The Kentucky Department of Education ("KDE") has assigned the appropriate MUNtS project code so that retirement and health benefit costs are appropriately based on the percentage of salary charged to the Federal funds and the local funds. This confirmation that retirement and health benefits associated with the portion of salaries borne by local district project money will be paid by the state results in the ability to offer a more competitive salary to applicants. KSBAwill pro- vide instructions for your human resource and financial personnel regarding the accounting of SEMP related transactions prior to employment of the Energy Manager. As a result of non-participation of some districts and clarification regarding the benefit matter you will be entitled to receive up to $71,500 for the twenty-two month employment period rather than the initial estimated amount of $64, 150. Your local outlay for salary and benefits remains fixed at $13,750 for year one and $22,900 for year two. However, with the additional funding you will be able to negotiate a salary of up to $50,000 for a combined annual compensation package of $64,000. Please note that your specific benefit rate could affect the salary amount. Attached is a sample calculation of the salary and benefit costs. Attached for your review is a schedule to be followed to execute the employment process. We plan to begin advertising statewide this coming weekend through CareerBuilder, the KSBAweb- site at: ksba.org and on the Commonwealth of Kentucky Job Bank at: e3.ky.gov. A copy of the posting is attached and should be immediately posted locally following your district's procedures. As we advised in our meetings with you, SEMP will gather the applications and assemble candi- dates by location. SEMP will next screen and provide you a list of up to ten candidates for review and identification of up to five to be interviewed by your interview committee. The SEMP Project Coordinator for your area will be contacting you regarding the scheduling of interviews. Also, under separate cover you will receive three copies of a Memorandum of Agreement ("MOA") that have been executed by KSBA. Please execute each copy and return two copies for KSBA and DEDI.
