Who can you trust?Two Dallas Men released after serving 15 Years for a murder DNA and other evidence proves they didnʼt commit and previously Undisclosed Evidence Points to Serious Prosecutorial Misconduct Dennis Lee Allen and Stanley Orson Mozee walked out of a Dallas County courtroom this week after the judge ruled that their murder convictions from 2000 should be overturned based on previously withheld evidence. The Innocence Project and the Innocence Project of Texas had petitioned for the pair’s release based on evidence that indicates serious prosecutorial misconduct, which was discovered in the prosecutor’s original file under the “open file” policy adopted by District Attorney Craig Watkins in 2008, as well as the favorable results of recent DNA testing on bloodstains and other key evidence from the crime scene. District Attorney Watkins and his Conviction Integrity Unit agreed that the prosecutor withheld exculpatory evidence and joined the lawyers for Mozee and Allen in seeking today’s ruling that the pair did not receive a fair trial on that basis.Among the contents in former Assistant District Attorney Rick Jackson’s file were letters from jailhouse informants seeking reduced sentences in exchange for their testimony. At the trial, the informants, Zane Smith and Lonel Hardeman, claimed to have heard Allen and Mozee admitting to the murder, and in response to questioning by Jackson, swore to the jury that they didn’t receive, or even seek, any favorable treatment for their testimony. These letters were never disclosed during the 2000 trial, despite orders from the judge to turn over prior statements made by all witnesses, and the two inmates have since told defense attorneys their initial testimony was false.“Thanks in large part to the open file discovery put in place by District Attorney Watkins, we were able to uncover evidence that points to serious misconduct that cost Mr. Allen and Mr. Mozee 15 years of their lives,” said Barry Scheck, Co-Director of the Innocence Project, which is associated with Cardozo School of Law. “We urge state officials to conduct a thorough investigation of the prosecutor’s handling of this matter and to hold him accountable if he violated his professional responsibilities, as the evidence strongly suggests.”

CDC Issues Revised Interim U.S. Guidance for Monitoring and
Movement of Persons with Potential Ebola Virus Exposure
The Centers for Disease Control and Prevention (CDC) issued today revised Interim U.S. Guidance for Monitoring and Movement of Persons with Ebola Virus Exposure. This guidance provides new information public health authorities and other partners can use to determine appropriate public health actions based on Ebola exposure risk factors and clinical presentation. It also includes criteria for monitoring exposed people and for when movement restrictions may be needed.
In determining the right approach, we have put the health and safety of Americans first and foremost, and our deliberations have been informed by our most knowledgeable and experienced public health and homeland security professionals. As with everything we have done to respond to the threat of Ebola both at home and abroad, we have been guided by the best science available.
Coordinated public health actions are essential to stop and reverse the spread of Ebola virus. CDC announced last week that public health authorities will begin active post-arrival monitoring of travelers whose travel originates in Liberia, Sierra Leone, or Guinea and arrive at one of the five airports in the United States doing enhanced screening. The revised interim guidance released today is intended to guide state and local health officials with decisions about managing the movement of individuals being monitored, including travelers from the countries with widespread transmission and others who may have been exposed in the United States.
Active post-arrival monitoring means that travelers without febrile illness or symptoms consistent with Ebola will be contacted daily by state and local health departments for 21 days from the date of their departure from Liberia, Sierra Leone, or Guinea. Six states (New York, Pennsylvania, Maryland, Virginia, New Jersey, and Georgia), where approximately 70% of incoming travelers are headed, will start active monitoring today, with the remainder of the states starting in the days following.
This guidance also outlines appropriate public health actions for those individuals classified as “some risk.” These include health care workers who are providing direct care to Ebola patients in West Africa or others, such as observers, who enter an Ebola treatment area where Ebola patients are being cared for. Additional precautions, such as direct active monitoring, are recommended for those classified as “some risk.” In addition, the guidance recommends public health authorities determine on an individualized case-by-case basis whether additional restrictions, such as controlled movement, workplace exclusions, or restrictions on other activities, are appropriate. This daily health consultation will give additional confidence to the community that a returning health care worker is asymptomatic and therefore not contagious.
Returning health care workers should be treated with dignity and respect. They, along with our civilian and military personnel in the region, are working tirelessly on the frontlines against Ebola, and their success is what ultimately will enable us to eliminate the threat of additional domestic Ebola cases. We must not prevent or unduly discourage them from undertaking this indispensable and selfless wo
Guidance for returning health care workers from West Africa should be distinguished from health care workers providing care for Ebola patients in the United States. There are important differences between providing care or performing public health tasks in Africa versus in a U.S. hospital. A U.S. hospital provides a more controlled setting than a field hospital in West Africa. A U.S. healthcare worker would be able to anticipate most procedures that would put them at risk of exposure and wear additional personal protective equipment as recommended. In some places in Africa, the same may not be true and workers may not have the ability to prepare for potential exposures.
This guidance is interim guidance and could be updated or changed as new information becomes available.

