Regular Meeting

January 11, 2017

The Solano County Board of Education met in regular session on Wednesday, January 11, 2016, at the

Solano County Office of Education (SCOE), 5100 Business Center Drive in Fairfield, California.

I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG

Board President Dana Dean called the meeting to order at 6:05 PM. Lisette Estrella-Henderson, Solano

County Superintendent of Schools, serving as Secretary to the Board, led those present in the Pledge

of Allegiance.

Trustee Dean welcomed those in attendance and noted that a quorum was present.

III. APPROVAL AND ADOPTION OF AGENDA

Motion was made by Trustee Coleman, seconded by Trustee Cohen-Thompson, and carried by a

unanimous vote of those present to approve and adopt the agenda as amended.

IV. READING OF CLOSED SESSION AGENDA ITEMS

(a) Conference with Real Property Negotiators (Government Code section 54956.8)

Trustee Dean stated that the Board would conference with SCOE’s negotiating parties, Mrs. Estrella-

Henderson; Associate Superintendent of Administrative Services and Operations, Tommy Welch; and

Lisa Allred, attorney with Atkinson, Andelson, Loya, Ruud & Romo, regarding the price and terms of the

property located at 4522 Abernathy Road, Fairfield, CA.

V. PUBLIC COMMENT ON CLOSED SESSION AGENDA ITEMS

There was no public comment on the Closed Session item.

VI. RECESS AND RECONVENE IN CLOSED SESSION

The Board adjourned to closed session at 6:07 PM.

(a) Call to Order

The Board reconvened the meeting at 6:34 PM.

(b) Report of Action Taken in Closed Session (if applicable)

Trustee Dean reported that the Board gave direction to staff regarding the next steps.

VIII. CORRESPONDENCE

There were no items of correspondence to consider.

IX. SUPERINTENDENT’S REPORT

(a) 2015-16 Audit Report

The 2015-16 Audit Report prepared by Vavrinek, Trine, Day & Company (VTD) was presented by the

managing partner, A.J. Major. VTD is the auditing firm contracted to audit the end of year financial

statements and prepare the annual audit report. The report had been distributed to the Board in

advance for review.

Mr. Major stated that SCOE’s financial records were found to be comprehensive, accurate, transparent,

in accordance with U.S. Auditing Standards, and received a clean report. SCOE’s practices contain an

extra level of security and quality control standards above compliance with both federal and state law.

There were no weaknesses found or differences of opinion on interpretation. He pointed out a summary

of the finding on page 75 of the audit.

Mr. Major thanked SCOE’s staff for their professionalism and responsiveness to requests, and he

answered questions from the Board. Superintendent Estrella-Henderson thanked Becky Lentz, Director

of Internal Business Services, for her team’s hard work, which enabled SCOE’s clean audit with no

negative findings.

(b) Disposal of Obsolete Inventoried Items

Per Education Code section 1279(b) and SCOE Policy 3270, Mr. Welch presented the list of various

equipment, valued at less than $25,000, which has been declared as surplus and approved for

disposal. (Attachment A)

(c) Quarterly Report on Williams Uniform Complaints

As part of the Williams Uniform Complaint Procedures, school districts and SCOE are required to

report, on a quarterly basis, summary data regarding the nature and resolution of all complaints.

Mrs. Estrella-Henderson reported that there were no complaints filed during the period of October 1,

2016, through December 31, 2016, for the following three programs: Juvenile Court and Community

School (JCCS), Division of Unaccompanied Children Services (DUCS), and Juvenile Detention Facility

(JDF). (Attachment B)

Trustee Coleman asked if the Juvenile Justice Commission had conducted its inspection of JDF yet.

Mrs. Estrella-Henderson said SCOE had not received a report but would have staff check on it and

report back to the Board at its next meeting.

(d) Local Control and Accountability Plan (LCAP) Update

Nicola Parr, Director of Student and Program Support, provided an update on SCOE’s LCAP and its

progress thus far. She distributed a handout containing the most recent dates, times, and locations of

upcoming stakeholder engagement meetings and invited the Board to attend any of the meetings. The

dates will also be emailed to the Board later this week. As the Board previously suggested, a meeting


of business stakeholders is scheduled for March 14, 2017, and includes chambers of commerce and

the career technical education industry, among others.

Ms. Parr talked about the turnout and responses from the meetings held to date. In addition to the

meetings, stakeholder feedback is being gathered using other methods, such as surveys, engaging

parents as they drop off and pick up their children at school, and acquiring parent input by tying it in to

another school activity (e.g., open house, spring barbeque, etc.). Some stakeholder meetings are also

held in Spanish or include a Spanish interpreter to get feedback from this segment, too.

(e) Human Resources Report

Tracy Robinson, Assistant Superintendent of Human Resources and Educator Effectiveness, reported

that four paraeducators, a youth activity specialist, and an assistant superintendent of SELPA had been

hired since the last Board meeting.

