1) Hired a contractor to patch, paint and make rent ready Apt # 1 2) Signed the Deferment paperwork for INCA LLC Apartments on July 1, 2013 with USDA.

Now we are on a 20 year deferred payment.

Monitoring 1) OHFA Monitoring on Contract 1348 HOME 10 is still in non-compliance due to working

with Ms. Harris in Pontotoc to do a probate on her estate and get the Home Owner Occupied Rehab House that INCA built for her and her husband (who passed away during construction) into Ms. Harris’s name. Ms. Harris is working with Legal Aid and INCA to resolve this issue.

Proposed Grant Applications 1) 2013 Emergency Solutions Grant - Homeless Prevention and Rehousing Assistance for

Atoka, Johnston, Marshall and Murray Counties (This grant is being reviewed should hear something around Sept 1, 2013)

Money Received: We received a total of $ 41,305.20 in funds for the month and June 30th finished out our fiscal yr.

I have been going to McCurtain County a lot to get our newest clients up and going. I met with the DDSD case manager and she will work on the paperwork to get it all going while I am doing pre-employment screenings/applications on all the new staff. Most already have staff in place. There will be one individual that I will have to get a staff person for him which will just be part-time. We got one going in June. We still like 3, plus she called me with another one, so we are at 4 more now

Extras: I sent the home profile in to DDSD for the home in Marshall County to be approved for an Agency Companion home for a child on April 22nd and this was my first home profile to complete on my own. I did the final home visit with DDSD at the end of May and we got all the items needed completed. The child licensing lady came on June 26th to do our audit for placement now to receive our license since we are getting a home approved. We got everything she needed and she submitted for our license. We should receive it in the mail soon. We received our letter that this home was approved June 19th. We are awaiting placement now. I met with DDSD at this home on July 5th and discussed a possible young boy that they are looking at placing in this home.

I have also started another application process for a home in Atoka County who is also interested. I have mailed her the required DDSD paperwork and am waiting on her to fill it out and return to me. Not much left, I’ll do another home visit, DDSD will do a visit and we will move forward to get them approved as well.

We received a letter on June 28th that our sheltered workshop contract will see a rate increase effective July 1, 2013. It will go from $ 21.30 per day to $ 22.62 per day for 5 slots.

Human Rights Committee update: The HRC met on June 24th for the quarter; April, May and June, 2013. There were 0 critical, 3 non-critical incidents and 8 seizure reports reviewed at the meeting and approved. There was also 1 PIP for review and approval. There were no Level 4 interventions. The next meeting is scheduled for September.

Transit’s Project manager regarding the service truck. It was determined it would need safety and work lights added to the truck for proper safety. • June 13, 2013 – SODA Training – Ardmore, OK Erica Pogue, Lynetta Johnson, Sarah Boggs, JoAnn Barnes, Shelley Prince, Mary Garrison, and Terra Cryer attended the SODA Training in Ardmore. The day was packed with information to help prevent fraud for seniors, savings tips, and a retirement part for Wes Bowman. • June 19th – 21st, 2013 – OTA Conference – Guthrie, Oklahoma Erica Pogue, Terra Cryer, and Lynetta Johnson attended the OTA Summer Conference in Guthrie, Oklahoma. The trainings presented were very informative. There was also a simulator there which had different types of vehicles programed into it and would provide a simulation of driving with different hazardous options. Upcoming Events • July 14 – 16, 2013 – Transit Law Seminar – Dallas, Texas SODA Non-Emergency Medical Transports • There were a total of 6 senior (60+) riders throughout the month of June. • There were a total of 122 trips. • Total mileage for the riders 3,263 miles (loaded and empty). • The total amounts billed for the trips is as follows:

Total billed at $ 3.00 per day - $ 54.00

Total billed at $ 5.00 per day - $ 45.00

Total billed - $1,017.00 The billing amount changed to accommodate the following rules:

If a rider can ride with another contract they are billed at the Intercity Rates: • 0 – 30 miles = $3.00 • 31 – 50 miles = $5.00 • Anything over 51 miles = $10.00

If the rider is classified as a needy recipient they are billed at $0.75 per mile. This dropped from $1.00 in last year’s grant.

Road to Work Transportation under the Road to Work program is for public riders to have reliable transportation to and from work daily. Johnston and Marshall Counties transport to the Dollar General Warehouse in Ardmore and Atoka County transports to the McLeod

Correctional Facility in Farris, Atoka County. All of the drivers are non-paid volunteer drivers.

Johnston County – There were a total of 2,151 miles driven, 115 total services, 8 riders, and 64 hours billed.

