The newspaper credit line defines who took the photo—Matt Volz—and who owns the photo—Associated Press.
When you use a photograph that you obtain from a website, you must credit the photographer, the owner and the website where you obtained the photo. When you fail to do this, you are taking credit for the work of others. We are using a New York Times article, so the IEEE reference must encompass that article:
