The committee re-considered the proposal and notedthe content of representation of promoter / lendingbank regarding uti! ization of CC limit of Rs. 5.00 lakh inthe implementation of the project. It has been foundthat CC limit sanctioned. by bank was released on04.06.2012 and 09.06.2012 and the CC limit has alsobeen utilized in the implementation ofthe project alongwith term loan and CC limit has been converted in toterm loan. Now the total term loan utilized for thisproject is Rs. 17.25 lakh. Committee approved theproject for release of total subsidy of Rs. 11.025 lakhonly (subsidy of Rs. 8.965 lakh for civil work andmachinery etc. for G/P Unit @ 55 % of the EPCand Rs.2.06 lakh for plastic crates which is 50% of EPC forplastic crates) as per terms & condition of approvedguidelines of the scheme.

It was clarified to the committee that EPe workedout by JIT mentioned in the remark column of report which is asper NHB cost norms worked out to Rs. 16.20 lakh @ Rs. 75000 perton of installed capacity. Further, division has also mentioned EPebelow the table and subsidy recommended by division is Rs. 4.05lakh @ 25% of EPe. The committee also found that Joint inspectionteam should assess the cost of the project keeping in view the costnorms of NHB and JIT may indicate clear recommenaation of EPein the report keeping in view the NHB guidelines and norms,Committee also observeo that Capacity proposed for mushroom is60 MT and capacity created only 21.60 MT. After detail discussioncommittee approved NHB subsidy of Rs. 4.05 lakh (Full & Final)subject to the cond ition that

i) lending bank has to confirm that term loan has beenfully released and utilized for the mushroom unit and

ii) project has been completed in all respect. After receiptof satisfactory reply from the lending bank subsidy maybe released with the approval of MD, NHB on file.

14) Proposal of THOC (Tehri Hydro Development Corporation) India Ltd., A Joint Venture of GOIand U.P. Govt. GOI; Uttrakhand for Campus training on protective cultivation ofFloriculture/Horticulture under component "Visit of Progressive Farmer" with financial, involvement of Rs. 2.76 lakh.

The above said proposal of THDC which is a Gov\. of India PSUand which is a multi project organizationwith various power project at different stages of implementation was discussed in the ICmeeting notedthat THDC has submitted the proposal to NHB for financial assistance, as they were committed tofulfillment of their social obligation. It has been confirmed by the THDC that affected farmers of some'villages demanded new techniques/training to enhance their livelihood and income. The committeefound that Horticulture Training Center (HTe), at Talegaon, Dadhade, Distt. Pune is the best institute forproviding in house Campus Training in the field of Protective cultivation of Floriculture. After detaildiscussion, committee approved financial assistance of RS.2.61 lakh for visit of a group of 30 growers

Policy Issue

1) Policy issue related NHB subsidy Rs. 50.00 Lakh released to NCDC for the project ofMIs Amalsad Vibhag Vividh Karyakari Sahakari Khedut Mandali Ltd., Amalsad, DistrictNavsari, Gujarat on Grading IPacking Unit of Sapota.

Proposal was discussed in IC meeting held on 16.08.2013. Committee considered the policyissue in following background:

i) Proposal of MIs Amalsad Vibhag Vividh Karyakari Sahakari Khedut Mandali Ltd.,Amalsad, District Navsari, (Gujarat) was received through the NCDC for Grading!Packing Unit of Sapota and approved, by PACin its meeting held on 30.03.2011 andsubsidy of Rs.50.00 lakhs was released to NCDCfor keeping it in the Subsidy ReserveFund Account as per NHB guidelines.

ii) NCDCinformed that the organization is not maintaining SRFAccount, hence subsidywas paid directly to applicant who encashed the cheque. NCDC informed that it isnot charging interest on loan amount equivalent to Subsidy. This was alsoconfirmed by the representative of accounts Division of NHB.

iii) A audit para of special interna' audit cond ucted by the Auditors of the DAC,Ministryof Agriculture was raised observing that the NCDC has violated the terms &conditions of the above sanctioned amount by not maintaining Subsidy ReserveFund account.

After detailed discussions, Committee after considering the fact that NCDC is not passing offbenefit of NHB's subsidy by way of not charging the interest on loan equivalent to subsidyamount and has also ensure to ma.intain SRFaccount in future, decided that, Subsidy may beallowed to retain by NCDC.Committee also decided that NCDCmay be advised not to liquidateloan account prior to 36 months period of disbursement of last installment of loan and ensureNHB to refund subsidy in case project is abounded or became NPA prior to adjustment ofSubsidy.

Observations

1) It was desiredthat the details.of completed casespending for more than one year shouldbe putup before the competent authority by all AreaOfficers.

2) It was decided that the date of intimation by promoter/bank for conducting joint inspectiononcompletion of project should be indicated in Agenda Note.

Committee decided that a copy of the check-list should be attached alongwith the LOI letterissued to the promoter. .It was also felt that a clause/point should be added to the LOI letter intimating thepromoter/bank to submit their subsidy claim to NHB immediately after compietion alongwiththe required documents as per check-list.It was decided that Promoter may inform bank as well as NHB about the completion of his/herproject and promoter may also directly submit his/her subsidy claim with required documentsto NHB under intimation to concern bank.Regarding further sanctioning of refer vans to a promoter who has already been sanctionedrefer vans earlier, it was decided that before sanctioning additional vehicle to him/her theutilization of earlier sanctioned vehicles for horticulture produce may also be seen.It was decided that for sanctioning refer vans under the scheme, the condition of existence ofparking space may not be mandatory. It was also decided that a promoter who has registeredthe refer van in a state should submit application for availing subsidy in the same state.It was also decided that the vertical expansio n of projects like cold storage, ripening units,

tissue culture units may be allowed in the area where cost of land is very high.