Atoka County – There were a total of 1,168 miles driven, 226 total services, 10 riders, and 40 hours billed.

Marshall County – There were a total of 1,336 miles driven, 184 total services, 7 riders, and 35 hours billed.

Total billing amount - $16,664.90 o Billing is a 50/50 split. o Billing is calculated at $3.58 per mile.

New Freedom Atoka County is the only county with a New Freedom Route. This route provides transportation for the disabled to and from work on a daily basis. The program is collaborated with Career Opportunities.

There were a total of 2,843 miles driven, 359 total services, 10 riders, and 100 hours billed in conjunction with the RTW billing. There are no longer any funds for the New Freedom Route. J.A.M.M. Transit plans to keep providing the services.

RSVP – Mary Jo Massey, Director

The new Carter County RSVP coordinator, Amber Freeman, came on board just in time for the

Carter County Volunteer Recognition Luncheon that as held on June 14,2013. The theme being"

Volunteers are the Real Thing" and featuring Coke Cola placemats,cups and miniature lunch boxes

with scenes from years ago. Rhonda's Catering served gourmet hot dogs with all the condiments

anyone would want, plus salads, baked beans and cupcakes baked in ice cream cones.

Jo Brougton and Bernice Lynich were the guest of honor. These ladies are retiring from the

program after many years of volunteer service. Mrs. LaQuita Thornley presented the ladies with a

corsages and a gift. Jo was featured on the KXII's evening news.(LaQuita has a picture of her and

the ladies)

Amber spent the remainder of June visiting all the volunteer sites in Carter County. She has

enrolled quite a few new members and has gotten many of our existing volunteers back on line in

filing their monthly hours.

She and the Project Director are busy in all three counties, getting volunteers for our Disaster Relief

project, and everyone has been very receptive about the idea of getting snacks and drinks to the

volunteer firemen and first responders in case of an emergency. With the rain now slowing down,

we are again in the drought zone and the possibility of a wild fire is getting greater each day.

SHIP counseling.

Atoka INCA lending closet to V M.

3. L. L. a disabled female relocated to the Atoka area and came to INCA for an Air conditioner.

Atoka County, SHIP Certified INCA Specialist Deborah Perkins contacted 2 local churches

and referred her to the KI Bois Senior program for senior’s living with disabilities. Called and

set up her appointment for the following Monday.

4. Atoka County Specialist Deborah Perkins assisted D. P. with out of town lodging for the

Tushka school baseball team. I contacted the Chamber of Commerce in Welford and gathered

the information and mailed it to her.

On June 22nd we hosted our first annual Shape Your Future 5K. Despite the learning

curve, the event was an enormous success with 114 racers finishing the course. We

had several people offer to help in planning next year’s race to make it even

better. We are currently in the process of planning a race in Coal County this

October.

2013-2014 FY Transition

The TSET 2013-2014 fiscal year began on July 1st. We were awarded $119,000 for

this fiscal year! Dana Trent has been added on for part of her time to be

dedicated to program activities, bringing some much needed help. We are

currently in the process of budget and workplan clarifications.

Atoka/Coal Partnership for Change Coalition/Community Partner Appreciation

Banquet

On June 25th, we held an appreciation banquet for our coalition members and

our community partners.

Logic Model Update

An updated program logic model was submitted to our OSU Evaluation Team to

reflect the changes that have occurred since our initial strategic plan.

School Readiness Assessment

Our counties were chosen by our OSU Evaluation Team to undergo a school

readiness assessment. I am working closely with the epidemiologists and graduate

students to help conduct the assessment.

Policy and Environmental Assessment

Our coalition will be working with our OSU Evaluation Team on conducting a Policy

and Environmental Assessment for the schools, workplaces, and communities in

Atoka and Coal Counties.

Goals for Next Month: Interviewing and hiring qualified staff. Do a Program improvement plan for our one area of noncompliance from our federal monitoring. All classroom teaching staff meet requirements at this time.

Head Start – Kathy Castleberry – Health Manager

We are just weeks away from the start of a new school year. There is still a lot of work to be done in preparation for students. Our Health/Enrollment Fairs will provide us an opportunity to visit with parents concerning their child’s health needs, and to write Health Plans for the children that have chronic health conditions. I am aware at this time of one child that needs a Seizure Plan, three that need Asthma Plans, and one that needs a Chronic Health Care Plan. I hope that the parents will be able to complete these with Jane Allen, RN/ INCA Health Consultant at the time they attend the Health Fair. If we are successful at completing those plans, Jane will then provide training for the classroom staff before the children enter the classroom. At this time, I am aware of 3 students that will need a One/One Aide this coming year.

