Armed Forces Day provides an opportunity to recognize members of the military for their love of country, their dauntless courage and dedication in performance of their duties, and their unparalleled service in defense of our nation. Traditionally, each branch of the U.S. military sponsored its own specific service day observance. In August 1949, the military services united in purpose and commitment under a single Department of Government, the Department of Defense. Armed Forces Day replaced individual military service branch observances. Celebrated on Saturday, May 20, 1950, with parades, receptions, open houses, and air shows, the first Armed Forces Day was an educational program for civilians. The activities were designed to expand public understanding of what types of jobs were performed and the role of the military in civilian life. The celebration provided an opportunity for the military to show state-of-the-art equipment to the civilian population they were protecting and for civilians to honor and acknowledge the members of the Armed Forces of the United States. Chief among the Department of Military & Veterans Affairs’ annual activities to commemorate Armed Forces Day are a Los Angeles County Board of Supervisors Proclamation presentation and participation in Supervisor Michael D. Antonovich’s Annual Veterans Event. This year, the Proclamation declaring Saturday, May 18, 2013, as Armed Forces Day throughout Los Angeles County was accepted by Commissioner Carvel Gay, Vice Chairman, County of Los Angeles Veterans Advisory Commission. Armed Forces Day, celebrated annually on the third Saturdayin May, honors the brave and dedicated men and women ofthe United States military—the Army, Navy, Air Force, MarineCorps, Coast Guard, National Guard, and Reserves.

Armed Forces Day provides an opportunity to recognizemembers of the military for their love of country, their dauntlesscourage and dedication in performance of their duties, andtheir unparalleled service in defense of our nation.

Traditionally, each branch of the U.S. military sponsored itsown specific service day observance. In August 1949, themilitary services united in purpose and commitment under asingle Department of Government, the Department ofDefense. Armed Forces Day replaced individual militaryservice branch observances.

Celebrated on Saturday, May 20, 1950, with parades,receptions, open houses, and air shows, the first Armed ForcesDay was an educational program for civilians. Dateline: VeteranDateline: VeteranIntern HiredIntern HiredRichard Hipolito is a model Countyemployee working in the MarriageDivision with the Department ofRegistrar-Recorder/County Clerk(RRCC). It is his experiences prior toCounty service that distinguishes himfrom the typical County employee. Hewas a Veteran Intern before receivinghis permanent position at RRCC.

Hipolito served in the U.S. Navy for four years where heled a team of eight on the aircraft carrier U.S. Kitty HawkCV-63. His fleet was the first to respond during the attackon the World Trade Center. The fleet later servedthroughout the war against terrorism and Operation IraqiFreedom.

Once his time with the Navy ended, Hipolito experienceda period of adjusting to civilian life. Translating his militaryskills to civilian or professional terms was not always easy.While adjusting to civilian life, he “had the hurdle ofattending college and working two part-time jobs, all atthe same time. It was a different world.” After graduating,Hipolito found himself in the midst of an economic recessionwith limited job opportunities. “I never figured I would beunemployed and settling for a few part-time jobs here andthere,” he said.

Then Hipolito heard about the Veterans’ InternshipProgram (VIP) with Los Angeles County. He was hiredas a Veteran Intern, Office and Clerical Support. He saidthat his average day at work is “unpredictable,” but it’sthe “type of challenge we all greatly appreciate when weovercome it, and we do every day.” He utilizes hisexperience in the military to make him a better employee.

“One of the virtues I have taken from the military wasthat your work, ethics, and decisions are a reflection ofwho you are. I strive to learn, excel, and better myself inevery opportunity I can. My time in the military gave mediscipline, confidence, and prepared me to adapt and thriveas a team player and someday, a leader.”

As more U.S. veterans return from overseas each day,Hipolito hopes to encourage more departments to hireVeteran Interns.

“These veterans, like me, are patiently waiting for anopportunity to express our gratitude through hard, honestwork, and contribute towards the success of ouremployers.”

Veterans’ Internship ProgramThe Veterans’ Internship Program (VIP) was launched onMay 16, 2007 on a motion submitted by SupervisorsDon Knabe and Michael D. Antonovich and approvedunanimously by all Board members. The program isadministered by the County of Los Angeles Department ofHuman Resources and provides paid internships for qualifiedveterans of the Armed Forces of the United States. Theinternships are designed to afford veterans with on-the-jobtraining and work experience with the County of Los Angelesthat will enable them to effectively compete for permanentCounty jobs. The internships are in six areas: AdministrativeSupport; Crafts Support; Heavy Maintenance and OperationalSupport; Information Technology Support; Office and ClericalSupport; and Technical Support.

