Chantilly Highlands Homeowners Association Board of Directors Meeting Thursday, May 6, 2004

Submitted by: Mary Kerr Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors meeting.

Board Attendees: Jeff Boehlert, Jim Ceh, Dan Feer, Mary Kerr, Mark Hassinger, Wendy Osborn, Chris Tacinelli, and Jerry

Thatcher. Absent Board Attendees: None. Home Owner Attendees: Two residents. The meeting was called to order at 7:31 PM by Dan Feer. Meeting Minutes: A Motion was made by Chris Tacinelli and Second by Jeff Boehlert to accept the April Minutes as written. Treasurer’s Report: The 56 homes that have either unpaid dues or late fees will not be able to enter the pool or participate in

swim team. Resale Packets need to be updated to include a return address card to Chantilly Highlands Home Owners Association listing

the new property owner’s name and pertinent information. This will be an additional way to keep the database updated so that there are fewer discrepancies.

Community Facilities: Jeff Boehlert stated that the pool/pool house will be ready for opening day. The water heater has been replaced below budget, the crack has been fixed in the deep end of the pool, the electrical inspection for the pool/pool house has passed, a pay phone has been installed, and the pool pump will be checked this weekend. A decision was made to have a Pepsi® machine available to the pool patrons. This machine will hold 20 oz. bottles of sodas and water and will sell for $1.00 each. Spencers has been awarded the re-keying contract for the pool house and community center locks. All locks will be re-keyed prior to Memorial Day. The cost will be approximately $1100.00. It will be the Vice Presi-dent’s responsibility to disburse the keys and maintain an accurate key log. Jim Ceh and Wendy Osborne will work to-gether on developing a procedure. A list of Swim Team Members will be collected by Jeff Boehlert to be checked against the list of unpaid 2004 Home Owners Association Dues. These home owners will not be able to participate in the Swim Team nor use the pool until their dues and/or late fees have been collected. Jeff will also acquire a copy of the Swim Team’s Certificate of Insurance to be kept on file.

Land Management: The Board of Directors will complete a Covenant mandated action to walk the subdivision looking at the common property and personal property for violations in June. The May Newsletter will include the items that will be looked at so the residents have the opportunity to repair prior to the walk thru. Residents have asked why Cobra is not included in the entrance way landscaping. There is no common ground at the Cobra/McLearen intersection.

Community Events: The Chantilly Highlands Community had a successful Yard Sale. The CHHA has scheduled a 5K walk/run for Saturday, May 22nd. A pre-run organizational meeting will be scheduled with those who have showed interest in helping.

Long Range Planning/Neighborhood Watch: With the resignation of Will Gregory, Mary Kerr will now coordinate the Neighborhood Watch Program and the Board will oversee the Long Range Planning.

Architectural Control: Submittal of Applications has slowed. ACC is reviewing the Applications as quickly as possible in providing Approvals/Denials. Many delays are that the Applications are not complete and accurate. Additional volun-teers on this committee are still needed.

Covenants and By-Laws Progress: Plans are underway to review the final version and then work on getting the resident’s approval.

Newsletter: A meeting will be held with Deb Neuberger, the editor of the The Chantilly Highlander and some of the Board Members to discuss layout ideas and what type of information needs to be included. To date, Ms. Neuberger has been able to reduce the monthly costs for the Newsletter by almost $200.

Old Business: There was an unsigned letter written to the Swim Team voicing their opinion about the outside members. Neighbors assumed that two women in the neighborhood who opposed outside memberships wrote this letter and this is not true.

New Business: Dan Feer confirmed that Will Gregory has resigned from the Board opening the Vice President position. Wendy Osborn has accepted as acting Vice President. Mary Kerr will be the contact for Neighborhood Watch.

A resident asked if they could use the community center and the parking lot to host a car wash as a fund raiser for an AAU basketball team in which some of the team mates are residents. The Board approved this request and will be preparing guidelines to evaluate future requests.

Wendy Osborn will be developing an updated subdivision phone directory. Draft Procurement guidelines were written by Dan Feer. Board members will review for next meeting. Adjournment: Jeff Boehlert made a Motion to adjourn the meeting and Jerry Thatcher seconded. Meeting adjourned at 9:15 PM.

