Project facts Our role On 1 July 2020, the responsibility for the Parramatta North Heritage Core (Heritage Core), a key precinct within the Parramatta North Program (the Program), moved to the Department of Planning, Industry and Environment. The six-hectare Heritage Core is a place of exceptional First Peoples’ and European culture and heritage significance. Place, vision and principles A place where past lessons fuel future opportunities, the Heritage Core is a place of living history and memory for many people, particularly for those with connections to the numerous institutions that operated on the site. This rich and complex history forms an intrinsic part of its place identity. All work in the Heritage Core is guided by the vision and principles developed with the community in 2018. These include: First Peoples first Active memory Sustainable Everybody’s welcome.     Current status The Program team is delivering the following works to make space available for local businesses and the community while long-term, sustainable planning progresses:

    Parramatta Girls Home Memorial and Heritage Garden

    To create a place of remembrance and reflection for survivors of the Parramatta Girls Home, their loved ones and members of the public, works will reinstate the front garden of the Norma Parker Centre and install a new memorial for the ParraGirls. Pending approvals, completion is due in early-2021.

    Heritage Core Final Business Case

    Preparation of a business case is currently underway to clarify a 10-year program of conservation, renewal and activation initiatives to achieve the place vision developed with the community in 2018.

    Sustainable and future focused, the business case is critical to ensure ongoing funding for the Heritage Core beyond 2021. The NSW Government will consider the business case in early 2021.

    Western Sydney Startup Hub

    The Western Sydney Startup Hub will provide affordable co-working space and programs for innovative startups and businesses in Sydney’s west.

    Housing and Property

    Following best practice heritage conservation and adaptive re-use practices, three sensitively restored buildings will provide a series of unique spaces for entrepreneurs and the community, including 1,500m² of co-working space, a café, shared event space and public domain upgrades.

    Pending approvals, the Startup Hub is expected to be fully operational by late 2021.

    Strategic Planning

    Strategic planning across the Heritage Core is essential to guide the ongoing and future management of the site.

    Strategic planning is currently underway and involves:

    • Updating the Conservation Management Plan following detailed archaeological testing

    • Preparation of site-specific tenancy and activation strategies

    • Preparation of a heritage master plan and interpretation strategy

    • Delivery of an operational plan.

    Conservation Works

    Other prioritised conservation works include restoration of the Female Factory clock, general heritage repairs and service upgrades.

    • Early 2021 – NSW Government considers Heritage Core business case

    • Late 2021 – Western Sydney Startup Hub operational

    • June 2021 – preparation of tenancy strategy and conservation works
