Sub: Conveyance Allowance in respect of Blind and Orthopaedically Handicapped State Government employees – Revision of rates -

Read: G.O.No. FD 5 SRP 99 dated 18-1-1999

PREAMBLE: In Government Order dated 18-1-1999 read above, orders were issued revising the rates of Conveyance Allowance in respect of Blind and Orthopaedically Handicapped State Government employees with effect from 1-1-1999. On the basis of the recommendations of the 5th State Pay Commission, the KCS (Revised Pay) Rules, 2007 have been issued. The recommendation made by the 5th State Pay Commission regarding revision of the rates of Conveyance Allowance in respect of Blind and Orthopaedically Handicapped State Government employees has been considered by the Government and the following orders are issued.

GOVERNMENT ORDER NO. FD 31 SRP 2007(I) BANGALORE, DATED 14th AUGUST 2008

Government are pleased to revise the rates of Conveyance Allowance in respect of Blind and Orthopaedically Handicapped State Government employees from the existing 6% of the basic pay in the pre-revised pay scale subject to a maximum of Rs.200/- per month to 6% of the basic pay in the revised pay scale 2007 subject to a maximum of Rs.400/- per month with effect from 1st August 2008. 2. These orders are also applicable to Blind and Orthopaedically Handicapped employees of aided educational institutions.

3. The other conditions regulating grant of this allowance shall continue to apply.

Read: 1. G.O.No. FD 37 SRP 94 dated 21-9-1994 2. G.O.No. FD 8 SRP 2007 dated 16-5-2007 PREAMBLE: In Government Order dated 21-9-1994 read at (1) above, orders were issued revising the rates of Conveyance Allowance in respect of certain categories of posts with effect from 1-9-1994.

Based on the recommendations of the 5th State Pay Commission, the KCS (Revised Pay) Rules, 2007 have been issued. The recommendation made by the 5th State Pay Commission regarding revision of the rates of Conveyance Allowance has been accepted by the Government and the following orders are issued.

Government are pleased to revise the rates of Conveyance Allowance with effect from 1st August 2008 as follows:-

scale of pay and additional increment to Government servants holding the posts in the 15th scale of pay – reg.

Read: 1. G.O.No. FD 105 SRP (CSC) 82 dated 8-6-1983. 2. Govt. Notification No.FD 25 SRP 91 dated 29-10-1991. 3. G.O.No. FD 13 SRP 2002 dated 9-5-2002. 4. G.O.No. FD 8 SRP 2007 dated 16-5-2007.

PREAMBLE: With a view to give some relief to the Government servants who are otherwise eligible for promotion but stagnate in the same post held by them without any promotion, Government introduced the schemes of grant of the benefits of Selection time scale of pay under the Karnataka Civil Services (Time Bound Advancement) Rules 1983 issued in Government Order dated 8-6-1983 read at (1) above, Senior scale of pay under the Karnataka Civil Services (Automatic grant of special promotion to senior scale of pay) Rules 1991 issued in Government Order dated 29-10-1991 read at (2) above and additional increment for 20 years of service issued in Government Order dated 9-5-2002 read at (3) above, to the Government servants holding the posts in the first 11 scales of pay. Further, as per Government Order dated 16-5-2007 read at (4) above, the Government servants holding the posts in the first 14 scales of pay are entitled for the benefit of TBA and Senior scale of pay with effect from 1-7-2005. The 5th State Pay Commission has interalia recommended extension of the benefit of Selection time scale of pay contemplated under the KCS (TBA) Rules 1983, Senior scale of pay under the KCS (Automatic grant of special promotion to senior scale of pay) Rules 1991 to the Government servants holding the posts in the 15th scale of pay of Rs.13000-23850. The recommendation made by the 5th State Pay Commission in this regard has been accepted by the Government and the following orders are issued.

GOVERNMENT ORDER NO. FD 31 SRP 2007(III) BANGALORE, DATED 14th AUGUST 2008

Government are pleased to extend the following benefits to the Government servants holding the posts in the 15th scale of pay of Rs.13000-23850:-

(1) Selection time scale of pay of Rs.14050-25050 on completion of 10 years of service in the same post under the Karnataka Civil

Services (Time Bound Advancement) Rules, 1983 subject to the conditions specified thereunder:

(2) Senior scale of pay on completion of 15 years of service in the

same post under the Karnataka Civil Services (Automatic Grant of Special Promotion to senior scale of pay) Rules, 1991 subject to the conditions specified thereunder;

(3) Additional increment on completion of 20 years of service in the

same post without a single promotion as contemplated in Government Order No.FD 13 SRP 2002 dated 9th May 2002 subject to the conditions specified thereunder.

