ICT
How does ICTs impact the Government? Trust in the government - defined as “the level of confidence citizens have in
their government (both politicians and public officials) to do the right thing, to act appropriately and honestly on behalf of the public” (Barnes & Gill, 2000).
Trust in the government develops due to three factors (Zucker, 1986): a) individual characteristics, b) Institutional standards, and c) Experience based trust or the trust in the process.
Trust in the Process – E-Governance E-Governance “the use of Information and Communication Technologies
(ICTs) in public administrations combined with organizational change and new skills in order to improve public services and democratic processes and strengthen support to public policies”. (European Union)
E-Governance and Transformational Government E-Government symbolizes the intricate assimilation of ICT led
technology in the government machinery. It is envisioned as the technology ecosystem, which would lead to the transformation of governments, majorly by bringing in greater accountability and cutting down inefficiencies while promoting an entrepreneurial bureaucracy (Blackstone, Boganno, and Hakim, 2005).
Such transformation brought in due to the perusal of e-Government, or the transformational government (T-Government) as referred by some, is also assisted by bringing in business process re-engineering and business scope re-definition (Blackstone, Boganno, and Hakim, 2005).
