Dear Sir, Please deny Alternative A Delta tunnels/"California Water Fix'"'. It is in on way a "fix". In fact, such a plan would be ruinous for the ecosystems of both the Delta and the Bay. These ecosystems would suffer irrepairable damages, with far reaching consequences fro both near by citizenry and for wildlife throughout the proposed affected areas, and far beyond. There are other alternatives available which are not destructive on a draconian levi level as is the Delta tunnels proposal. by channeling funding towards local water sources and towards jobs, sustainability can become a reality. Aiso, very notably, beleaguered California tax payers/rate payers will benefit from the savings of billions of dollars.

I urge you to consider these factors and to deny Alternative A, the Delta tunnels/ "California Water Fix", the ruinously­planned plan ...

My name is Daniel Scott Witte and I am a sophomore at San Francisco State University intending to become a radio or television announcer. All my life, I have been a fisherman, nature lover, and boater. Given this, I am strongly opposed to the Water Fix Project or Delta Tunnels.

Installing the Delta Tunnels is simply moving water around. It does not address the need for more water because simply carrying water in a tunnel or canal doesn't produce more water than we already have. Instead it only moves it and destroys the environment.

The restoration plan for flooding existing farms for the fish such as salmon and delta smelt will not be very affective for their natural habitat. Salmon need to naturally migrate from fresh water to salt water to lay their eggs and live. If salmon are simply placed in a flooded fann, they are not able to naturally migrate from the California Delta to the ocean. As a result, the salmon population will drop. I understand that the habitat restoration plan has been removed from your plan to reduce the cost which is much worse for the environment. Not only are the salmon unable to migrate, but they cannot live without the water.

Putting the delta tunnels in place will cause many job losses. These jobs include commercial fishermen delta farmers and boat mechanics. If salmon are not in the ocean, there will be no fish for the commercial fishermen. In regards to boat mechanics, my cousin is a boat mechanic in Discovery Bay and he works out of his home on the water. If there was no water for the boats to travel in, fewer boats could get to get my cousin's house. If my cousin doesn't get boats to work on, then he would lose money. Lastly, the delta farmers who work in the delta are would lose money because they would have no water to o grow their crops. Their irrigation doesn't harm the delta because the water they use on their fields soaks into the ground and eventually goes back into the delta.

If water is removed above the Delta, it will increase the salinity in the Delta. To counteract the salinity increase, salinity gates are going to be put in place. These salinity gates will be placed at locations in the delta

such as Georgianna slough, Montezuma Slough and Old River. Unfortunately, this will block boat traffic requiring boaters to radio and request openings for the gates. By having to request openings, this slows the traffic down because they have to wait for the gates to open and close on either side of the locks. Not only will it make traffic slow down, it will also put more pollution in the water because the boats will be sitting at idle and waiting rather than cruising straight through.

I understand one reason for bypassing the delta is the condition of the levies in the event of an earthquake. These levees have been in place for many years and never has an earthquake caused a problem. Not only that, it would be much cheaper to maintain the levies annually to make sure there is not a problem. Not only will the tunnels not help this problem, but they will simply create more dangers. For example, if the gaskets in the tunnels begin leaking water will get into the ground and cause sink holes that could be dangerous to people and farming equipment.

One option that would actually produce more water we be Desalination. By taking the ocean water and desalinating it, more fresh water would be available than there is now. Not only would there be fresh water, but the salt could be used for other purposes such as seasoning food.

Over all, I hope you will consider these factors and stop any planning to install or build the Delta Tunnels. As a fishermen, boater, and nature lover, I would really hate to see our environment ruined.

As a resident of San Joaquin County, a large and important agricultural area which delivers $3 billion in annual agricultural production, I am opposed to the assault on our area that Governor Brown's proposed "WaterFix" presents. This plan steals water from us, trampling over prior rights dating over a century, and will inflict severe economic damage on us residents, farmers, and the state.

Rather than spending $15 billion (plus overruns) of taxpayer funds on this scheme which develops no new water source whatsoever, it would be much more prudent to demand that such an expenditure not be used to divert water from one set of users to another, but instead be invested in developing new sources. Possibilities include new dam projects, new desalination facilities in Southern California, or other viable schemes including mediating and settling the dispute with British Columbia so California businesses could purchase water from them and bottle it for home delivery in Southern California. No doubt creative minds could find other new sources of water, something that merely diverting water will never do.

I am writing to express my strong opposition to the Delta Tunnels plan.

The Delta Reform Act of 2009, in which the California State Legislature committed to the "co­equal goals" of providing a more reliable water supply for California AND protecting and restoring the cultural, recreational, natural resource, and agricultural values of the Delta, cannot be upheld if the Delta Tunnels come to pass.

The California Water Fix does not meet the restoration goals of the Delta Reform Act; it is simply a plan to export more water out of the San Francisco Bay-Delta estuary. The Delta Tunnels will also fail to provide more reliable water because the Delta watershed is already oversubscribed by five times in normal water years.

My objections to the tunnels are threefold: 1. The California Water Fix does not address the environmental, public health or economic

impacts of the proposed Delta tunnels project. 2. The plan ignores alternatives that would save California tax and ratepayers billions of

dollars, while investing in the jobs and local water sources that build sustainability. 3. The plan will permanently destroy the delta landscape that rowers and motor boaters

love.