2. Necessary amendments to the Karnataka Civil Services (Time Bound Advancement) Rules, 1983 and the Karnataka Civil Services (Automatic Grant of Special Promotion to senior scale of pay) Rules, 1991 will be issued separately.

3. These orders shall come into force with effect from 1st August 2008.

Sub: Hill Station Allowance – revision of the rates.

Read: G.O.No. FD 3 SRP 99 dated 18-1-1999 PREAMBLE: In Government Order dated 18-1-1999 read above, orders were issued revising the rates of Hill Station Allowance applicable to State Government employees working in Nandi Hills, Sri Mahadeshwara Swamy Hills, Krishna Raja and Biligiri Ranga Hills and Madikeri in Kodagu District with effect from 1-1-1999. On the basis of the recommendations of the 5th State Pay Commission, the KCS (Revised Pay) Rules, 2007 have been issued. The recommendation made by the V State Pay Commission regarding revision of the rates of Hill Station Allowance to State Government employees working in Hill Stations has been considered by the Government and the following orders are issued.

GOVERNMENT ORDER NO. FD 31 SRP 2007(V) BANGALORE, DATED 14th AUGUST 2008

Government are pleased to revise the rates of Hill Station Allowance in respect of State Government employees working in Nandi Hills, Sri Mahadeshwara Swamy Hills, Krishna Raja and Biligiri Ranga Hills and Madikeri in Kodagu District with effect from 1st August 2008 as follows:-

Sub: Medical Allowance – revision of the rates.

Read: 1. G.O.No. FD 5 SRP 96 dated 28-12-1996 2. G.O.No. FD 8 SRP 07 dated 16-5-2007

PREAMBLE: In Government Order dated 28-12-1996 read at (1) above, sanction was accorded for grant of Medical Allowance at the rate of Rs.25/- per month to the Group ‘C’ and ‘D' State Government employees with effect from 1-1-1997.

Based on the recommendations of the 5th State Pay Commission, the KCS (Revised Pay) Rules, 2007 have been issued. The 5th State Pay Commission has, among other things, made recommendations regarding discontinuance of the existing system of payment of Medical allowance of Rs.25/- p.m. to Group ‘C’ and ‘D’ employees and to alternatively make a provision for reimbursement of the medical expenses incurred by them under the Karnataka Government Servants (Medical Attendance) Rules, 1966. The Commission has also made recommendation for implementation of the ‘Arogya Bhagya’ Scheme to mitigate the hardship faced by the Group ‘C’ and ‘D’ employees. The recommendations of the Pay Commission in this regard has been examined by the Government and for the present Government consider it necessary to continue the existing system of payment of Medical allowance to Group ‘C’ and ‘D’ employees at a higher rate. Accordingly, the following orders are issued.

BANGALORE, DATED 14th AUGUST 2008 Government are pleased to enhance the rate of Medical allowance in respect of Group ‘C’ and ‘D’ State Government employees from the existing Rs.25/- per month to Rs.50/- per month with effect from 1st August 2008. 2. This benefit is not admissible to Group ‘C’ and ‘D’ employees of the Subordinate Courts under the Judicial Department. 3. The other conditions regulating grant of this allowance shall continue to apply.

PREAMBLE: In Government Order dated 29-8-2000 read above, the State Government employees working in New Delhi were sanctioned Out of State Allowance at the rate of 25% of basic pay in the revised scale 1999 with effect from 1-1-1999. As a measure of relief to the Government servants in the Group-A

services who stagnate in the same post without any promotion, the 5th State Pay Commission has recommended grant of Selection Grade to Group-A officers holding the posts in the pay scale of Rs.18150-26925 and Rs.20025-28275.

The recommendation made by the 5th State Pay Commission has been

duly considered by the Government and the following orders are issued:-

Government are pleased to grant Selection Grade to Government

servants in Group-A services of the State Civil Services who are in the State scales of pay as specified below:-

i) The Group-A officers in the pay scale of Rs.18150-26925

shall be allowed Selection Grade scale of pay of Rs.19050-27600 on completion of 8 years of service in the same post.

ii) The Group-A officers in the pay scale of Rs.20025-28275

shall be allowed Selection Grade scale of pay of Rs.22125-30300 on completion of 6 years of service in the same post.

1. Notwithstanding anything contained in the Karnataka Civil Service Rules, the pay of a Government Servant who is granted Selection Grade under this order shall be fixed in accordance with the provisions of Rule 42 B of KCSRs.

3. The grant of Selection grade to Government servants under this order is subject to the following conditions:

(i) He should have satisfactory record of service, the

satisfactory record of service being determined in the same manner as merit is determined for promotion.

