All Services provided in English and Spanish
750 – 800 families served per year 750 families in FY 2015
Serving pregnant and parenting families until children are 2 – 3 years of age
Funding: Contra Costa County First 5 and Early Head Start Home Visiting
AGENDA
• We provide Our Families with:
• Weekly 90 minute Home Visits through the first two years of their infant’s life.
• Social Events twice a month where parents and babies learn and play together
• ASQ Child Development Screenings so parents know how their infants are developing in the areas of: communication, problem solving, gross motor, fine motor and personal/social
• Post Partum Depression screenings with referrals and linkages to Mental Health Services
• An Evidence Informed Parenting Curriculum called Growing Great Kids

• We also provide Our Families with:
• Home safety information and supplies • Assistance in enrolling in benefits such as Medical, Food
Stamps, unemployment assistance, Housing assistance • Families receive support for financial issues, budgeting, debt
clearance and legal issues including child custody and immigration/documentation challenges
• Home Visitors partners with parents to identify their strengths, assess their needs and support their development
in the nationally recognized

FIRST 5 CENTERS
The First 5 Centers provide services for families parenting children ages Five and
under
Contra Costa County First 5 has 5 Family Resource Centers (FRCs) serving 1,860
families
All Services are free and are located in the cities with the highest medical birth rate in
county
Aspiranet oversees 2 of the 5 FRCs: one located in Concord CA and the second in
Brentwood CA
AGENDA
• Our Family Resource Centers Provide Families with:
• Classes for parents to take with their infants/toddlers throughout the week and on Saturdays to support healthy parent child relationships
• Curriculum based in early learning tenents and 0-5 brain development with focus on optimal development for infants/toddlers and school readiness
• Social Events where parents and children can socialize and develop their networks of support
• ASQ-3 Child Development Screenings for each child registered at the center as part of the Help Me Grow initiative.
• Evidence Based Parenting Curricula such as Triple P; Abriendos Puertas; Nurturing Parents; 123 Magic

• Parent support and education to foster positive parenting practices, child health and development
• Child Watch for sibling while parents are in adult classes or classes with one child
• School Readiness class: Roadmap to Kindergarten • Father engagement activities • Resource referrals and linkages to community support services for basic
needs, financial issues, budgeting, debt clearance and legal issues including child custody and immigration/documentation challenges
• Parent Advisory Councils – for each center • Workshops on topics of interest to parents such budgeting, stress
management, positive discipline, communication within families, community resources
• Car Seat safety and installation services

STEP #1 • We began this process in the 2011-
2012 year (FY 2012)
• Funder (Contra Costa First 5) was on
the CNFSN Steering Committee that
developed these Standards of Quality
• Fall 2011 Funder met with Family
Support Initiative programs and
introduced Program Managers,
Directors to the standards.
• Program Manager (early Childhood
Services Director) Certified in the
Standards Spring 2012.
• All staff in both home visiting and First
5 Centers trained in the 5 Protective
Factors by Strategies CINCO

STEP #1 • Although this process was preemptive,
It showed us that the work was
occurring pre- standards. However,
Lesson learned was that the framework
of the standards made the Indicator
shifts from basic quality to higher
quality more relevant for staff and
enhanced their understanding of the
quality improvement process.
• The Standards provide a QI framework
that is based in the strengths of what a
program IS CURRENTLY
DOING…..with the agreement that we
can work together to make the best
better (4-H Motto: Making the Best
Better); The Standards of Quality are a
user friendly model for staff at all levels.