Celebrating Memorial DayMemorial Day can often be overlooked as just a three dayweekend. This year, why not look for a way for you and yourfamily to truly honor those who have given their lives inservice. Below are five ways for you and your family to giveback to your community and the men and women in uniform.

1) Visit a Military MuseumLos Angeles has several military and veterans museums tovisit. One of these is The Fort MacArthur Museum, dedicatedto the history of the U.S. Army post that kept Los AngelesHarbor safe from 1914 to 1974. The Museum has a varietyof exhibits and displays for the entire family to enjoy. Visittheir website at www.ftmac.org for more information, or lookinto the many other museums Los Angeles has to offer.

2) Attend a ParadeKick off the unofficial beginning of summer by attending theannual Memorial Day Parade in Canoga Park. At the end ofthe parade route, there is normally a special community event,like a local car show, complete with food and entertainment.The Memorial Day Parade in Canoga Park 2013 also includesa 5K Run/Walk. In honor of L.A. County’s 12th Annual Cesar ChavezCommunity Service Week, Supervisor Gloria Molina andher staff prepared a tasty meal of tamales, rice, and beansfor the homeless. Donors to the event included Pepsico,West Coast Citrus, El Super, La Amapola, the CentralBasin Municipal Water District, and El Gallo Bakery.

This year’s theme was “Service to Others” as Chavezdedicated his life to serving others and the anniversaryof his birth was March 31, when he would have reachedthe age of 86.

The week’s activities included County employeevolunteer service or project opportunities in thecommunity; cultural events free to the public; arts andliteracy programs for youth in the County’s parks,libraries, and probation camps; and a food drive.

Instead of a standard holiday during Cesar Chavez Week, County employees had the opportunity to volunteer for neededservices or specific projects in the community. Volunteer sites included access centers serving the homeless; Countyfund distribution agencies such as the Asian Pacific Community Fund, Brotherhood Crusade, Earthshare California,United Latino Fund, or United Way; the Weingart Center’s residential site; or the Bell Shelter. Local food banksdistributed food and/or hosted soup lines at sites such as the L.A. Mission and theLos Angeles Regional Food Bank. Beautification and clean-up projects took place at local parks, and employees assistednumerous non-profit agencies throughout the County.

3) Attend the Annual Memorial Day Flag PlacementJoin the Boy and Girl Scouts as they put flags on the gravesof our veterans. Opening ceremonies begin at 8 a.m. onSaturday, May 25, 2013, at the Los Angeles NationalCemetery. If you know a Boy or Girl Scout who would liketo participate in the ceremony, make sure to register atwww.bsa-la.doubleknot.com/event/1311458.

4) VolunteerThere are countless ways to volunteer your time and moneythis Memorial Day weekend or for the rest of the year! Thereare opportunities throughout the County for different agegroups, interests, and experience levels. The DisabledAmerican Veterans (DAV) is always in need of hospitalvolunteers for a variety of duties ranging from recreationalactivities with patients to clerical work. 5) Look Into the Veterans Internship ProgramThe Department of Human Resources has its own VeteransInternship Program. The program strives to provide wellpaying work experience to veterans of the Armed Forces.Celebrate this Memorial Day by telling the veterans in yourlife about this wonderful opportunity.

Public Library Celebrates 100th

Centennial AnniversaryHow does one of the largest library systems in North Americacelebrate their 100 year Centennial Anniversary and NationalLibrary Week? With one of the biggest (literally andfiguratively) authors and speakers in Southern California.

This 7-foot, 2-inch basketball legendcenter for the Los Angeles Lakersand author of best selling books,Kareem Abdul-Jabbar, delighted apacked audience as the guest speakerfor the County of Los Angeles PublicLibrary’s Annual Library Breakfast.

Abdul-Jabbar captured the NBA’sMVP six times, was a 19-timeAll-Star and is known for his iconicshot – the skyhook. He is the NBA’sall-time leader in points scored, arecord that still stands after beingretired for nearly 25 years.

What many people do not know is that, with a lifelong passionfor history, Abdul-Jabbar has authored seven best-selling bookson various historical subjects. In perhaps his best known work,On the Shoulders of Giants, he invites us on anextraordinarily personal journey back to his birthplace, throughone of the greatest political, cultural, literary, and artisticmovements in our history. It is a revealing look at thetremendous impact the Harlem Renaissance had on bothAmerican culture and his own life.