While speaking to reporters regarding his resignation from the Justice Department, Attorney General Eric Holder, who became the nation’s 82nd attorney general in February of 2009, said that he would continue to participate in the national debate on social and political issues, and that he would continue his service to our country. I am hopeful that he does exactly as he has stated. Mr. Holder served as more than the nation’s chief legal officer. At times he was the nation’s judicial conscience. He spoke frankly about the role that racial prejudice has played historically in American society. During a speech in 2009, he called Americans “cowards” for failing to deal honesty with our country’s history of racial discrimination. Not since the early 1960s when Attorney General Robert Kennedy headed the Justice Department, has an attorney general spoken so forcefully to America about social ills. In fact, Mr. Holder called Attorney General Kennedy his role model, often quoting Mr. Kennedy who once remarked that the Justice Department had a responsibility to be a “force for that which is right.”
When a conservative majority on the United States Supreme Court voted to remove the heart of the Voting Rights Act, Attorney General Holder, a
former jurist, searched for others ways that the legislation could be used to prevent states from implementing policies and practices that discriminated against minority voters. Always one to stand up for principle and the rule of law, Attorney General Holder has not been without his detractors inside and outside of politics. A Republican led House of Representatives voted to hold him in contempt of Congress in the summer of 2012 after
he refused to turn over documents that they wanted to use to pursue a partisan political agenda. A large number of House Democrats, including all of the members of the Congressional Black Caucus, walked off the floor of the House in protest of the action, and refused to participate in the vote. Attorney General Holder and the administration rightly characterized the House action as “political theater.” When a 19-year-old unarmed black youth was killed last summer by a white police officer in Ferguson,
Missouri, Attorney General Holder traveled to that Midwestern town, telling residents there that the Justice
Department would conduct a fair and thorough investigation into the circumstances surrounding the shooting. In Ferguson he shared his personal experiences as an African American male being stopped on the streets of Washington, D.C. by police officers for no legitimate reasons. He said that the practice was unacceptable and needed to end. His presence in Ferguson and his candidness gave residents hope that the investigation into the shooting would be handled fairly. Attorney General Holder has also made the case for reform in sentencing, and has spoken out against the over-incarceration of
Americans, most of them minorities and poor. The American people owe Attorney General Holder a tremendous debt for his service. When he does exit the Justice Department he will leave the institution with a legacy of decency and fairness. I am certain that his role model, Attorney General Robert Kennedy, would be more than proud of his service to our nation.

If you've read this column before you heard me brag about my daughter Alison. Well these days she is a professor at a university and she led me to a piece by writer Quinn Norton called the “White Problem.”
Inasmuch as Alison was raised in my household, race and the study of race is an important factor in attempting to understand, define and overcome the plagues, plights, and predicaments of African-American people. And you cannot be a conscious African-American and not wonder how the hell we got into this $@*t!
You would be well served by reading the whole two-part series by Miss Norton, who is an outstanding literary craftsperson. But I would be remiss if I did not give you a few reasons why, so I lifted a few excerpts that I found amazing.
Norton begins her thesis or argument by stating the obvious; there is a lot she does not know… cannot know about what it means to be Black.
“I don’t think I was born white. I think white children are manufactured. There is a social process wherein neutral children get assimilated into the white race. I imagine there is something similar that happens
to black children, but as I didn’t experience it, I don’t know much about it.
When I was a child growing up near the beach in LA I was surrounded by people obsessed with getting a good tan. My first assumption, encountering the fact that black people didn’t talk to the pale people I knew, was that being so much better at tanning, they outclassed paler people in this desirable quality so much that they wouldn’t bother talking to us.
Like many childlike assumptions about the world it is adorably wrong, but it is a more logical interpretation of the facts than the insane truth as I eventually learned it. What is perhaps most interesting is the number of people who have argued with me that I didn’t think that as a child — that I never could have not known about black people and white people.
An aside — in case you’ve ever believed that whiteness is somehow a product of genetics, it’s not. Whiteness is no more genetic than speaking a language or going into the family business. The term “white” aside, it has little to do with the genetics of skin color. Populations that have adapted to northern climates often become pale in order to manufacture vitamin D with limited sunlight, but are still not “white.” Mediterranean Europeans sometimes are, and sometimes aren’t, despite centuries of population exchange.
White is a political and economic category.
The history of whiteness demonstrates this. Groups have been integrated into whiteness as it was politically useful for rulers to do so. The Irish didn’t used to be white, nor the Italians. Non-whites have, at various times, been allowed to buy their way into the white
race, with their progeny enjoying white-skin privilege. The only people who could never be white were blacks — this has always been the defining quality of whites.”
Popular comedian and social satirist Louis CK, put it this way; “I’m not saying that white people are better. I’m saying that being white is clearly better, who could even argue? If it was an option, I would re-up every year. ‘Oh yeah I’ll take white again absolutely, I’ve been enjoying that, I’ll stick with white thank you.’”
Apparently being White is not a problem…unless you are not!

