A Brief History of Hon. Adan Duale MP - DujisHon Aden Bare Duale was born in 1969 in Garissa County, North Eastern. He joined Boys Town Primary School in 1975 and then proceeded to Garissa High School (1982) and Moi Forces Academy (1986) where he completed his secondary education. He holds a Bachelor of Education Degree from Moi University and an Executive MBA from Jomo Kenyatta University of Agriculture and Technology.

Throughout his career, he has undertaken several professional courses which include Conflict Management, Project Management, Livestock Marketing and Value Chain, Livestock Cross-Border trade, Animal disease and traceability System and Conflict resolution and peace building. This exposure has equipped him with relevant skills to handle the social and economic problems facing the people of Dujis. Having grown up in Garissa, Hon. Duale is well versed with the issues that face his people and has implemented several strategic measures to ensure that his constituents are empowered.

Hon. Duale started his career as a graduate teacher at Sankuri Secondary School in 1992; he later joined Kenya Broadcasting Corporation in 1999 as a Director and served up to 2003. He is an accomplished businessman and strategist and to this end he has served in several organisational boards and advisory committees. He was a founder member and CEO of the Livestock Marketing Society of Kenya.

The MP was elected to parliament in 2007 to represent the people of Dujis and in April 2008, he was appointed as an Assistant Minister for Livestock. He has served in other crucial roles and especially in the new constitution where he served as the North Eastern Province ‘YES’ Team Leader. He was also the ODM National Vice Chairman in Political Affairs until 2011 when he differed in policy matters with his party leadership. Hon Duale is a founder member of the United Republican Party and a key member of the G7 Leadership.

Hon. Duale seeks re-election as the Member of Parliament for Garissa Town under the United Republican Party on the strength of his development record, commitment to his constituents and his practical approach to social and economic challenges facing his people.

Hon. Duale has been very vocal and participatory in parliament proceedings especially in matters relating to North Eastern economic development, livestock development, corruption in government departments, matters relating to the Muslim community and the Somali community. His latest petition regarding cancellation of exams especially in North Eastern has grabbed nationwide attention in regard to transparency in the operations of the Kenya National Examination Council.

His ValuesFamily: Hon. Aden Duale is a family man with a wife and five

children. He holds a lot of value in the family unit and continues to encourageand inspire his people to build their lives around their loved ones and maintain

unity and togetherness.

Religion: Hon Duale is a devoted Muslim and a large percentage of his constituents subscribe to the same faith. He has ensured that there are no divisions among his people along religious lines and therefore every person exercises freedom of worship in Dujis.

Education: North Eastern Province has in the past recorded very high illiteracy levels as compared to the rest of the country. This MP has made great strides

towards ensuring that every child in Dujis goes to school and accesses opportunities to advance their education to the highest level possible.

Human Rights: This vocal MP has been a front runner in protecting the rights of his people both in parliament and outside, which has made him one of the most

popular MPs after only one term in the position.

VisionTo uplift the socio-economic position of the people of Dujis and the larger North Eastern

Region and empower them to compete for equal opportunities with the rest of Kenya.

MissionTo continually harness, manage and conserve the natural resources accessible to the people and

channelling them to key sectors for sustainable socio-economic development.

Community ProjectsDrought MitigationThe people of North Eastern go through a lot of challenges due to the harsh weather conditions they experience for the better part of the year. This leads to water shortage and lack of pastures for their animals forcing them to migrate from one place to another in

search of better living conditions.

For this reason, Hon. Duale has initiated and lobbied for several programmes to enable the people cope whenever

the weather is unfavourable. These include the construction of a slaughterhouse which allows pastoralists to sell their animals when they are not in a position to handle them, negotiating with neighbouring communities and the Kenya Wildlife Service to allow animals to graze, construction of watering points for animals, clean drinking water for the people, animal feeding and vaccination programmes among other

programmes.

New Balambala DistrictIn 2008, the people of Dujis accessed Government

services at the Garissa District Headquarters which meant that a large number of the rural pastoralist communities had to travel up to 200 km to Garissa town. This marginalisation led to Hon. Duale’s official request to have a new district in the constituency and in July 2010, His Excellency

President Mwai Kibaki announced and gazetted the creation of the new Balambala District which was later

officially opened by Prof George Saitoti in April 2011.

New Balambala Constituency Hon Duale tirelessly represented his contituents through the public hearings of the Interim Independent Electoral Commission, the Independent Elections and Boundaries Commission and Parliament which saw Dujis constituecy split into two to create the new

Balambala constituency.

New Divisions, Locations and SublocationsThe subdivision of Dujis into two districts i.e. Balambala and Garissa saw the creation of four new divisional headquarters

adding up to a total of eight - Kora Kora in Garissa, Saka, Shimberey and Kuno in Balambala. These has given birth to

13 new locations and 9 sublocations thus bringing administrative services to the masses and has seen faster resolution to the people’s

problems in the area.

Rahole Irrigation CanalThe 300 million irrigation project (Funded by the Government of Kenya) along River Tana serves over 120 farms growing subsistence and cash crops.

Garissa Regional Immigration Office Since Independence, the people of North Eastern have had to travel to Nairobi year in year out to access immigration services. In 2009, the first regional office was opened which eased the passport issuance and renewal problems faced by the people. This especially helped the over 2000 muslims who travel to the Holy City of Mecca every year to observe the Hajj.

Garissa Land RegistryThe people of Northern Kenya have never enjoyed the services of a land registry office in the region until 2010 when the Ministry of Lands opened its doors in Garissa Town. The region can now access land registration services, adjudication, issuing of titles and land rate payments.

The idea to establish a Public University in Northern Kenya was spearheaded by Hon Duale and in July 2010, President Kibaki directed the opening of a Moi University Constituent College. This development

saw immeasurable growth in education whereby local students can access higher education closer home

and professionals working in the region to advance their education. The first batch of 850 students have already been

admitted.

Upgrading and Registration of Health Centres

Through the CDF, several health centres have been upgraded and registered with the government. This ensures that they can now receive funds, staff and supplies from the Government through he Ministry of Health and Medical Services thus transforming health care in the constituency.

132 kV Electricity Line from Kindaruma to Garissa - 224KMThis ongoing project which is funded by the World Bank, is owned by the Government of Kenya through the Kenya Electricity Transmission Company and will be maintained by the Kenya Power and Lighting Company. For the first time, Garissa will be included in the electricity National Grid and once complete, the people will have stable supply of electricity which has been a major challenge in the past.

Garissa Sewerage ProjectThis project is funded by a consortium of donors, OPEC, Saudi Fund for Development and the Kenya Government. It will improve sanitation in the town once it’s complete in december 2012.

Garissa Nunow RoadThe construction of the Garissa Nunow road is a big achievement for the people in the region. The project which is in progress is the second major road in the area to be funded under the Kibaki government and is being constructed by Icon (an Iranian company).

Garissa Export Slaughter HouseThis is one of the projects started by president Kibaki’s government to benefit livestock farmers in Northern Kenya, funded by African Development Bank and the Kenya government it will help the farmers to slaughter the animals there and not tranport it to Kenya Meat Commission in Athi River, as it is now.