CHILD SUPERVISION GUIDELINES

As we all begin making our summer plans, don’t forget to give serious consideration to what plans you need to make for your child. The following information is from the Fairfax County Department of Family Services at 703-324-7400. This and other information can be found at http://www.co.fairfax.va.us/service/dfs.

Lack of supervision is one of the most preva-lent child neglect problems in Fairfax County. The following represent minimally acceptable standards for the supervision of children. These guide-lines have been developed by social work professionals in collaboration with the community. Remember, they are guidelines only. There may be situations, even within these guidelines, when it is not safe to leave a child unsuper-vised. Parents are ultimately responsible for making decisions about their child’s safety. Whenever any child is unsupervised/unattended the following should apply... There must be no emotional, medical, or behavioral problems which affect judgment or decision-making skills. ♦ Child must be comfortable being alone. ♦ Youth must have a safety plan worked out with the

parent/caretaker, which includes: 1. How to access parent or other responsible adult

at all times (including knowing the parent/caretaker’s whereabouts and having a tele-phone number where parent can be reached).

2. What to do in case of emergency. 3. Guidelines for acceptable behavior. 4. Knowledge of emergency telephone numbers.

♦ Youth must demonstrate the ability to follow the safety plan and to make decisions that reflect con-cern for personal safety.

Age Guidelines… 7 years & under Should not be left alone for any period of time. This may include leaving children unattended in cars, playgrounds, and backyards. The determining consid-eration would be the dangers in the environment and the ability of the caretaker to intervene. 8 to 10 years Should not be left alone for more than 1½ hours and only during daylight and early evening hours. 11 to 12 years May be left alone for up to 3 hours but not late at night or in circumstances requiring inappropriate re-sponsibility. 13 to 15 years May be left unsupervised, but not overnight. 16 to 17 years May be left unsupervised (in some cases, for up to two consecutive overnight periods). County Rezoning Request for Your Review

The following proposal has been submitted for rezoning in Fairfax County. The Planning Com-mission will schedule a public hearing for September 22, 2004 on this application. We received notification from Supervisor Michael Frey’s office “because of the proximity of your property to the application site, and because you may be affected by the proposed change.” A copy of the application/layout can be viewed at the Department of Planning and Zoning, 8th floor of the Herrity Building at 12055 Government Center Parkway, near the Government Center, (703) 324-1290. The application number of the request is #RZ/FDP 2004-SU-015. In part, the application reads: “The Property is located to the east of Centreville Road and south of Armsfield Farms subdivision which is zoned R-5. To the south and west is the Chantilly Green subdivision which is zoned PDU-3. Both subdivisions are com-prised primarily of single family detached lots. “National Capital Land & Development, Inc. has a contract to purchase approximately 19.72 acres with 27 single family lots identified in the Fairfax County Tax Map records…. We are still in need of volunteers to serve on the ACC Committee. Please contact Mark Hassinger (703 435-4810) or Carla Abbud (703 925-0949) if you are interested in serving on this important committee. You can be a part of preserving the character and value of our community and its homes.

The main purpose of the Community’s Cove-nants and Architectural Committee Guidelines & Stan-dards is to preserve the value of our homes. To ac-complish this, all of the residents must cooperate. This includes making application to the ACC for any exte-rior alteration to their home before proceeding to make such changes (application forms can be found on our website, in the Design Guidelines and are often pub-lished in the Highlander).

When an application form is submitted, please make sure it is filled out properly and completely. Our committee – made up of volunteers from the commu-nity– should not be expected to search for lot numbers, and make repeated telephone calls and site visits to gather the necessary information to complete the appli-cation. As a reminder, all applications must include a copy of your plat, and if appropriate, a graphic descrip-tion of the proposed improvements, as well as a de-scription of materials to be used, exact dimensions, color samples, and product photographs. Applications for common fences require the written consent of ad-joining property owners, and such statements need to be attached to applications at the time of submittal.