BELLEVUE, Wash. – Bellevue College has appointed Dr. Gayle Colston Barge as the new vice president of Institutional Advancement. In this role, she will provide leadership and supervision for all fundraising, marketing and communications outreach, including the college’s 50th anniversary celebration in 2016. She is set to begin Nov.17.
“I am very excited Gayle is joining us,” said BC President, Dr. David Rule. “She brings a great resume of diverse experience, a creative mind, and an optimistic perspective to Bellevue College leadership.”
Barge brings over a decade of experience in higher education and has served in marketing, communications and public affairs leadership positions in the public and private sector for over 30 years. Most recently she served as the Director of University Public Relations at Central State University in Ohio. Barge’s professional affiliations include the American Marketing Association, Delta Sigma Theta Sorority, Inc., where she serves on the national long-range planning task force and The Links, Inc.

How strange are you? When you take a hard look at the
bible, you see some things that really register.
For instance, in scripture it’s understood that God uses people in the strangest ways. I guess what I’m really trying to say is God uses strange people to carry out His will.
Fact is that the bible is made up of “strange” men and women, chosen by God to exercise heavenly strength here on earth. Moses was a murderer. Paul killed a few Jesus lovers in his time. Rahab was a ho and Jacob was, well y’all know all about Jacob’s shortcomings.
The point is that God uses the least of us to carry out His plan in spite of what we think we’re capable of, or, what we think we’re worthy of. I mean most of the prophets were reluctant participants in how God’s message for His people was delivered.
As a matter of fact, most did not want anything to do with carrying the Word either because they didn’t think they were worthy, or they didn’t think the people would listen or, they didn’t feel the people were worthy of God’s blessing and deliverance in the first place.
Whatever the reasons, we should all be mindful that the hand of the Lord is at work where He deems it will do the
most good. Regardless of what we think, anyone and everyone is a candidate for greatness in the eyes of the
Almighty, including you; yes, even including me.
I used to think that only the one who was called to preach had the gift of ministry. Try telling that to anyone who has accepted Jesus Christ as their Lord and Savior and see how quickly that misguided thinking gets you.
Slowly I’ve come to accept, we all have a ministry according to the will of God. Neither economic status, social class or educational attainment means anything if God says it’s your turn to do His bidding, carry His message or simply let others see Him in you. One thing is for certain.
You cannot refuse God when He comes a knocking.
Just as importantly, ask yourself as I have lately, what are you reluctant to do in the name of God? Only you know
if you’re in denial. Only you know if you’re trying to convince God to choose somebody else. The question is how long will it take you to realize, as they all did, that sooner or later, you’re going to do what God is commanding you to do? I think you might want to get to that conclusion before God stops asking you do anything and starts telling you.
You know God just might take no as your answer and abandon you all together. I have at times internalized that. The prospect of that gives a whole new meaning to “When I say to a wicked man, ‘You will surely die,’ and you do not warn him or speak out to dissuade him from his evil ways in order to save his life, that wicked man will die for his
sins, and I will hold you accountable for his blood.” Ezekiel 3:18.
I now believe that the measure of your life and mine is how we respond to God’s call, and not how hard we work, even if that work is somehow judged by us as benefiting others. We all must still obey, according to what we’re called to do. The question then is how do we know when God is talking to us as supposed to someone or something else. I must confess to you that I believe God will not allow Himself to be confusing to you. I believe He is talking all the time.
The key for us is to make a very deliberate and conscious effort to hear Him. That requires persistence and prayer. Together then, listening becomes habitual. To all of you who hear what I’m trying to say, know I’m trying to hear God each and everyday. In doing so I’m obligated to share with you that maybe my job and my calling is to accept as a blessing this platform, use it as but another wonderful conduit for God’s will and continue to say very loudly and clearly that Jesus is Lord and if you also believe this, then you better tell somebody.
May God bless and keep you always.