His most recent children’s book, What Color Is My World,looks at the lives of little-known African-American inventors.Abdul-Jabbar has always been a supporter of libraries andtheir positive effect on children. “…[L]ibraries are aninexhaustible fountain of knowledge. They provide today’sstudents with the skills they need to achieve great things intheir lives… librarians help children develop a love of readingand teach them to become critical thinkers. In other words,they are essential to building a child’s greatest asset – theirmind.”

Abdul-Jabbar spoke about his personal and business life, aswell as his time in the NBA. He then answered questionsfrom the excited and curious audience and proceeded to signcopies of his books and DVD. He was even so gracious as todonate all of his proceeds for this event to a non-profit fundsupporting libraries and librarianship.

We would like to thank Abdul-Jabbar, his manager, the staff,and all those who so eagerly attended, making this breakfasta truly memorable 100th year anniversary celebration!

Celebrate Better Hearing andCelebrate Better Hearing andSpeech MonthSpeech MonthSince 1927, the American Speech-Language-Hearing Association hascelebrated Better Hearing andSpeech Month each May to raisepublic awareness.

Speech, language, voice, cognitive, and swallowingdisorders affect 14 million Americans. These disorderscan take many forms and can limit academic achievement,social adjustment, career advancements, and quality oflife. An individual may be born with speech or languagedisorders, or it may be caused by accidental injury or illness.

This month of awareness is also a good time to analyzeyour own hearing and determine if you are one of theestimated 28 million Americans who has a hearing lossthat can be treated. You may have a hearing loss if you:

♦ Frequently ask people to repeat themselves♦ Often turn your ear toward a sound to hear it

better♦ Understand people better when you look directly

at their faces♦ Have difficulty following conversations in group

situations♦ Keep the volume on your radio or TV at a level

that others say is too loud♦ Have pain or ringing in your ears

People who see themselves in these statements shouldsee an audiologist for a hearing test.

Speech-language pathologists and audiologists are theprofessionals who treat all types of speech, language,swallowing, and hearing disorders. Speech-languagepathologists hold at least a master’s degree, whileaudiologists’ minimal education is a clinical doctorate. Bothare certified by the American Speech-Language-HearingAssociation, and are also licensed by the state ofCalifornia. Speech-language pathologists and audiologistswork in schools, private practices, hospitals, clinics, andother health and educational settings.

The American Speech-Language-HearingAssociation (ASHA) is the national professional,scientific, and credentialing association for more than145,000 audiologists, speech-language pathologists, andspeech, language, and hearing scientists.

May is CalFresh AMay is CalFresh AwarenesswarenessMonthMonthDPSS Partners with the Community toLaunch Annual Month-Long Effort toReduce Hunger in L.A. CountyThe Department of Public Social Services (DPSS) hasteamed up with its community partners to launch“CalFresh Awareness Month,” the annual campaign toincrease access to foodassistance and promotehealthier food choices in thenation’s largest and mostdiverse County.

In support of the campaign,the Board of Supervisors hasproclaimed May 2013, as“CalFresh Awareness Month” in the County and urgedall County employees and residents to learn about thebenefits of CalFresh and the importance of good nutritionand exercise.

CalFresh Awareness Month is one of the mostcomprehensive and coordinated efforts in the state ofCalifornia to bring awareness to the need for CalFresh –the supplemental nutrition food benefit that helpslow-income families and individuals in the County.

DPSS Director Sheryl L. Spiller said, “Hunger is an issuethat affects us all and this collaboration represents anintense effort to serve those most vulnerable inLos Angeles County.”

According to the U.S. Department of Agriculture, thenumber of homes in the United States lacking adequatefood more than tripled in the last four years. Studiessuggest that household hunger negatively impacts theintellectual, physical, and emotional development ofchildren and puts youth at greater risks for obesity,diabetes, and other diseases.

As it did last year, the campaign will focus heavily on thenutritional benefits of CalFresh, enlisting the help of theDepartment of Public Health Network for a HealthyCalifornia, farmers’ markets, food banks, and schooldistricts to promote the benefits of healthier food choicesand more exercise.

Silent but Deadly: High BloodPressureby Mark Richman, M.D.Physician Specialist, Emergency MedicineOlive View-UCLA Medical Center

If you have hypertension (high blood pressure), you’re in goodcompany with Tommy Lasorda, George Lopez, Natalie Cole,David Letterman, Regina King, and Bill Clinton. Hypertensionis diagnosed when blood pressure is 140/90 or more severaltimes.