Please plan ahead when considering your im-provements so the committee has a reasonable amount of time to properly research and meet to consider your requests (we can typically turn applications around within 3 weeks). However, we are often asked to proc-ess applications in less than one week. Please consult the Architectural Committee Guidelines & Standards when planning your projects and again, accurately com-

Spring Home Projects When considering a home improvement project, there are a few things you need to keep in mind. First, you need to determine whether your project requires you to complete an Exterior Alteration Request Form (see page 7, opposite page) for the Architectural Control Committee (ACC). This form needs to be submitted prior to the start date of your project. After this is done, and if you won’t be doing the work yourself, you should do some ‘homework’ before hir-ing a contractor for the job. There are many sources of in-formation for advice in hiring contractors, including Fairfax County’s Consumer Protection Division. Below are some points to consider: • Get several estimates before signing a contract. Make

sure you specify the details so you can easily compare the estimates.

• Check that the contractor/company has the necessary state and/or local contractor’s licenses. Numbers that may be useful include: Fairfax County Department of Public Works and Environmental Services Licensing Section at 703-324-1540, and the Virginia Department of Professional and Occupational Regulation Licensing Section at 804-367-8511.

• Check for complaints against the contractor/company at the Consumer Protection Division, 703-222-8435, and at the Better Business Bureau, (202)393-8000.

• Get a list of references...AND CALL OR VISIT THEM! Check those that have had similar projects as yours completed.

• Insist on a written contract, with all details specified regarding the materials used and work to be done. Be

sure it includes the name and address of the contractor, license number, payment terms, start/completion dates, warranties, and date the estimate is valid through.

• Get a copy of the contractor’s insurance and call the insurance agency to verify the amounts of coverage and that it is still in effect. Be sure that the insurance cov-ers both damage to your property and injury to employ-ees working on your property.

• Check if you need a building permit. If you do, make sure it is stipulated that the contractor, not you, will obtain it. This holds the contractor liable for any build-ing code violations.

• Have the contract specify that you will get a signed mechanic’s lien waiver or release from suppliers of materials or subcontractors. This protects unpaid work-ers or suppliers from putting a lien on your property until they are paid by your contractor, or you.

• Carefully read (and that includes all the small print both on the front AND back of the contract) and be sure that you agree with all terms of the contract BE-FORE signing it.

Committee Descriptions and Meeting Times Board of Directors meets on the first Thursday of every month

at 7:30 PM at the Community Center. Meetings are open, and all residents are welcome and encouraged to participate. To include a specific item on the agenda, please contact Dan Feer, Board President, at 571-203-9558. The next Board meeting is Thursday, June 3rd at 7:30 PM.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appro-priate Board member if you have ACC questions or con-cerns.

Chantilly Highlander newsletter team welcomes your articles and community photos of specific events, or just whatever is going on in your neighborhood! We would also love your suggestions and ideas for new features as well as feedback on current content. Advertising questions and other informa-tion may be emailed to [email protected], or mailed to the Editor at P.O. Box 710238, Oak Hill, VA, 20171.

Community Activities Committee identifies and schedules events for the participation of Chantilly Highlands families. The committee meets as events are scheduled, and chairper-sons vary throughout the year. If you are interested in lead-ing an event or have ideas for a community activity, please contact a Board member.

Community Facilities Committee (ComFac) meets the first Wednesday of every month at 7:30 PM at the Community Center. Issues pertaining to our swimming pool, tennis courts, playground, Community Center and its grounds are managed by the Community Facilities Committee. If you would like to become involved in this committee, contact Jeff Boehlert at 703-435-2836. The next Community Fa-cilities meeting is Wednesday, June 2nd at 7:30 PM.

Land Management Committee handles all issues that involve the common areas of our community: primarily lawn care and snow removal. Meetings are held as needed. You may contact Wendy Osborn at 703-834-7978 with questions and if you are able to help on the Land Management Committee.

Kindergarten Registration Reminder If your child will be 5 years old by September 30, 2004, it is time to register him/her for kindergarten. To reg-ister, or for more information, call Oak Hill Elementary School at 703-467-3500. Early registration is necessary to determine staffing.