Top Ladies 50th Anniversary Celebration & Top Teens Alumni Soiree
Expect a grand time when the 50th Anniversary of Top Ladies of Distinction, Inc. (TLOD) convenes Sunday, November 23rd at the African-American Museum. The Dallas Chapter of TLOD will celebrate the national organization’s 50th anniversary by hosting a soiree and reunion of former members of the Top Teens of America (TTA).
TLOD has been 100% focused on community service since 1964. TLOD is one of the few organizations that holds this distinction. The anniversary celebration and TTA reunion are no exception.
In keeping with the philanthropic nature of TLOD, the proceeds from the soiree will be used to further TLOD’s and TTA’s projects and programs that continue to promote active involvement in the community for the 2014-2015 calendar year.
TLOD invites community members and former members of Top Teens of America to help them celebrate on November 23, 2014, from 6:00 to 10:00 p.m. at the African-American Museum. Tickets for the event are $40.00 and can be purchased from any Top Lady or at http://tinyurl.com/TLOD50th.

LeJuana (Lee) Rachelle
Montford
LeJuana (Lee) Rachelle Montford was born in Washington, DC on October 8, 1993 to Juana Montford. An information center specialist at Tarrant County College, she died on October 16, 2014. As a child, LeJuana was extremely shy. To help her overcome her shyness, she was enrolled and performed in Expressions Dance Studio which helped to gain more confidence in her ability to become more outgoing. At the age of nine, LeJuana accepted Christ as her personal Lord and Savior and was a member of First Christian Community Church in Annapolis, MD where she served in the choir, dance and usher ministries. She was excited about that stage of her life.
In 2007, LeJuana graduated from Corkran Middle School in Glen Burnie, Maryland. In 2008 she and her mother relocated to Hurst, TX where she graduated from Bridle High School in 2011. Prior to graduation LeJuana studied to obtain her cosmetology license, but her ambition was redirected to journalism. When she was in the 10th grade, she became a member of the Dallas-Fort Worth Association of Black Journalists and participated in the Urban Journalism Workshop. She also participated in the Passport to College concurrent enrollment program at DeVry University, while also becoming a member of Bridle’s newspaper staff in 2009. In 2011 LeJuana attended Texas Southern University, studying Broadcasting and Communications. She volunteered as a coordinator for Journey of a Young Lady, Inc. and in 2014 received the organization’s “Courage and Excellence” award.
The last month of her life she talked with her grandmother about the Lord and informed her that she communed and prayed every day. Also, LeJuana’s mother believes that the Lord was preparing her daughter because of how she was changing and rededicating her life to Christ. LeJuana is survived by her mother Juana Leonard and step-father Leon, of Allen, TX; brothers Quinton and Jared Leonard; sister, Jada Leonard; grandmother, Rachel Montford of Fort Washington, MD; grandfather Cornell Montford of Jacksonville, North Carolina; great-grandmother, Edna Jenkins of Kinston, NC; aunts, Lesha Gregory and husband David of Bryans Road, MD, Shirley
Carrington of Jessup, MD; God-daughter, Brynlee Powell of Fort Worth, TX; God-parents, James and Evelyn West of Charlotte, NC and Alvin and Evelyn Mason in Maryland; spiritual family Kimberly Beatty, husband Kelvin and Ian Wise; Jerome Chapman of Annapolis, MD, Cornell Gordon of Fort Worth, and a host of relatives and friends.

NAACP National Annual Convention returns to Baltimore
BALTIMORE, M.D. -- The NAACP is excited to announce our return to “Charm City” to host the 108th Annual National Convention in Baltimore, Maryland, from July 22nd- July 26th. The NAACP last hosted its national convention in Baltimore in 2000. The Association looks forward to bringing this distinguished event to our home city.