Why is hypertension a big deal? A leading cause of heartattack, stroke, kidney failure, and death, hypertension isdangerous and common (30% of adult Americans have it,particularly older people and minorities).

Why is it dangerous? Imagine a pipe under constant, heavypressure from water inside. Walls weaken, inside cracks begin.To reinforce, extra layers are applied inside, narrowing thespace until fluid can’t flow. With weak reinforcements, pipesburst. In the body, arteries are pipes. Hypertension leads tonarrowing/hardening of arteries (atherosclerosis), causingheart attacks and most strokes. Arteries straining or burstingcause aortic dissection, aortic aneurysm, and brain bleeds.

Hypertension is silent, causing no symptoms until extremelyhigh or organs fail. It is particularly dangerous combined withother conditions weakening arterial walls like high LDL (bad)cholesterol, diabetes, obesity, and smoking.

Is hypertension preventable or treatable? Mosthypertension is preventable and treatable by:

Exercising at least 30 minutes daily (walking counts)

Stopping smoking

Making regular healthcare visits

Taking prescribed medications

Eating a healthy diet high in vegetables, fresh fruits, grains,nuts, and berries (plants don’t have cholesterol)

Substituting poly-unsaturated fats (olive oil, salmon) forsaturated fats (butter)

Cutting salt. If you use salt, cook with it, rather than addingafterward. Remove salt shakers from the table.

Beach ShuttleBeach ShuttleEnjoy the surf, sand, and surroundings of Marina del Reyin a hassle-free and relaxing way. Welcome aboard theBeach Shuttle and experience this fun form of communitytransportation.

The Beach Shuttle, which runs from May 24 throughSeptember 29, provides service to major points of interestsuch as Fisherman’s Village, Waterside Shopping Center,Mother’s Beach, and Venice Beach Pier. The BeachShuttle also provides service to the FREE summerconcerts in both Marina del Rey and Playa Vista. Inaddition, transportation is also provided to the AbbotKinney Festival.

County Breaks Ground on AnotherMultifamily Housing DevelopmentThe Community Development Commission of the County ofLos Angeles (CDC) joined the Little Tokyo Service Centerand Koreatown Immigrant Workers Alliance (Developer) tobreak ground on the New Hampshire Family Housing, anaffordable housing development that will provide 52 new unitsfor low-income families and Transition Age Youth (TAY).The TAY population is defined as children and young adultsbetween 16 and 25, many of whom are aging out of institutionalcare and have substance abuse or mental illness diagnoses.

Once constructed, New Hampshire Family Housing willinclude 4 studios, 24 one-bedroom, 8 two-bedrooms, and 16three-bedroom units. Onsite amenities will include 4,500 squarefeet of common area space including tenant service offices,counseling and community rooms, and a landscaped courtyard.

Supervisor Mark Ridley-Thomas, who represents the areastated, “I’m confident that the New Hampshire affordablehousing development will transform the lives of children andyoung adults who will call this new facility home. Thesupportive services offered at this multifamily housing complexwill combat homelessness, keep families together and enableopportunities for our youth to thrive.”

Auditor-Controller PaystubViewerCosts Savings to DateIn support of the Chief Executive Office’s (CEO) CountywideEfficiency Initiative launched in May 2009, the Auditor-Controller embraced an opportunity and delivered on a projectthat achieves Countywide operational efficiencies, time, andcost savings – Paystub Viewer (PSV).

The Auditor-Controller implemented the PSV Project toreduce the expense and time used to print and distributeCounty employees’ hardcopy paper paychecks and directdeposit stubs. The PSV is a “go green” solution that providesemployees web-based access to view and if needed, printcurrent paper and past pay statements. It also allows forelectronic distribution of announcements and other items thatused to be stuffed into paystub envelopes, a further paperand labor savings. Using this application provides morecomprehensive pay information to employees in an easy andconvenient way ONLINE, i.e., paperless!

The PSV became available in May 2010 and fullimplementation was achieved in September 2012. All 101,000County employees currently have access to PSV, even ifreceiving hardcopy paystubs. 92,000 County employees areno longer receiving hardcopies and are accessing theirpaystubs using PSV. Since full implementation, the Countyhas saved approximately $3.3 million and an expected ongoingsavings of $4-5 million annually due to savings in staff time,paper, and distribution costs.

In addition, the Auditor-Controller provided online access forCounty employees to obtain duplicate copies of their W-2Statement in February 2012. Previously, employees wererequired to pay a nominal fee to obtain a duplicate copy oftheir W-2 Statement. Now, the statements are free andavailable online for tax years 2010 and forward.