Head Start – Teresa Workman – Family Advocate – Atoka Co. June and the first part of July has been very busy. I received the honor of getting to go to Long Beach California for a Childhood Obesity Conference. Obesity is a very big concern across the nation. In the past you hardly ever saw a child that was obese. Children played outside and ate food from our gardens. Now children sit around playing video games, watching TV and eating fast food. This conference was very informative about what we need to do to get these children back on the right track. It is so sad that children are having health problems that adults have when they are much older and overweight. (Diabetics, high blood pressure, heart problems) I had pre-enrollment for Wapanucka Head Start on 06/25/2013. We only had two names of children before the enrollment and we now have 16 names. School starts for Wapanucka on 08/07/2013. Wapanucka School is going to four days a week for school this year to save money. Caney Head Start will have a full class of 20 this year and a waiting list. Caney starts school 08/12/2013. Atoka#1 is almost full just waiting on replies from parents on returning children. Atoka#2 has only 6 enrolled Atoka#3 has 11 enrolled. Faxed the radio station to announce for the next four weeks that INCA Head Start has openings. Hopefully that will bring more in. Atoka always waits till the last minute to enroll. Atoka starts school 08/15/2013.

HEAD START – Melissa Manning – IT and Operations Manager

Had a meeting on June 12 with Mr. Tuck and Mrs. McDaniel (Madill Public Schools),

Mary Spence, and myself to discuss the collaboration agreement and possibility of

putting a classroom at the Early Childhood Center. He informed us that Madill is trying

to get a bond issue passed in September and we need to probably plan on finding a

different location for our 2 classrooms that are on the Elementary property. If it passes,

they will start demolition in January or February. He & Mrs. McDaniel will discuss the

possibility of letting us lease one of the portable buildings for a 3 year old classroom but

it will only be a short term solution. We need to start planning for next school year,

look for property to purchase, etc.

Head Start – Sue Ishmael – Facilities and Transportation Manager The summer has flown by and I have appreciated the help of the Summer Workers. We completed a successful surplus sale and made over $4000.00. There are just a few more items in the building that people need to pick up. The daycare and schools took advantage of the sale and I was glad that some of the people we partner with got to purchase some items from the sale. I also took some pictures of the outdoor classroom at Atoka for those who have not got to see it in person. This was built using funds from a USDA Grant. The classroom offers music equipment, science and weather activities, children’s picnic tables, a stage with seating, a water table, a beautiful flower bed and adult benches for the parents come and enjoy watching their children learn through play.

August 5th, 2013 kicks off INCA’s annual pre-service. This is typically a really tight scheduled week of training, policies and procedures, orientation and we try to throw in a few fun filled activities along the way. If you get the opportunity, come by and sit in on a session or two. Hope your summer has been a good one!

Head Start – Sandy Bonham – Family Advocate/Area Supervisor Hi from Murray county. I have been busy since school has let out in May. I have mail out 50-70 letters to the families I have on file plus return children on getting their child application updated and getting information I need to get the enrollment in process. I have picked the pre K list up from Sulphur and Davis and they took some our kids [public schools]. DAVIS has 13 ready to go short 24 kids. Sulphur has 43 ready to go short 14 kids but I

have applications for those spots just waiting on information I fill that these classrooms will be full before school starts. MillCreek has 12 ready to go and 4 more waiting on information. It’s hot and getting hotter. Stay out of the sun and drink a lot of fluids.

Enrollment in the Three-Year-Old program seems to be normal for this county. At present, about

half of the openings have been filled with age and income eligible children. The Southern

Oklahoma radio station network has been very good about keeping our notices on the air and

encouraging families to enroll. Responses to our requests to complete dental and physical exams

during the summer months have been well received and most families will have those completed by

the time school starts. All applicants in Madill have been notified that the Head Start bus will not

operate this year and we have not encountered any families who are unable to make alternate

arrangements to transport their child to school.

Staff turnover in the county seems fairly light this year and at this point all positions have been

filled. With the exception of one new teacher at Madill 4, we will have experienced teachers and

aides in all positions. This is a major concern expressed by most families enrolling their child for

the first time; they are reassured to know their child’s teacher is experienced and is therefore more

likely to stay throughout the year. Another encouraging aspect of enrollment this year is the

number of over-income families who apply knowing there’s only a slim chance they will be

accepted. Inca’s Head Start program has a strong reputation in this county and even parents who

know they don’t qualify want to complete the process so their child is on the waiting list.

Our Health Fair is set for August 13th

at the Baptist Home for Girls north of Kingston. A later date

was selected in order to process as many late enrollees as possible. We will also be taking last

minute enrollments at this event.
