COMPENSATION AND BENEFITS Salary range: $176,726 to $267,489. Salary will be determined based upon qualifications. This is an unclassified (at-will)
position.

DHR serves as the County’s central human resources agency and partners with line HR operations to provide an integrated approach to human resources management with a centralized-decentralized balance. ASSISTANT DIRECTOR, TALENT MANAGEMENT Recruiting, assessing, placing, and developing a large and diverse population of employees requires a human resources executive with vision and determination. The Assistant Director, Human Resources for the Talent Management Branch formulates and implements strategies and programs in areas such as talent acquisition, internships, pre-employment talent assessment, Countywide career pipeline programs, and employee development. Key responsibilities of the Assistant Director, Talent Management include innovating and enhancing the County’s capabilities in identifying and attracting candidates who bring cutting edge approaches to municipal governance, streamlining the assessment process in a civil service environment, and advancing the professional development of the workforce. Partnering with line departments, this visionary and transformative leader works to meet the County’s goal to Realize Tomorrow’s Government Today. Talent Management Branch Divisions:
Talent Acquisition recruits and retains highly qualified executives who will provide leadership and direction to County Departments in alignment with the County Strategic Plan and ultimately enhance the delivery of public service. This division also conducts searches for hard-to-fill positions to identify suitable candidates in a competitive recruitment environment.
Countywide Talent Assessment provides the County and its departments with high-quality and diverse candidates for employment through effective assessment planning, development, scoring, and validation to ensure a fair and job-relevant determination of each applicant's competencies.
Talent Solutions manages and markets Countywide programs that were created and extended in response to related Board motions and County initiatives and are geared to serve as a career pipeline to County employment for those program participants that have historically faced barriers to these types of opportunities.

QUALIFICATIONS The Assistant Director for Talent Management will have expertise in leading talent management programs for a large public or private sector organization, or in an organization subject to government oversight and audit, including managing testing and selection, talent acquisition, and workforce development. The individual qualified for this position will have at least three years of experience in a senior human resources leadership role – including leading management level positions in a large and complex organization. Additionally, seven years of comprehensive experience within Talent Management is required. An undergraduate degree is minimally required for consideration. The ideal candidate will also have many of the following qualifications: A track record of developing, implementing, and administering innovative human
resources practices in a large and well-established culture. Demonstrated ability to think strategically and execute tactically including managing
multiple high priority initiatives and implementations simultaneously. Success working in a state, county, or municipal organization, responding to the
goals of elected officials as they meet the needs of constituents. Proven understanding of human resources technology programs and how leveraging
technology enhances service delivery and drives business outcomes in a large multifaceted organization.
A change agent with strong interpersonal skills who has demonstrated successful
collaboration and team building among various groups and organizations with diverse interests.
The ability to inspire, motivate, and nurture, and where necessary renew those
skilled staff who are indispensable to the department’s success. Excellent analytical skills and the ability to perform complex cost and financial
analyses, and effectively present complex and analytical information in an understandable manner.
The ability to advocate and persuade large organizations on the internal and external
benefits of using metrics to benchmark success and identify growth opportunities. Outstanding organization and project management skills. Exceptional communication (verbal and written) and customer service skills in
interacting with a wide range of internal and external customers/clients. An advanced degree in from an accredited college or university in public
administration, business administration, human resources management, law, organizational development, industrial-organizational psychology, organizational behavior, or closely related field.
Appropriate senior professional certifications from recognized associations such as
ATD, IFEBP, IPMA-HR, NAGDA, SHRM, or World at Work.