(f) Financial Report

Mr. Welch reviewed the financial report for November 2016 saying that SCOE is on track. (Attachment

C)

(g) State and Federal Legislative Update

Superintendent Estrella-Henderson gave an update on state and federal legislative activity including the

Governor’s proposed budget. Staff will take a close look at it to determine its impact on SCOE and

education in general.

The State Board of Education approved a California School Dashboard aimed at refining accountability.

It is slated to be fully operational in 2017-18. Currently, students are assessed using the same rubric,

but the students and families that SCOE serves are among the most difficult to engage, so we continue

to advocate for adapted measures. Staff will keep the Board updated in the coming months.

(h) Temporary Certificates

Temporary certificates for credential applicants approved by the County Superintendent were noted.

(i) Meetings/Special Dates

Mrs. Estrella-Henderson reviewed the upcoming events and especially pointing out the Academic

Decathlon dates and awards ceremony as well as the Special Board Meeting/Study Session later this

month.

Her recent activities since becoming the County Superintendent included her oath of office ceremony,

being appointed to the First 5 Solano Children and Families Commission and the Hispanic Chamber of

Commerce Scholarship Committee. She is transitioning to her new role, meeting lots of people, and

looking forward to working with the Board

X. UNFINISHED BUSINESS

(a) College Readiness Block Grant

Dr. Victor Romualdi, Assistant Superintendent of Student Programs, presented a PowerPoint of

SCOE’s plan to use grant funds for increasing services to unduplicated pupils to ensure college

readiness. The plan was reviewed at the Board’s regular meeting in December and is being brought

back to the Board for approval.

Dr. Romualdi reviewed the prior discussion about using the grant funds to add services over a three-

year period, the distinction between new and increased services, establishing a partnership with Solano

Community College (SCC) so underserved students at Golden Hills Education Center may have dual


enrollment, professional development training for teachers, and continuing efforts to expose high school

students to local college campuses (e.g., SCC, UC Berkeley, Napa Community College, etc.).

Various indicators will be used to measure expectations and results including those collected as part of

LCAP. Since the student population at Golden Hills is not with SCOE very long, both long- and short-

term measures will be involved to gauge their readiness and preparation for college. We will develop a

database to capture and track results by following up with the districts on how many of the students

actually attend college.

Motion was made by Trustee Coleman, seconded by Trustee Cheek, and unanimously carried by a

vote of those present to approve SCOE’s plans for using the College Readiness Block Grant.

XI. COMMENTS FROM THE COMMUNITY

There were no comments from the community.

XII. BOARD DISCUSSION

(a) Board Member Activity Reports

Some of the Board Members gave a brief report on their recent education-related activities.

Trustee Bates attended the third-grade Christmas program at K.I. Jones Elementary School in Fairfield

and took books to Anna Kyle Elementary School in Fairfield as part of the Rotary Club’s literacy

program.

Trustee Ford distributed information about the California School Boards Association (CSBA)

conference he attended in December and the Public Policy Institute of California (PPIC) meetings in

November. He will be unable to attend the Board’s meeting in February due to surgery.

Trustee Coleman thanked Trustee Ford for his excellent report. She attended several oath-of-office

ceremonies and completed her nomination for CSBA Region 3 delegate. The Board will be asked to

vote for its regional representative at February’s Board meeting.

Trustee Cheek accepted a position as the Director of Human Resources with Touro University and is

excited about the opportunity to work in education in a different capacity.

Trustee Sharp attended the Rocky Hill Trail dedication ceremony and has been meeting with

community members.

Trustee Dean attended a few swearing-in ceremonies, the California County Boards of Education

(CCBE) Executive Committee retreat, is becoming an honorary commander at Travis Air Force Base,

and is closing out her eight-year term on the First 5 Solano Children and Families Commission.

(b) Board Member Requests

In accordance with Board Policy 9250, Board members may request to represent the Board at an

education-related activity and specify the desired level of support necessary for the activity with actual

and necessary expenses incurred while discharging these official duties.

(1) Board Member Attendance at Workshop

Trustee Cheek would like to attend the California School Boards Association (CSBA) Legislative Action

Day on March 21, 2017, in Sacramento, CA. Expenses would total approximately $50.

Motion was made by Trustee Ford, seconded by Trustee Cohen-Thompson, and unanimously carried

by a vote of those present to approve Trustee Cheek’s attendance at the CSBA Legislative Action Day.

(2) Board Member Attendance at Workshop

Trustee Dean would like to attend the CSBA Legislative Action Day on March 21, 2017, in Sacramento,

CA. Expenses would total approximately $50.


Motion was made by Trustee Cheek, seconded by Trustee Sharp, and unanimously carried by a vote of

those present to approve Trustee Dean’s attendance at the CSBA Legislative Action Day.

(c) Suggestions on Future Board Agenda Items

(1) Board members may suggest future topics to be coordinated by the County

Superintendent and presented by SCOE staff or external presenters.

There were no suggestions.

(2) The Board may identify current topics of particular interest and, by consensus,

choose one of its members to lead a brief discussion at a future meeting.

There were no suggestions.

There being no further business, the meeting was adjourned at 7:29 PM.