(ii) He should be qualified and eligible for promotion in accordance with the rules of recruitment applicable to the post where there is avenue of promotion.

4. This benefit is not admissible to the Government servants holding the post for which Selection grade has already been sanctioned by the Government and also to the Government servants who have availed the benefit of TBA or Senior scale of pay or additional increment in any of the posts. 5. Sub: Recommendations of the 5th State Pay Commission – reg.

Read: G.O.No. FD 8 SRP 2007 dated 16-5-2007 PREAMBLE: On the basis of the recommendations made by the 5th State Pay Commission, the scales of pay of Government employees were revised with effect from 1-7-2005 vide Government Order dated 16-5-2007 read above. The 5th Pay Commission in its Final Report II Volume has made recommendations on various matters as follows:- (i) Project Allowance:-

The Commission has recommended continuation of Project Allowance at the existing rates in the pre-revised pay scales.

(ii) Non-Practicing Allowance:-

Non-Practicing Allowance was paid only to Officers in a few cadres in the Department of Health and Family Welfare and Medical Education Department till 30-9-1996 and the same was stopped from 1-10-1996. Therefore, there is no point in continuing payment of Non-Practicing Allowance. The Pay Commission has also recommended for discontinuance of Non-Practicing Allowance.

(iii) Incentives:-

The Pay Commission has recommended that Government may examine separately, whether the existing system of grant of incentives can be extended to other fields also like Research and Development, Higher Education, Biotechnology, Computer Software Development etc.

(iv) The Pay Commission has observed that wherever no specific recommendation has been made regarding rates of allowances etc., the existing rates and facilities may be continued at the existing level and at the existing rates.

(v) Gazetted Probationers:-

With a view to rationalize the pay scales of Group-B Probationers and also considering the fact that they have to undergo same type of examination and common process of recruitment, the Commission has recommended assignment of uniform pay scale.

(vi) Grant of Time Bound Advancement and Senior scale of pay:-

The Pay Commission has suggested certain modifications in the TBA and Senior Scale of Pay Rules. While noting that there is overlapping of pay scales relating to Senior scale of pay and promotional posts and in some cases there is possibility of employees getting TBA, Senior scale of pay and promotion in the same scale, the Commission has recommended grant of senior scale of pay in the pay scale next above the pay scale of the promotional post. At the same time, the Commission has recommended that various relaxations introduced over the years to the rules may be withdrawn. It has also recommended for extension of the benefit of TBA and Senior scale of pay to the employees holding the posts in the first 15 pay scales as a new scale of pay of Rs.13000-23850 has been introduced under Group-B.

(vii) Selection Grade to certain specific posts:-

The Pay Commission has recommended sanction of Selection Grade in the cadres of Deputy Chief Conservator of Forests, Superintendent of Police (Non-IPS), Principals of P.U.Colleges, Head Masters of High Schools, Head Masters of Primary Schools by upgrading 20.25% of the existing cadre strength. In case of the posts of Police and Forest Departments, the Commission has taken the analogy of KAS.

(viii) Allocation of higher pay scales to certain posts:- The Pay Commission has recommended assignment of higher pay scale to certain isolated posts in various Departments. The Pay Commission has also recommended allocation of higher pay scales in certain other cases.

(ix) The Pay Commission has recommended assignment of higher pay scale to certain isolated posts in various Departments. Therein, the Commission itself has suggested to examine the cases after confirming the educational qualifications from the Administrative Departments.

GOVERNMENT ORDER NO. FD 31 SRP 2007(XII) BANGALORE, DATED 14th AUGUST 2008

Government have carefully examined the recommendations of the 5th State Pay Commission and accordingly Government hereby order as follows:-

(i) The recommendation of the 5th State Pay Commission for continuation of Project Allowance at the existing rates in the pre-revised scales is not accepted by the Government as almost all the major projects have been commissioned and the project areas are provided with minimum civic amenities in view of which the payment of Project Allowance was not continued beyond 31-5-2004. Accordingly, payment of Project Allowance shall stand discontinued with effect from 1-6-2004.

(ii) The recommendation of the 5th State Pay Commission for

discontinuance of Non-practicing Allowance is accepted by the Government.

(iii) The recommendation of the 5th State Pay Commission to examine separately whether the existing system of grant of incentives can be extended to other fields like Research and Development, Higher Education, Biotechnology, Computer Software Development etc., is accepted by the Government.

(iv) The recommendation of the 5th State Pay Commission to

continue the rates of various allowances at the existing level and at the existing rates where no specific recommendations have been made by the Commission is accepted by the Government.

(v) The recommendation of the 5th State Pay Commission to have a uniform pay scale to all Group-B Gazetted Probationers is not accepted by the Government.