My environmental concerns with the plan are:

· The impact on wildlife and plant species in the Delta that depend on freshwater include the Delta smelt, chinook salmon, steelhead, San Joaquin kit fox, and tricolored blackbird, protected species already on the brink that will face decimation due to a diminishing food-web.

· At sea, even the ESA-Iisted South Pacific Puget Sound Orca Whales depend on migrating Delta species that will be harmed by less water flowing through the Delta.

· The tunnels plan seems to ignore Section 7 of the Endangered Species Act which prohibits federal agency actions that are likely· to jeopardize the continued existence of any endangered species or that "result in the destruction or adverse modification of important habitat of native species."

My public health concerns with the plan are:

· The tunnels will cause increased contamination of municipal water and wells for the millions of rural and urban residents living in the five Delta counties including San Joaquin County where I live.

· The tunnels plan fails to model for potential increases of carcinogens and other formation of byproducts that would cause cancer and other serious health effects.

· Environmental justice communities, who depend on subsistence fishing, will also face food and health insecurities as a result of increased contaminants, specifically mercury contamination, in fish and wildlife populations associated with reduced outflows that help with dillution.

My economic concerns with the plan are:

· For large metropolitan cities such as Los Angeles and San Jose that depend on export water, water rates and/or property taxes will go up, but they will get no additional water.

· No analysis has been done on how the lack of fresh water flows will impact San Francisco Bay tourism and recreation. These industries depend on Delta fresh water flows for their crab and salmon fisheries, wildlife sighting, boating, and their restaurant economy. This industry is worth billions annually.

· Salinity intrusion is already impacting the western Delta farms and removing Sacramento River freshwater from the system will make matters worse. Delta farmers cannot irrigate crops with salt water and they certainly cannot plant crops in contaminated soils. The Delta Ag economy, which consists of generations of family farms and farm workers, generates $5.2 billion for the California economy, annually.

· California coastal fishing communities depend on thriving wildlife. This historic industry is worth billions annually, with the salmon industry worth $1.5 billion annually alone. Thousands of jobs and livelihoods are tied to these industries.

· The operation and construction of the tunnels will obstruct and disable navigable waterways for boating, marinas and other types of leisure activities, in addition to creating conditions of low water flow that will foster invasive aquatic species, such as water hyacinth. Poor water quality also creates unsafe recreation. Recreation and tourism in the Delta generate $750 million annually. Already, we are experiencing drought conditions in the Delta which will only worsen if the planned Delta Tunnels are constructed.

Alternatives to Water Exports Ignored

Less expensive and less environmentally destructive alternatives to the Delta Tunnels were largely ignored when the plan was finalized. The plan does not seriously consider any alternatives other than new, upstream conveyance. The decision-making process (from the outset) has tilted in favor of increasing water exports from the Delta.

Our tax and ratepayer dollars would be much better spent on:

· More aggressive water efficiency program statewide that would apply to both urban and agricultural users.

· Funding water recycling and groundwater recharging projects statewide that would be billions of dollars less expensive for rate payers than constructing a new version of the Peripheral Canal or major new surface storage dams. Meanwhile, these projects move communities towards water sustainability.

· Retiring thousands of acres of impaired and pollution generating farmlands in the southern San Joaquin Valley and using those lands for more sustainable and profitable uses, such as solar energy generation.

· Improving Delta levees in order to address potential earthquake, flooding, and future sea level rise concerns at a cost between $2 to $4 billion and is orders of-magnitude less expensive than

major conveyance projects that are currently being contemplated.

· Increasing freshwater flows through the Delta to reduce pollutants so ecosystems and wildlife can be restored.

· Installing fish screens at the south Delta pumps to reduce the current salvage of marine life.

In Summary

The Delta has problems that need to be addressed, but theCA Water Fix tunnels are a 20th century idea that won't fix them. It won't produce more water, more reliable supplies, or improved conditions for the environment in the Delta.

The new EIR/EIS has not adequately addressed my above stated concerns. That is why I oppose the Delta Tunnels/California Water Fix (Alternative 4A).

Reclamation and DWR should prepare and circulate a new Draft EIR/EIS that will include alternatives that reduce water exports and increase Delta flows for consideration by the public and decision-makers. Such alternatives have a far better chance of complying with the Delta Reform Act and the federal Endangered Species and Clean Water Acts.

Why do we think we can do betterthan nature? Find a better solution than this. The delta tunnel plan is crazy and a bandaid to a bigger problem.

In the Sacramento Valley landscape trees are dying and my neighbor's domestic wells are going dry. Billions will be spent to benefit only a few agricultural investors. Irrigating orchards year-around that are planted in what's technically is a desert is not good policy.

The Delta Tunnels are not a "California Water Fix." There are other alternatives that would be more cost effective, and result in sustainable solutions that would not further degrade the Delta and Bay ecosystems.

It's bad for the region's ecology and endangered species. That comes before helping moneymaking goals.

I am writing to express my strong opposition to the Delta Tunnels Plan.

The deceptively named "California Water Fix" does not address the multitude of adverse environmental, public health, and economic impacts the proposed Delta tunnels project would cause. Further, the plan ignores alternatives that would save California tax- and ratepayers billions of dollars, while investing in jobs and local water sources that build sustainability, instead of severely damaging the Delta and Bay ecosystems.

I urge you not to permit the Delta Tunnels/California Water ·Fix (Alternative 4A) project to move forward.
