum tops & and trims to conceal the comers of board panels to avoid the breakage in the longer run

of usage thus making partition system thickness as 75 mrn. Modular partition panels shall have separate

raceway panels made out of extruded aluminum section duly powder coated for data i electrical

switches/sockets. (The system is tile based and tile is openable without removing tile trim).

B. General Conditions

1. The supply and erection of furniture and storage space including partitions is to

be executed strictly as per the specifications provided in the schedule of

quantities/ specifications enclosed and drawing enclosed with the tender

document or any modification/addition made or approved by the

Engineer-in-charge.

2. The date of start of work will be treated from the 3rd day of the letter of award

and the work is to be completed by 25th march, 2016 without fail.

3. For any delay beyond the date of completion on part of the contractor, penalty

clause will be imposed.

4. Penalty equal to .01% of the contract amount will be recovered per day, delay

beyond the date of completion, if there is a un-justified delay on part of

contractor.

5. A part of the work can be curtailed or added at any time with the approval of the

competent authority and the party is bound to execute the work on the same rates and

within the stipulated time or to agree with the curtailing of the work.

6. The rates/ amount quoted in the financial bid should be inclusive of all taxes, levies

and freights etc. unless otherwise specified by the bidder in the financial bid. No

extra amount on account of any taxes, levies or freights will be paid to the firm.

7. The Institute will not be responsible for any enhancement in taxes, levies, freights,

labour wages or material/ raw material after the submission of tender/ award of

contract due to any market or statutory enhancement.

8. The successful bidder has to deposit a performance security equal to 10% of the

awarded amount with the Institute in the shape of a demand draft or bank

guarantee from any nationalized or reputed private bank (except co-operative

banks) within 3 working days from the award of the contract . If the

performance security is not deposited in time the award will be cancelled and

the next lowest firm will be considered.

9. The defect liability period/warrantee period is 24 months from the date of

completion of the work certified by the Engineer-in-charge

10. The contractor shall not sub contract any part of the work or whole work in any case

11. The material used for the preparation for the furniture/items should be of specified

brand/manufacturer and should be got approved from the Engineer-in-

charge/Institute. A sample of each item to be supplied and erected should be got

approved from the Engineer-in-charge/ Institute.

12. The storage of the items before and after delivery before erection at the required

place to the Institute is the responsibility and risk of the contractor. The Institute will not

be liable for any risk during transportation of the material/items due to any natural or

untoward incident.

13. Proper packing and wrapping of the furniture/items from the workshop up-to the

erection is the sole responsibility of the contractor, the Institute will not be held

responsible for any damage due to lack of packing/ wrapping during transportation

and erection.

14 The contractor will submit a plan for the delivery and erection at site to the Engineer-in-

charge and implement the same as per the instructions passed on/ programme given

to him by the In-charge. The work should be carried out in a manner causing least

disturbance to the office and in consultation with the Engineer–in-charge.

15. Full and final payment will be made after the successful completion and installation of

work and duly certified by the In-charge of work.

16. If any dispute or different of any kind what-so-ever arises in connection with or arising

out of this contract, before its commencement, progress of work, termination, breach

of the contract it shall, in the first instance shall be communicated by the contractor in

writing to the Engineer-in-charge. All possible efforts would be made by the parties to

sort out and resolve all such matter of dispute/ differences amicably and decision of

the competent authority in all such disputes and differences will be final.