Dear Alma,
I met a woman online about six months ago and we’ve been emailing ever since. We live in different states. She’s been very caring, and we seem to have the start to a wonderful friendship. I have one conflict, though: She has dreads down to her waist. This woman is in her 40s, is educated and not a musician. She is the perfect height and size. She looks totally professional… until you see her hair.
Why would someone choose to wear her hair in a style that appears unattractive and unkempt? There must be other ways to express oneself and show one’s style. I’m really not as shallow as this sounds (it’s what’s inside that counts), but it’s sometimes hard for people to get past initial impressions.
Most of us try to do the best with what we’ve got, so I can’t understand purposely trying to look worse. I don’t think there is a chance
for romance with her hair this way. Doesn’t she realize it detracts from any sex appeal she might be hiding underneath? I would like to remain friends with this woman and get to
know her better, but I am uncomfortable with the attention she draws in public. I can’t ask her to cut her hair, either. How do you tell someone there’s this huge boulder in
the way of getting closer? Is there any solution to this dilemma, or should I just forget about my new friend?

My, my, my, you’re in a pickle, Mr. Whipple. I’d like to know if it’s the natural hairstyle of dread locs that you don’t like about your new
boo, or is it that she’s not permed. Either way, natural or permed, long or short, I think when it comes to the style of one’s own hair, it’s personal – an individual decision.
Most women I know are under the impression that men prefer long, straight hair.
That’s why weaves are so popular in our communities. That said, some women aren’t offended if a guy wants them to change their hairstyle. So I say tell her.
You don’t have to be mean or insulting.
Just mention that you’d like to see her with a particular style. It would probably help if you had a picture of the style you’d like.
If she likes you, she probably won’t mind that you mentioned it. If she gets mad…well, then you’d have to decide what’s more important to you – her heart or her hair.

– When area businesses in Dallas need a boost, they turn to the Bill J. Priest Institute for Economic Development, which has provided training, workforce development assistance and a business incubator for entrepreneurs who have needed help starting their own businesses and area employers who want well-trained employees.
The Bill J. Priest Institute for Economic Development, a campus of El Centro College, is named to honor the first chancellor of the Dallas County Community College District, Dr. Bill J. Priest.
The institute will mark 25 years of service to the business community on Thurs., Nov. 6, with a come-and-go open house from 1:30 to 3:30 p.m. as part of its silver anniversary celebration. The day will feature tours and a “Passport to Priest” activity in which visitors can get a “Priest Passport”; visit each department to learn more about what the institute offers students and business owners; have their “passports” stamped; and earn prizes.
Light refreshments will be served, and the general public is invited to attend. Free parking is available on site or near the campus, which is located at 1402 Corinth St. in Dallas.
Most recently, the Bill J. Priest Institute became home to the Goldman Sachs 10,000 Small Businesses program for the Dallas area. As new business owners take modules (classes) and learn how to build their businesses through that initiative, almost 350 others preceded them as clients with the Bill J. Priest Institute’s business incubator, which started in 1990. Students have taken a variety of courses to prepare them for careers in the workforce, and grants from the Texas Workforce Commission and other
organizations and agencies have provided funds for the training offered through the institute, too.
“The 25th anniversary of the Bill J. Priest Institute for Economic Development marks a long and productive relationship with the Dallas business community,” said Dr. Joe May, chancellor of the Dallas County Community College District. “Our emphasis on student success and jobs is reflected in the history and service of the institute. We look forward to many more years of helping business owners grow and providing them with employees – our students – who are well trained to fill the current and evolving jobs in this changing economic climate.”
El Centro’s new president, Dr. Jose Adames, said, “Everyone is welcome when they enter the impressive teaching and learning environment at the Bill Priest Institute. It will continue to serve as the premier workforce and business professional development center for Dallas and the region.”
The institute has been the home of the North Texas Small Business Development Center and has been awarded a number of grants that support area businesses and students. By the end of August 2014, BJP had been awarded nearly $3.5 million in funds for efforts including the Goldman-Sachs 10,000 Small Businesses program, the Wal-Mart Pathways project, Skills for Small Business with JPMorgan Chase, as well as training grants for AT&T Phase III, Healthcare Innovator, TEAM, GEMS and others.In addition to the Goldman Sachs 10K program, welding/industrial maintenance training, business incubation opportunities and work with the North Texas SBDC, the institute is involved with NPower, a nationally-recognized non-profit organization that serves veterans ages 21 to 40
who want to transfer their military experience and develop new skills in the field of technology.
“We are proud of our continuing partnership with the North Texas SBDC, and the institute has had exceptional success garnering millions of dollars in grants over the years,” said Dr. Pyeper Wilkins, associate vice president of planning, research and institutional effectiveness at El Centro College. She added, “The welding/industrial maintenance program we offer is the most technologically advanced in the state – perhaps nationally – because we have been able to purchase state-of-the art equipment with grants awarded over the past few years.”
BJP provides evening and weekend classes in welding and industrial maintenance, and it offers a forklift operator certification program, GED practice testing and coaching, expanded contextualized Adult Basic Education training, Six Sigma and business process management, and many other opportunities to students, with classes that meet their diverse schedules and needs. BJP provides consultation services and customized training for local businesses as well, and its Business Incubation Center offers emerging small companies an opportunity to operate by leasing office space and receiving business services for up to four years.
Adames added, “We obviously have many accomplishments to celebrate as we mark the 25th anniversary of the Bill J. Priest Institute for Economic Development at El Centro College. The future holds great promise for the expanded role which the BJP campus will play as we help meet the educational, training and economic needs of the people we serve.”

Are Extended Warranties Worth
the Cost?By Jason AldermanAre these costly add-ons worth the expense or simply a sucker bet intended to boost the seller's bottom line? It depends on whom you ask.According to consumer watchdog organizations like the Federal Trade Commission and Consumer Reports, extended warranties and service contracts often don't make strong financial sense. However, some people find extended warranties reassuring, especially for large purchases with electronic components that can go awry and are expensive to repair or are easily broken.Before you buy an extended warranty, do your research and consider these points:• Does it overlap with the manufacturer's
warranty? Don't pay twice for duplicate coverage.
• Many credit cards automatically extend the manufacturer's warranty for up to a year on purchases – for free.
• Before purchasing, check the company's track record with your state's Department of
Insurance, the Better Business Bureau and independent reviewers like Angie's List.
• Service contracts might not cover specific product parts or repairs. If the terms don't list a part or function as specifically covered, assume it's not.
• Carefully review the contract for deductibles, limits on the number of allowable service calls, exclusions and clauses that allow the company to deny coverage – for example, if you don't follow their instructions for routine maintenance.
• Ask whether the retailer handles repairs itself. You may be required to mail the product to a repair center, so factor in shipping costs if they're not included.
New cars typically come with a basic factory warranty that covers most components for at least 3 years or 36,000 miles (sometimes more), as well as separate warranties for items like the powertrain, corrosion and roadside assistance.• Before purchasing an extended car warranty
from the dealer or a third-party vendor, consider:
• If you plan to sell the car before the basic warranty expires, an extended warranty probably doesn't make sense; however, if you'll likely keep the car for many years, it may.
• Don't feel compelled to buy an extended warranty immediately. Policies can usually be purchased months or years later – although the cost will increase as the car ages.
• If buying an extended warranty through the dealer, find out whether it's backed by the manufacturer (which means you can go to any dealership throughout the country) or by a third party, which could limit your repair options considerably.
Most carriers sell a variety of plans at varying costs, duration and mileage limits – everything from basic powertrain-only policies to comprehensive bumper-to-bumper coverage.Ask whether the warranty can be transferred to a new owner – that'll boost resale value.Extended warranties are also available for used cars. They're more risky to buy than new cars and thus may be better candidates. However, the older the car, the more expensive – and limited – the coverage likely will be.
As an alternative, consider putting the same amount into a savings account. That way, if the product breaks, you'll have enough money on hand to replace it. If not, you'll have a nice chunk of change.Bottom line: If it will make you sleep more soundly, consider extended warranties for your major purchases. Just do your homework first and realize that peace of mind may cost much more than any repair bills you ultimately need.

Studies by theUniversity of Texas atDallas Institute of UrbanPolicy, United Way andTexas A&M are takingplace now to assess thequality of life in the SouthDallas community beforebillion dollar projectsinvolving the new DARTLight Rail and the Trinity
Toll Road are brought tothe area. Some construc-tion has begun with thedemolition of homes tofollow later this year.At a meeting held by the
three institutions, a focusgroup of sorts dished ideasand findings on the surveysthat have told the story of theresidents of South Dallas.“We are measuring con-
ditions that may vary fromstreet to street,” said Dr.
Timothy Bray, director ofthe Institute of UrbanPolicy Research. He helps

training in administeringthe anonymous surveys.“Over three to four yearsthere are changes in condi-tions and we want to knowhow it affects the area.”
