2014 has already provided
huge opportunity for thePV industry, with the first
750MW of the NSM Phase II
being allocated and the next
750MW set to be announced
in the coming months. Phase
II was introduced with a new
government policy called the
Viability Gap Funding (VGF)
Scheme and a Domestic
Content Requirement (DCR)
category for the very first
time.
Such reforms show that
the industry is constantly
evolving, but also raises
questions: Should there be a
fixed feed-in-tariff for solar
projects? And is the domestic
manufacturing sector mature
and competitive enough to
build a 100% local supply
chain?
Phase I of the NSM provided
a steep and invaluablelearning curve for the CSP
industry in India. From the
accuracy of DNI readings to
the realities of the bidding
mechanism, both the policy-

operational Fresnel power
plant in the world.