(vi) The recommendation of the 5th State Pay Commission to grant scale of pay next above the pay scale of the promotional post as senior scale of pay under the Karnataka Civil Services (Automatic Grant of special promotion to Senior scale of pay) Rules, 1991 so as to avoid overlapping of pay scales will be considered by the Government separately.

(vii) The recommendation of the 5th State Pay Commission to grant selection grade to certain posts is rejected by the Government in view of extending the benefit of Selection grade to Group-A posts in general and also because there are already 3 benefits of TBA, Senior scale of pay and Additional increment for 20 years of service available to the Government servants in the first 15 scales of pay.

(viii) The recommendation of the 5th State Pay Commission for

assignment of higher pay scale to the following categories of posts is rejected by the Government.

No. FD 1 SRS 99, dated 18.01.1999 shall stand modified to the above extent. 10. ROAD JOURYNEY MILEAGE ALLOWANCE: 10.1 The rates of road mileage allowance admissible to Government Servants in respect of road journeys in owned/hired/borrowed conveyance shall be at the minimum rate and the rate per kilometer fixed according to the provisions of sub rule (4) of Rule 451of KCSRs 10.2 The orders issued in para 11.1 of the G.O.No. FD 1 SRS 99, dated 18.01.1999 shall stand modified to the above extent.

(b) if the facility of Container Service is utilized, the minimum

railway charges for such service or the amount admissible under(a) above, whichever is less.

11.3 The provisions under the heading I. FOR JOURNEY BY RAIL in Clause 3(a) and (b) of sub rule 3 (A) of Rule 532 of KCSRs as well as para 12.1 of the G.O.No. FD 1 SRS 99, dated. 18.01.1999 shall stand modified to the above extent. 12. REIMBURSEMENT OF ACTUAL COST OF TRANSPORTATION BY

OWNED CONVEYANCE ON TRANSFER: 12.1 A Government servant on transfer may draw the actual cost of transportation by owned conveyances on the following scales, provided that the distance travelled exceeds 120 kilometers and that the Government servant is travelling to join a post in which possession of a conveyance is advantageous from the point of view of his efficiency.

(a) the All India Service Officers serving under the State Government;

Advance for Purchase of Motor Car : 2.1 A Government servant, including an officer of the All India Services borne permanently on the State cadres of the IAS/IPS/IFS, drawing a basic pay of Rs.19,050/- or more per month may be granted advance for purchase of motor car as under-

A. First Occasion: Rs.2.50 lakhs or 16 months basic pay or the price of the car to be purchased, whichever is less.

B. Second or subsequent occasions:

Rs.2.50 lakhs less the profit earned on the sale of the previous vehicle purchased with a Government loan (i.e. the excess of the sale proceeds over the price paid at the time of its purchase) or 16 months basic pay or the price of the car to be purchased whichever is less.

Advance for purchase of Motor Cycle / Scooter. 2.2 A Government servant, including an officer of the All India Services borne permanently on the State cadres of the IAS/IPS/IFS drawing a basic pay of Rs.9,750/- or more per month may be granted advance for purchase of motor cycle/scooter as under.

8 months basic pay subject to a maximum of Rs.30,000/- for purchase of a new vehicle or used vehicle on the first, second or subsequent occasions.

Computer Advance: 3.1. A Government servant including an officer of the All India Services borne permanently on the State Cadres of IAS /IPS / IFS drawing basic pay of Rs.11,100/- or more may be granted advance of Rs.35,000/- or the cost of the personal computer whichever is less on the first, second or subsequent occasions. 3.2. The other existing conditions regulating the grant of advance for purchase of personal computer including the conditions stipulated in G.O.No:FD 48 AHB 94 dated 21.10.1994 and G.O.No:FD 4 AHB 99 dated 18.1.99 shall continue to apply. 4. Equipment Advance: 4.1. A Government servant including an officer of the All India Service borne permanently on the State cadres of IAS/IPS/IFS who are posted to work in New Delhi or to other places outside the State may be granted an interest free advance equal to 3 months basic pay in the revised pay scale or Rs.12,000/- whichever is less. 4.2. The other existing conditions regulating grant of this advance including the conditions stipulated in G.O.No:FD 48 AHB 94 dated 21.10.1994 shall continue to apply. 5. Festival Advance: 5.1. A Government servant including an officer of the All India Services borne permanently on the State Cadres of IAS /IPS / IFS may be granted an interest free advance of Rs.3,500/- once in a financial year. 5.2. The other existing condition regulating grant of this advance including the conditions stipulated in G.O.No:FD 48 AHB 94 dated 21.10.1994 shall continue to apply.
